WASHINGTON — The U.S. Department of Defense and National

Reconnaissance Office (NRO) signed a memorandum of

understanding in March formalizing a previously announced plan

to commit to buying eight Evolved Expendable Launch Vehicle

(EELV) cores per year, while NASA, the third signatory to the

newly released memo, did not commit to a minimum EELV buy.

The memo also stated that the Pentagon and NRO by July 31

will publish a framework for allowing new entrants to compete to

launch EELV-class national security payloads. A copy of the

memo, which was signed by Air Force Secretary Michael Donley,

NRO Director Bruce Carlson and NASA Administrator Charles

increasingly tight budgets will translate into more business as

Commercial options are often considered quicker ways to get

satellites launched or obtain additional capacity, but the military

has been resistant to relying on non-custom-built options, said

Todd Harrison, a defense analyst with the Center for Strategic

and Budgetary Assessments. Using commercial firms would

generally require the military to “accept something that’s not

exactly what you want,” he said. “DOD has not been forced to

compromise this way in a while,” Harrison said. “If you needed

more money for a program, you could usually get it, so there’s

not a discipline in terms of requirements or being willing to make

trades.” Additionally, Caceres said, some in the military have

concerns about the security of using commercial options. But

the Pentagon is becoming increasingly vocal about the end of an

era of uncapped spending. In the space and satellite world, in

particular, the military has taken steps toward embracing

commercial options. The National Security Space Strategy

released early this year, for instance, calls for exploring

innovative approaches that can meet government requirements

affordably and quickly. “ We will rely on proven commercial

capabilities to the maximum extent practicable, and we will

modify commercial capabilities to meet government requirements

when doing so is more cost-effective and timely for the

government,” the document said. “We will develop space

systems only when there is no suitable, cost-effective

commercial alternative or when national security needs dictate.”

The Air Force too has shown an increased interest in the

commercial satellite business, awarding contracts early this year

to several companies to study the feasibility of using slightly

modified commercial satellites for the military. Intelsat, a

Luxembourg-based satellite firm with its U.S. headquarters in

Washington, was among the companies receiving contracts.

Intelsat, which has more than 550 local employees, received a

$225,000 contract to study commercial space acquisition

practices.

Don Brown, vice president for hosted payload programs at

Intelsat, said the Air Force’s interest offers a “tremendous

opportunity for commercial industry.” “I think that you’re seeing

the military responding to the budget pressure in their space

acquisition,” Brown added. The company said government sales,

the majority of which were to the U.S. government, represented

about 19 percent of its 2010 revenue. The figure reflects a 16

percent boost over 2009. Dulles-based Orbital Sciences,

Germantown-based Hughes Network Systems and Dulles-based

U.S. Space also received study contracts. In its announcement,

the Air Force said it hoped to better understand the innovative

approaches industry could use to make commercial systems

satisfy their requirements as well as potential obstacles. Other

local companies too are hoping a push for efficiency could pay

dividends. Rockville-based XTAR operates satellites and sells

space segment capacity, or bandwidth, to the government —

either directly to agencies or through contracted integrators. The

company, founded in 2001, was established with the intention of

providing the government bandwidth more cheaply and quickly.

In the space launch market, Space Exploration Technologies, or

SpaceX, the commercial space company started by entrepreneur

Elon Musk, has been generating its own buzz. Earlier this year,

the company announced it would open a new office in Chantilly.

The company “is part of a shake-up in the space market where

you’ve got some new entrants that have more of a commercial

business model than the typical defense contractors,” Harrison

said. Still, he warned that incumbent contractors in the space

arena, such as Boeing and Lockheed Martin, will likely try to

defend their turf. These companies can tout their abilities to

build military-specific systems that meet all of the Pentagon’s

requirements. Additionally, he said, they will likely point to their

track records working with the military. Caceres said traditional

space contractors have typically had a captive market and have

not been forced to compete as aggressively. “I think the military

knows that, but in the past they didn’t have a choice,” he said.

PARIS — Satellite fleet operator Eutelsat on May 31 began

commercial broadband service with its Ka-Sat satellite and said

it is sticking to its forecast that the spacecraft, which cost 350

million euros ($490 million), will generate 100 million euros in

fresh revenue per year within three years. Paris-based Eutelsat,

which has been planning Ka-Sat since 2007, expects Ka-Sat will

reach profitability by the three-year mark with around 300,000

subscribers, although depending on the mix of professional and

consumer users, that milestone may come earlier or later.

Counting just consumers, Ka-Sat can accommodate up to 1

million subscribers, according to Eutelsat estimates. Built by

Astrium Satellites and launched in December, Ka-Sat operates

at 9 degrees east longitude. With a throughput of about 70

gigabits per second, it is the first of what is expected to be a

series of Ka-band high-throughput satellites now in development

or being planned in the Unites States, Europe and Asia. Eutelsat

and its broadband subsidiary, Skylogic of Turin, Italy, have hired

ViaSat of Carlsbad, Calif., to provide much of the Ka-Sat ground

infrastructure, including Surfbeam 2 consumer terminals.（後略）

The Minister for Research and Higher Education reaffirmed

France's "big space ambitions" at the signing of the 2011-2015

multi-year agreement that charts CNES's course with increased

funding.. France's space budget is now twice that of Germany in

terms of public investment.

With the signature of the Government-CNES multi-year

agreement, you are consolidating CNES’s advisory role with

respect to national space policy, What European space policy

challenges do you intend to focus on between now and 2015?

