STANDARD CONDITIONS:

Permission to construct may be revoked if you fail to begin construction or modification within two years from the effective date of this permit. Permittee should notify the Enforcement and Compliance Section of the Air Pollution Control Program if construction or modification is not started within two years after the effective date of this permit, or if construction or modification is suspended for one year or more.

You will be in violation of 10 CSR 10-6.060 if you fail to adhere to the specifications and conditions listed in your application, this permit and the project review. In the event that there is a discrepancy between the permit application and this permit, the conditions of this permit shall take precedence. Specifically, all air contaminant control devices shall be operated and maintained as specified in the application, associated plans and specifications.

You must notify the Enforcement and Compliance Section of the Department's Air Pollution Control Program of the anticipated date of start up of this (these) air contaminant source(s). The information must be made available within 30 days of actual startup. Also, you must notify the Department's regional office responsible for the area within which you are located within 15 days after the actual start up of this (these) air contaminant source(s).

A copy of the permit application and this permit and permit review shall be kept at the installation address and shall be made available to Department's personnel upon request.

You may appeal this permit or any of the listed special conditions to the Administrative Hearing Commission (AHC), P.O. Box 1557, Jefferson City, MO 65102, as provided in RSMo 643.075.6 and 621.250.3. If you choose to appeal, you must file a petition with the AHC within 30 days after the date this decision was mailed or the date it was delivered, whichever date was earlier. If any such petition is sent by registered mail or certified mail, it will be deemed filed on the date it is mailed. If it is sent by any method other than registered mail or certified mail, it will be deemed filed on the date it is received by the AHC.

The special conditions listed in this permit were included based on the authority granted to the Missouri Air Pollution Control Program by the Missouri Air Conservation Law (specifically 643. 075) and by the Missouri Rules listed in Title 10, Division 10 of the Code of State Regulations (specifically 10 CSR 10-6.060). For specific details regarding conditions, see 10 CSR 10-6. 060 paragraph (12)(A) 10. "Conditions required by permitting authority."

Monsanto Company - Marshall Saline County, S10, T50N, R21W

1. Superseding Conditions A. The conditions of this permit supersede all the special conditions found in

the previously issued construction permit 072010-0048 issued by the Air Pollution Control Program.

2. Emission Limitation A. The Monsanto Company - Marshall shall emit less than 15.0 tons of

particulate matter less than 10 microns in diameter (PM10) in any consecutive 12-month period from the entire installation as defined in Table 2.

B. The Monsanto Company - Marshall shall demonstrate compliance with the emission limit in Special Condition 2.A by recording the 12-month rolling total PM10 emissions. The Monsanto Company - Marshall shall use electronic forms that contain at minimum the following information: 1) Monthly throughput of each emission unit in tons 2) Emission factor for the unit as stated in Attachment A 3) Source of emission factor as stated in Attachment A 4) Control device type 5) Control efficiency of cartridge filters shall not exceed 99.0 percent 6) Monthly PM10 emissions for each unit in tons 7) Monthly PM10 emissions for the entire installation in tons 8) 12-month total PM10 emissions for the entire installation in tons

C. The dust collectors shall be operated and maintained in accordance with the manufacturer's specifications. The dust collectors shall be equipped with a gauge or meter, which indicates the pressure drop across the control device. These gauges or meters shall be located such that the Department of Natural Resources' employees may easily observe them.

D. Replacement cartridges for the dust collectors shall be kept on hand at all times. The cartridges shall be made of materials appropriate for operating conditions expected to occur (i.e. temperature limits, acidic and alkali resistance, and abrasion resistance).

E. Monsanto Company - Marshall shall monitor and record the operating pressure drop across the dust collectors at least once every 24 hours when in operation. The operating pressure drop shall be maintained within the design conditions specified by the filter manufacturer's performance warranty.

F. Monsanto Company- Marshall shall maintain a copy of the dust collectors manufacturer's performance warranty on site.

G. Monsanto Company- Marshall shall maintain an operating and maintenance log for the dust collectors which shall include the following: 1) Incidents of malfunction, with impact on emissions, duration of

event, probable cause, and corrective actions; and 2) Maintenance activities, with inspection schedule, repair actions,

REVIEW SUMMARY

• Monsanto Company - Marshall has applied for authority to construct a new Soy Box Filling Surge Bin (EU-21 a) and Soy Box Filling Station (EU22a) and modification to the Mini Bulk Bagger Surge Bin (EU21) and the Mini Bulk Bagger (EU22).

• The application was deemed complete on October 10, 2018.

• HAP emissions are not expected from the proposed equipment.

• None of the NSPS apply to the installation. 40 CFR 60 Subpart DD, "Standards of Performance for Grain Elevators" does not apply to the equipment because the storage capacity of the grain elevator is less than 2.5 million bushels.

• None of the NESHAPs apply to this installation. None of the currently promulgated MACT regulations apply to the proposed equipment.

• Cartridge filter dust collectors are being used to control the PM10 emissions from the equipment in this permit.

• This review was conducted in accordance with Section (5) of Missouri State Rule 10 CSR 10-6.060, Construction Permits Required. Potential emissions of PM10 are conditioned below the de minimis level.

• This installation is located in Saline County, an attainment/unclassifiable area for all criteria pollutants.

• This installation is not on the List of Named Installations found in 10 CSR 10-6.020(3)(8), Table 2. The installation's major source level is 250 tons per year and fugitive emissions are not counted toward major source applicability.

