    Members of the Public / Media There were 32 members of the public in attendance. Ms Laura Pond from the Stirling Times was in attendance. 1. Declaration of Opening

    The Presiding Member, Ms Karen Hyde declared the meeting open at 9.30am on 22 February 2018 and acknowledged the past and present traditional owners and custodians of the land on which the meeting was being held.

    The Presiding Member announced the meeting would be run in accordance with the DAP Standing Orders 2017 under the Planning and Development (Development Assessment Panels) Regulations 2011. The Presiding Member advised that in accordance with Section 5.16 of the DAP Standing Orders 2017; No Recording of Meeting, which states: 'A person must not use any electronic, visual or audio recording device or instrument to record the proceedings of the DAP meeting unless the Presiding Member has given permission to do so.', the meeting would not be recorded.

    7. Deputations and Presentations

    7.1 Ms Prudence Hancock (MJA Studio) addressed the DAP in support of

    the application at Item 8.1. Ms Hancock answered questions from the panel.

    7.2 Mr Trent Will (Planning Solutions) addressed the DAP in support of

    the application at Item 8.1. Mr Will answered questions from the panel. The presentations at Items 7.1 and 7.2 were heard prior to the

    7.3 Mr Samuel Birmingham addressed the DAP against the application at

    7.10 Mr Dan Lees (TPG+Place Match) addressed the DAP in support of

    the application at Item 8.2. Mr Lees answered questions from the panel.

    7.11 Ms Maria Coate (ISWA Principal) addressed the DAP in support of the

    application at Item 8.2. Ms Coate answered questions from the panel. The presentations at Items 7.3 to 7.11 were heard prior to the

    REPORT RECOMMENDATION Moved by: Mr Ray Haeren Seconded by: Ms Karen Hyde That the Metro North-West Joint Development Assessment Panel resolves to: Approve DAP Application reference DAP/17/01330 and accompanying plans (Attachment 1) for a Three Storey Mixed Use Development at Lot 5, House Number 1, Smith Street, Karrinyup, in accordance with Schedule 2, Clause 68 (2) of the Planning and Development (Local Planning Schemes) Regulations 2015, subject to:

    1. A Parking Management Plan shall be submitted to the City of Stirling for

    approval prior to commencement of development. The Parking Management Plan shall demonstrate how: a. How vehicle access to the secured car parking area and universal access

    to the residential visitor bays will be controlled; b. How a reciprocal car parking arrangement will operate outside of

    standard business hours allowing the dedicated commercial car bays to be utilised as residential visitor bays, in compliance with Clause 6.3.3 of the Residential Design Codes (Parking), with a minimum nine (9) residential and three (3) residential visitor bays;

    c. What methods will be used to monitor and enforce compliance with Local Planning Policy 6.7 Parking & Access and the Residential Design Codes within standard business hours;

    d. How the different types of parking, such as ACROD and visitors, within the facility will be managed and controlled;

    e. How evidence will be collected and reported to demonstrate compliance; and

    f. What safety and security measures will be implemented to protect those using the facility.

    The Parking Management Plan is to be complied with for the duration of the occupation of the development, unless otherwise varied by the City of Stirling.

    2. The Consulting Room tenancy is to be occupied by no more than one (1)

    practitioner at any one time.

    3. All awnings are to comply with the weather protection provisions of the Citys Local Planning Policy 5.7 Karrinyup Regional Centre Guidelines. Awnings are to be constructed of opaque and non-reflective materials (no glass).

    4. The parapet wall facing south on the Second Floor is to be modulated and

    provided with additional indentations to provide visual interest as viewed from the public street, in accordance with the Citys Local Planning Policy 5.7 Karrinyup Regional Centre Guidelines, to the satisfaction of the City.

    5. A 1.8m high screen wall facing Smith Street is to be provided 2.0m behind the

    predominant building line of the development on the eastern side boundary, in accordance with the safety and surveillance provisions of the Citys Local Planning Policy 5.7 Karrinyup Regional Centre Guidelines.

    6. The ground floor vehicle access roller shutter door is to be designed and

    constructed to be visually permeable in accordance with the provisions of the Citys Local Planning Policy 5.7 Karrinyup Regional Centre Guidelines, to the satisfaction of the City of Stirling.

    7. Privacy screening in compliance with the requirements of Clause 6.4.1 of the

    Residential Design Codes (Visual Privacy) deemed-to-comply provisions is to be provided to the First Floor Lower Walkway, as marked in green on the First Floor plan (A1.02 Rev G refers), to the satisfaction of the City. The amendments are to be shown on the plans submitted as part of the Building Permit application.

    8. The submission of an Acoustic Report from a qualified acoustic (noise)

    consultant is required to the satisfaction of the City, prior to the issue of a Building Permit. All noise attenuation measures, identified by the report and additionally required by the City of Stirling in accordance with the Citys Local Planning Policy 5.7 Karrinyup Regional Centre Guidelines, are to be incorporated into the building design and implemented prior to occupancy of the development or as otherwise required by the City of Stirling and the requirements of the report are to be observed at all times.

    9. Boundary wall/s shall not exceed the height/s shown on the approved plans.

    Prior to occupation, the external finish of the boundary wall/s shall be finished externally to the same standard as the rest of the development, to the satisfaction of the City.

    10. All clothes drying devices and clothes drying areas shall be located and

    positioned so as not to be visible from the street or a public place.

    11. Each multiple dwelling shall be provided with a mechanical dryer prior to the occupancy or use of the development where a concealed drying area is not provided exclusively for the dwelling.

    12. The Waste Management Plan submitted with the application dated 23
