SCHEDULE ALL that area in the Nelson Land District, Collingwood County, situated in Blocks II, III, and V, Onetaua Survey District, Blocks VI, X, XIII, XIV, XV, XVI, and XVII, Pakawau Survey District, Blocks II, III, IV, VI, VII, and X, Aorere Survey District, Blocks I, II, and III, Waitapu Survey District, and bounded generally as follows: Commencing at a point being the south-west corner of Section 3, Block II, Onetaua Survey District ; thence in a northerly direction by the western boundary of the said Section 3, to and across a road to the boundary of another portion of the said Section 3, and again by the western boundaries of Sections 3 and 27, Block II aforesaid, to the northernmost corner of the said Section 27 ; power in anywise enabling me in that behalf, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, do hereby alter the boundaries of the Golden Bay Electric-power District so as to include the area described in the Schedule hereto.

And whereas it is desired to change the name of the said Puhoi Domain to Puhoi Pioneers' Memorial Park Domain :

PURSUANT to the powers vested in me in that behalf by section one hundred and thirty-five of the Municipal Corporations

Act, 1933, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, do hereby direct that a poll shall be taken on the proposal that the area described in the Schedule hereto may be constituted a borough under the said Municipal Corporations Act, 1933, by name the Borough of Kaitaia ; and, further, I do hereby make the following appointments and arrange­ments for the purpose of taking the said poll :-

1. William Harold Atkins, Esquire, of Kaitaia, to be the Returning Officer for the purpose of taking the said poll and also to be the person authorized to prepare a voters' roll of the persons entitled to vote at the said poll.

2. The voters' roll prepared and signed by the said Wiiliam Harold Atkins shall be the voters' roll to be used at the said poll.

I N terms of section 4 of the National Savings Act, 1940, I, Walter Nash, Minister of Finance, hereby prescribe that the sixth

investment period shall run from the 30th June, 1945, to the 30th June, 1946.

The rate of interest to be paid on investments made during such investment period period shall be 3 per cent.

Moneys invested during such investment period by deposit in an investment account shall be repayable on the 30th day of June, 1948.

Provided that where interest is not withdrawn in terms of section 8 (2) of the said Act and is added to the principal moneys of the investor, such amount of interest, together with interest thereon, shall be repayable on the 30th day of June, 1946.

National savings bonds issued during such investment period shall be repayable five years after the date of issue thereof.

The Minimum Weekly Wage (Essential Undertakings) Order 1945

P URSUANT to Regulation 13 of the Industrial Man-power Emergency Regulations 1944, * the Minister of Labour doth

hereby order as follows:-1. (1) This Order may be cited as the Minimum Weekly Wage

(Essential Undertakings) Order 1945. (2) The Minimmp. Weekly Wage (Essential Undertakings)

Order 1942 (No. 2)t is hereby revoked. · 2. This Order shall apply with respect to every undertaking

that is for the time being an essential undertaking within the meaning of Part III of the Industrial Man-power Emergency Regulations 1944: Provided, however, that nothing contained herein shall apply to any worker in respect to his employment pursuant to the Essential Building Works Labour Legislation Modification Order 1943t.

3. (1) In its a,pplication to any undertaking that was an essential undertaking" on the 1st day of May, 1945, this Order shall be deemed to have come into force on the 1st day of May, 1945.

(2) In its application to any other undertaking, this Order shall come into force on the date on which the undertaking was or is declared to be an essential undertaking. -

4. (1) Subject to the provisions of this Order, every worker who is employed in an undertaking to which this Order applies shall, in respect of every week during the period of his or her employment, be entitled to a minimum weekly payment of an amount equivalent to his or her ordinary weekly wage : Provided that-

. (a) Where the ordinary weekly wage of an adult male worker exceeds £6, the minimum weekly payment to which he is entitled under this Order shall be £6 :

(b) Where the ordinary weekly wage of an adult female worker, other than one to whom paragraph (d) hereof applies, exceeds £3 2s. 6d., the minimum weekly payment to which she is entitled under this Order shall be £3 2s: 6d. :

(c) Where the ordinary weekly wage of a junior worker, other than one to whom paragraph (d) hereof applies, exceeds £2, the minimum weekly payment to which the worker is entitled under this Order shall be £2 :

(d) ·where any award, agreement, order, or regulation requires that a junior worker or an adult female worker shall be paid wageR at the rate prescribed for an adult male worker and the ordinary weekly wag3 for such worker exceeds £6, the minimum weekly payment to which he or she is entitled under this Order shall be £6.

