NMIOTC Commandant’s Foreword

Our strategic situation is characterized by complexity. We used to say it was complicated when we had to interact with many factors, but we could analyze them in order to draw reasonable conclusions to drive our decisions. Now that our world is complex and we have to deal with so many interconnected factors, it is impossible to predict all possible outcomes. This decision-making based on imperfect information is the norm and failure is an increased possibility. This is the reality that we must accept and be prepared for. The region of the Southern Mediterranean and just beyond is an arc of instability where we experience the brutal reality of fragile states, poverty, civil war, terrorism, social and economic tragedies. The sea was always the guarantee resulting in wellbeing and prosperity of our nations and their people.

The NATO Maritime Interdiction Operational Training Centre (NMIOTC), counting more than 10 years of successful function, stands ready to support Projection of Stability policy, providing high standard education and training in Maritime Interdiction while pursuing maritime capacity building and enhancing NATO’s Maritime Situational Awareness. Success in Projecting Stability stems from, “If our neighborhood is more stable, NATO will be more secure!”

Considering that Maritime Interdiction Operations are considered as the key enabler to most Maritime Security Operations (MSO) tasks, the Centre has developed a wide range of training, aiming to acquire the necessary skills to execute the majority of these tasks: from upholding freedom of navigation, maritime security capacity building, and counter-terrorism at sea, to the protection of critical infrastructure and anti-proliferation of WMDs. This variety of training products aims to fulfill operational requirements and provide a comprehensive approach to understanding a complex and dynamic security landscape.

Overall NMIOTC has been developed as a critical hub for the maritime dimension of projecting stability, with our efforts being focused in establishing new individual and collective trainings that meet emerging challenges, promoting innovation and excellence, contributing to NATO transformational efforts, and enhancing cooperation with the broader maritime industry as well as with the EU and other International Organizations, Research Institutions and Universities.

With its prime geostrategic position in the Eastern Mediterranean, and having built a strong and agile maritime network, NMIOTC is uniquely qualified to deliver tangible effects in Maritime Security training and Capacity Building in order to support the Alliance’s efforts for Peace and Security at seas.

NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTRE (NMIOTC)

Operational Environment / Introduction Since 2001, a wide range of threats have been witnessed in the Maritime Domain. Such threats have the potential to disrupt the finely balanced interdependence of today’s highly globalized economy, one in which 90% of the total volume of goods is moved by sea and communications cables that carry 95% of the world’s cyberspace traffic lay on the sea-bed. In this context, the Alliance seeks to contribute to the maintenance of a secure and safe maritime environment through the Alliance’s Maritime Strategy as follows:

In this context, NMIOTC was founded to provide specialized training in an effort to enhance the efficiency of Allied and Partners’ Maritime Units conducting MIO, supporting as a critical enabler the safety and security in the maritime environment. Background

The decision to found NMIOTC was taken during the meeting of Defense Ministers of the member states of the Alliance June 12, 2003. As a result, the Hellenic Navy General Staff created the NMIOTC Foundation Coordination Office in November 2005. Its aim was to found the Centre and obtain its definite operational ability from SACT by December 2007.

The main Memorandum of Cooperation which defines the functional relationship of the Centre with the Strategic Commanders of the Alliance was signed on November 15, 2005. The Memorandum of Understanding (MAT/MoU) was signed between the Sponsoring Nations (SN) and the Framework Nation on December 18, 2007. Full Operational Capability was acquired on April 2, 2008 and the Inauguration Ceremony took place on October 14, 2008. On November 7, 2013, NMIOTC was awarded with the “Quality Assurance Unconditional Accreditation” by SACT and was renewed on May 31, 2019, for 6 more years. On December 2, 2018, NMIOTC was recognized as a NAEMT (National Association of Emergency Medical Technicians) authorized Training Center.

Location

NMIOTC is located at Souda Bay, Crete, which is one of the largest and most important natural ports in the Eastern Mediterranean. Souda Naval Base has a long history of involvement in supporting Allied operations with a considerable flow of naval units. Additionally, it is surrounded by numerous facilities providing a combination of National and Allied services. Crest

The crest depicts an anchor and a naval sword crossed with its sheath, representing the Maritime Force and the map of Greece as the Host Nation. The motto of the Centre, reflecting the importance of training and education for operational readiness, is taken from Thucydides (History, Book 2, verse 43): “Since you considered that happiness means freedom and freedom means bravery, do not fear the dangers of war”.

