Minister of Interior Rewards Officers who Shoot Thugs

In what al-Ahram described as “unprecedented” Minister of Interior Muhammad Ibrahim launched a campaign of raids against outlaws and thugs in Beni Suef.

The minister announced rewards for officers who shoot thugs and gangs that assault police stations.

Riots have been reported on the first day of the year in different parts.

Tantawi Issues a Ruling to Hold the Shura Council on Two Days

Field Marshal Hussein Tantawi, head of SCAF issued a ruling to hold the elections to the

Shura Council on two days according to law No. 73 of the year 1956.

The first phase of the elections will be in Cairo, Alexandria, Gharbiya, Daqahliya, Munoufiya, Damietta, North Sinai, South Sinai, Fayyoum Asyout, Qena, the Red Sea and al-Wadi al-Jadid (New Valley).

The elections of the first phase will be held on January 29-30, 2012 and the run-off round will be on February 7, 2012.

The second phase, however, will be in Giza, Qalyoubiya, Sharqiya, Buhairah, Kafr al-Shaikh, Ismailiya, Port Said, Suez, Matrouh, Beni Suef, Menia, Sohag, Luxor and Aswan.

Elections of the second phases will be held on February 14-15, 2012. Runoffs will be held on February 22.

Tantawi also issued a ruling determining the first session of the Shura Council on February 2012.

Tantawi’s decision was an amendment to the second article of law No. 200 for the year 2011.

NGOs and Alleged Raids

Minister of Justice Adel Abd al-Hamid stated that the inspections that took place in a number of NGOs last week were “within the frame of law” and depending on the Prime Minister’s assignment to the former Minister of Justice.

In a press conference with Fayza Abu al-Naga, minister of planning and international cooperation, Abd al-Hamid denied what was rumored about police raids in the NGOs.

Minister Abu al-Naga stated that many foreign organizations opened offices in Cairo without authorization, especially after the 25 January Revolution. She added that many of the inspected organizations had committed serious violations.

She added that there were many authorized NGOs that work legally while others not.

Unknown Bodies with Foreign Features

The trial of former President Husni Mubarak, his two sones, former Minister of Interior Habib al-Adili and his assistants will be resumed today.

The defense team is to apply documents and forensic reports that prove that a number of the unknown dead bodies carried to hospitals and morgues upon the January 25 Revolution had foreign features.

Elections Updates in al-Ahram

Tribal belonging dominates the polls in Upper Egyptian Qena.

In Marsa Matrouh al-Wafd Partty organized a demonstration in the frame of its electoral campaign.

Head of al-Wafd Party al-Sayyid al-Badawi criticized the abuse of religion to reach the Parliament.

The Muslim Brotherhood, Salafists and the Egyptian Bloc seem to be the main competitors in the third phase of elections to the People Assembly.

Free Egyptians is sure of getting the third place in the elections. Bassel Adel, member of the Party’s presidential council stated the party was ready to cooperate with Islamists in the Parliament for the interest of Egypt.

In Gharbiya, 230 candidates compete on 20 seats on slates.

The Muslim Brotherhood’s Freedom and Justice is expected to get half the seats in Daqahliya.

In Qalyoubiya, candidates’ relatives who work in polling stations were excluded.

800 authorizations for Arab and foreign journalists have been given to cover the third phase of elections to the lower house.

Islamists Attack Washington

FJP, the political wing of the Muslim Brotherhood, announced it plans on demanding from the next parliament to cancel the US aid to Egypt.

Washington has threatened to cancel the $1.5Bn military aid to Egypt after the authorities raided 17 NGOs.

FJP’s legal Advisor, Ahmed Abu Baraka, mentioned they do not care about the American aid or the American government.

Washington Works On Stopping Egyptian Aid

Informed sources revealed that the US government is pressurizing Arab countries not to grant Egypt any aid.

The American government and the Western ones are withholding the aid they were promised to grant Egypt after the revolution.

According to the source, this can be attributed to the failure of the Military Council to form a Salvation Government headed by Mohamed El-Baradei after Mohamed Mahmoud Street clashes that resulted in the death of 40 citizens.

