Establishment of focal points (to get info and to react)

Information sharing Not only data, but knowledge Specific intel info (where, when , who etc) Info on crew, owners, contractors, cargo etc

NATO UNCLASSIFIED 13

Needs

Means (assets&systems) Rapid reaction capabilities for investigation Better surveillance capability (MPA,

Submarine, spaces based sensors ) Better systems for processing (collection,

fusion and analysis capability) Language Human intelligence

NATO UNCLASSIFIED 14

Takeaway

• MSA is bigger than a toolbox

• A robust MSA Concept provides a foundation

for Operational doctrine, implementation plan

• NETWORK based INFO/KNOWLEDGE

sharing

•Improved Info sharing – establish network

•Improved tools & funding to support them

Questions?

NATO UNCLASSIFIED 16

The quest for Information Superiority

Networking Number of participating entities Coverage of the network holes MOUs/TAs between NATO and nations / IOs The will to share information, what’s in it for us? Issues: Commercial agendas, Classification and

Security, Stovepiping information between National entities and within separate IOs

Automation Information handling Software Multi-Sensor Fusion Hardware, Firewalls, Gateways and Diodes (Smart) Agents

Challenges

Solving national legal and security constrains Achieve the need to share data as principle

Security versus Safety issues Can NATO assist in tracking environmental concern VOI? Can nations provide NATO with information gathered for

Safety purposes? Achieving full coverage of IMO SOLAS vessels

LRIT, AIS Satellites Plus enhanced radar coverage streamlined

Automatic data collection, fusion and discrimination

MOC2MOC collaboration

Culture and methods of information sharing A shift is towards “need to share” attitude Enable dissemination, but maintain Data

Protection and Proprietary restrictions Making collaboration agreements

Mutually state your information requirements and share awareness with your partners

Agree on methods of info sharing, employ and exercise these
