II. The Terms of Reference – Specific 1. To review the performance of Agriculture and Allied sectors in the country and consider

the reports of the Working Groups set up by Planning Commission for the purpose 2. To review the policies and programmes / schemes of DAC, DHAD&F & DARE in the

context of (i) schematic architecture/efficacy and State discipline – extent of decentralization, (ii) growth in productivity and (iii) conservation/ sustainability issues along with linkages with Rural Development and Water Resources.

3. To interface with farmer organizations, input support service providers, industry

associations, environmental groups, consumer associations, export-import associations, etc.

4. To examine the current status of service delivery and convergence mechanisms at various

levels and suggest modalities for its augmentation so as to respond to the solutions to field problems in this sector.

5. To suggest policies, programmatic architecture, way forward and projected investments in

agriculture and allied sectors during XIIth Plan. III General

1. The Chairman of the Steering Committee may co-opt any other official /non-official expert / representative of any organization as a member (s), if required and may form sub-group to address specific issues.

2. The Steering Committee may also examine and address any other issues which are important but not specifically spelt out in the TORs. The Steering Committee may devise its own producers for conducting its business /meetings, field visits, etc.

3. The expenditure of the members on TA/DA in connection with the meetings, field visits and

other necessary travels of the Steering Committee / Sub-Groups will be borne by the parent Department/Ministry/Organization. Non- Official Chairmen, Members of the Steering Committee would be permitted to travel by Executive Class by Air-India and the expenditure towards their TA/ DA would be met by the Planning Commission.

4. The Steering Committee would interact with States, Stakeholders and Working Groups

constituted by the Agriculture & other Division and will submit its draft report by September, 2011 and the final report to the Planning Commission by December, 2011.

II. The Terms of Reference (Specific) To review the effectiveness of the on-going extension services including the recent innovations in it, and to recommend a more responsive and accountable extension mechanism to the farmers. General 1. The Chairman of the Working Group may co-opt any other official /non-official

expert / representative of any organization as a member (s), if required and may form sub-group (s) to address specific issues.

2. The Working Group may also examine and address any other issues which are important but not specifically spelt out in the TORs. The working group may devise its own producers for conducting its business /meetings, field visits/constitution of sub-groups etc.

3. The expenditure of the members on TA/DA in connection with the meetings, field visits and other necessary travels of the Working Group / Sub-Group will be borne by the parent Department/Ministry/Organization. The TA / DA expenditure in respect of non-official members will be borne by the Planning Commission as admissible to the Class –I officers to the Government of India.

4. The Working Group will submit its draft report by June , 2011 and the final report to the Planning Commission by September, 2011.

5. 2. Terms of Reference (Specific)

2.1 To assess the extent achieved by the programmes/ schemes in meeting their objectives during XII Plan both in terms of physical and financial parameters, and the extent contributed by the states in furthering the process of development of Animal Husbandry & Dairying in terms of financial allocation and deployment of qualified technical manpower.

2.2 To examine the recommendations brought out by the Advisory Committee on Animal Husbandry & Dairying set up by Planning Commission and recommend measures for their implementation beginning XIIth Five Year Plan.

2.3 To rationalize the number of ongoing schemes of DAHDF and modify for improvement in such of those schemes which have a potential of increasing milk, egg and meat production in the country, and also recommend doing away with those schemes which have made no significant impact so far.

2.4 To examine the contours of NDP and recommend implementation of NDP with relevant restructured schemes of the Department of Animal Husbandry & Dairying.

2.5 To address the constraints faced by Animal Husbandry & Dairying in terms of inputs, technology, disease control, basic infrastructure and marketing.

2.6 To recommend measures to strengthen and ensure production of quality drugs, vaccine, feed and nutrition supplements both by the Government and private sector and work out a strategy to make these inputs easily available to a farmer.

2.7 To assess likely impact on Animal Husbandry & Dairying sector due to climate change, prepare a road map for AHD sector for the next decade and recommend measures to be adopted by farmer in order to counter any likely adverse effect due to the projected climate change.