The joint Egyptian-Turkish naval maneuvers dubbed “Sea of Friendship” caused a great concern to the Israeli government, which also added to the tension in the American-Egyptian relations.

Foreign sources assumed that the raid on NGOs in Egypt, is SCAF’s response to the economic pressure exerted on the Egyptian government. The Military Council wants to send a message that if America uses the aid as a pressure tool, they can prevent political activists supported by American funding from carrying out their tasks.

Nour: We Stand Against a Civil State

Mohamed Noor, media spokesperson of Al-Nour Salafi Party, stated that his party , like the rest of the Salafi current, stands against the formation of a civil state and demands the formation of a state with Islamic reference.

The Egyptian community will not select a Copt as a president because the second article of the constitution states that Islam is the state’s religion and it is only natural that the president is a Muslim, he added.

Masry Youm Elections Updates

Mohamed Attiyah, Minister of Local Development, decided to establish 10 operations rooms in preparation of the third phase of the elections. One of them will be the Central room of operations and will be held in the ministry. Each one of the remaining nine will be located in one of the governorates of the third phase.

There are 521 candidates in Gharbia running in the single and multi-member constituencies; only 6 of which are Copts.

Thirty one former parliament members are running for seats in the upcoming parliament in Gharbia.

Parliament member, Mostapha El-Naggar revealed that a number of Liberal, Independent, Salafi and FJP parliament members are holding intensive meetings to agree on the principal articles of the constitution.

Yasser El-Hodeby, Freedom Party candidate, attacked FJP claiming they endorsed Gamal Mubarak as a president before the revolution, described them as NDP’s biggest supporters.

Elections Updates in al-Gomhouriya

The third phase of elections to the lower house of the Egyptian Parliament starts tomorrow.

2753 candidates compete on 150 seats.

100 seats are in slates constituencies and 50 seats for the single-member constituencies.

Three alliances, 26 parties and 288 ladies compete in this phase.

In Qalyoubiya there are two constituencies for slates and three single-member constituencies.

In Daqahliya there are three constituencies for slates and six single-member constituencies.

In Gharbiya there are two constituencies for slates and two single-vote constituencies.

There are two slates constituencies and four single-member constituencies in Menia.

In Qena, there are two slates constituencies and three single-member constituencies.

I n Marsa Matrouh there is one slates constituency and one single-vote constituency.

Wiki leaks and America in Arabic Report on US Funds

Wiki leaks reports have uncovered secret American funds to a number of activists and

organizations in Egypt over the past few years.

America in Arabic got one of the leaked documents. 25 famous politician and journalists attended secret meetings with the American ambassador.

The leaked documents show telegraphs sent by Former US ambassador in Cairo Margret Scobey reassuring the American Administration that the American President plan of “freedom” is going well.

Al-Gomhouriya published the names of politicians, journalists and activists who are

proved to be involved in the U.S.A secret support and funds. All of the suspects who were interviewed denied having received any funds.

Three Stands in Front of the Supreme Court Yesterday

The first was staged by 6th April Movement; Ahmed Maher’s Front as dozens gathered in front of the office of the public prosecutor denouncing the raid of NGOs.

Others protested the detention of political activists following the Ministerial Cabinet Street clashes.

A number of judges who were fired since 2005 continued their sit-in demanding the trial of former Justice Minister, Mamdouh Marey.

HEC Appointed 12,000 Judges for the Third Phase of The Elections

The third phase of the parliamentary elections in Egypt starts tomorrow in 9 governorates: Menia, Qalyobia, Gharbia, Dakahlia, North Sinai, South Sinai, Marsa Matrouh and Qena.

The elections in the five constituencies, whose results were invalidated in the earlier phases, will also be held tomorrow. The five constituencies are Moharam Bek in Alexandria, Fath and Dairout in Asyut, El-Sahel in Cairo and Sharquia’s fifth constituency. The number of judges supervising the third phase of the elections will increase to reach 12,000 judges, stated Yousry Abd El-Kerem, member of the HEC.

The number of eligible voters in this stage is 14,500,000 voters; there are 15175 substations and 7,120 polling stations.

