NOTICE OF RACE

4-8 January 2020

The Organising Authority is the Blairgowrie Yacht Squadron (BYS) in conjunction with the Nacra Association of Australian Inc. (NAAI).

[NP] denotes that a breach of this rule will not be grounds for protest by a boat.[DP] denotes a rule for which the penalty is at the discretion of the Jury and may be less than

disqualification.[SP] denotes a rule for which a standard penalty may be applied by the race committee without a

hearing.

1. Rules1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing(RRS).1.2. [SP] [NP] The Australian Sailing Special Regulations Part 2 – off the beach boats shall apply.

Section 5.01 Personal Flotation Devices will apply. It is the responsibility of all competitors to ensure that the personal flotation devices comply with a standard equivalent to those listed in the regulations.

1.3 . [SP] [NP] The use of helmets for Nacra 15 (conforming to EN1385 standard) for bothhelm and crew is mandatory during racing.

1.4. The Nacra 15 Class Rules will apply.1.5. RRS 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn Penalty.1.6. The sailing instructions may also change other racing rules. All changes will appear in full in

the sailing instructions.1.7. Appendix T shall apply

2. [DP] [NP] Advertising2.1. Refer RRS Rule 80 and World Sailing Regulation 20, Advertising Code.2.2. Competitors may be required to affix bow stickers displaying sponsor's names/logo(s) or

numbers. These items shall be supplied by the Organising Authority and shall be affixed as prescribed in the Sailing Instructions.

3. Eligibility and Entry

3.1. Entry shall be via the Online Entry form at Try Booking https://www.trybooking.com/BDYPAand paying the requiredfees. Online entry opens on 13th August 2019. Late entry applies after midnight 4th December 2019. A T-shirt may not be guaranteed after the 4th December.

3.2. Australian skippers and crew shall be financial members of the NAAI registered through their StateAssociation. Skippers and crew shall also be current members of the Nacra 15 – 17 Class Sub-committee of NAAI (membership of the Sub-committee is at no charge).

3.3. All competitors shall be members of a club affiliated with Australian Sailing or a WorldSailing MYA.

3.4. Where the competitor is under the age of 18 at the time of the regatta, the Parental Consent Form (Attachment One) shall be presented to the registration desk prior to 1700 on 4th January 2020

3.5 All competitors who sign the Entry Form are deemed to have made a

declaration that they hold valid insurance as per NOR clause # 22.3.6. This regatta is an Open event.

4. Entry Fee4.1. Fees are stated in Australian currency (AUD) and included any local taxes (GST), but

exclude any booking and credit card merchant fees detailed in the online entry system. Entry fees, including two T shirts, are:

5.1. Registration shall be completed prior to the start of the first scheduled race.5.2. The first signal for the first race will be at 1300hrs on the first scheduled day of racing. No

warning signal will be made after 1600hrs on the last scheduled day of racing.5.3. There will be a maximum of 12 races and no more than four races per day.

6. [NP] [DP] Equipment and Equipment Inspection

6.1. All boats shall comply with class requirements.6.2. Equipment inspection shall be carried out on all boats at BYS on 4th January.

Boats not presented for equipment inspection shall not be eligible to compete. 6.3. Competitors shall complete the relevant sections of the Equipment Inspection Form

(Attachment Two), affix all equipment stickers as set out in the form and make the declaration before submitting the boat for inspection

6.4. Random equipment inspection may be done by the Event Inspector in accordance with Class rules

6.5. In the event of damage, replacement equipment may only be substituted with written permission of the Race Committee. The request must be submitted on the correct form attached as Attachment Three.

6.6. Equipment replaced on-water or between races shall be inspected and signedoff by the Event Inspector before the end of protest time on that race day.

7. Sailing Instructions

7.1. The sailing instructions will be posted to the regatta website and the Official Notice Boardno later than 2nd January 2020 and will be available at the race registration desk. The official notice board will be located in the Junior Lounge on the ground floor of the club.

8. Venue

8.1 The regatta will be conducted at the Blairgowrie Yacht Squadron, Blairgowrie,Australia.

8.2 Access to, and boat storage at, the venue will be available from 1st January until 8th January.

9. Racing Area

The racing area will be on the waters of Port Phillip in the vicinity ofBYS (Addendum A).

10. Courses

The courses will be windward-leeward with a windward hitch mark and a leeward gate. The course diagram will be described in the Sailing Instructions (SI’s).