(2) The foregoing proviso of this clause shall not apply to any worker in respect of any week if he or she is entitled otherwise than under this Order to receive a higher minimum weekly payment that week.

5. For the purposes of this Order-( a) "Ordinary weekly wage" means the wage that would be

payable to the worker at ordinary time rates for working during the week the hours prescribed as ordinary working­hours under the relevant award or industrial agreement, or where the employment is not subject to any award or industrial agreement the hours prescribed as ordinary working-hours by the worker's contract of service :

(b) Where no ordinary time rate is :fixed under the terms of the worker's employment, the ordinary time rate of the worker Rhall be deemed to be the ordinary time rate for the same class of work fixed by the a1;vard or agree­ment in force in the district nearest to the locaJity where the worker is employed or, where there is no such award or agreement in force· in New Zealand, such ordinary time rate as may be determined in any case by the Minister of Labour:

(c) "Overtime, bonus, or other special payrnent" means any amount actually earned by any worker in respect of any. day in excess of the appropriate daily proportion :

( d) " Appropriate daily proportion " means, in respect of each day, the amount that would be payable to the worker if he were paid at ordinary time rates·for the number of hours actually worked by him in that day up to the number prescribed as the maximum to be worked in that day without payment of overtime.

6. In computing the minimum weekly payment no account shall be taken of any overtime, bonus, or other 8pecial payrnent, and the worker shall be entitled to receive in addition to the minimum weekly payment any overtime, bonus, or other special payment earned by h1m : Provided that where payment is made for-a dav allowed as a holiday the worker shall be deemed to have actually ;orked on that day the number of hours for which payment is made on account of that holiday, and such number of hours shall for the purposes of paragraph (d) of clause 5 be deemed to be the number prescribed as the maximum to be worked in that day without payment of overtime.

7. (1) The right of any worker to receive in respect of any week the minimum weekly payment hereinbefore fixed shall, in addition to the conditions prescribed by Regula,tion 13 of the Industrial Man-power Emergency Regulations 1944, be subject to the followina further conditions :-

0

(a) That the worker on each working-day in that week reported for work at his or her usual place of employment, or at such other place as the employer may have directed, at the time at which the worker usually reported for work, or took such other steps to ascertain whether his or her services were required on that day as may have been · agreed to by the employer ; and ..

(b) That the worker during that week performed his or her work with due diligence and with proper skill and care an<l complied with all the terms and conditions of hi~ or her employment, whether prescribed by an a.ward or agreement, or otherwise ; and

(c) That the worker during the immediately preceding six weeks was not absent from available work for any reason other than-

(i) Sickness or accident or other cause outside his or her control, or

(ii) Lea,ve of absence to which the worker was entitled under the terms of his or her employment, or leave of absence granted by or on behalf of t,he employer,-

on more than one working-day, or (if the total number of hours worked by him or her during that period of six weeks exceeded his or her weekly hours for that period by not less than 20 per cent.) for more than three working-days.

(2) In respect of _any unde~taking in which it is customary to close do,vn for a particular per10d at Easter or at Christmas or at New _Year, no day within any such period shall be regarded as a working-day for the purposes of paragraph (c) ofsubclause (l) ofthi~ clause, unless the ~d~rtaking is duly required to open and to operate on that day by direction of a Controller for the time being in office as a C<;>ntroller, whether under the Supply Control Emergency Regulat10ns 1939§ or under any other emergency regulations.

8. (1) For the purposes of this Order, every worker who is not a junior worker shall be deemed to be an adult worker, and, except as may be otherwise provided in any award or industrial agreement under the Industrial Conciliation and Arbitration Act, 1925, or in anJ'. agreement under the Labour Disputes Investigation Act, 1913, or m any other agreement, every worker who has not attained the age of twenty-one years shall be deemed to be a junior worker. . (2) . Where a female worker is employed in substitution for and 1s performing the work and receiving the remuneration of an ad.ult male worker she shall for the purposes of this Order be deemed to be an adult male worker.

