Rainfall (Gana rainfall)

�The Long rainy season should have started in early March, but the ON-SET of main “Gana “rainfall happened on Sunday April 24, 2011.

�Even though, it is premature to evaluate the performance of the rainfall, it is observed that the amount & distribution is not uniform through out the Zone.

�Districts like, Moyalle and Miyo obtained light shower in amount and coverage and only two PAs got rain in Miyo. In Dire District, PAs like Dhoqole, Arbale, Soda, Dida-jarsa and Magado partly still not received rainfall. Yaballo Woreda has a short rainfall in the Northern part, Dilo PAs like; Qodim Cirate and Arbale recived very little rainfall. Arero, Taltale, Dhas, M/soda and D/dawa got better rainfall compared to others.

�The mid-highland Districts( Abaya, Galana and B/Hora) received from light to heavy rainfall. Flood also occurred in Gololcha PA of Abaya and Finchwa PA of D/Dawa woredas.

�Overall the taskforce agreed that it is too early to judge or comment on the performance of the current rainfall.

The main points raised, discussed and suggested�The entire Borena households do not have enough food to sustain their life. The nutritional condition of many people is critical, some people are weak and malnourished.

�Large number of livestock died in Borena zone since last two months. According to the recent Zonal Pastoral Development Office report, 181,657 livestock died which includes equines and camel. It is also noted that there are individuals who completely lost their livestock.

�Emaciated livestock body condition and loss of resistance attributed to the death of animals by diseases. Shortage of veterinary drugs was reported as a serious case regarding animal health services (treatment and vaccination).

� Emergency interventions was based on the objective to save human lives and also aim to protect people’s livelihoods. Today the situation worsened to the extent that most requirements are scarce. Therefore, the recent taskforce coordination meeting revealed that the current situation will result in:

� Food shortage

� Malnutrition and hunger

� Diseases

� Poor living condition

� Abnormal human and livestock movement from one place to another

Suggestion forwarded on the meeting

� Some emergency interventions such as � Human health and nutrition

� Food aid

� Livestock supplementary feeding

� Water supply (installation and rehabilitation of permanent water points).

� Water rationing mainly in needy areas particularly in areas where rain fall was scarce.

� Veterinary care is always needed, until situation is improved until people get back to their normal lifestyle.

(these emergency interventions should not be considered only as “feeding people” but as far as possible, the communities should be motivated to identify and implement social or technical self-help developmental activities).

� Appropriate interventions in appropriate time. � Commercial destocking should have been done during the Alert

or Alarm phase. However, currently this intervention continues as far as the situation permits.

� Slaughter destocking should takes place mainly in the emergency phase.

� Restocking activities should start at this moment to rebuild a productive livestock for pastoralist households that have lost most of their animals as a result of drought. These possibly will facilitate quick re-establishment of a pastoral way of life for those families who wish to return to pastoralism.

�The overall situation indicates that several Districts in Borena zoneare badly affected by the absence of Hagaya rain and late on set of

Genna rains. Therefore, there is critical shortage of local agricultural seeds and oxen for land preparation needed for the late 2011 Gana planting season.

Thus, agricultural seed provision will privilege the drought affected agro-pastoral communities to not only overcome the immediate effect of current disaster, but also to strengthen their capacity to recover

effectively and build resilience communities for future crises.

�Zonal taskforce also suggested to work on carcass disposal(dead beast of animals) to minimize the risk for contagious materialsthat may worsen the human health situation.

Food aid Response

Relief aid for relief food of 6009 quintals was distributed for 40, 064 beneficiaries in January 2011. Then, in February 2011, 90,900targeted beneficiaries received aid as indicated below:

�13,685.4 quintals of grain �409.05 qls of oil�1431.675 CSB and �1363.5qut.of pulse.

oCurrently (March) the total beneficiaries were increased to 131,300 and transporting of items is on process.

PSNP (safety-net) program a total of 124, 185 were supported through SPNP (safety-net) program. From the total beneficiaries 16,758 are direct users, the rest 107,427 safety-net beneficiaries are expected to perform public work .( January,18,627.75 quintals/month was transported except Teltale and D/Dawa left with 93 quintals. Inaddition in March 13,838.6 quintals of grain was transported.

Therefore; � plan up to March were 55,883.25�So far transported 32,466.35�Difference from the plan 23,416.9

Needy communities for relief and rehabilitation programme

Water rationing

The zone water resource office has also prepared the water rationingproposal and cost estimation for emergency water requirement. Accordingly, about 84,623.7 m3 of water is required for 2 months for about 282,079 beneficiaries in 107 PA’s and about 67 Vessels (water trucks) is also required to transport the given amount of water to thePA’s. Besides, about 4,447,816birr is needed for this operation.