Valérie Pécresse: Space today has the political foundation it

previously lacked at European level, since the Treaty of Lisbon

has made it a shared competency of the European Union and

member states. With space now part of its remit, it is the EU's

role to speak for Europe in the international arena-particularly

when negotiating agreements with other spacepowers-and to

turn Europe's space policy into programmes serving EU citizens.

We have stronger space governance overseen by member states,

the EU and the European Space Agency (ESA). Relations must

be developed between these three players. We should be looking

to extend cooperation with ESA to exploit untapped synergies.

To encourage such synergies, we are going to move CNES's

launch vehicles directorate from Evry to Paris where it will be

closer to ESA, which because of its status must remain based in

the capital. With the EU, we're starting from a clean sheet. There

are currently no regulatory, legal and contractual instruments in

place to allow the EU to call on the expertise and capabilities of

member states in a flexible, efficient and timely manner. Our goal

in the years ahead must therefore be to define and implement

this new governance.

In a tight budget climate, you have decided to make space a key

policy priority for the government, with an increase in funding of

€ 15m a year for the multilateral programme, € 70m a year for

ESA and € 5oom for the future investment plan. Can you tell us

what this means in programmatic terms?

Pécresse

Valérie Pécresse: France has been a pivotal player in space for

50 years now, pursuing big ambitions that were reaffirmed by

President Nicolas Sarkozy in his address on 11 February 2008 in

Kourou. This ambition is underpinned by the belief that space is

strategically important, to protect our national sovereignty and to

develop science, technology and industry, as well as to nurture

an ever-increasing number of applications essential to our daily

lives. That's why we must do everything we can to consolidate

and assure France's leadership position in space, notably through

CNES. With the report by Yves Bigot, Laurent Collet-Billon and

Yannick d'Escatha on the future launch vehicle, the government's

future investment plan (€ 5oo million, half towards developing a

new-generation launcher and half towards innovative satellite

programmes), a larger budget for CNES and € 70 million more

every year in contributions to ESA, France is making a very

significant funding effort. That's more than the space industry

was initially expecting. Today, France's space budget is twice

that of Germany in terms of public investment. This effort will

enable us to complete the programmes we have laid out. The

main challenges ahead are to assure European access to space

by readying the next-generation launcher to succeed Ariane 5,

and to meet France's strategic requirements, working closely

with the defence community to develop our future military and

national security space systems. I know that CNES has also

proposed two satellite projects: the Surface Water Ocean

Topography (SWOT) mission with the United States, and the

Merlin mission with Germany to measure greenhouse gases,

decided at the joint cabinet meeting of the two governments in

February 2010, which should put Europe at the forefront of

climate research. I will ask the Commissioner General for

Investment to support both these projects, as well as the

satellite project to bring broadband coverage to rural areas under

the digital economy programme. We must also develop space

applications for citizens, for example by preparing future

meteorology instruments. So France still has big ambitions in

space. As our national space agency and a renowned centre of

technical excellence, CNES is a cornerstone of France's space

policy, executing major public programmes and working closely

with industry partners.

Would you agree that innovative space research is vital to

sustain a globally competitive space industry?

Valérie Pécresse: Innovation is a key competitive discriminator.

In the fiercely competitive commercial telecommunications

market, French industry has been able to acquire a market share

of more than 40% as a result of sustained government efforts in

research and development. Technological advances are a huge

asset when competing for new business. In optical remote

sensing, for example, the investments made over the last few

decades have made our industry a leader in export markets. But

innovation is not just about boosting competitiveness; it also

spawns new industrial sectors and new markets. The SWOT

project offers new horizons for water resource management,

while projects to measure greenhouse gases hold great promise

for the growing carbon market. Lastly, downstream

remote-sensing, navigation and telecommunications applications

relying on space assets are also fertile ground for innovative new

services, of which telemedicine and distance education are prime

examples.

As Minister for Research, how do you expect space to leverage

research in France?

Valérie Pécresse: Space research is an essential component of

French research that is fuelling advances in numerous fields of

science including astronomy, astrophysics, planetology,

fundamental physics, exobiology, life and material sciences in

microgravity, Earth sciences, oceans, atmosphere and land

surfaces. It provides crucial data to inform public policy,

particularly in the areas of meteorology, climate change and the

environment. We need space missions to learn more about the

Earth system and understand the phenomena underlying the

changes we are witnessing, to identify key factors and obtain

long time series of global, uniform measurements of key climate

variables. Analysis and interpretation of these data yield precious

information to craft an effective policy to combat climate change.

French space research has achieved international renown. Space

missions conceived by scientists and conducted by CNES, many

in partnership with other nations, are often European or even

world firsts. For example, the CoRoT stellar seismology and

exoplanet-hunting mission has reaped a rich harvest of data and

papers published in the literature, including the discovery of the

first Earth-like planet orbiting another star. The scientific

community is involved in many international missions with the

world's leading spacepowers and France contributes more than

30% of instruments for ESA science missions. Such excellence

reflects strongly on France's prestige.

You accompanied President Sarkozy on his recent trip to India?

What was the aim of his visit to ISRO?

