【Main Activities in July】
▼Project to support participation for Persons with Disabilities
Department of Labour, Malaysia will hold the Job Coach Training for private
sectors on 6-8 July in Kuala Lumpur. Training for senior trainers of Job Coach on
29-30 July in Kuala Lumpur will be held to establish the training modules for
trainers of Job Coach.
【Main Activities in June】
▼JICA President Akihiko Tanaka spoke at ASIA-Pacific Roundtable
JICA President Akihiko Tanaka visited Kuala Lumpur on June 5 to speak at
“27th Asia-Pacific Roundtable (APR).” The APR has been held annually since it
launching in 1987. It is a project of the ASEAN Institutes of Strategic and
International Studies (ASEAN-ISIS), with Institute of Strategic and International
Studies (ISIS) Malaysia as the anchor institution to convene the conference. The
Roundtable brings together think tanks, academics, media representatives and senior
government officials to engage in candid dialogue regarding the major security
challenges confronting the region.
In his speech entitled “Re-energizing the ASEAN-Japan Partnership”, Dr.
Tanaka pointed out some “concerned tendencies”
among ASEAN countries, i.e. stagnant productivity,
widening disparity in income, aging population, rapid
urbanization, climate change and risks of large scale
disasters and infectious disease. He suggested
“Many of the issues are common to Japan or Japan
experienced similar challenges slightly earlier. We
have to overcome these challenges together. This is
the first reason we need to re-energize ASEAN -Japan
relations.”

Also he put his emphasis on south-south cooperation in “Indo-pacific” context,
where he said
“But in addition to the tectonic change that the rise of China brings about, I would
like to point out another great transformation. That is the rise of the Indian
Ocean….. If the Indian Ocean is to be the next Pacific, African countries need to
overcome many challenges. Here, the experiences of Southeast Asia are relevant.
As a partner of development in Southeast Asia, Japan and JICA would like to
promote south-south cooperation between Southeast Asia and Africa. JICA has
already been benefitted very much in organizing technical cooperation programs for
African counties in Malaysia.”
▼The closing ceremony for “Human Resource Development and Improvement
in Tax Administration” on 18th June
Since 2003, the project of “Human Resource Development and Improvement in Tax
Administration” has been conducted for 10 years
and this is the final year. Inland Revenue Board
of Malaysia and Tax Academy hold the closing
ceremony on 18th June at Equatorial hotel in
Bangi. Shigeru Nakamura, the Ambassador of
Japan to Malaysia delivered the closing speech as
a guest.
Hereafter it is expected that Inland Revenue
Board of Malaysia and Tax Academy will play an important role of supporting not
only ASEAN countries but also other developing countries in the field of tax
administration based on the technology and knowhow acquired through this project.
▼Dispatch of JICA mission on Fire and Rescue field from 1st July to 5th July
In reply to the request from Malaysian government for JICA’s technical cooperation,
JICA dispatched a survey team to observe the current situation and problems to be
solved in the field of Fire and Rescue
operation in Malaysia from 1st July to
5th July. Experts from Japan’s Fire and
Disaster Management Agency joined
the mission. The mission team visited
the central control room of fire & rescue

system at the PETRONAS Twin Towers, Hazardous Materials (HAZMAT)
demonstration at Kuala Kubu Training
Academy in Selangor and Fire and Rescue
Academy in Terengganu. During this site
observation, the mission discussed with
related officials the needs and possibility for
JICA’s technical cooperation. Based on the
findings of this study mission, JICA will
examine the feasibility and the possible
contents of the future cooperation project.
▼Singing Ceremony of new Technical Cooperation Project and the Third
Country Training Program in Kota Kinabalu, June 14th
The Singing ceremony for the launching of the Technical cooperation project
“Project on Sustainable Development for Biodiversity and Ecosystems Conservation
in Sabah”and Third country training program “Integrated Biodiversity and
Ecosystem Management Training Course” was held at Kota Kinabalu, Sabah on
14th June, 2013. Tan Sri Sukarti Haji Wakiman, Sabah State Secretary, Dr. Charles
Vairappan, Director of Insttitute for Tropical Biology and Conservation of Sabah
University, Chief Representative of JICA Malaysia Office attended the ceremony In
Sabah, JICA had conducted “Bornean Biodiversity & Ecosystem Conservation
Programme (Phase 1 and Phase 2) from 2002 to 2012. Also JICA has been
implementing partnership programs for environmental conservation with Japanese
universities and NGOs All these projects are intended to collaborate and work in
synergy to realize the environmentally harmonized economic development in Sabah
and the experience in Sabah could be shared and utilized internally and
internationally.

