In June 2018, Government announced the introduction of a National Regeneration Programme, an initiative to regenerate and revitalize the central areas of our city, towns and larger villages. Implementation of this measure has been carried out under the ambit of existing legislations and through the Investment Promotion (Smart City Scheme) Regulations. The Regulations came into force in December 2018. The NRP shall provide for restoration, consolidation and improvement of the built fabric of towns and large villages with respect to public and private buildings and infrastructures in a specific area approved under an area regeneration plan (ARP). This initiative by Government is expected to attract new investments and further grow the construction and related service(s) sector. The NRP is expected to enhance the environment and amenities in the interests of residents, businesses, visitors, promote more sustainable development patterns and promote tourism. Projects under the NRP are encouraged to adopt technology to develop smart infrastructures and services, to make the existing towns and large villages to graduate into smart cities. National Regeneration Programme (NRP) The local authority or a group of landowners or any person having a development proposal may produce an area regeneration plan which, once approved by the Economic Development Board, will be the masterplan that will guide development, investment and projects in the central areas. This may include buildings, groups of buildings and key infill sites where effective improvement may be achieved, existing buildings refurbished, and new buildings constructed. The ARP will provide for zone(s)/ plot(s) within the local area where redevelopment and infilling projects will be allowed. The regulations provide for ways for people who live or work in the area to get involved, have their say, design, prioritise and influence the ideas and projects that can be taken forward into the future. Investors shall be provided with a package of incentives following the grant of a registration certificate to carry out works within the area covered by the area regeneration plan. A project will be approved by the EDB where it is located within the area regeneration plan and is related to any work associated with the construction, reconstruction, demolition, repair or renovation of a building, structure or works, such as site preparation, excavation, erection, building, installation of equipment or materials, decoration and finishing, as well as services incidental to construction such as drilling, mapping, satellite photography and similar services. A developer issued with a registration certificate will be provided the following incentives: Fully recover VAT paid on buildings and capital goods for a period not exceeding 2 years from date of registration certificate’ Claim for a repayment of the amount of input tax allowable in respect of buildings and capital goods; Tax credit in respect of capital expenditure incurred in 2 succeeding income years from the date of the registration certificate; Exempt from income tax with respect with respect to an activity related to smart parking; Where a NRP developer imports any dutiable goods, other than furniture, to be used in infrastructure works and construction of buildings, no customs duty shall be paid on those goods; Where a NRP developer imports furniture in such condition that it would require further processing resulting into value addition of at least 20% of the c.i.f value at import, no customs duty shall be paid on the furniture; and Where a NRP developer has incurred capital expenditure on approved renovation and embellishment works in the public realm, a deduction of the capital expenditure so incurred shall be allowed from its gross income in the income year in which expenditure is incurred.