Valérie Pécresse: The President's visit to the Indian space

agency's headquarters underscored the excellent partnership

between our two nations in space. CNES and ISRO teams are

currently working together on two world firsts: the

Megha-Tropiques satellite to study atmospheric circulation, the

water cycle and climate change in tropical regions, and the

SARAL altimetry mission (Satellite with ARgos & ALtika)

dedicated to ocean monitoring, marine meteorology and the

study of ocean/atmosphere interactions. Both missions will be

launched in 2011. We still have a great deal to learn about

climate phenomena so we can better mitigate their impacts. That

is why our two space agencies will be pursuing their cooperation

after these two projects. The presidents of CNES and ISRO

signed a memorandum during President Sarkozy's state visit and

a seminar scheduled early this year in India will lay the

groundwork for new joint space projects studying tropical climate

phenomena.■

日立製作所と東大は２日、データベース（ＤＢ）を処理する中核ソフト

「データベースエンジン」が従来のものに比べ処理性能約１００倍を達

成した。通信や金融業界をはじめとして生み出される爆発的データ量

に対応するのが狙い。記憶容量がペタバイト（ペタは１０００兆）級のＤ

Ｂシステムがあるため、２０１３年度には従来比約８００倍の処理性能

を達成し、大容量データ対応を目指す。今回の成果は、ＤＢの中から

特定分野を絞込んで解析する複数実験を行った結果、平均して従

来比約１００倍の処理性能を達成。データ入出力要求順序と無関係

にデータを処理する「非順序型実行原理」方式を採用しているため、

高速処理を実現。これにより、二つ以上のプロセッサコア（演算回路）を

一つの半導体に集約したマルチコアプロセッサ利用効率を高めることが

できる。

五研究院の「嫦娥 2 号」設計担当者によると、「嫦娥 2 号」はプロジェ

クト要求とテスト計画に基づき、設計寿命が過ぎた後も残る資源と能

力を十分に利用し、軌道上テストを続けていく。今後のテスト内容には、

「嫦娥 3 号」軟着陸ミッションをめぐる技術テスト、画像カバー範囲拡大、

虹湾地区再画像取得が含まれ、「嫦娥 3 号」着陸に向け、より詳細

なデータを提供していく。「嫦娥 2 号」は現在、安定飛行を行っており、

各システムは正常運行。今後は、X バンド深宇宙制御システムの長期

テストと、紫外線センサの長期月周回テストを行い、深宇宙での探査

経験を蓄積する他、その他の新探査を行っていく。「嫦娥2号」は2010

年 10 月 1 日、西昌衛星発射センタから打上げ、今年 4 月 1 日には

BEIJING — China has renewed its polar-orbiting weather satellite

group with the in-orbit verification of the Fengyun 3B. With the

satellite now going into service alongside sibling Fengyun 3A,

China will have a global observation interval of 6 hr., down from

12 previously. Fengyun 3B was subject to half a year of in-orbit

checkouts after its Nov. 5 launch. With all systems functioning

properly, it was handed over to the national weather bureau on

May 26, says national space contractor CASC. The tests showed

the satellite exceeding the performance of Fengyun 3A, CASC

says, without giving details. The Fengyun 3 program was the

largest civil space project of China’s 10th five-year plan, which

covered 2001-05, the manufacturer says. The designed image

resolution has been stated as 250 meters (820 ft.) and the

altitude variously as 870 or 890 km (540 or 553 mi.). This is

China’s second series of polar-orbiting weather satellites. The

first, the Fengyun 1 series, comprised four spacecraft launched

in 1988-2002. The third unit in that series, Fengyun 1C, was

destroyed in an anti-satellite missile test in 2007. CASC’s full

name is the China Aerospace Science and Technology Corp.

教育科学技術部は韓国型ロケット（ＫＳＬＶ－２）開発事業を担当す

る事業団を独立に設立し、すべての責任を持つことになった３１日、明

開発してきた。これを受け、１日に事業団長公募に入り、７月中に選

抜を終える計画だ。事業団は産学研専門家が参加できる開放型で

Security concerns, ITAR cutting off the chance to ride a growing market, officials say

It’s no secret that Ottawa sees China as a growth market. The

city plans a trade mission to Beijing in late June. A few months

ago, Chinese officials invited representatives from the Ottawa

Chamber of Commerce for a multi-city tour. A number of local

technology companies, including Plasco Energy Group, Clearford

Industries Inc. and Enablence, have joint ventures with Chinese

firms.

But bring up space partnerships with China and the story is very

different, according to Ron Holdway, Com Dev’s senior director

of Canadian business development and government relations. His

firm, which creates space hardware such as satellite switches,

has been trying to bolster its presence in China for years as the

Asian country reaches further into space. But security concerns

about transferring sensitive technology through the exports are

standing in Com Dev’s way, Mr. Holdway says. “I’ve spent a lot

of time building relationships with customers in China, but the

process here stretches our credibility,” Mr. Holdway says. His

Cambridge, Ont.-based firm has around 75 employees in Ottawa.

Canada’s space sector depends on business outside its borders.

Almost half of the $3 billion in revenues generated for Canadian

companies come from exports, according to the 2009 State of

the Canadian Space Sector report produced by the Canadian

Space Agency. And with the United States as Canada’s

foremost trading partner, the security of export sales often

comes to mind even when dealing with technology purely created

in Canada to sell abroad.

That’s where other countries are starting to take advantage of

the situation, says Michael Mineiro, the Boeing doctoral fellow of

air and space law at McGill University. “There’s a potential for

Europeans to cut out the North Americans and gain substantial

market share from China, in particular because of the different

regulatory approaches for space technology,” Mr. Mineiro says.

His PhD dissertation examined the dilemma between

international co-operation and national security that

space-faring countries face. “ Doing business wth certain

countries like China raises justified security concerns, on the

Canadian side, combined with administrative issues slowing down

companies like Com Dev.” Satellite sales, Com Dev’s Mr.

