In the beginning of the 80th

meeting of SEAC, which was held on 18.01.2014 at 11:30 hrs at the Conference Room,

Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, five

cases were discussed under 'Miscellaneous' section. Seven cases were placed for reconsideration. Eleven applicants

were requested to make their presentation before the committee. All the eleven applicants made their presentations

before the committee.

SESSION I

A. Miscellaneous

1. Proposed Residential project “Town House” by M/s. Bengal Shristi Infrastructure Development Ltd., at

Mouza – Ganrui, Gobindapur, Kumarpur, Gopalpur, PS – Kanyapur, Asansol Municipal Corporation

Ward No. 2, 30 & 31, Dist – Burdwan.

Chronology:

M/s. Bengal Shristi Infrastructure Development Ltd. has applied for EC for the abovementioned projects before

the SEIAA on 03.01.2012.

The SEAC has considered the project proposal in the 77th

meeting held on 26.03.2013. But the MoEF as per OM

No. J-11013-5-2010-IA.II (I) dated 13.01.2010 has imposed temporary restriction on consideration of

developmental projects in critically polluted industrial clusters, the SEAC has recommended to forward this case

to SEIAA on 18.04.2013 for taking necessary action in terms of OM dated 13.01.2010 and 22.01.2010 of MoEF.

As per MoEF circular dated 22.01.2010 the SEIAA returned the project proposal on 20.05.2013.

The project proponent has again requested vide their letters dated 31.10.2013 and 02.01.2014 to consider the

project in the SEAC meeting since moratorium imposed by MoEF has been lifted for Asansol industrial cluster in

West Bengal.

The case was put up for consideration. The SEAC reviewed the case and after detailed discussion, SEAC

recommended to forward the case to the SEIAA for taking necessary action.

2. Proposed Residential project “Tarang” by M/s. Bengal Shristi Infrastructure Development Ltd., at Mouza

As per MoEF circular dated 22.01.2010 the SEIAA returned the project proposal on 20.05.2013.

The project proponent has again requested vide their letters dated 31.10.2013 and 02.01.2014 to consider the

project in the SEAC meeting since moratorium imposed by MoEF has been lifted for Asansole industrial clusters

in West Bengal.

The case was put up for information. The SEAC reviewed the submission of the project proponent and recommended

to forward the case to the SEIAA for taking necessary action.

3. Proposed Application for amendment of Environmental Clearance from 3x135 MW TPP to 3x150 MW

TPP by M/s. India Power Corporation (Haldia) Ltd. at Jl. No. – 94, Mouza – Kismatshibrampur, Jl. No. –

170, Mouza – Tentulberia, Jl. No. – 147, Mouza – Sovarampur, Jl. No. – 146, Mouza – Kashbere, PS –

Bhabanipur, Haldia, Dist. – Purba Medinipur, West Bengal.

The proponent earlier applied for environmental clearance on 31.12.2008 for the proposed Coal based Thermal

Power Plant (3x135 MW) at Haldia for the captive energy requirement of Bhaskar Silicon Ltd. for the proposed

Poly Silicon Solar PV project. The proponent obtained EC from SEIAA on 12.04.2010.

The proponent has again applied for environmental clearance on 20.04.2011 for 450 MW TPP instead of 405

MW TPP. Earlier proposal was for AFBC Boiler, present proposal is for PF Boiler.

The SEAC has considered the project proposal in the 57th

meeting held on 25.07.2011. SEAC decided that since

CEPI related moratorium in Haldia is still in force the SEAC is not in a position to consider the case and

accordingly informed to SEIAA dated 27.07.2011.

Accordingly, SEIAA informed the project proponent on 11.08.2011 that this proposal which involve expansion

in capacity cannot be processed at a state level.

The project proponent has again requested vide their letters dated 26.12.2013 to consider the proposal in the

SEAC meeting since moratorium imposed by MoEF has been lifted for Haldia industrial clusters in West Bengal.

The case was put up consideration. The SEAC after detailed discussion recommended to forward the case to the

SEIAA for taking necessary action as moratorium imposed by MoEF has been lifted for Haldia industrial clusters in

West Bengal still Haldia industrial cluster is considered as Critically Polluted Areas and attract general conditions as

per EIA Notification, 2006 and its amendment thereafter.

4. Proposed expansion project for 3x20 MT Induction Furnace with caster and 2000 TPM Wire Drawing

unit by M/s. Gagan Ferro Tech Ltd. at Jamuria Industrial Estate, Vill & PO – Ikra, Dist – Burdwan.