2.8 To review the efficacy of the ongoing delivery mechanism in dissemination of technology and in providing relevant information to the farmer taking into cognizance presence of organizations like ICAR, SAU’s, ATMA, KVK and other research organizations, and to

recommend improved model of extension by taking into consideration new methods like Mahotsav and use of IT.

2.9 To recommend measures for the development of piggery in the North-East and other potential areas in the country.

2.10 To review the ongoing scheme on Conservation of Threatened breed in the country and recommend measures to make the scheme more broad based and effective taking cognizance of the recommendations of the Workshop on Threatened breeds organized by Planning Commission.

2.11 To suggest strategies for development of small ruminants to benefit small and marginal and landless livestock farmers.

3. Terms of Reference (General)

3.1 The Chairman of the Working Group may co-opt any other official/ Non-official expert/representative of any organization as a member (s) required.

3.2 The Working Group may also examine and addressed any other issues which are important but not specifically spelt out in the TOR’s. The Working Group may devise its own producers for conducting its business/meetings/ Field Visits constitution of Sub-Groups etc.

3.3 The expenditure of the members on TA/DA in connection with the meeting of the Working Group or any work incidental to the functions of the Working Group/ Sub-Groups will be borne by the parent Department/Ministry/Organization for official members and by the Planning Commission for Non-official members as per entitlement of Class-I Officer of Government of India.

3.4 The Working Group will submit its draft report to the Planning Commission by June, 2011 and final one in September, 2011.

To recommend leasing policy of fisheries and other water bodies suitable for fisheries in the country, including suggestions for implementation mechanisms. 2.4 To address constraints faced by aquaculture in terms of inputs, technology, disease control, basic infrastructure and marketing. 2.5 To recommend measures for sustainable exploitation of marine fishery resources especially of deep sea resources and suggest concrete measures to supplement the fish catch from marine resources through sea farming, mariculture, biotechnology, resource replenishment programmes like setting up of artificial reefs, reduction of by-catch etc. 2.6 To make a critical assessment of the infrastructure facilities for fishing harbours, fish landing centers, processing and marketing network in the country and suggest measures to fill up the gap for effective utilization of projected fish catch. 2.7 To recommend steps for wide expansion of non-food fisheries for pearl culture ornamental fisheries etc. as an alternative source of income and export earnings. 2.8 To assess likely impact on fish production due to climate change and suggest measures to be adopted by the fishermen/ fish farmers in order to counter any likely adverse effect due to climate change. 2.9 To review the delivery mechanisms for development of fisheries especially in aquaculture and suggest convergence of efforts among the existing organizations like ATMA, KVK, ICAR, Universities and other research organizations. Other innovative and non-traditional delivery mechanisms may be suggested. 2.10 To enhance and strengthen welfare measures for the fishermen both inland and marine and augment the measures by converging with similar programmes of other Departments like IAY of Rural Development and other schemes of the Ministry of Social justice.

2.11 To facilitate larger private participation in the development of fisheries in the country. 3. Secretary 3. The Terms of Reference (ToR) of the Working Group will be as follows: (i) To identify the bottlenecks in the internal agricultural trade and make recommendations

for development of agricultural marketing. (ii) To review the working of agricultural markets, wholesale mandis and commodity boards,

agricultural produce marketing committees, the facilities provided in these markets and the overall supply chain management of different agricultural commodities and suggest measures to improve their functioning to safeguard the interests of the farmers, especially small and marginal farmers.

(iii) To review the existing programmes being implemented by the Government for

development of the agricultural marketing infrastructure, including terminal markets, the achievements made in the Eleventh Plan and the modifications/ additions in the programme required during the Twelth Five Year Plan.

(iv) To review the legal framework, rules, procedures, licensing requirements etc. for sale,

purchase, storage, movement, processing etc. of agricultural commodities their utility in the present context, and the reforms required for efficient functioning of the marketing system.

(v) To review the present status and the additional requirement of marketing infrastructure facilities for both domestic and export trade at terminal markets, collection centres and village hats including new grading and packaging systems, warehouses, bulk handling facilities, cold chains, reefer vans etc in the country within Government, cooperatives and private sector from farm level upwards by the end of the Twelth Five Year Plan.