Holdway explains, run on a “fuse”; when a company gets a

contract, it expects subcontractors to be ready to go in a given

amount of time, typically a year. But it can take six months to

obtain the Department of Foreign Affairs and International

Trade’s approval to export the technology to China. “We’re

encouraging DFAIT to do what it can to speed up the process,

and to be fair, they’ve been working with us,” Mr. Holdway adds.

“They are concerned about the issues that we face, but they

don’t have everything under their control,” he says, adding that

requests often need to be put through several departments and

that staffing process takes time. When working with the U.S.,

Canadian companies find themselves subject to International

Traffic in Arms regulations, which restrict the sale or resale of

any parts manufactured in the U.S. to China and other countries

on its watch list. By an act of Congress, space parts were added

to the ITAR munitions list in 1998 after two Chinese rockets

carrying U.S. satellites failed, and U.S. officials transferred

technical information to the Chinese as a part of the

investigation. This regulation puts space companies under even

more constraint than most other types of firms when dealing with

other countries. Officials say the restriction is more difficult to

lift as members of Congress would need to review the matter – a

tough sell when the economy and health care are on

representatives’ minds. For Canadian space firms, the most

difficult part of ITAR is its classification of technologies used in

both defence and non-defence applications. A switch, for

example, used on a U.S. defence satellite is automatically

considered ITAR even if it can also be used for less sensitive

purposes, like a Canadian experiment on a Mars mission.

Ottawa’s Neptec Design Group, which builds sensors and is

perhaps best known for a laser-tracking system used to judge

distances in space, bills itself as an ITAR-free vendor

internationally to differentiate itself from its U.S. competitors.

Still, the company does a lot of business down south and finds

ITAR takes extra time, paperwork and effort due to the security

requirements. President Iain Christie says his firm just builds the

extra time into the process to compensate. “ It’s hard to

separate our own growing experience with it from (timeline)

improvement. We’re certainly more comfortable with it, and

there has been a genuine effort on both sides of the border to

improve ITAR.”

» 1976: The United States first adopts ITAR under the U.S. Arms Export Control Act, brought in to restrict the export of

defence articles and services from the U.S. for security reasons.

Canada gets special exemptions due to a previous defence

development sharing agreement between the countries.

» 1998: The U.S. Congress moves satellites and space

technology to the ITAR munitions list in response to two launch

failures in 1995 and 1996 involving Chinese rockets and U.S.

satellites. Congress determined that when the two countries

worked together to find the cause of the launch problems, the

U.S. failed to get a Department of State export licence before

transferring technical information to China.

» 1999: In a State Department amendment to ITAR, U.S.

officials accuse Canada of exporting to unspecified

“unauthorized” countries and remove most exemptions under

Canadian protest.

» 2001: The Canadian government amends the Defence

Production Act to require people requesting access to defence

articles to register, in most cases, with the Canadian government.

In response, the U.S. government loosens ITAR to allow

exemptions for Canadian government authorities under official

business, or registered Canadian corporations or citizens.

» 2009: In a wide-ranging bill, U.S. senator Howard Berman, a

Democrat, proposes removing satellites from the ITAR munitions

list, as long as the technology is not transferred to China. After

going before the House Foreign Affairs Committee, the bill is

referred to the Senate Committee on Foreign Relations, where it

remains in stasis today.

中国 年内に米国抜き世界一のパソコン製造国に

米コンピュータ大手マイクロソフト(MS)は 25 日、米国外にある研究開

発拠点としては最大規模のものである、MS アジア太平洋研究開発グ

ループ（微軟亜太研発集団）の本部ビル使用を開始したことを明らか

に。MS スティーブ・バルマー最高経営責任者（CEO）はオープン式典に

出席した際、今年は中国が米を抜いて、世界最大パソコン製造国に

なるとみられ、この研究開発拠点が新スタートを切開く。MS はこれを契

機として中国企業とともに新成長期を迎えたい考えだと述べた。バルマ

ーCEO は「長年にわたり、我々が中国での投資を継続して行ってきた

のは、中国に良好な発展チャンスがあるからだけでなく、ここには多くの

「天河 1 号」使用を許可する契約を初めて結んだ。「天河 1 号」利用

登録を行った機関は現在までに 100 近くに上る。19 日付新華社ウェブ

サイト「新華網」伝。「天河 1 号」は演算速度世界最速スパコンで、石

油探査、バイオメディカル、アニメデザイン、気象予報、金融リスク分析

に使用。登録機関はすでに 90 を超え、使用率は多い時で 80％以上。

測位衛星「北斗」、来年末までにさらに 8 機打上げ

第 2 回中国衛星測位学術年会が 18 日、上海で開幕。年会に参加

した中国衛星測位システム管理弁公室の冉承其主任は、中国が来

年末までに、測位衛星「北斗」をさらに8機打上げることを明らかに。19

日新京報伝。冉承其主任は、「測位衛星『北斗』はこれまでに 8 機打

上げられている（8 機目は今年 4 月打上げに成功）。北斗衛星測位シ

ステムは今年 10 月に全面的テストを行い、中国の大部分の地域に向

けて初期サービスを提供する条件を備える。2012 年ごろには、衛星約

16 機からなる北斗地域測位システムが完成予定で、最終的衛星数

はネットワーク計画に基づき決定。北斗は来年末までに、さらに 8 機打

上げ予定。具体的には、今年中にネットワーク衛星 3-4 機を打上げ、

中国及び周辺の大部分の地域に向け、持続的受動測位、ナビ、タイ

ミングサービスを提供するほか、ショートメッセージによる通信サービスを

解放軍指導の中国の宇宙計画、米の優勢に挑戦?