�To date, a total of 27,891.75m3 of water is distributed in 109 PAs.�Government 3421.75m3�NGOs 24,470m3 218,133 beneficiaries

�Livestock death has increased from day to day in all the affected Woredas, and to date death of calves and weak adult cattle has been reported more than 172,532 in all lowland Woredas of Borena zone.

�Action in response to the drought situation, livestock feed supply through Government and non- governmental agencies are underway. Through awareness raising self initiative groups (private sectors) also transported animal feed in cost sharing (subsidy) approach in several areas.

Human Health and Nutrition:

Nutrition Current situation

� The result of nutritional screening conducted in all woreda by mobilizing their health extension workers in Feb, 2011 Under five childerns are 121,736 and P/L women are 48,469screened ,of this data revealed that:

� 10,814 moderate cases of malnutrition and

� 2,455 severe cases of malnutrition occurred among under five children

� 10,715 moderate cases of malnutrition occurred among pregnant & lactating women in 14 District of Borena Zone

� From the 2,455 sever cases almost all of them are attached to OTP (out patient program) and SC at health facility.

� Out of this data recently 2113 SAM /sever acute malnutrition/ children’s are on OTP. This means they are following nutritional management at health Centre & post as out patient

� 14 are at SC/stabilization center/ which means they are have got treatment at SC of health centers in different district

Public health

� The most fear of drought induced is that the occurrence of public health disease particularly Dysentery, Malaria, measles, and others.

�Currently malarial case increased in Abaya(Guanga health centre and Dabaka Dabobesa PAs) Which Need urgent response.

�Measles outbreak occured in Bule hora, Taltale, Miyo and Yabalo weredas and some cases were reported in Arero and Taltale woredas.

�Dysentery case was reported sporadically in all woreda

The three public health diseases data

� Nutritional screening conducted in all districts of the zone

� Appropriate severe acute malnutrition case management at health facility. As

OTP and SC

� Training given to 208 HEW and 32 GHW on TFP and Measles case management

on the last month.

� 2000 CARTON Plump nut AND its Therapeutic feeding and routine medicine

from the Oromia regional bureau are distributed to all district of Borena zone

� Distribution of plump nut by zonal health office to woreda levels.

� Coordination of over all government and NGO health response to grass root

levels

� Distribution of all dysentery, malaria and measles drugs to affected area of the

zone

will be distributed by zonal PDO in Yaballo,

Taltale, Dire, D/dawa and M/soda

woredas. The activity is under process.

HHs. 7725 cattle and 4500 shoats were

de-wormed and 8655 cattle and 1540

shoats were treated.

cattle. Multivitamins and Acaricide in 7 PAs

in Dilo and 4PAs in Dhas will be distributed

though voucher system.

�CIFA supplied veterinary drugs

(dewormer) for 4000 cattle and 5000

shoats targeting 500 community members

in Moyalle Woreda.

the above mentioned Woredas.

AFD water rationing is commenced through

CMDRR contingency plan, 78 tankers

(1,404,000liters) in 12 PAs were distributed.

Furthermore, AFD implement water

rationing in three Woredas (Dilo, Miyo and

D/Dawa) in 13 PAs for 30,000 beneficiaries

for one month period. Sofar 682,300lt of

water is distributed. This intervention is

intended with package of water chemical

36000 bottle and 3446 jarcan were

distributed.

Water trucking GPDI distributed 664,000 liters of water for

22 PAs in the first phase of emergency

intervention.

CARE Dire Water trucking CARE distributed 920,000 liters of water

for 3008 beneficiaries. Water rationing is

commenced in seven PAs from

23/02/2011-29/04/2011 action is still

underway.

• GPDI also supply 20,000 water guard and

20,000 water purifier in six Kebeles of

Yaballo Woreda, and 498 ORS were supplied

to needy communities.

• Supply and installation of solar panel in

Argene Borehole.

CIFA Dillo and

Water trucking CIFA also distributed 3,489,000 liter of water

with aqua tabs for( 1 tab/20 liter) in Dilo and

Dhas woredas. This intervention was

commenced from March 25 - April 23,2011

completed purchase of spare parts of 4 hand

around 8,495 beneficiaries.

� Recently, Goal purchased to deliver 423 Mt of

CSB, 14.54Mt of oil, to 9 Woredas for 16,838

beneficiaries . From this 60Mt already delivered

to Abaya Wored and 1600 bag of CSB & 182

carton oil is arrived at Yaballo.