(vi) To identify alternative forms of marketing such as direct marketing, farmers or their

associations markets, contract farming, corporate entities, co-operatives etc and suggest their complementarities with existing marketing structures at collection centers, village hats, peri - urban centres, market yards, at towns and at wholesale/delivery centers in big cities for the effective functioning in the interest of all stake holders.

(vii) To study and review the Market Information Services and Dissemination through print

and electronic media and I.T. and suggest appropriate measures to make these available for the benefit of farmers and consumers.

(viii) To examine the level of professionalism in Agricultural Marketing System and

recommend ways and means for skill upgradation and human resource development, identification of institutions for providing training in agriculture marketing and strengthening such institutions, including existing ones like NIAM, MANAGE etc.

(ix) To review the export performance of agricultural commodities including plantation crops

and allied products, study the export potential of agricultural products, identify constraints, evaluate existing regulatory environment and policy related issue and suggest policy for development of external trade and measures for improving quality, enhancing competitiveness and efficiency of external trade and make projections for the Twelth Five Year Plan.

(x) To identify gaps in infrastructure needed for export of agricultural products including

specialized infrastructure for perishable products and estimate investment required for infrastructure, processing facilities and the package of incentives for infrastructure development for export promotion.

(xi) To make recommendations for creation of trade related data bases to cover the gap in

information available to the farmers and other stake holders. (xii) To examine the status of value addition by farmers and secondary agriculture in

agriculture and allied sectors and make recommendations for their enhancement. 4. The Chairman of the Working Group may co-opt any other official/ non-official expert/ representative of any organization as a member(s), if required. 5. The Working Group may examine and address any other issues which are important though not specifically spelt out in the ToR. The Working Group may devise its own procedures for conducting its business/meetings/field visits/constitution of Sub-Groups etc.

2. Terms of Reference (Specific) 2.1 To assess the extent achieved by the programmes/schemes in meeting their

objectives during XI Plan and the extent contributed by the states in furthering the process of development of Horticulture in terms of financial allocation and deployment of qualified technical manpower.

2.2 Strengthening of delivery mechanism both at centers and states Government by closely

involving existing organizations like ATMA, KVK, Growers Associations/SHG etc.

2.3 Review international and domestic scenario of horticulture sector. Identify area of constraints, suggest strategies for exploring opportunity in domestic & global horticulture market and suggest intervention.

2.4 To recommend an integrated approach for marketing of horticultural produce beginning

form the service production to identification of procurement at reasonable price, assurance of connectivity to packaging and storage and processing till the disposal of the produce.

2.5 To review the status of plantation crops with specific reference to tea, coffee, spices, rubber

etc and suggest intervention for increasing production and productivity and profitability.

2.6 To assess the role of the states in furthering the process of development of horticulture in terms of financial allocation and manpower.

2.7 To recommend modification for improvement in such of those schemes which have a

potential of increasing horticulture production in the country , and also recommend doing away with those schemes which have made no significant impact so far.

2.8 To estimate figures on demand and supply of horticulture and plantation crops during the

XII Plan and recommend schemes/interventions for increasing production along with financial implications.

2.9 To examine and recommend close coordination and active participation with the Ministry of Food Processing.

2. The Terms of Reference (Specific)

2.1 To critically review the performance and impact of ongoing programmes by the various

Central Minisries/Departments for the development of natural resources, regeneration of degraded lands and wastelands, reclamation of saline and acid soil, mines spoils , and soil and water conservation.

2.2 To recommend decentralization of the ongoing and future programmes relating to

management of natural resources and ensure their convergence in the field. 2.3 Whether the benefits of such programmes have been equitable and Have been met and to recommend strategies to ensure equity for resource poor farmers. 2.4 To recommend ways and means of ensuring sustainability of assets created, and to strengthen the institutions which emerged as components of Management of Natural Resources. 2.5 To examine the issue of user rights over common property resources and equitable use of such resources (including water). 2.6 To examine the feasibility of providing incentives to the user groups for sustainable use of land and water. 2.7 To recommend involvement of PPP mode in management of natural resources. 2.8 To suggest appropriate integration of research and technological inputs in NRM. 3. 3. The Terms of Reference (ToR) of the Working Group will be as follows: (xiii) To study and analyze the trends in agricultural sector, agricultural productivity,

investment in agriculture sector and farmers’ income and suggest policy initiatives and other interventions required to increase these.