11. Penalty System

RRS 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn Penalty.

12. Jury

A National Jury will be constituted in accordance with “Australian Sailing policy on the denial of the rights of appeals”. Decisions of the National jury will be final, in accordance with RRS Rule 70.5. A copy of the letter of approval issued by Australian Sailing will be posted on the Official Notice Board.

13. Scoring13.1. A maximum of 12 races are scheduled of which four races are required to be

completed to constitute a series13.2. When fewer than five races have been completed, the boat’s series shall be

the total of all her race scores.

13.3. When five to eight races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13.4. Where nine or more races are completed the boat’s series score will be the total of her race score excluding her two worst score

14. [DP] Support Boats

14.1. All support boats shall be registered with the Organising Authority and will be requiredto comply with event support boat regulations (Addendum B). The Organising Authority may refuse registrations and accept later registrations at their sole discretion.

14.2. All support boats shall keep to leeward of the start line and its extensions between thepreparatory signal and the start signals and more than 100m clear of any competing boat or mark of the course, between the start signal and the finish of the last boat, except when asked by the Race Committee to assist.

14.3. Only coaches who hold, as a minimum, current Australia Sailing recognised Coach /Instructor Accreditation, or an equivalent international qualification, are authorised to go afloat in a coach boat within the course area.

14.4. Non-registered coaches, parents, private and spectator craft must remain more than150 metres outside the entire course area and not receive the above benefits.

15. [DP] Rigging and storage

Boats and trailers shall be kept in their designated areas advised on arrival. Trailers shall not be stored on grass rigging areas and may be moved / relocated at the discretion of the OrganisingAuthority.

16. [DP] Radio Communications

Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. The restriction on communications does not apply to GPS tracking devices provided the devices are stowed in a location and orientation such that the display cannot be viewed whilst racing. Smart phones may be used as tracking devices.

17. Prizes

17.1. The title of Australian Champion will be awarded to the boat with the lowest series score where both skipper and crew are Australian citizens or Australian permanent residents.

17.2. Prizes will be awarded for:1st, 2nd, 3rd17.3. Other prizes may be awarded at the discretion of the NAAI.

18. Disclaimer of Liability

Competitors participate in the regatta entirely at their own risk. See RRS 4. The organising authority will not accept any liability from material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

19. Insurance

19.1 All boats shall have third party insurance cover of not less than AUD $5,000,00( (AUD$10,000,000 recommended)

19.2 Insurance certificates may be required to be presented upon request at Registration.

20. Media Rights20.1. By participating in the event, competitors automatically grant to the Organising

Authority, and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion

20.2. Any motion pictures and live, taped or filmed television and other reproductions of theathlete during the period of the competition without compensation.

20.3. Boats may be required to carry cameras, sound equipment and positioning equipmentas specified by the Organising Authority.

20.4. The top three competitors as well as the individual race winners maybe required toattend a media press conference each day.

ADDENDUM B

Event Support Boat Regulations

1 General

1.1 These Support Boat Regulations (SBR) shall apply at all times while the boat is at the venue (BYS). Local marine regulations specify the safety equipment to be carried and conditions under which life jackets (PFD 1) are to be worn. A copy of the regulations is available at https://transportsafety.vic.gov.au/maritime-safety/recreational-vessel-operators/paddle-craft/victorian-recreational-boating-safety-handbook 1.2 For the purposes of these regulations, a support boat includes any boat that is under the control or direction of a person who is or may provide physical or advisory support to an athlete, including the gathering of data that may be used at a later time. 1.3 The Organising Authority may inspect boats at any time to ensure that they comply with these regulations, and the person responsible for the boat shall facilitate such inspection. 1.4 An alleged breach of any of these regulations may be referred to the Protest Committee for a hearing. As a result of any hearing, the Protest Committee may instruct the Organising Authority to withdraw accreditation and access rights from the driver or person in charge, with or without the option of substitution, either for a specified period or for the remainder of the competition. 1.5 The Organising Authority may change these regulations at any time. Any changes will be posted on the Official Notice Board. 1.6 The Organising Authority may, at its discretion, refuse to register support boats not deemed to be suitable. Generally, open boats more than 4.0m and less than 7.5m in length and having minimal or no superstructure (cabin, coach house, bridge, etc) are considered suitable. 1.7 Support boats and designated drivers shall be registered at the Regatta Office either before leaving the venue by water for the first time or by 18:00 on the day before the first race of the event that it is supporting, whichever is earlier. 1.7.1 Each boat shall be insured with valid third-party liability insurance with a minimum coverage of AUD$5,000,000 (or equivalent) per incident. 1.7.2 Only accredited persons may be designated drivers. 1.7.3 The person registering the support boat shall confirm that:

(a) A valid insurance certificate showing proof of third-party liability coverage as required by 1.7.1 has been obtained; (b) Each designated driver has a motorboat driving licence recognised by a national authority appropriate to that boat; and (c) Anyone who will be using a radio has an appropriate radio operation licence recognised by a national authority.

1.8 Support boats shall be provided with a numbered flag by the Organising Authority. Flags must be displayed at all times whilst afloat and returned to the Race Office at the end of the event.

2 Sailing Venue 2.1 Support boats shall use the designated slipway/area for launching – these may be a short distance from the venue. Once launched, trailers shall be moved immediately to a designated trailer park or as otherwise directed by the Organising Authority. 2.2 Only registered support boats will be allowed into the sailing venue. (Allocated berths or area will be provided at registration) 2.3 When not in use, support boats shall be appropriately berthed as directed by the Organising Authority in the allocated areas for support boats for the entire time that these SBR apply. 2.4 Support boats shall not use the dinghy launching slipways or keelboat pontoons for any purpose whatsoever, including mooring, launching and retrieval, and loading and unloading of equipment. 3 Safety 3.1 Support boats shall carry on board: (a) life jackets for all passengers and the driver; (b) first-aid kit; (c) working VHF radio capable of receiving the allocated race management channels for

this event; (d) device for making a sound signal; (e) compass; (f) adequate anchor and tackle for conditions and depth; (g) tow rope (minimum 15m long and 10mm thick); (h) operational engine kill cord (also known as a safety lanyard or automatic engine

immobiliser); (i) hand pump or bailer; (j) knife; and (k) any additional safety equipment required by local maritime law. It is recommended that life jackets be worn at all times when afloat. All drivers shall wear a kill cord all times when the motor is in operation (refer back to manufacturer’s operating manual. Refer to SBR Instruction 1.1 for use of life jackets. 3.2 The maximum plated / certified passenger limits for the boat shall never be exceeded. 3.3 Team leaders are responsible for overseeing the safe operation of their support boats on the water, including knowledge of who is afloat and ensuring their safe return to the venue. 3.4 At all times, the registered driver(s) of a support boat shall comply with directions given by a Race Official. In particular, this includes assisting in rescue operations when requested to do so – see 5.4 below. 3.5 Support boats shall comply with local harbour and marina regulations, including speed limits. 3.6 When a race committee displays code flag “V” with repetitive sounds, all official and support boats on the relevant course area shall monitor the relevant Race Committee radio channel for search and rescue instructions.

4 General Restrictions 4.1 The registered driver(s) of a support boat will be responsible for the control of the boat at all times and will be held responsible for any inappropriate behavior, dangerous actions or improper practices, or actions affecting the fairness or safety of competition. 4.2 Support boats shall not leave any device, piece of equipment, buoy, marker or similar item permanently in the water. Temporary use of floating objects is allowed for current measurement. These objects shall be removed as soon as the measurement has been taken. 4.3 Support boats shall take particular care to minimise their wash when transiting the course areas. Support boats shall not interfere with boats racing or official boats, or create a wake that affects boats racing. 5 Race Area Restrictions 5.1 Support boats shall not be positioned:

5.1.1 Closer than 100 m of any boat racing

5.1.2 Within 100 m of the starting line and marks from the time of the preparatory signal until all boats have left the starting area, or the race committee signals a postponement, general recall or abandonment.

5.1.3 Between any boat racing and the next mark of the course.

5.1.4 Within 100 m of any mark of the course while boats are in the vicinity of that

mark.

5.1.5 Within 100 m of the finishing line and marks while boats are finishing. 5.2 In addition, support boats that are motoring above 5 knots shall remain at least 150m from any boat racing.

Instructions on Using the Equipment Limitation Stickers

Please ensure that equipment is;

Please ensure that stickers are placed according to the instructions below. Keep in mind that all stickers should be clearly visible to the Equipment Inspection Team.