Activity:

This is a proposal for expansion of 3x20 MT Induction Furnace with caster and 2000 TPM Wire Drawing unit.

Chronology:

Salient features of the proposed project are –

The case was put up for consideration. The SEAC noted that this is an expansion proposal for Category „A‟ project

having Sponge Iron manufacturing capacity > 200 TPD and as per EIA notification 2006 and its amendment the case

may be appraised at MoEF. During the meeting SEAC has recommended to forward the case to the SEIAA for

opinion and taking necessary action.

5. Proposed expansion project for 0.9 MTPA Coal Washery by M/s. Shakambhari Ispat & Power Ltd. at Vill

– Madandih, PO – Bartoria, Dist – Purulia, PIN – 723 121.

Activity:

This is an expansion proposal of 0.9 MTPA Coal Washery.

Chronology:

Salient features of the proposed project are –

The case was put up for consideration. The SEAC noted that this is an expansion proposal for Category „A‟ project

having Sponge Iron manufacturing capacity > 200 TPD and as per EIA notification 2006 and its amendment the case

may be appraised at MoEF. During the meeting SEAC has recommended to forward the case to the SEIAA for

opinion and taking necessary action.

B. Note on Reconsideration Proposals

Industry Sector :-

1. Proposed expansion of the Cement Grinding Unit by M/s. Burdwan Super Cement Pvt. Ltd. at JL No. 36,

Plot No. 72, 73, 141, Vill & Mouza – Sarpi, GP – Ichapur, PS – Faridpur, Dist – Burdwan, West Bengal.

Activity:

This is a proposal for expansion of the existing Cement Grinding unit. It is noted that clinker will not be

manufactured at the site. The manufacturing process will involve grinding of Cement Clinker with Slag / Flyash

and Gypsum. The existing and the proposed facilities are as follows :-

conducting draft EIA/EMP reports and the project proponent should submit the final EIA/EMP before SEAC after

conducting public hearing as per EIA notifications and its amendment thereafter.

2. Proposed Commercial Complex Cum Hotel by M/s. Soonerio Hotels Pvt. Ltd. & Beekay Plaza Pvt. Ltd. at

Plot No. 378,111,420 and 421/931 Mouza – Dabgram, J.L No – 2, P.S – Bhaktinagar, P.O – Sevoke Road,

Ward No. 44 under Siliguri Municipal Corporation, Dist – Jalpaiguri, Pin – 734 001.

Activity:

This is a proposal for construction of commercial complex cum hotel with 84 rooms (2B+G+8 storied building).

Chronology:

The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 68th

meeting

held on 14.06.2012.

Now the unit has submitted the copy of the building plan sanctioned by the Siliguri Municipal Corporation for

the proposed project on 02.01.2014. The modified features of the proposed project are as follows: -

be executed in a small hillock. After excavation the hillock will be levelled. Drilling is required to loosen the rock

exposed. The rock will be excavated by open cast method of mining by manually and excavated will be crushed

into different size as per requirement. No effluent will be generated as excavation will be restricted above water

table. There will not be any solid waste generation as whatever material will be produced will be consumed in

construction of road.

open cast method of mining by semi-mechanized method. Drilling will be done by jack hammer drill and blasting

by explosives will be done. OB will be utilized in repairing of road, landfilling and suitable OB dump site is to be

arranged.

5. Proposed standalone cement grinding unit of capacity-1.60 MTPA and CPP 10 MW by M/s. Cement

Manufacturing Company Ltd. at Mohit Nagar railway crossing, Mouza – Kharia & Patkala, Dist-

Jalpaiguri, West Bengal.

Activity:

This is a proposal for installation of a standalone Cement Grinding unit (1.6 MTPA) with Coal fired TPP -10

MW. It is noted that clinker will not be manufactured at the site. The manufacturing process will involve grinding

of Cement Clinker with fly ash/slag and Gypsum.

Chronology:

This has reference to the application for environmental clearance dated 27.04.2009 along with FORM I, Project

Report and other documents to the MoEF. This also refers to the ToR issued by MoEF vide F.no J-

11011/292/2009-IA II(I) dated 09.10.2009 to the project proponent and dated 31.05.2012 to the Chief

Environment Officer, GoWB for consideration of the project from SEIAA/SEAC of West Bengal. This also has