• Ambient air quality modeling was not performed since potential emissions of the application are below de minimis levels.

• Emissions testing is not required for the equipment as a part of this permit. Testing may be required as part of other state, federal or applicable rules.

• No Operating Permit is required for this installation.

• Approval of this permit is recommended with special conditions.

INSTALLATION DESCRIPTION

The Monsanto Company - Marshall operates an existing soybean storage and conditioning process located at 830 North Miami in Marshall, Missouri of Saline County, which is a minor source. This installation consists of soybean seed receiving, cleaning, sorting, packaging and bulk load out. ,

Operations begin when soybean seed arrive at the facility via hopper trucks, which are unloaded at the Inside Receiving area. If the Inside Receiving area does not have available capacity, the seeds can be routed to storage bins in the Outside Receiving area. Once capacity is available, the seeds are transferred from Outside Receiving to Inside Receiving.

The seeds are next processed through cleaning operations, which include a scalperator, aspirator, and cleaner. Pods and stems collected during the receiving/scalping operation are collected into a separate pod bin. Seeds are collected into storage bins after the aspirator, before being transferred through a surge bin and into the cleaner.

Following the cleaner, the seeds enter a surge bin, pass into the primary and secondary color sorters, enter additional surge bins, and pass through gravity tables. Materials rejected from the cleaner, color sorters, and gravity tables are collected into a cull bin.

The facility previously had a treater drum (EU-16) for application of treatment chemicals. The treater drum has been removed from the facility and no seed treating is currently done at the facility.

From the gravity tables the seeds flow into bagging bins. At this point, the seeds may either be shipped in bulk or flow into surge bins to be packaged into paper bags or mini bulk bags.

If necessary, seeds can be transferred to outside bulk storage bins to await shipment. The facility also has the ability to transfer seeds from mini bulk to bulk load out to trucks.

The facility utilizes multiple haul roads. Traffic on the haul roads is maintained in one direction only. The haul roads consist of both paved and unpaved surfaces.

The following New Source Review permits have been issued to Monsanto Company -Marshall from the Air Pollution Control Program.

PROJECT DESCRIPTION

This permit addresses changes for a seed packaging filling station for hard side box packaging of seeds, as well as an existing Camfil dust collector of the bulk unloading. The seed packing filling station will consist of the existing EU-21 and EU-22 will exhaust to an existing Torit Downflo Dust Collector (CE-7). The Camfil Dust collector will control emissions from the existing Mini Bulk dumping station (EU-33) to True Bulk Loadout.

The new/modified emission units and changes include the following: • EU-21 Mini Bulk Bagger Surge Bin/Soy Box Filling Surge Drum • EU-22 Mini Bulk Bagger/Soy Box Filling Station • CE-8 Camfil GS4 Dust collector to control emission from EU-33a

The maximum capacity of the receiving or processing areas will not be changed as a result of the project. The seed handling and cleaning processes at the facility will not be affected by this project and will continue as currently operated. The project will allow the facility flexibility in seed shipping, as seeds may either be shipped in bulk, paper bags, mini bulk bags, or hard side box packaging after completion.

Table 2 lists emission units of the installation and the maximum hourly design rates taken from permit 072010-004B. As part of this project, a throughput increase is expected for two pieces of existing equipment, the Mini Bulk Bagger Surge Bin/Soy Box Filling Surge Drum (EU-21) and the Mini Bulk Bagger/Soy Box Filling Station (EU-22). The MHDR for the Mini Bulk Bagger Surge Bin/Soy Box Filling Surge Drum (EU-21) and the Mini Bulk Bagger/Soy Box Filling Station (EU-22) were previously 500 bushels/hr. This project is increasing the MHDR for both EU-21 and EU-22 to 850 bushels/hr. Calculations were performed having the density of grain being 60 pounds per bushel.

EMISSIONS/CONTROLS EVALUATION

The emission factors of soybean storage and handling used in this analysis were obtained from the Environmental Protection Agency (EPA) document AP-42, Compilation of Air Pollutant Emission Factors, Fifth Edition, Section 9.9.1 "Grain Elevators & Processes" (5/2003). The control efficiency used for the cartridge filters was 99% for PM, PM10, and PM2.5.

The following table provides an emissions summary for this installation. Existing potential emissions were taken from 072010-004. Existing actual emissions were taken

from the installation's 2017 EIQ. Potential emissions of the project represent the potential of the modified equipment (EU-21 and EU-22), assuming continuous operation (8760 hours per year). Conditioned potential emissions of the installation account for a voluntary de minimis PM10 annual emission limit requested by Monsanto Company -Marshall.

PERMIT RULE APPLICABILITY

This review was conducted in accordance with Section (5) of Missouri State Rule 10 CSR 10-6.060, Construction Permits Required. Potential emissions of PM10 are conditioned below de minimis levels.

APPLICABLE REQUIREMENTS

Monsanto Company - Marshall shall comply with the following applicable requirements. The Missouri Air Conservation Laws and Regulations should be consulted for specific record keeping, monitoring, and reporting requirements. Compliance with these emission standards, based on information submitted in the application, has been verified at the time this application was approved.

• Restriction of Emission of Odors, 10 CSR 10-6.165

On the basis of this review conducted in accordance with Section (5), Missouri State Rule 10 CSR 10-6.060, Construction Permits Required, it is recommended that this permit be granted with special conditions.