WHEREAS an application has been made for the consent of the Land Sales Court to a transaction which relates to the

land described in the Schedule hereto and to which Part III of the Servicemen's Settlement and Land Sales Act, 1943, applies:

And whereas the Land Sales Committee to which the application has been referred is of opinion that the land to which the application relates is farm land suitable or adaptable for the settlement of a discharged serviceman :

And whereas the said committee, not being satisfied that the Crown had decided not to acquire or arrange for the acquisition of the land, did on the 28th day of May, 1945, make an order determining the basic value of the.land and no appeal from the said order was made within the time prescribed by the said Act or within any further time allowed by the Court :

The Servicemen's Settlement and Land Sales Act, 1943.-Notice declaring Land taken for the· Settlement of a Discharged Serviceman

WHEREAS an application has been made for the consent of the Land Sales Court to a transaction which relates to the

land described in the Schedule hereto and to which Part III of the Servicemen's Settlement and Land Sales Act, 1943, applies:

And whereas the Land Sales Committee to which the application has been referred is of opinion that the land to which the application relates is farm land suitable or adaptable for the settlement of a discharged serviceman :

And whereas the said committee, not being satisfied that the Crown had decided not to acquire or arrange for the acquisition of the land, did on the 22nd day of May, 1945, make an order determining the basic value of the land :

· And whereas an appeal from the said order was made within the time prescribed by the said Act :

And whereas the Court has made an order determining the basic value of the land :

And whereas the said land is not the land of any serviceman who is for the time being serving outside New Zealand in any of His Majesty's Forces or in any British ship:

Now, therefore, the Minister of Lands, acting in pursuance of section 51 of the said Act, doth hereby declare that the said land is taken for the settlement of a discharged serviceman, and hereby specifies the 20th day of July, 1945, as the date on which the said land shall be deemed to be vested in His Majesty the King.

NOTES ON THE WEATHER FOR MAY, 1945

General.-1\fay was a cold, dull month with frequent rain. Conditions have been rather hard on stock, and some feeding out was started in most districts. The ground is very wet and waterlogged, and outdoor farm activities have been hindered.

Rainfall.-May is usually a rather wet month for the North Island and totals this year were above average, there being a few localized exceptions, chiefly near \Vhangarei, New Plymouth, and Hastings. Between Clarence and Southland totals were all very excessive, often being twice to treble the average, but near Port Hills and Little River they were over four times the average. On the other hand Westland was much drier than usual, and most of Nelson and Marlborough had deficiencies.

Some of the more noteworthy rainfalls which occasioned flooding may be mentioned. The 17th was very wet about the Bay of Plenty, with numerous falls over 5 in. At Matarau, Hicks Bay, there was 7·77 in., followed by 2·70 in. on the 18th, while at Katoa, East Cape, the falls on these days were about 8·20 in. and 1·21 in. respectively. At Little River on the 18th, 19th, and 20th the falls were 5·34, 7·57, and 4·89 in., these being the major contributions to the total of 24·51 in., which exceeded by 4 in. the total for May, 1934, which was hitherto the record of any month during its thirty years of records. The Dunedin area received falls of about 3 in. on the 19th.

Temperature.-Mean temperatures were about 2° F. cooler than average. There were some sharp frosts in nearly all districts. The final days were e~pecially cold, and considerable snow fell on the ranges. The 29th was a very bleak day.

Sunshine.-While sunshine totals were near normal in Auckland and Napier, in most places it was a very dull month. The lack of sunshine was most noticeable in Taranaki, the Manawatu, Canterbury, Otago, and Southland.

Weather Sequence.-With an anticyclone to the north at first, the weather was mostly fine and cool; but in the south-west there were a few showers, which increased to rain as a depression passed nearby on the 2nd. Then a cold front advanced north-eastward, bringing a change from strong north-westerlies to westerly or south-westerly winds and rain to most places, amounts being only slight east of the ranges. Behind a secondary cold front on the 4th and 5th winds turned more southerly with showery conditions, including scattered hail or snow. Bright intervals soon increased, and the 7th and 8th were settled with widespread frosts, while an anticyclone passed slowly westward.

North-easterlies gradually strengthened and gave heavy rain over Auckland Peninsula early on the 10th, and as an extensive depression moved slowly south-eastward across the North Island there was rain at times in central and southern districts. A secondary depression· which moved from Auckland to east of Hawke's Bay on the 13th gave further rain, especially on the east coast south of its path. From the 14th to the 16th a pressure col was over New Zealand, and there was much cloud with some fog or drizzle in the South Island.

