MINUTES OF 53rd MEETING OF COMMERCIAL COMMITTEE HELD ON 8TH
SEPTEMBER 2009 AT WRPC, MUMBAI The 53rd meeting of Commercial Committee was held on 8th April 2009 at WRPC
office, Mumbai. The list of the participants is enclosed at Annexure-I. Sh. Manjit Singh, Member Secretary, WRPC welcomed the participants and
requested Sh. S.G.Tenpe, Superintending Engineer (Commercial), WRPC to take up
the Agenda for discussion.
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 52nd MEETING OF COMMERCIAL COMMITTEE
Superintending Engineer (Comml.), WRPC stated that the Minutes of the 52nd
meeting of Commercial Committee held on 9th April 2009 at WRPC office, Mumbai
were circulated to the constituents vide WRPC letter No.WRPC/Comml-
I/2/CCM/Min/2009-3951 dated 22.04.2009. Comments have been received from
MSETCL vide letter dated 6th May 2009 (on Para-2 of Item No. 6.2 regarding
payment of service tax etc. He stated that the minutes as recorded in para 2 of item
6.2 in general conveys the points raised by MSETCL. He also stated that, this issue
is again slated for discussion as an Agenda Item for today discussion.
The matter was discussed and the Minutes of 52nd CCM were confirmed without any correction. ITEM No.2: TRANSMISSION CHARGES FOR TRANSMISSION OF POWER TO
DD & DNH THROUGH GETCO TRANSMISSION SYSTEM FOR THE PERIOD 01.04.2004 TO 31.03.2009
2.1 Superintending Engineer (Comml.), WRPC stated that Hon’ble CERC in
Petition No. 64/2008 and Petition No. 67/2008 in the matter of fixation of and
adjudication on the transmission charges for use of the Gujarat transmission system
for conveyance of central sector power to UT of DD and DNH respectively under
sections 62 and 79 of the Electricity Act, 2003 gave guidelines vide order dated 3rd
February 2009, for calculations for transmission of charges. The matter was finally
heard by the commission and the Commission issued the order on 31st July 2009 in

respect of the above matter. The Commission hold the calculation of the
transmission charges by WRPC Secretariat is in order and directed that the charges
be applicable for the period 01.04.2004 to 31.03.2009. The charges shall be shared
in the manner decided in Commission’s order dated 03.02.2009, which provided that
the applicable transmission charges for conveyance of C.S. power to DD & DNH
shall be shared by all long term customers of WR in the same manner in the regional
assets of PGCIL. The details of transmission charges applicable as per CERC order
for the year 2004-05 to 2008-09 for GETCO transmission system is summarized
below:

He informed that WRPC Secretariat accordingly revised the concerned statement of
monthly REAs for the year 2004-05 to 2008-09 based on above directions of Hon,ble
CERC in the matter and the provisional bills raised earlier for the above period will
be modified. 2.2 The Commission also directed that w.e.f. 01.04.2009 WRPC shall calculate
the charges payable for use of GETCO System in the same manner and shall be
shared by WR Constituents as decided earlier by order-dated 03.02.2009. The
parties are at liberty to approach the Commission for resolving disputes, if any
regarding calculation / payment of charges in accordance with law.
Accordingly, the calculation of applicable transmission charges for conveyance of
C.S. power to DD & DNH in respect of GETCO system for the period 01.04.2009 to

31.03.2010 is under progress. In this context WRTS-I, PGCIL representative stated
that they have issued the differential bill and once the refund is received from
GUVNL, they will pass on the credit to other constituents.
GUVNL representative stated that GETCO is in process of preferring an appeal including staying of CERC order dated 31.7.2007. However, the Sub-Committee opined that in the absence of any other directives, the orders dated 03.02.2009 and 31.07.2009 issued by Hon’ble CERC in respect transmission charges payable to GETCO for conveyance of C.S. power to DD & DNH through GETCO system need to be followed.
ITEM No.3: BILLING OF TRANSMISSION CHARGES IN RESPECT OF GETCO / MSETCL FOR TRANSMISSION OF CENTRAL SECTOR POERT TO DD & DNH /GOA THROUGH THEIR TRANSMISSION SYSTEM
3.1 Superintending Engineer (Comml.), WRPC stated that during the 10th Meeting
of WRP Committee held on 30th May 2009 the matter regarding billing of
transmission charges for billing of C.S. Power to UT of DD & DNH was discussed
and it was decided that till such time, any order is given by the Hon’ble CERC in
respect of determination of transmission charges for GETCO System for wheeling of
C.S. power to DD & DNH, the present methodology of billing of transmission charges
through PGCIL should be continued and the same would facilitate adjustment /
recovery of transmission charges due, if any, as the entire record and billing details
are available with PGCIL. Thereafter, the billing of transmission charges in respect of
above should be done by GETCO / MSETCL directly, as per REA issued by WRPC.
He further stated that Hon’ble CERC vide order dated 31st July 2009 in respect of
fixation of and adjudication on the transmission charges for use of the Gujarat
transmission system for conveyance of C.S. power to Union Territory of DD & DNH
directed that the applicable transmission charges as per above order for conveyance
of power to DD & DNH shall be shared by all long term customers of WR in the same
manner as in respect of the regional assets of PGCIL. Also, the parties are at liberty
to approach the Commission for resolving disputes, if any regarding calculation /
payment of charges in accordance with law.