11 日の米議会公聴会で、中国の急拡大する航空宇宙力にどう対応

すべきかが話し合われた。13 日、米航空宇宙関連サイト伝。中国は

宇宙ステーション建設計画や今後 10 年で有人月面着陸を実現する

計画を推進めている。「中国の軍用・民用航空宇宙工学の影響」を

議題とする公聴会で、これらの進展が米にとって何を意味するかについ

て多くの学者が討議した。世界安保財団（SWF）ベズリー氏は「北京の

目標や、彼らといかに付き合うべきかについて、我々にはまだはっきりとし

た概念がない」と話す。07 年に行った衛星攻撃実験で中国が見せた

実力に米は驚嘆した。それ以来、中国は 2010 年ミサイル迎撃実験を

含め、自らの航空宇宙や軍事力を検証する実験を繰返している。また、

有人宇宙飛行計画、大型宇宙ステーション建設、有人月面着陸計

画も推進めている。こうした進展は一部の米議員や政策専門家を不

安にさせている。彼らは、中国が米航空宇宙開発の優位な立場に挑

戦していると認識している。「一番心配なのは、米と違って中国の宇宙

宙計画は最近の軍事態勢より友好的だと信じる理由はどこにもない」

と公聴会に出席したウルフ議員は懸念を示す。ホワイトハウスは、有人

火星着陸のようにお金がかかり、困難の多い宇宙計画で中国と協力

する意向を示している。しかし、ウルフ氏はその考えはよくないと主張、

中国は潜在的脅威とし、「人民解放軍と協力し宇宙計画を進めるな

どもってのほかだ」と反対。一方、米企業のチャンスを拡大する意味で

も、宇宙飛行の安全性を高める意味でも、中国との協力は米にもメリ

ットがあるという声もある。ジョージワシントン大学宇宙政策研究所の研

究者は、「中国は宇宙に投資さえすれば、そこから多大なメリットを得ら

れる。そうすれば予測ができ、安定かつ安全で持続可能な宇宙環境

建設をめぐり、欧米や他国と考え方が一致するだろう」と指摘。

英陸軍に関して Force Development and Training Command が実施した

部内研究の報告書 "Agile Warrior" が、Daily Telegraph 紙にすっぱ抜か

れた。それによると、英陸軍は市街戦に対する備え、あるいは将来に遭遇す

ると考えられる敵に対する備えが不十分だとされている。将来に直面する紛

争は、アフガニスタンのような所より市街戦になる可能性が高いと考えられる

ので、そのための備えが必要で、歩兵支援を担当する戦車・装甲車・ヘリの

任務分担を増やす必要があるとしている。また、民間人に被害を及ぼさない

ために必要とされる精密誘導兵器が不足、との指摘もある。このほか、英陸

軍参謀総長 Sir Peter Wall 大将は英陸軍について「アフガニスタンの

Camp Bastion みたいに充実した基地施設があることを前提としている」と指

摘し、再建能力や遠征作戦への備え、より広範な軍事作戦に対応できる

CPI (Center for Public Integrity) は GAO (Government Accountability

Office) 報告書を引合いに出して、多額の資金を投じているにもかかわらず

SSN (Space Surveillance Network) が成果につながっておらず、"圧倒され

ている" 状態にあると批判。SSN はスペースデブリ・敵対行為・事故の監視

に使用するものだが、そのスペースデブリ数からして、1980 年に 4,600 個だ

ったものが、現在では 22,000 個まで増えていると指摘。また、米軍任務が

情報・監視・通信・気象観測・ミサイル警戒・航法など多くの分野で宇宙配

備資産に依存していることから、スペースデブリのみならず、衛星攻撃兵器や

サイバー攻撃などに対しても脆弱な状態につながっていると指摘。国防総省

説明では、宇宙空間における状況認識のために 2006-2015 年にかけて合

計 53 億ドルを投じるとしているが、これまでに支出したのは 20 億ドルだけ

米上院議員 100 名のうち 45 名が連名で、Barack Obama 大統領に対

して F-16C/D×66 機の台湾向け輸出承認を求める書簡を送付した件に

ついて、台湾側では歓迎。この書簡は、Robert Menendez 上院議員

(D-NJ) と James Inhofe 上院議員 (R-OK) が主導する形で作成・送付

された。署名に加わった主な議員は、民主党が Joe Lieberman・Tim

露は、印との間で計画していた合同演習×2 件を、ここ数ヶ月の間に立続

けにキャンセル。4 月には、INS Delhi・INS Ranvir・INS Ranvijay の 3 隻が

演習参加のために Vladivostok の近くまで来ていたにもかかわらず、両国海

軍合同演習をドタキャン。露側説明では、福島第一原発事故を受けて日

本側に支援提供するため、演習参加できる艦船がなくなったとのことだった。

ところがその後になって、露海軍が日本に艦艇派遣する代わりに独自演習を

実施したことから、印側が衝撃を受けている。一方、ドタキャンによって自国に

引返した印側艦は、先週に Visakhapatnam に帰港した。一方、6 月に露

で実施することになっていた陸軍演習 "Indra" については、先週になって露

側から「準備不足により実施不可能」としてドタキャン通告があった。Indra

は、2003 年から両国がこれまでに合計 5 回に渡って実施している合同演

Dmitry Medvedev 露大統領は 5/28 に、ミサイル防衛システムをめぐる

Barack Obama 米大統領との会談結果に不満を表明、米や NATO が露

の提案に応じないのは "露にとっての時間の無駄" だと発言。その上で、

2020 年までに合意成立しなければ、その後で軍拡競争が勃発するだろうと

いっている。露としては依然として、東欧配備するミサイル防衛システムが自

Barack Obama 米大統領は 5/27 に、ミサイル防衛システム受入れを表

明している東欧諸国に対し、このミサイル防衛システムは露と協力する形で

導入するが、システムに対するコントロールは NATO のものであり、露がコン

トロールに加わるものではないと説明。クレムリンが主張する「セクタ化アプロー

露軍参謀本部 Igor Sheremet 大将が Ekho Moskvy ラジオ取材に対し、

「2020 年までに西側諸国は合計 80,000 発の巡航ミサイルを配備、そのう

ち 20,000 発が核弾頭装備になろう」と発言。一方、露では Dmitry

Medvedev 大統領の指令を受け、防空システム・ミサイル防衛システム・早

期警戒レーダ・監視システムを組合せた統合防空システムを配備する計画

を進めており、これを戦略コマンド指揮下に置く考え。同コマンドの Valery

Ivanov 司令官は 2 月半ばに、新システムは年末までに稼働開始すると述

個人メールで外交文書、公務員のセキュリティ意識に警鐘

2009 年の 20 カ国・地域（G20）首脳会議を前に、韓の外交通商部（省に相

当）が作成した外部秘文書がハッキングによって中国に流出していた事実が

明らかに。この文書には韓米首脳電話会談の内容まで含まれていたことから、

韓の安全保障にかかわる問題だ。今回の事態は、秘密文書を扱う公務員

の情報セキュリティに対する意識の低さが原因とみられ、対策が急がれる。民

