BE IT REMEMBERED: that on May20, 2013 there was a regular meeting of thePutnam County Board of Commissioners.
There were present and presiding the Chairman, Mike Atwood and County Clerk,Wayne Nabors.
The Sheriff, David Andrews called the meeting to order.
The Chairman, Mike Atwood recognized Reverend Joe Lyles for the Invocation.
The Chairman, Mike Atwood recognized Commissioner Jonathan Williams to lead thePledge to the Flag of the United States of America.

a. Recommends approval of list from the Highway Department to sellat the nextpublic auction.
b. Recommends approval of list from the Solid Waste Department tosell at the next public auction.
c. Recommends approval of a Resolution regarding County OwnedProperty located at 2225 Wildwood Drive, Cookeville, Tennesseeand to proceed with sale as required by State Law.
d. Discuss "Make it at America" Grant with representatives from TennesseeTech University and Chamber of Commerce requesting that 14.5acres be used to construct a Regional Innovation inManufacturing Center in the Highlands Business Park.
e. Recommends approval for the County Attorney to review the rulesfor motorcycle races held at the Putnam County Fairgrounds inorder to provide a set of rules that will allow the use of the fairgroundsby motorcycle race promoters so long as they adhere to the rulesdrafted by the County Attorney that meet or exceed the requirementsof the American Motorcycle Association.
f. Recommends approval for the following vehicle be transferredfrom the Putnam County Ambulance Service to the Putnam CountySchool Transportation department:

a. Recommends approval of the budget amendment to the County GeneralFund as presented.

d. Recommends approval of budget amendments to the Debt ServiceFund as presented.
e. Recommends approval of annual work for State Aid Projects for theHighway Department.
f. Recommends approval of a Resolution authorizing the Issuance, Sale andPayment of the Interfund Loan Capital Outlay Notes Extension not toexceed $833,336 for the Highland Business Park.
g. Recommends approval for a $10.00 raise per meeting for the 5 memberElection Commission as per request from Administrator of Elections, DebbieSteidl.
h. Recommends approval for the CountyExecutive to apply for and administera Litter and Trash collection grant from the State Department of Transportation.

MOTION RE: APPROVE MINUTES OF THE PREVIOUS MEETING
Commissioner Kevin Maynard moved and Commissioner Scott Ebersole seconded themotion to approve the Minutes of the April 15, 2013 meeting of the Putnam CountyBoard of Commissioners with the addition of wording for the Audit Committee terms.
The Chairman asked for a voice vote on the motion to approve the Minutes of the April15, 2013 meeting of the Putnam County Board of Commissioners with the addition ofwording for the Audit Committee terms. The motion carried.

Resolution to honor Mrs. Mary Bartlett

RESOLUTION
WHEREAS, MARY BARTLETT was an outstanding citizen of Putnam County, havingbeen elected to serve as one of the first ladies ever elected in 1978 to serve on the CountyLegislative Body as County Commissioner of the Eleventh District for 4 years, and
WHEREAS, MRS. BARTLETT contributed to the growth of Putnam County whileimproving the quality of life for the citizens of Putnam County always having a sense ofcaring and respect for others, and
WHEREAS, WE wish to express our deep sorrow at the untimely death of our esteemedcolleague who faithfully served this Legislative Body during her tenure in office.
NOW, THEREFORE BE IT RESOLVED that we do hereby giveformal expression of ourgrievous loss in the death of MARY BARTLETT and do hereby record in the officialminutes the passing from this life of one who was esteemed by her associates, loved by herfamily, and respected by all.
NOW, THEREFORE BE IT FURTHER RESOLVED that this Resolution be presented toher family at the May 20, 2013, regular session of the Putnam County Board ofCommissioners to be approved by said body as a token of our thanks for her hard workand contributions to the Commission, and that a copy of this Resolution be spread upon theminutes of this County Commission.

RESOLUTION
REGARDING COUNTY OWNED PROPERTY LOCATED AT2225 WILDWOOD DRIVE, COOKEVILLE, TENNESSEE
Putnam County currently owns property located at 2225 Wildwood Drive, Cookeville,
Tennessee, by virtue ofobtaining the same in adelinquent tax sale.
Pursuant to Term. Code Ann. § 67-5-2507, it is the duty ofthe county mayor ofthe county
to take charge of all lands bought by the county at delinquent tax sales. Acommittee of four (4)
members shall be elected by the county legislative body, from the county legislative body, who,
together with the county mayor, shall place afair price on each tract ofland, for which price the land
shall be sold. Such committee may authorize the sale ofany tract ofland upon such terms as will
secure the highest and best sale price, and the tract of land is not to be sold for an amount less than
the total amount ofthe taxes, penalty, cost and interest. However, ifitappears that itis impossible
to sell any tract ofland for this amount, upon application, the county legislative body in session may
grant permission to offer the land for sale at some amount to be fixed by the county legislative body.
After investigation by the Delinquent Tax Committee ofthe County Commission for Putnam
County, Tennessee, it is the opinion ofthe Committee that the property described above should be
sold for less than thecurrent amount of taxes which totals $ . This figure includes
the base amount of taxes, penalties, and interest.
Upon consideration ofthe recommendation ofthe Delinquent Tax Committee, and the
information presented to the County Commission, this body hereby RESOLVES that the property0

