Opportunity: New and upgraded walking and cycling paths linking all the way from the M80 to the Eastern Freeway and Yarra Trail.
Opportunity: A new pedestrian bridge to connect Rivergum Walk Trail over Lower Plenty Road.
Opportunity: New or improved noise walls along the M80 and North East Link.
Opportunity: We expect air quality would improve once North East Link is built because traffic would be flowing freely instead of idling.
Opportunity: We’ll be building Victoria’s longest tunnel to protect neighbourhoods, the Yarra River, Banyule Creek, Banyule Flats and Bolin Bolin Billabong.
We need to complete more geotechnical, design and engineering work before we can know exactly how deep the tunnel needs to be.
We do know that it will be about 5 kilometres long. We also know that when it passes under the Yarra, the top of the tunnel would be at least 15 metres under the river bed.

Challenge: Providing access in all directions at Grimshaw Street while also allowing for a toll-free alternative to North East Link for local trips.
Possible solution: Pass North East Link under Grimshaw Street as low as possible. The rail line would limit how far we can dig down.
Challenge: An interchange at Lower Plenty Road that maintains local access and minimises the number of homes required.
Possible solution: Start the tunnel north of Lower Plenty Road. Connections on the north side would provide links to local roads. Simpson Barracks land would be used to minimise acquisition of homes. There would be no homes required west and south of Lower Plenty Road.
Challenge: An interchange at Manningham Road that avoids impacts on the Heide gallery and Banyule Flats.
Possible solution: An underground interchange south of Manningham Road with long ramps to connect to the surface and local roads. There would likely be impacts during construction on the south side of Manningham Road.
Challenge 1: We want to minimise the number of times we pass under the Yarra. Challenge 2: The tunnel would travel downhill to its deepest point below the Yarra before heading uphill. We need to keep inclines as minimal as possible.
Possible solution: Use a wide curve to avoid the bend in the Yarra and, because a curved line is longer than a straight line, we would have a longer distance to level out inclines.
Opportunity: Local access to Watsonia station and shops. Improved car parking at the station.
Challenge: Keeping this interchange without traffic lights while allowing movements in all directions.
Possible solution: Pass smaller ramps over main carriageways, keeping them as low as possible.
Where does traffic need to go at the M80 interchange?
Challenge: Passing through an area with community, school and sporting facilities and significant cultural heritage value.
Possible solution: Continue the tunnel as far as practical to the Eastern Freeway.
Challenge: Linking North East Link to the Eastern Freeway while keeping access from Bulleen Road as it is today and allowing traffic to flow freely.
Possible solution: Elevated ramps to both sides of the Eastern Freeway kept as small, tight and low as possible.
Opportunity: Improve local access to sporting grounds and other community facilities.
Opportunity: An overhaul of the Eastern Freeway will increase its capacity and slash travel times by up to 40 %.
Up to seven lanes will be added including express lanes to keep traffic travelling straight through interchanges away from merging traffic. This will reduce the kind of weaving that causes congestion.
What is a ‘managed motorway’?
It’s a smarter way to manage traffic flow. A range of design features and electronic tools work together. Some of these include:
• Express lanes to separate through traffic from merging traffic and allow for safer, faster trips.
• Overhead electronic signs to let drivers know which lanes to use and allow speeds to be adjusted to suit conditions.
• Closed circuit television cameras to monitor traffic conditions and allow for real time incident response - including faster clearance of accidents and broken down vehicles.
• Electronic signs to give drivers information about travel times before they enter the freeway and while they are travelling on it.
• Signals on entrance ramps to regulate the volume of traffic entering the freeway.
Opportunity: Doncaster Busway - Melbourne’s first busway. Dedicated bus lanes, express services and 30 % faster travel times on Melbourne’s busiest bus route.
The busway will use the median strip to Bulleen Road then run along the northern edge of the freeway, travelling at up to 100 km an hour.
More parking for commuters will be provided, with the opportunity to build a park and ride in Bulleen.
Challenge: A tunnel entrance in a flood plain.
Possible solution: Permanent flood walls or gates that would close the tunnel when needed.
Challenge: Widening the Eastern Freeway while not requiring homes on its north side.
Possible solution: Minimise impacts on Koonung Creek Reserve on the south side by ‘squeezing’ the road up as much as possible. The works would provide opportunities to improve walking and cycling connections along the reserve.
Opportunity: New shared use path over the Eastern Freeway.
Opportunity: New or improved noise walls along the Eastern Freeway.
Opportunity: New shared use path linking the Main Yarra Trail at Chandler Highway to Merri Creek.

Opportunity: The current Nell Street pedestrian bridge is old and narrow and needs upgrading. There is not enough space to build footings for a new pedestrian bridge without requiring private property. The rail line means we can’t dig down low enough to build an underpass.