主党の辛鶴用（シン・ハクヨン）国会議員によると、韓政府関係者が確認し

た内容は衝撃的だ。中国側に外部秘文書がハッキングされたのは 2009 年 2

月。4 月 2 日にロンドンで開かれる予定だった G20 首脳会議（金融サミット）

の1カ月前だ。当時は08年後半のリーマンショックで世界為替市場が動揺し、

中国の人民元切上げ問題がクローズアップされていた。韓の外交通商部は

首脳会議を控え「ロンドン G20 金融経済首脳会議準備案」と題する対策

文書を作成。09年 1 月 19 日に作成されたものをはじめ、2 月（日付不詳）、

2 月 25 日にそれぞれ作成された。1 月 19 日付文書を土台として、修正、補

完された文書だった。それ以降も文書に修正が加えられたとみられるが、ハッ

キング事件が起きたのが 09 年 2 月だったことから、辛議員は 2 月までの文書

を閲覧していたという。辛議員が文書閲覧したのは今年 3 月のことだった。文

書には、米、中など参加国による議題別の主張、それについて韓政府が把

握している情報および韓政府の対応戦略などが書かれていた。中国政府が

基軸通貨をドルから変更させるためのプランを立てようとした内容を記した在

外公館報告も含まれていた。特に日付不詳の 2 月の文書には、2 月 3 日に

行われた李明博（イ・ミョンバク）大統領とオバマ米大統領の電話会談の内

容まで含まれていた。電話会談では G20 での共同対応について話合われた。

このほか、第 3 回 G20 首脳会議（09 年 9 月）をソウルで開催する可能性に

ついての韓政府の意見などデリケートな内容も多く含まれていた。韓政府は

こうした内容が全て中国側に流出したとみている。だとすれば、李大統領は

丸裸で G20 首脳会議に出席したに等しい。また、こうした問題が今回の一

件にとどまらない可能性も高い。文書がハッキングされたルートも問題視され

ている。国家情報院は今回のハッキングについて「政府の業務ネットワークが

破られたわけではない」としている。在外公館に勤務する外交官が民間電子

メールで文書をやり取りし、流出した可能性が高いとの判断だ。インターネット

検索大手のグーグルは今月 1 日、中国山東省済南市に活動拠点を置くハ

ッカー集団が、グーグル無料メールサービス「ジーメール（Gmail）」をハッキング

していた事実を明らかにした上で「アジアに対する攻撃は大半が韓を狙ったも

のだ」と指摘。中国ハッカーの主ターゲットが韓政府官僚個人メールだったと

いうわけだ。韓では 1000 万人以上がジーメールを利用と推定される。韓政

府当局者は「中国や北朝鮮よるハッキング手口はまずます巧妙になっており、

韓の公務員の『情報流出不感症』は依然として危険レベルにある」と指摘。

特に個人メールで秘密文書を安易にやり取りする習慣が問題だとした。中

央官庁公務員は、「数年前までは職場ウェブメール容量が小さすぎたため、

個人メールを兼用していた時期があり、その習慣が残っているとみられる」と話

ータルサイト「ダウム」のメールアカウントなどを利用し、士官学校出身者にハ

ッキングメールを送付けており、対応を強化している。メールによる攻撃は現

在も続いており、同関係者は「メール発信元の IP アドレスは中国のもので、

北の仕業と推定される」と述べた。韓軍当局は、国軍サイバー司令部が先

中国のハッカーが、グーグルの電子メールサービスＧメールから韓の公務員と

軍関係者、メディア関係者のアカウントをハッキングしたことが明らかに。グーグ

ル・セキュリティ担当理事エリック・グロス氏は１日、グーグル公式ブログを通じ、

「中国山東省済南地方で始まったとみられるハッキング攻撃があった。ハッカ

ーは数百件のＧメールアカウントに侵入しメール内容を見ようとしたとみられ

インターネット検索大手のグーグルは 1 日、インターネット利用者を偽サイトに

市と特定。ハッキングを行った勢力の背景についてはさまざまな説がある。英

通信大手 BTシュナイナー 高セキュリティ技術責任者は「中国政府の暗黙

の指示を受けたハッキング集団による行為ではないか」と推定。済南市には

昨年 1 月にジーメールに対するハッキングを行ったとされる「山東藍翔高級技

「サイバー攻撃に武力報復」米、中露けん制狙う

米国防総省が外国政府からのサイバー攻撃に武力による報復も辞さないと

の新方針を打出した。背景には、各国で被害急増するなか、政府施設や

原発などを狙ったサイバー攻撃で、軍事攻撃と同様の壊滅的打撃を被る可

能性が出てきたことへの強い危機感がある。米メディアは５月３１日、国防総

省が６月に公表する初のサイバー戦略に関する報告書で、外国政府からの

サイバー攻撃を「戦争行為」とみなし、米軍による武力行使も辞さないとの

新方針を明らかにすると報じた。すでに韓国政府は３月、大統領府や韓国

軍、在韓米軍などのウェブサイトが組織的サイバー攻撃を受けたと発表。仏

でも昨年末、財務省システムが大規模サイバー攻撃を受け、機密情報が中

国などへ流出した可能性が指摘されている。北大西洋条約機構（ＮＡＴＯ）

は昨年１１月の首脳会議でサイバー攻撃を「新脅威」と位置付け、防御能

力強化を急ぐ方針を打出したが、米政府のサイバー戦略はさらに大きく踏み

込み、軍事的報復の可能性まで明文化。日本政府がサイバー攻撃された

場合、米が日米安全保障条約に基づく軍事措置をとるのかといった新課題

は、技術的に極めて困難とされる。武力報復を正当化するには、「敵国」の

サイバー攻撃への関与を立証する必要があるが、これまで国家の関与が立

Saturday, Jennifer Whitlow, a company spokeswoman, said in a

statement. She said the company, the world's biggest aerospace

company and the Pentagon's No. 1 supplier by sales, was working

around the clock to restore employee access to the targeted network

while maintaining the highest security level. The US Defense

Department said in a statement late Saturday night that it was working

with Lockheed to determine the scope of the attack. The incident's

impact on the department is "minimal and we don't expect any adverse

effect," Air Force Lieutenant Colonel April Cunningham said. She

declined to specify the nature of the impact, saying that as a matter of

policy, the department does not comment on operational matters. The

Department of Homeland Security, or DHS, said that it and the Defense

Department had offered to help curb the risk from the incident.

