1.4-H PROJECT REGULATIONS

Age eligibiliTy is esTablished as of January 1, I981.2. To be eligible for disTricT and sTaTe awards, The 4-H member musT:

a. Have been enrolled in 4-H for no less Than one (1) year.b. Be enrolled during The currenT year in The program in which he is compeTing.

3. DisTricT winners ma be under 14 years of age.4. To be declared a s aTe winner, The 4-H member musT:

a. Be aT leasT 14 years old and noT have passed his i9Th birThday by December 31, 1980. ParTicipanTs in Dairy Calf, DairylndusTry, Pre-Teen Canning and Early-Teen Canning may be less Than 14.

b. Have compleTed aT leasT (1) year of 4-H buT preferably Three (3) or more years including The currenT year, excepT inThe projecTs lisTed in (a) above.

5. A 4-H member may submiT cumulaTlve records for disTricT and sTaTe compeTiTion in noT more Than 2 programs during The sameyear. A I980 projecT record is required when The record is submiTTed in March, 1981, for disTricT and sTaTe judging. A1981 projecT record may also be included To show work done for I981.

6. If a crediTable projecT record is noT submiTTed in a projecT area, no winner will be declared.7. A 4-H member may be declared a sTaTe winner in only one 4-H projecT during The same year (demonsTraTions are excluded). A

4-H member declared a sTaTe cumulaTlve record program winner is noT eligible To represenT The counTy in The disTricT orsTaTe Fashion Revue.

8. A sTaTe winner cannoT compeTe again on any level in The same projecT.9. A previous sTaTe winner in a projecT which did noT provide a Trip To NaTional 4-H Congress may parTicipaTe and be declared

Description (i)IFYE is the opportunity to study and experience rural life in a foreign country. Theyoung person may apply, provided he is in good health, single and willing to devotetime and energy to intensive study of the language, geography, history, culture andagriculture of the country to be visited. IFYE delegates must be 19-25 years old atthe time of departure. The stay is for a period of 4-6 months. YDP delegates mustbe 20 with no upper limit, with the stay lasting for a period of 12-15 months. Theparticipant is responsible for approximately $750 and the North Carolina 4-H Develop-ment Fund provides an additional $750. The participant must be endorsed by thecounty 4-H program.

Interstate County4-H Exchange ’EXchange trips between counties in different states offer pleasurable experiences oflearning, gaining new ideas and meeting other 4-H'ers. NewswritingContest The 4-H’Newswriting Contest is open to all 4-H'ers who will be 14 years old on Janu-ary 1, 1981. District officers and 4-H'ers running for state office are not eligi-ble. Contestants will be expected to write two stories--one news story and one fea-ture story—-based on facts given them on the day of the contest. Contestants can fur-nish additional samples of their work. The contest will be given at the 4-H Communi-cations Retreat and by special arrangement at county 4-H offices. Eight 4-H'ers willbe selected to serve as reporters on the staff of Clover Leaves at Congress.

Being an out-of—state delegate provides 4—H'ers the opportunity to visit anotherstate's annual meeting for cultural exchange and fellowship. Each county may nomi-nate four individuals, preferably two boys and two girls, (16-19 years of age) to beconsidered for delegates to the state events in Georgia, Tennessee, Pennsylvania andVirginia. Each delegate chosen is responsible for his own transportation to and tronthe host state. The host state provides meals and lodging for the week. Countiesthat have out oin out-of-state delegates will host incoming delegates from that statduring North garoiina 4-H Congress.Sponsored by Texasgulf Chemicals Conpany, Raleigh, North Carolina, the State 4-HCouncil consists of 4 state officers, 28 district officers and 2 representatives fromeach county.
