Stakeholders: NATO and Nations' security, Defense authorities, International relations Facilitate an understanding of why preventing cyber attacks and building cyber resilience is crucial not just for effective cyber defense but for the overall defense. Stakeholders: National policy-National standards, Information technology providers, Telecommunications providers Address and understand international legal challenges for effective cyber defense from attacks against the government, the military, the critical infrastructure or the nation’s civilians. Stakeholders: National ministries, Legislators, Private sector partners and Critical infrastructure providers Encourage comprehensive approach (through combining legal and technical aspects among governments’ officials, defense and security personnel) during future process of NATO countries' and partners' cyber defense policy development. Stakeholders: NATO countries' and partners' legislators, Defense authorities, Nations security, Private sector partners, and Critical Infrastructure Providers Develop cyber defense capabilities focusing on the human factor as one of the crucial elements of cyber resilience.
