1 Please describe the major features of this project.

paint existing steel to weather proof to avoid rusting & removal of steel plates to inspect condition of existing floor

2. Please explain why this project could not be bid using the city's traditional bid process and the need to useJOC Procurement system.

Project is extremely time sensitive and JOC represents the quickest procurement method. By having the HazardousWaste Facility up and running in 2005, the City of Chicago will save a lot of money in the long run. The state EPA hasset money aside in 2005 for the disposal of all hazardous materials collected at this facility. The state EPA willcontinue to pay the disposal costs as long as the facility is in operation. However, if the collection facility is notoperational during 2005 and none of the state money is used, it is feared that the money will not be available in thefollowing years and the City of Chicago will have to pay all applicable disposal costs.

If the project is a one trade project, please provide additional explanation of why it would not be in the city'sbest interest to do the project under JOC.