The Make it in America ChallengeUpper Cumberland Regional Innovation in Manufacturing (UCRIM) Proposal
Executive Summary: The Make It in America Challenge is a Federal solicitation that allows for fundingof construction-related projects. The Economic Development Administration (EDA) will target itsinvestments to support projects that help distressed regions build on existing assets to create a supportiveregional economic ecosystem for manufacturing firms and associated clusters to establish and grow,incorporate advanced processes, and create jobs. Awards for these construction-related projects areexpected to average approximately $2 million over an expected project period of five years.
The Upper CumberlandRegional Innovation in Manufacturing consortium(UCRIM) proposes toaccelerate growth in capability, supply capacity and high quality job creation in the advancedmanufacturing sector ofthe Upper-Cumberland region. Part of the UCRIM proposal includes theconstruction ofa Regional Innovation Center at the newly formed highlands regional industrial park - tofully leverage TTU and a consortium ofEconomic Development agencies in this region through targetedtechnology training, technical assistance, innovation services and technology commercialization.
The Regional Innovation Center will host general-purpose innovation laboratories in three general areas -information technology, bio-manufacturing, and mechatronics/automation. These spaces will be open toentrepreneurs, existing industries in the region, and TTU students and faculty to develop innovationsand/or develop proofofconcepts. In addition, the Regional Innovation Center will have general meetingspace,office space for start-up companies, and 3-4 officesfor TTU/regional supporting functions. Besidesthe average of$2 million ofEDA funds, TTU will provide approximately $2 million in qualifying costshare funds to construct a 25,000 - 30,000 sq. ft. facility complete with equipment and infrastructure.
Benefits of the Upper Cumberland Regional Innovation in Manufacturing: There are severalbenefits ofthe UCRIM facility; (1) It will serve as an innovation magnet for new businesses in the threestrategicareas ofcontrols/mechatronics, bio-manufacturing, and information technology and data centriccompanies, (2) The university presence in the Highlands Business Parkwill help attract companiesseeking to relocate to the area to utilize universityresearchand workforcedevelopment resources, (3)There is a significant investment opportunity in the proposal for providing innovation training to existingindustries and students as well as providing tuition assistance for existing employees to advance theircapabilities to higherpaying career opportunities.
Specific Request of thePutnam County Commission: Tennessee Tech University, on behalfoftheUpperCumberland Regional Innovation in Manufacturing consortium, are seekingapproval from thePutnam County Commissionto transfer deed of the attached lots to Tennessee Tech University: (1) Lot Hwith 14.5 Ac. + with space for a 31,000 sq. ft. commercial flex building, and (2) We are also seeking theadjacent lot for future expansion. Currently this lot is notdesignated bythe Highlands Business Parkforfuture building sitesdueto the extensive presence of wetlands and limitations due to natural factors, butthere is a small amount ofbuildable space adjacent to Lot H.
This commitment ofland is conditionalon approval ofthe UCRIMproposal by the EconomicandDevelopmentAdministration. Iftheproposal is declined, thecommitment ofland is no longervalidThere are no other cost commitments requested

BUDGET AMENDMENTS
From 43120 Patient Charges to 55130-435 Office Supplies $3,000Ourcall volume is up another 4%this year added to the 10% increase we had last year fora 14% increase in two years. With the increase in call volume, is an increase in postageand associated supplies needed for the increase in billing and mailingstatements.
From 43120 Patient Charges to 55130-718 Motor Vehicles $8,900Wehad inour budget to replace oneof ourcommand vehicles which alsopullsourmobilegenerators, trailersand mobile tower. Weplanned on replacing it with a statesurplus vehicle, but have been unable to find onethat is in reasonable shape. We can adda little more and purchase a new one on state bid contract that will last us for at least 10 to12 years compared to the surplus one that may last 3 to 4.
From 43120 Patient Charges to 55130-361 Permits $900We changed out four ambulances this year due to the one that caught fire, which causedour state inspection and permit fees to be higher than normal.
From 43120 Patient Charges to 55190-413 Medical Supplies $6,000This is the line item that we use to purchase all the disposable gloves and infectiousdisease supplies for all the county general departments.