Lockheed is the maker of the F-16, F-22 and F-35 fighter jets as well

as warships and other multibillion-dollar arms systems sold worldwide.

There was no word on where the attack may have originated. Military

contractors' systems contain technical specifications on weapons

under development as well as those currently in use. The US

government has offered to help Lockheed analyze "available data in

order to provide recommendations to mitigate further risk," Chris

Ortman, a DHS official, said in an e-mail sent to Reuters. A person with

direct knowledge told Reuters on Friday that unknown attackers had

broken into sensitive networks of Lockheed and several other US

military contractors. Boeing and Northrop Grumman, the Pentagon's No.

2 and No. 3 suppliers, declined to discuss matters involving corporate

security. US officials may investigate a cyber breach at a company's

request. DHS can deploy a team to analyze infected systems, develop

mitigation strategies, advise on efforts to restore service and make

サイバー・ディフェンス力は必須不可欠 Cyber-defense strength is indispensable

China's plan to build a "cyber blue team" is a training mechanism for

national Internet defense, and not a "hacker army" as interpreted by

some foreign media, according to the Ministry of Defense. At a time

when our daily lives and national security are increasingly linked to the

Internet, China should stick to its strategy of enhancing its Internet

defense capability. In the cyber-world, China is at a disadvantage, since

none of the world's Internet root servers are located in its territory and

little say in domain name management. However, China' capability is

often exaggerated. Without substantiated evidence, it is often depicted

by overseas media as the culprit for cyber-attacks on the US and

Europe. In 2008 and 2009, the Pentagon announced that its website was

attacked from China, and it reportedly mulled a counterattack in the

real world. The incident was cleared later as two American hackers

launched the attack on the Pentagon's website from China. To some

degree, China has been keeping a low profile in developing its Internet

defense capability, which leaves room for imagination as to its real

purpose and to mistake a few hackers' behavior as being

government-backed action. Demonizing China's Internet defense

strength is probably part of the US strategy to legitimize its own

military expansion. As the US is developing its cyber-attack ability

unchecked, China must develop a countering deterrent. Unchecked

power will be abused all the same in the Internet world. Another similar

case was the balance of terror in the Cold War era. The matching

capacity of nuclear weapons between the US and the USSR helped

prevent one party from challenging another's core interests at will. As in

the real world, each country has to be reserved from abusing its

advantages, it is required that more comprehensive international

regulations to be established on the global information system. No first

strikes should be regarded as a preferred rule in the cyber-world. The

US has not made the commitment of no first use of its nuclear weapons,

but it can set an example in the Internet by upholding this pledge.