Abd El-Moez Ibrahim, Head of the HEC, appointed an additional judicial official in every polling station in coordination with the security authorities.

MB Approves a Special Status for SCAF in the Constitution

Dr. Issam al-Aryan of the Muslim Brotherhood’s Freedom and Justice stated that SCAF

had the right to enjoy a special status in the coming Constitution that is to be drafted soon.

He added that the Military Institution has the right to be referred to in any armed-forces-related legislation.

“We admit that the Army’s secrets and budget should be under the Parliament observation but not announced, to preserve the confidentiality of that institution,” al-Aryan said.

New Year’s Celebrated for the First Time in Public

Hundreds of Egyptians celebrated the New Year’s in an unprecedented rally in Tahrir Square.

Muslims of many denominations and Copts participated in the celebration. Hymns and religious recitations were performed.

NCHR and NGOs

The National Coucnil for Human Rights (NCHR) denounced the police raids against

NGOs.

NCHR held an emergency meeting yesterday to discuss the issue.

It accused the State procedures in this response of being illegal.

Dozens of judges and prosecutors started a sit-in yesterday to protest against a decision that was taken to sack them.

They considered the decision to be unfair.

National Security summons Hamdy Badeen

SSSC Summons Hamdy Badeen

The Supreme State Security Criminal Court (SSSCC) in Giza headed by Judge Hassan Radwan decided to postpone the case on Imbaba Strife until February 5th to summon General Hamdy Badeen, Commander of the Military Police, and to listen to the statements of witnesses.

There are 48 suspects in this case who are charged with mobbing, first degree murder, threatening public peace, starting a sectarian strife, deliberately setting Virgin Mary’s Church in Imbaba on fire and holding unlicensed fire arms and ammunition.

The Egyptian State Funds Islamist NGOs

Al-Yom al-Sabee published a report about the details of foreign funds offered to Egyptian organizations with the authorization of the Egyptian government.

Authorized Ansar al-Sunnah al-Muhammadiya Association has received huge funds from Qatar and Kuwait. The funds were approved by Dr. Ali al-Musilhi, former minister of social solidarity.

Muhammad Alaa Mubarak NGO also received huge funds from the UAE and the Sultanate of Oman.

Caritas Charity also receives considerable funds, no countries were mentioned.

Joint Press Conference for Justice and International Cooperation Ministers

Minister of Planning and International Cooperation Fayza Aboul Naga, held press conference with Minister of Justice Adel Abdel Hamid, to clear some facts regarding the raid on NGOs:

First: The Ministerial Cabinet assigned the former Minister of Justice to form a fact-finding committee to investigate foreign funding for NGOs in Egypt who referred the case to investigative judges.

Second: The investigative judges issued a statement regarding the entities and individuals that received foreign funding.

Third: The inspection procedures came according to an order by the investigative judge.

Fourth: The investigative judges acted within their specialties. They assigned one of the prosecution members to carry out part of the investigations.

Fifth: All the steps taken by the investigative judges were legal.

Sixth: The investigative judge will continue to take legal actions that shall help the investigations.

"There were no military or police forces participating in the inspection,” said Fayza Abul Naga. “The investigative judge asked the interior minister to secure the inspection mission without knowing the nature of the mission.”

She said that Egypt –like America- bans political funding to civil associations.

The International Cooperation Minister, Fayza Abul-Naga, stated that the ministry does not object foreign funding to organizations as long as it is approved and supervised by the authorities.

The Military Council denied the reports that circulated in the last couple of days claiming they have been contacted by foreign governments to stop their raids on civil society organizations.

The Advisory Council demanded an immediate stop for the raids on NGOs and civil society organizations, regardless of the legal justifications behind those raids.

SCAF is luring us into resorting to violence so that they can manipulate people as much as they can. We must never give them this opportunity. We are much stronger when we rely on peaceful protests.

I am really angry with the people who keep telling us to wait and give SCAF another chance!

They can arrest, humiliate, strip, or smear the reputation of Egyptian women but we will still take our rights from them. Egyptian women are a red line!

Military trials for civilians almost stopped, yet thousands of victims are still lying in prisons waiting for a chance of an appeal that proves they are innocent.
