Project Description:

SANG ALSS program has embarked on an ambitious program to utilize the Information Technology to automate the SANG’s logistic and supply system. The PMO will be responsible for working with Project team members to create and maintain a project plan for each Work Package, as well as an overall integrated plan. The PMO will manage and report progress against the plans. Mawared is a centralized Human Resources Management system across government entities in Qatar that was created as part of the strategic plan of the Integrated Government (i-Gov) Program in Qatar. ictQATAR and Ministry of Administrative Development (As sponsor) selected SAP’s services to procure and implement the GRP Programme - HCM Track as the first phase. On the other hand, ictQATAR requires IBM’s assistance and services to: • Set up, run the PMO for the GRP SAP HCM implementation project; including vendor, stakeholder management and other program management related activities. • Provide quality assurance activities for the said project using skilled Subject Matter Experts (SMEs) • Provide organizational readiness assessment and activities to monitor and facilitate that the involved government entities) fulfill their required tasks as part of the GRP SAP HCM project. The objective of this rollout phase of the project was to supervise and coordinate the implementation activities over 8 groups of Governmental entities. 5 groups of Standard Track entities, each group comprising of 5 entities 3 groups of Special track (complex) entities, each group comprising of 3 entities The team was distributed across 7 workstreams: 1- PMO 2- Functional/Solution 3- Technical/Infrastructure 4- Data Migration 5- Testing 6- Site Readiness 7- User Experience Testing and Enhancement

Responsibilities:

• Review and supervise the execution of the Project Roll-out plan and ensure delivery model abides by SAP ASAP methodology.

• Coordinate and oversee project progress across all work-streams; Solution, Technical, Training, Testing, Data Migration, across all project phases, all the way from Project Preparation, Business Blueprint , Realization, Final preparation, Go-live and Support.

1- Pointed out shortcomings in the initial roll-out plan taking into consideration periods of low customer availability, public holidays, periods of high workload (payroll run periods) across Government Sector.

2- Pointed out inadequate effort and time estimates to certain project activities such as data migration, training, and the sequence in which they are executed.

3- Worked with SAP management to re-plan project activities and to introduce changes to project timeline

4- Lead all Fit-Gap sessions and ensured the proper conduction from SAP, recording all

deviations from the existing solution template, and securing official sign-offs from all entities.

5- Ensured all gaps identified are communicated to the Ministry of Administrative Development, which is the Functional/solution owner of the project, verified and either approved or rejected. Communicated back all results of MOAD analysis back to the entities to maintain transparency.

6- Coordinated the training activities with the HR management at the government entities,

ensuring the nomination of business users that are best fit to attend the training.

7- Ensured all aspects of Technical and Infrastructure Site readiness had been addressed, installation of intermediary VPN programs, User ID creation and communication, and following up on the resolution of all problems related to connecting to the government network.

8- Ensured proper System Integration, User Acceptance, Negative and Regression tests had

been conducted by SAP and are acceptable by IBM's Testing Manager. All sign-off required from the client had been attained.

9- Ensured all data migration workshops had been conducted and the provision of

Functional/technical advice on data extraction activity done by the entity. Ensured the commitment of all entities to the data submission timelines and took immediate measures to bring delayed entities back to track either via escalation, proposing a mitigation/backup plan or possible workarounds to provide mandatory but missing data fields.

10- Ensured entities/SAP had met the transfer criteria to move L1 support (Authentication of data

uploaded to system, performed 2 live and successful payroll matching cycles.

11- Lead Project Data Migration Kick-off meetings with all entities.

12- Identified Single point of contacts and key business users (HR and IT directors/managers) at all entities under (my supervision) and maintained close communication channels and constant follow-up and status update.

The UAE Armed Forces is keen to implement Joint Logistics, a vision adopted by many leading military Forces – that promises to enhance common logistics capability and performance levels across all Forces. This approach will enable the Armed Forces to support Joint Operations more effectively, enhance readiness and deliver significant saving in manpower and money. This new model is based on having a holistic view of Logistics across Forces and Units allowing advanced planning, cost improvements, increase synergies and more effective allocation of resources. It also includes the introduction of additional appropriate international standard that can enhance inter-operability.

Responsibilities:

• Define the number of courses and build the syllabus pertaining to each training module. • Define the outline and content per each course. • Mapping appropriate system user roles to each course in alignment with the project’s