Though also sharing mutual interest with the US in safeguarding

Internet order, China needs to develop its strong cyber defense

strength. Otherwise, it would remain at the mercy of others.

宇宙戦略に関する公聴会で、中国が軍事目的の宇宙開発により東シナ海での尖閣

諸島などの領有権紛争への軍事能力の増強をも意図していることが、専門家証言な

どで明らかに。公聴会では議会側を代表しアラン・ウルフ下院議員（共和党）が「主要

諸国はみな科学や商業の目的で宇宙開発を進めているが、中国の場合、人民解放

軍が全責任を持ち、軍事目的を優先している」と証言。さらに「中国は特に西太平洋

や東アジアでの米軍の抑止力を減らすために、米軍の依存する宇宙資産無力化と中

国独自宇宙軍事能力強化を意図している」と述べた。オバマ政権を代表したグレゴリ

ー・シュルテ国防次官補代理は中国宇宙軍事利用の実例として２００７年の衛星破

壊兵器実験をあげ、「中国は危機や衝突の際に、潜在的敵による宇宙軍事利用を

阻むための能力を多次元で高めている」と証言。専門家証人としては６人が登場した

が、そのうちの元国防総省中国部長で安全保障問題研究の「プロジェクト２０４９研

究所」専務理事のマーク・ストークス氏は「宇宙を軍事に利用する戦略は中国の国家

目的の主要手段となった」と強調。同氏は実例として中国軍部は（１）宇宙に高度の

電子光学（ＥＯ）システムや合成開口レーダ（ＳＡＲ）、電子偵察装置、赤外線センサ

などを搭載する衛星を打上げ、地上や海上の潜在敵部隊の動きを正確につかむ能

力を増強（２）衛星通信により、飛行中のミサイルに目標認定の正確な情報を送るイ

バー攻撃が仕掛けられたことが発覚し、専門家間では、そうしたハッカーによる攻撃が

どこから行われたかを即座に把握するのは極めて難しいとの声。手口を高度化させた

ハッカーらは、自分たちの足跡を隠すことができ、あたかも別の場所から攻撃を仕掛け

たように見せることも可能だ。また、武力行使に踏切るには適法性をめぐる壁もある。

経済制裁やサイバー空間での報復といった対応の方が、軍事行動よりは適切かと専

門家らはみている。ワシントンを拠点とするシンクタンク、新アメリカ安全保障センター

（ＣＮＡＳ）のクリスティン・ロード氏は「サイバー攻撃に対する報復には多くの課題があ

る」と指摘。「特定攻撃を外国政府など特定関係者に結付け、（ハッカーの）帰属を確

定するのは非常に難しい」と述べた。ホワイトハウスは先月発表した報告書で、米政府

はサイバー空間での敵対行為には「ほかの脅威と同様に」対応すると明言。米国防総

省は現在、６月に発表を予定しているオバマ政権のサイバー戦略に関する報告書をま

とめており、その中でサイバー攻撃に対する武力報復可能性を認めている。国防総省

のデーブ・ラパン副報道官は「米を狙ったサイバー攻撃への対処には、サイバー空間で

の対応だけに限らない。あらゆる適切な選択肢が検討される」と述べた。サイバー攻撃

の脅威は、米軍との関係が深い防衛大手ロッキードにも仕掛けられたことが分かり、再

び懸念が高まっている。ロッキードは、５月２１日に受けた「執拗な」サイバー攻撃が、

世界中のハッカーから頻繁に受けている攻撃の一部だとの見方を示した。国防総省は、

米のコンピュータネットワークに侵入を試みた外国情報機関は１００を超えると推測。

当局者らによれば、米の政府機関、企業、大学からは毎年、米議会図書館を何度

も満たすことができるほどの情報が持出されている。

＜後手に回る対応＞

複数の現役および元国家安全保障当局者によると、米情報機関は、ロッキードへの

サイバー攻撃だけに特別な懸念を抱いている様子はないようだ。ある当局者は、軍事

産業や政府機関を狙った同様のサイバー攻撃は日常的に起きていると語る。ただ、サ

イバー空間での脅威に関するオバマ政権の動きについては、十分なスピードに欠けてい

るとの指摘も。民間コンサルティング会社サイバー・ディフェンス・エージェンシーの Sami

Saydjari 代表は、中国やロシアなどの「目覚ましい戦略的進歩」を引合いに出し、「米

は概して、かなり後手に回っている」と述べた。サイバー空間での米の権益に対するスパ

イ行為に関して言えば、中国が有力な「容疑者」として浮上することが多いが、アナリス

トらは、ハッカーの偽装能力により、中国政府が背後にいると証明するのは難しいと指

摘。中国政府は、サイバー攻撃への関与を一切否定。米国防総省が発表する報告

書では、ハッカーがウォール街の全金融データを消去した場合や、米北東部を停電に

した場合、軍艦のデータを盗出した場合など、具体的想定に言及することはないとみ

られる。ラパン副報道官は「必ずしも『もしこうなったらこうする』と段取りを決めるわけで

はない。繰返しになるが、要はサイバー攻撃を受けた場合、われわれにはいかなる対

応も取る権利があるということだ」と語った。

and riding upon an ass, and upon a colt the foal

「シオンの娘に告げよ。『見よ、お前の王

がお前のところにおいでになる、／柔和

な方で、ろばに乗り、／荷を負うろばの

子、子ろばに乗って。』」