▼ Project to support participation for Persons with Disabilities Senior DET (Disability Equality Training)* trainers from the Philippines, Malaysia
and Japan have been holding a series of internet
meetings on module development of Training of
Trainers (TOT) for DET from the end of May.
Department of Skill Development, Ministry of
Human Resources organized Job Coach Training for
the staff of Department of Welfare on 16-19 June
and this is the program under National Occupational
Skills Standard (NOSS) Level 4.
*Disability Equality Training: In this training, People with
Disabilities (PWDs) conduct the program on why disabling barriers are mad and how to deal with
PWDs.
▼Singing Ceremony of new Technical Cooperation Project with Malaysia
Maritime Enforcement Agency (MMEA), 14th June
MMEA and JICA signed the document for launching the technical cooperation
project “Project on Enhancing Practical Capacity for Maritime Safety and Security
and Improving Education and Training Program” at the office of Dato’Ahmad Puzi
Ab Kahar ,Deputy Director General (Operations), MMEA on19th June, 2013.
MMEA and JICA started technical cooperation on strengthening management and
capacity building for MMEA in 2005. Currently Commander Nagasaki from Japan
Coast Guard is working with MMEA as the JICA long term expert. The purpose of
the new project is to enhance the practical capacity of MMEA and to organize
training programmes on safety and security for other countries.

▼China Academy of Safety Science and Technology (CASST) Study Mission to
Malaysia on Occupational Health Project

Safety Science and Technology
(CASST) and Mr. Higuchi, JICA expert
to CASST were dispatched to Malaysia
to conduct study on training programs
and research activities on Local Exhaust
Ventilation (LEV).National Institute of
Occupational Safety and Health
(NIOSH) and JICA conducted the
technical cooperation project on Occupational Safety and Health from 2000 for 5
years. JICA-NIOSH project introduced a set of LEV facility which has been utilized
for safety officer training and NIOSH’s research activities as well.
During their mission, the delegates had the opportunity to visit and observe the
LEV facilities used in the factories such as Proton Holdings Berhad and a foreign
food and beverage production factory in Malaysia, Nestle Malaysia Berhad. The
delegates also had a series of discussion with NIOSH’s officials and officers from
Malaysia’s Department of Occupational Safety and Health (DOSH) to exchange
information and experiences on related acts and regulations on the maintenance of
LEV.
▼TCTP “Development Planning and Project Management for Cambodia &
Laos” (10th – 21st June)
JICA conducted a Third Country Training
Program (TCTP) in collaboration with the
Ministry of Foreign Affairs Malaysia (MFA) through the National Institute of Public
Administration Malaysia (INTAN).
This program is aimed to strengthen the
capability of government officers in charge of
economic planning and development. In this
second year
of the program, a total of 30 officers, 15 from
Cambodia and Laos respectively participated in
this course.

Participants have attended lectures and also visited private project sites which
include an academic visit to projects along the economic development of East Coast
Economic Region (ECER) as a part of effort to effectively learn and deepen
understanding on Malaysia national development and Japanese Official
Development Assistance (ODA).
▼The Investment and Export Promotion study visit by Ethiopian Delegation
(23rd June -5th July)
JICA started Policy Dialogue of Industrial Development in Ethiopia in 2009. In
relation to this, 11 Ethiopian delegations headed by Sisay Gemechu, State Minister
of Ministry of Industry visited Malaysia and had discussions with a variety of
ministries and agencies including Ministry of International Trade and Industry,
Malaysia (MITI), Malaysian Investment Development Authority (MIDA), and
Malaysia External Trade Development Corporation (MATRADE). They also visited
the representative industrial zones and free zones in Malaysia. The results of this
study visit will be presented during the next high level forum in Ethiopia, which is
scheduled in the end of July 2013.
▼CESS Employability Activity -10 automotive students of Advanced
Technology Training Centre (ADTEC) Melaka employed at Hino Motors
Manufacturing (Malaysia) Sdn. Bhd.
Mr. Ikuo Shibano, Managing Director of Hino Motors Manufacturing (Malaysia)
Sdn. Bhd had a meeting with Mr. Onozawa, JICA Senior Volunteer and Automotive
Department at ADTEC Melaka, Center Of Excellent (COE) in Automotive
Technology for Manpower Department Institutes, to seek for capable students to
work at Hino’s new assemble plant in Seremban in February 2013.The new
assemble plant is scheduled to start its operation in March 2014.
After the career briefing session at ADTEC Melaka, finally 10 skilled students of
Automotive Department were selected and accepted to work in the new assemble
line from June 2013. These new graduates will be sent to Japan for further training
after finishing their basic training in Petaling Jaya. They will be the first batch of
line leaders at the new factory. ADTEC Melaka hopes this CESS (Community &
Employment Support Service) promoted by Manpower Department in collaboration
with JICA will continue to support recruitment of their graduates in automotive
industries.
