About CCSDS

The Consultative Committee for Space Data Systems (CCSDS) was formed in 1982, as an international cooperation forum.

It has been actively developing recommendations for space communications and navigation systems standards

Promote interoperability and cross-support among cooperating space agencies and multi-agency mission to reduce operational costs by sharing facilities.

Their highly qualified process requirements have been respected as an international standardization body.

Agency’s future mission need will be a principal driver to manage the forum for both technical and managerial (human resources, funding).

Implementation & Outcome CCSDS Discipline Area

Implementing Groundrule At least two agency’s independent

and interoperable prototypes or implementations must have been developed and demonstrated.

Tendency to Future

Steady States Conditions Budget and workforce constraints have required all space

agencies to explore method for increasing their efficiencies of operations. (IOAG Terms of Reference)

Space tracking & data acquisition assets, frequency and orbit are also limited resources.

Background of Tendency to Future Mission to Moon, Mars and beyond: Robotics and Human High data rate, Continuous comm., Precise measurement, Short

latency, Delayed/Disrupted network, etc. are the key technology themes for Space Communications and Navigation

Multi-access needs driven by user communities will not be only for Space but also for Air and Ground sensors throughout evolution of ground-based internetworking.

Recognition With respect to IOAG as the primary interoperability coordination

entity and liaises with other multilateral space mission groups such as GES, ISECG and ILN

Standardization is the key technology to meet evolutional multi-mission Cross-support, multi-hop Interoperability requirements

Evolutional multi-mission Cross-Support will need to: Enhance SLE capability and Service Management prototype

demonstration Prepare future working group candidate (BOF: Birds of a Feather) for

“Cross Support Service Architecture” and “Cross Support Service Catalog”

Page 6: Moving Forward – CCSDS - Version 2 -

Moving Forward-CCSDS, IOP-2 Page 6 of 8

Moving Forward – CCSDS [2/2] Evolutional multi-hop Interoperability will need to be synchronized

with Space Internetworking discussion among IOAG, therefore,

CCSDS streamlines their working groups to meet or to contribute the future mission needs:

Cislunar Space Internetworking WG (suspended) IP over CCSDS Space Link WG (suspended)

Wireless WG (established) DTN (Delay Tolerant Networking) WG (established) Time Code WG (established) D-DOR WG (established)

Onboard Plug & Play (BOF) Long Erasure Code (BOF) Space Data Link Layer Security (BOF)

Conclusion CCSDS is an adequate

standardization forum that foresees interoperability and cross-support mission needs for End-to-End space communications and navigation

. CCSDS have been maintaining the

highly qualified standardization body and working with IOAG, representing respective agency needs and/or their multilateral mission concept.

CCSDS is continuously maintaining their organization structure to meet and to contribute the future needs.

Implementing Concern

Space Assigned Numbers Authority (SANA) WG operation SCOPE OF ACTIVITY: A SANA registry will register information

about protocols and standards, as they relate to spaceflight, that need updating or extension more frequently than is practical in a CCSDS standard or report.

TYPICAL EXAMPLES: Spacecraft IDs, protocol version numbers, reserved APIDs and SFDU (Standard Formatted Data Unit) Control Authority

CONCERN: SANA operations funding issue POTENTIAL RISK: Spacecraft and Ground System development

PROPOSAL: Needs to formulate adequate sharing mechanism among CCSDS member agencies and/or CCSDS user
