Scope Statement:

Hands-on Group Activities – Day 3 Acquired Structure Pre-Plan

Introduction/Rationale: A series of activities will be conducted in the classroom and at the acquired structure to allow participants to demonstrate proficiency in creating a plan for an acquired structure for live burn training evolutions. Note that each acquired structure will have unique items that must be addressed as found.

Depending on the size of the class, students should be divided into groups of 4 or 5. There must be at least 2 instructors present. Once the objectives have been reviewed and the groups identified, the class will be transported to the acquired structure. Each group will perform the actions to be completed as described below. Prior to leaving the classroom for the acquired structure inform the participants that upon returning from the acquired structure, each group will be preparing a complete burn plan as described in the section below.

Action to be Completed at the Acquired Structure (between arrival and 12:00pm): 1) Conduct walk through of acquired structure

2) Draw the site (pictures will be allowed but cameras not provided)

3) Document all pertinent information as recommended on checklists and forms

Action to be Completed in the Classroom (between 1:00pm – 3:15pm) given the following instructions: Each group must prepare a complete burn plan to perform a live fire burn for 15 recruits that have just completed their Firefighter I and II training courses. The training will take place in mid-June on a weekend. The structure must be completely burned down and the area cleaned up by Sunday at 5:00pm. Each group will be evaluated based on its ability to provide the following:

1. A list of the needed documents and permits to burn the structure and who will be responsible to obtain each permit

2. A complete and detailed materials list for all materials, tools, supplies and equipment

needed to prepare the structure for the burns and an estimate of time needed to prepare the structure for the burn

3. A list of all hazards found on the site and the proposed way each hazard will be

resolved

4. The development of training props and aids for participant familiarization with the structure

5. Order of proposed burns and burn box locations and sizes

6. Timeline for each day of the burn

7. Water supply requirements with size and locations of lines to be laid

8. List of needed apparatus and support staff to include placement and location

9. List of needed instructors (to meet required 1:5 ratio and does structure or weather

dictate additional instructors)

10. Any other requirement of NFPA 1403 Each group will be given 15 minutes to present their pre-plan (3:30pm-4:30pm) followed by an evaluation and class debriefing. After all presentations, a “best plan” will be agreed upon with all paperwork complete to support the “best plan”.

Resources: • Acquired structure (an informational sheet on the characteristics, attributes, and

pictures/sketches of the structure is recommended. A sample information sheet is included in the resources section at the end of this module as well as on the CD of supplemental materials given to each participant.)

• Blank copy of al NFPA 1403 checklists and forms for each group • Clipboard and pen for each group • 25’ measuring tape for each group (1 – 100’ measuring tape will be provided for the

entire class to share) • Cameras can be used but not provided • May need PPE such as hard hat, steel toed shoes, gloves, etc. depending on acquired

structure and preplan as specified by AHJ

Time Necessary to Complete: 8 hours

Comments: If additional days of training are approved or desired, the following plan is proposed:

1. Following the group activities, create one complete burn plan from all of the proposed plans

2. Secure and obtain all required permits and needed documents 3. Day 4 could then be spent preparing the structure for the live fire burn 4. Day 5 could then be spent burning the structure