6 NMIOTC Status

NMIOTC is a multi-nationally manned NATO Operational Training Centre, commanded by a flag officer of the Hellenic Navy.

Host/Framework Nation: Greece 100% funded by Greece Sponsoring Nations: Bulgaria, Czech Republic, Germany, Italy, Poland, Romania and Turkey Contributing Nations: UK, USA. Although it is outside the NATO Command Structure (NCS), NMIOTC is associated with ACT in similar way as other NATO Education and Training Facilities (NETFs):

- NATO School Oberammergau (NSO) - NATO CIS School (NCISS) - NATO Defense College (NDC) - NATO Special Operations School (NSOS)

NMIOTC coordinates closely with HQ SACT and is linked with the Joint Warfare Centre (JWC); Joint Forces Training Centre (JFTC) and Joint Analysis Lessons Learned Centre (JALLC) and International Maritime Organization (IMO).

Supports: - ACO with “Just-in-time” Operational Training. - ACT with an “SOS” (Synchronize, Optimize, Standardize) training provision and transformation efforts.

The Chief of Hellenic National Defense General Staff (HNDGS) exercises full command of NMIOTC and has delegated administrative control to the Chief of the Hellenic Navy General Staff (HNGS).

7 Mission NMIOTC’s mission is to conduct the combined training necessary for NATO and Partner

Nations forces to better execute of surface, subsurface, aerial surveillance and special

operations activities in support of Maritime Interdiction Operations (MIO).

Vision

Our vision is to further develop the concept of NMIOTC as a hub for the maritime dimension of projecting stability. To this end, we are undertaking a series of mid and long-term initiatives, such as establishing new individual and collective training products that meet the emerging challenges in a proactive manner, promote innovation and excellence, contributing to transformational efforts, while building a network of maritime awareness and cooperation.

8 Structure NMIOTC is comprised of four (4) fundamental organizational elements: The Command Group (CG) which provides command and control for NMIOTC.

The Education and Training (E&T) Directorate which designs, develops, executes and evaluates training programs tailored to satisfy defined training objectives.

The Training Support (TS) Directorate which is responsible for the management of the NMIOTC contribution to the SACT experimentation and interoperability program, especially in the areas of identification, coordination and program development on transformation, experimentation opportunities, doctrine development, shortfall identification, assessments, standardization requirements and database development.

The Support (S) Directorate which is responsible for the functions that are required to sustain the NMIOTC’s ability to conduct its training activities. NMIOTC Training Concept

Currently twenty-five (25) NATO Courses are delivered by NMIOTC. NMIOTC courses provide theoretical and practical training for Command Teams (CTs), Boarding Teams (BTs), Special Forces and Special Operations Teams (SF, SO) Naval Units and individual personnel enabling them to plan and better execute all kinds of tasks related to Maritime Interdiction and Security Operations. The modular course structure allows the formulation of training programs, tailored to the needs and time / operational constraints of each naval unit or group of trainees. This also reinforces the standardization of our training products. NATO and PfP/MD/ICI/PatG naval units’ training has a similar course structure, taking into account all respective security and classification issues. Designed for Teams and Units, the courses are also delivered to individuals, through tailored training packages during scheduled training periods.

9 In order to provide MIO training to nations / organizations / units unable to bring their personnel to NMIOTC, Mobile Training Teams (MTTs) can also be deployed to any “customer’s” facilities.

Advanced Distributed Learning (ADL)

NMIOTC fully supports Alliance’s capability while responding to the increased demand for

online “Anywhere, Anytime” training and will continue to strive to provide the best quality

products delivered to the widely dispersed audience. NMIOTC offers ADL courses/modules

based on a two level approach:

a. To support the delivery of NMIOTC resident (preferably characterized as blended) courses. The core aim is to bring participants to a common knowledge level before starting the residential part of the training (blended course).

b. To enhance learners’ knowledge relevant to broader NATO topics of interest as well as professional development subjects.