3.2 Representative of MSETCL stated that the mechanism for payment of
transmission charges towards wheeling of C.S. power to Goa and UTs of DD & DNH
was earlier agreed on account of non-connectivity of their respective system with
ISTS network because it is the responsibility of CTU to arrange connectivity of the
beneficiaries system with ISTS to transmit C.S. power to beneficiary State of the
region. Therefore the present arrangement of billing of transmission charges in
respect of MSETCL / GETCO for transmitting C.S. power to Goa/DD&DNH through
PGCIL should be continued. GETCO/GUVNL and rest of WR constituents also
opined on the similar lines. Goa, DD and DNH also gave their consent to continue
with the present billing arrangement.
However, PGCIL representative stated that for continuing the existing practice of billing, some working arrangement along with necessary agreement with MSETCL and GETCO would be required to be in place. It was therefore suggested by the Commercial Sub-Committee that the matter may put up to TCC / WRPC for further directions. ITEM No. 4: ISSUES RELATED TO SCHEDULING AND PAYMENT OF UI
CHARGES IN RESPECT OF NSPCL 4.1 SCHEDULING OF NSPCL SHARE TO DD
4.1.1 Representative of UT of DD stated that the Long Term Open Access for
transfer of 220 MW power from 2x250 MW NSPCL station at Bhilai viz. 50 MW to
Chhattisgarh, 70 MW to UT of Daman & DIU and 100 MW to UT of DNH has been
granted by CTU. So far as transfer of power to Chhattisgarh is concerned, it was
indicated in the LTOA meeting that they would directly draw power from NSPCL
through exclusive dedicated 220 kV line from the project, as far transfer of total
power of 170 MW to DD and DNH from the above project, CTU had identified
strengthening scheme i.e. construction of 400 kV NSPCL-Raipur D/c line. The above
generator and 400 kV NSPCL-Raipur D/c line have since been commissioned and
NSPCL power is being scheduled to DD & DNH and the responsibility of scheduling
of NSPCL has been entrusted to Load Despatch, CSEB now, Chhattisgarh State
Power Transmission Co. Ltd.

In the above context, on the basis of bills raised by NSPCL on DD and the schedule
issued by Load Despatch Centre, CSPTCL, Bhilai, DD vide letter dated 24th Aug. 09
(enclosed at Annexure-4.1) pointed out that Chhattisgarh is applying 4.03 % as
transmission loss on the ex-bus NSPCL schedule for calculating ex-Raipur schedule.
However as per the LTOA granted by CTU, DD power from NSPCL bus is to be
delivered through 400 kV dedicated NSPCL-Raipur D/c line and as such the
transmission loss to the extent of the above line needs to be made applicable by
Chhattisgarh for computation of ex-Raipur schedule in respect of DD and DNH. The
transmission loss presently being applied by Chhattisgarh is very much on higher
side and needs to be corrected.
4.1.2 In this context, CSPTCL representative stated that responsibility of
scheduling, controlling, etc. in respect of NSPCL generating station falls under the
jurisdiction of Chhattisgarh and 4.03 % loss on ex-plant NSPCL declared schedule is
applied by them in respect of DD and DNH to arrive at schedule at Raipur i.e. the
delivery point.
NSPCL representative stated that while granting Long Term Open Access by CTU
for sale of power to Chhatisgarh – 75 MW, DD-70 MW and DNH-100 MW, the CTU
directed for construction of 400 kV NSPCL-Raipur D/c line for delivery of power to
DD and DNH upto the CTU point Raipur. Since, Chhattisgarh had to draw power
from their dedicated line no LTOA to CTU was envisaged for them. He further stated
that as DD and DNH are the specific beneficiaries of NSPCL, the transmission
charges in respect of 400 kV NSPCL-Raipur are to be borne by DD and DNH at
present. He opined that it would be more appropriate to apply transmission loss to
the extent of actual loss for 400 kV NSPCL-Raipur line.
WRLDC stated that this being a typical case, if DD and DNH are only required to pay
transmission charges in respect of NSPCL-Raipur line, the transmission loss to that
extent may be applied. However, looking at the control area jurisdiction for NSPCL,
STU loss is applicable. He added that had the control area of this station been with
WRLDC, the STU loss would not have been applicable. GUVNL representative