The 17th to the 20th was a very unsettled period. On the 17th a depression was off Taranaki, while a more vigorous one was moving south-eastward towards Auckland. Dull conditions were general, with some very heavy rains in all eastern districts north of Canterbury, flooding occurring mostly in the Bay of Plenty and Urawera districts. By the 19th the first centre was off Canterbury and another over the middle of the North Island. Southerlies, which were generally strong, increased to gale force south of Christchurch, with intense rain in coastal regions. Flooding was particularly severe at Little River, and also serious at Taieri and Dunedin, but damage occurred in intermediate localities. During the 20th conditions improved from the south and west as the depression moved eastward and an anticyclone over the Tasman Sea was extending on to the South Island. On the 21st and 22nd showers were only isolated and mainly brief.

An anticyclone centred off northern New Zealand gave fairly settled weather from the 23rd to the 25th. Thereafter, with a stationary and extensive anticyclone over south-eastern Australia, changeable and very cold south-westerly conditions persisted. A cold front crossed the country on the 26th. During the 27th a vigorous orographical depression formed over Canterbury and was swept along in the strong squally south-westerly wind current. Ahead of it there were some westerly gales, strongest about Taranaki and South Auckland, and with its passage there were sharp showers of rain, hail, or snow. After a cold front on the 28th winds turned more southerly, and, while conditions were settled west of the Alps, elsewhere spells of very wintry showers continued. Conditions were much improved during the 31st.

I N pursuance of section 16 of the Mount Eden Borough Loans Conversion Order 1934 (No. 1), and the terms under which

securities authorized by the said Order were issued, the Mount Eden Borough Council at a meeting held on the 17th day of April, 1945, resolved to exercise the option contained in the securities in respect of all debentures maturing on the 1st day of April, 1951, of the Mount Eden Borough Conversion Loan, 1934 (No. 1), and public notice is accordingly hereby given of the Mount Eden Borough Council's intention to redeem such debentures of the said loan on the 1st day of April, 1946, and interest thereon will cease on the said day, viz. :-

Debentures Nos. 1729 to 1928 (inclusive) maturing on the 1st April, 1951.

RESOLUTION MA.KING SPECIAL RATE

Conversion Redemption Loan, 1945

AT a meeting of the Te Kuiti Borough Council held on the 12th June, 1945, the following resolution was passed:-

" In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies' Loans Act, 1926, the Te Kuiti Borough Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of one thousand five hundred pounds (£1,500), authorized to be raised by the Te Kuiti Borough Council under the above-mentioned act, for the purpose of redeeming on 1st July,. 1945, debentures amounting to one thousand five hundred pounds (£1,500) in the Te Kuiti Borough Conversion Loan, 1934, the said Te Kuiti Borough Council hereby makes and levies a special rate of one-farthing (¼d,) in the pound upon the rateable value (on the basis of the unimproved value) of all the rateable property within the Borough of Te Kuiti ; and that such special rate shall be an annual-recurring r_ate during the currency of such loan and be payable yearly on the 1st day of April in each and every year during the currency of such loan, being a period of fourteen (14) years or until the loan is fully paid off."

THE following resolution was duly passed at a meeting of the Wellington City Council held on the 13th June, 1945 :-

" In pursuance and in exercise of the powers vested in it in that behalf by the Local Bodies' Loans Act, 1926, and its amend­ments, and of all other Acts, powers, and authorities enabling it in that, behalf, the Wellington City Council hereby resolves as follows : That, for the purposes of providing the interest, sinking fund, and other charges on a special loan of forty thousand pounds (£40,000), to be known as the Wellington City New Office Building Loan, 1942, authorized to be :raised by the Wellington City Council under the above-mentioned Act, for the purpose of the provision of office accomodation to replace buildings damaged by earthquake, the Wellington City Council hereby makes and levies a special rate of thirty-three eight-hundredths of a penny (33/S00d.) in the pound upon the rateable value (on the basis of the unimproved value) of all rateable property within the whole of the City of Wellington; and that such special rate shall be an annual-recurring rate during the currency of such loan and be payable on the 1st day of April in each and every year during the currency of the said loan, being a period of twenty (20) years from the 1st day of September, 1945, or until the loan is fully paid off."