In absolute coherence with NATO e-Learning recognition to teaching strategies and learning

theories appropriate to adult learners and the importance on student-centric instruction

10 Modeling & Simulation

The MIO Simulator located at the premises of NMIOTC is designed to enhance the theoretical and practical skills of trainees. It is capable of training up to four command teams simultaneously. It accommodates training of Command Teams ranging from a small patrol boat or a larger surface unit (Frigate etc) up to the level of Task Force Commander or a Maritime Operations Centre.

MIO Simulator

The MIO Simulator provides an environment where Command Teams can practice MIO procedures, terminology and tactics. Additionally, it is used to plan and test MI Operations, exercises, counter piracy, SAR, and other scenarios for the benefit of the trainees. Experimentation

NMIOTC provides Subject Matter Expertise (SME) in experimentation related to MIO. It maintains a regular information exchange with NATO and national agencies for the identification of future experimentation opportunities. It is also responsible for supporting exercises and experimentation trials through planning and execution phases. Mobile Education and Training Teams (METTs)

Apart from the aforementioned training and educational products, NMIOTC also deploys Mobile Education and Training Teams (METTs) worldwide. These teams consist of NMIOTC’s Sea Trainer Instructors (STIs) and/or other SMEs (upon certain module request). Their mission is to provide on the spot training, addressing the specific host-country training requirements. The full spectrum of the theoretical training modules can be delivered, while modules related to practical training will be modified, taking into consideration host nation capabilities.

11 Transformation

In addition to Allied Command Transformation (ACT) accredited courses, NMIOTC runs a variety of activities to contribute to ACT processes in the area of Maritime Security and MIO such as:

Conferences, Workshops and Seminars (NMIOTC Annual Conference, ATP-71 Doctrine Development Workshop, Cyber Security Conference). Experimentation programs, offering infrastructure, assets and expertise as Subject Matter Experts in MIO (In cooperation with ACT, Academia, Research Institutes and Shipping Industry). Exchange of information, particularly Lessons Learned and Best Practices, with Component Commanders and Commanders at sea, which is a highly important element that helps the Centre to fine tune the training program and assists ACT in Transformational efforts and additionally hosts numerous events.

NATO’s framework for the south, focuses on improving Alliance’s regional understanding and situational awareness, enhancing its capabilities for expeditionary operations and its ability to project stability in its neighborhood and even further out. In light of aforementioned Alliance concept, NMIOTC will continue to support the projection of stability policy by providing education and training in Maritime Interdiction while pursuing Maritime Capacity Building and enhancing NATO’s Maritime Situational Awareness. New courses / training products will be developed based on NATO training gaps and needs further identified through everyday contact with the marine community and naval forces, while retaining a proactive manner to counter future challenges and emerging threats in the maritime domain, like cyber defense, the protection of critical maritime infrastructure and C-IED as well.

12 Conclusion

Maritime Interdiction Operations (MIO) is considered as a critical enabler stemming directly from the Alliance’s Maritime Strategy, and NMIOTC stands as NATO’s robust response to an increased need for training and education in maritime operations. NMIOTC is flexible and responsive to requests, delivering “Just-in-Time”, “Just Enough”, “Day / Night” and “Train as You Fight” Operational Training. The modular structure of NMIOTC courses allows to deliver Tailored Training based on customers’ operational needs.

The global security environment has led the Alliance to develop new capabilities and consequently, to define new training requirements. In light of this Alliance’s requirement, Greece took the initiative to establish NMIOTC and to become the host nation for the foundation of the Centre. The proximity of Souda Bay to SLOCs means that its use from Allied Navies is highly recommended. As a result, NMIOTC will remain an invaluable asset to all allies and partners who pass through Souda Bay and will, necessarily, continue to exist indefinitely.

City of Chania NMIOTC is situated in the northern area of Souda Bay, 20 km away from the picturesque city of Chania. The old city of Chania, built over ruins of the ancient city of Kydonia, has preserved its cultural heritage and traditional architecture. Today the city has more than 100,000 residents. A walk through the narrow streets of the old city offers nostalgic images from the past. You can walk through the streets and discover numerous churches and majestic neoclassical buildings. Enjoy the sea breeze in the harbor, the colors of the old city and taste the local cuisine in traditional restaurants and taverns based on the Mediterranean diet, as Chania is considered the gastronomical capital of Crete.