(xiv) To review the performance of the central sector and centrally sponsored schemes/programmes implemented by the Department of Agriculture and Cooperation during the Eleventh Plan with reference to their objectives and targets and to suggest modifications, if to be continued, to improve the efficacy of schemes taking RKVY into consideration.

(xv) To assess the demand and supply of fertilizers, seeds, and other inputs during the XII Five Year Plan and suggest measures to meet the demand and to suggest measures for judicious management of inputs to achieve higher use efficiency and to effectively

address issues concerning adverse impact of imbalanced/ excessive input use and over-exploitation of natural resources on environment.

(xvi) To assess the extent of farm mechanization and suggest strategies for its promotion, also covering small farm implements and indigenously developed machines/equipments.

(xvii) To study the priority in the expenditure on agriculture and allied sectors by the States and the Central Government, suggest ways to augment it.

(xviii) To work out the requirements of rice, wheat, maize, other coarse serials, foodgrains, oilseeds, sugarcane, cotton, jute and other commodities including their demand for export, domestic use and make the supply projections for the terminal year of the Twelth Five Year Plan.

(xix) To review the present system of reporting of agricultural statistics, re- look on the recommendations of the National Commission/any other Expert Committee Statistics, suggest measures to improve the quality and efficiency of agricultural data-base and identify training needs of the statistical officials.

3. The Terms of Reference (ToR) of the Working Group will be as follows:

(i) To review the flow of credit to the agriculture and allied sectors during the 11th Plan, giving sub-sectoral analysis, and to recommend measures to ease the flow of credit at reasonable rates of interest throught the country with special consideration of disadvantaged sections such as small and marginal farmers, women farmers, tenant farmers, oral lessees and landless labourers and to assess the short term and long term credit requirement of agricultural credit during XII plan.

(ii) To review the contribution and performance of credit cooperatives towards outreach of

credit to agriculture and allied activities and recommend measures for their increased proactive participation.

(iii) To study the performance, efficacy and adequacy of risk management policies, strategies and programmes being implemented for the agriculture and allied sectors, and recommend course to be followed in Twelth Plan.

(iv) To study the issues concerning micro-financing institutions such as their costs and rates

of lending, their contribution in credit outreach, and recommend future course of actions.

4. The Chairman of the Working Group may co-opt any other official/ non-official expert/ representative of any organization as a member(s), if required. 5. The Working Group may examine and address any other issues which are important though not specifically spelt out in the ToR. The Working Group may devise its own procedures for conducting its business/meetings/field visits/constitution of Sub-Groups etc. 6. The expenditure of the members on TA/DA in connection with the meetings of the Working Group or any work incidental to the functions of the Working Group/ Sub Group will be borne by the parent Department/Ministry/Organization/State Government for official members, and by the Planning Commission for non-officials members as admissible to Class-I Officers of the Government of India. 7. II. Terms of Reference ( Specific) 1) To review whether C-DAP has been able to capture the spirit of decentralized planning

and its applicability. To what extent the process of decentralized planning been

institutionalized. Suggest measures to hasten the process of institutionalization.

2) To examine a) the extent to which SAPs are a culmination of C-DAPs, b) Extent of

convergence of all agriculture related programmes being run by different agencies

(Governmental or non-governmental) happened, c) Synchronization of C-DAPs and

programmes of other departments, and d) Status of integration of C-DAPs with total

plan of the districts; and suggest measures for improvement in all these.

3) To assess possibilities of participation of PRIs in implementation of schemes and

programmes. Give bottlenecks, constraints and their solutions

4) To review steps taken for effective implementation of C-DAPs, and its linkages with

panchayats, development departments and ATMA.

5) Analyze status of activity mapping, devolution of funds and their internalization in

various states.

6) Examine capacity building at district level and panchayats formulation and

implementation of C-DAPs, capturing priorities and in posing funding proposals in DPC

and SLSC. Suggest steps required to enhance the same.

7) To suggest modification for improvement in formulation, implementation and

Operationalisation of C-DAPs and SAPs.

General 1. The Chairman of the Working Group may co-opt any other official /non-official expert /

representative of any organization as a member (s), if required and may form sub-group (s) to address specific issues.

2. The Working Group may also examine and address any other issues which are important but not specifically spelt out in the TORs. The working group may devise its own producers for conducting its business /meetings, field visits, etc.

3. The expenditure on TA/DA of the official members in connection with the meetings, field visits and other necessary travels of the Working Group / Sub-Group will be borne by the parent Department/Ministry/Organization. The TA / DA expenditure in respect of non-official members will be borne by the Planning Commission as admissible to the Class –I officers to the Government of India.

4. The Working Group will submit its draft report by June , 2011 and the final report to the Planning Commission by September, 2011.

III. Terms of Reference ( Specific) To identify constraints in farming practices which get on the way of the disadvantaged

groups, including women farmers, from availing the opportunities offered by the various

development programmes /schemes drawn up by the Government and other agencies, and to

recommend remedial measures including intuitional financing , beginning from the XII th Plan .

General 6. The Chairman of the Working Group may co-opt any other official /non-official expert /

representative of any organization as a member (s), if required and may form sub-group (s) to address specific issues.

7. The Working Group may also examine and address any other issues which are important but not specifically spelt out in the TORs. The working group may devise its own producers for conducting its business /meetings, field visits, etc.

8. The expenditure of the members on TA/DA in connection with the meetings, field visits and other necessary travels of the Working Group / Sub-Group will be borne by the parent Department/Ministry/Organization. The TA / DA expenditure in respect of non-official members will be borne by the Planning Commission as admissible to the Class –I officers to the Government of India.

9. The Working Group will submit its draft report by June , 2011 and the final report to the Planning Commission by September, 2011.

II. The Terms of Reference (Specific) 1. To assess the extent by which the research projects drawn up during XIth Plan have been able to meet the objectives in addressing the problems of agriculture. 2. To suggest modifications/ improvements in the on-going projects for enhancing their effectiveness in terms of impact and accountability, and also recommend winding- up schemes that could not deliver expected outcome made significant impact so far. 3. To suggest high priority research areas and mechanism for their effective redressal in a given time frame. 4. To identify relevant and time tested ITKs, and recommend measures to put them into practice by integrating with technology recommendations. 5. To review the outreach programmes of SAUs and ICAR institutes and suggest modalities for their effective linkages with development departments. 6. To enlist technologies having commercial potential and suggest modalities for their promotion, in a time-bound manner, through private players/industries. 7. To recommend short-term and long-term remedial measures for solving critical problems being faced by small and marginal farmers. 8. To recommend measures to synergise the efforts of SAUs and ICAR in order to avoid duplication of research. 9. To review climate mitigation and adaptation strategies in agriculture and allied sectors, and suggest new facets if any, in this critical area. 10. To review higher education system so as to meet the current and emerging challenges. 11. To recommend measures to strengthen the financial viability of SAUs. 12. To study the present level of private investment in agricultural research and education, and suggest modalities for up-scaling the same through PPP mode in specific areas of animal health, agriculture entrepreneurship and agriculture education and fisheries. III. The Terms of Reference (General) 1. The Chairman of the Working Group may co-opt any other official/ non-official expert/ representative of any organization as a member(s), if required.

The expenditure of the members on TA/DA in connection with the meetings of the Working Group or any work incidental to the functions of the Working Group/ Sub Group will be borne by the parent Department/Ministry/Organization/State Government for official members, and by the Planning Commission for non-officials members as admissible to Class-I Officers of the Government of India. 4. The Working Group will submit its Draft Report to the Planning Commission by June 2011 and final one by Sept. 2011. 1.