stated that since the above station is under control of Chhattisgarh State, system
losses for STU should be applicable.
Superintending Engineer (Comml.), WRPC stated that as per the LTOA of 170 MW
viz. 100 MW to DNH and 70 MW to DD granted by CTU to NSPCL for delivery of
power to nearest CTU point Raipur, the CTU directed for construction of 400 kV
NSPCL-Raipur D/c line and Chhattisgarh State transmission network is not used for
delivery of this power from NSPCL station to Raipur, the nearest CTU connectivity
point. He further stated that the transmission loss which is to be estimated as per
CERC regulation is based on the transmission network used under the control area
of the authority which has been entrusted the responsibility of scheduling, controlling
and issue of UI accounts etc. He stressed that by changing the jurisdiction control
area from SLDC to RLDC or vice-versa, the transmission losses applicable for
arriving at the schedule for any entity at the specified delivery would not change. He
stated that 400 kV NSPCL-Raipur D/c line is not owned by CSPTCL. This is a
dedicated line from NSPCL generating station bus to Raipur line constructed for
transfer of 170 MW to DD and DNH, which are presently the beneficiaries of this
ATS. In view of the above, he opined that only transmission losses of 400 kV
dedicated NSPCL-Raipur D/c line should be applied by Chhattisgarh on NSPCL ex-
bus schedule for computation of ex-Raipur schedule in respect of DD and DNH and
request made by DD seems to be in order.
As no consensus could be arrived at despite of detailed deliberations, Member Secretary, WRPC requested CSPTCL to look into the matter to review the loss applicability provision in respect of NSPCL project specific beneficiaries under CSPTCL control area and intimate. In this context, CSPTCL representative agreed to discuss the matter with their management and would revert back.
4.2 NON RECEIPT OF UI CHARGES BY NSPCL FROM CHHATTISGARH
GM, NSPCL vide letter dated 21st July 2009 pointed out that the responsibility of
scheduling monitoring and issuance of UI account etc. in respect of NSPCL 500 MW
(2x250 MW) project at Bhilai comes under jurisdiction of Chhattisgarh. The weekly UI
account is required to be issued by SLDC, Chhattisgarh State Power Transmission

Company Ltd. whereas, the payment if any, in respect of the same has to be made
by the Chhattisgarh State Electricity Distribution Company Ltd.. The Unit No.-1 at
NSPCL has been commissioned and declared in commercial operation. The coal
firing of Unit No.-2 was done on 28th March 2009 and yet to be declared on
commercial operation. NSPCL further pointed out that so for no payment has been
made by Chhattisgarh State Electricity Distribution Company towards UI charges in
respect of generating units of NSPCL to them.
NSPCL representative further stated that UI charges amounting to Rs. 70.79 Crores
(including accrued interest due to delayed payment) for infirm power account in
respect of NSPCL generating units for period from 5.1.09 to 21.4.09 has not yet
been paid by Chhattisgarh as per the infirm power provisional energy accounts for
the above period. Further no UI accounts have been issued by SLDC Bhilai since
22.4.09. UI payment towards injection of infirm power from Unit No. 2 is also over
due. He further stated that they have already filed Petition with Hon’ble CERC for
determination of tariff in respect of NSPCL station and the NSPCL could not finalise
its account for submission to CERC due to non disbursement of UI amount of 70.79
crores which is a serious matter. He reiterated that having given the responsibility of
scheduling, controlling, issuing of UI accounts etc. to LD, CSPTCL, Bhilai in
accordance with CERC order/regulation and acceptance of the same by LD,
CSPTCL, Bhilai, delay in issuing of UI accounts and non disbursement of its
payment is a matter of serious concern.
Member Secretary, WRPC stated that as per the provisions under the IEGC / CERC
Regulations, payment towards UI bill has to be accorded top priority and the matter
regarding non payment of UI charges is viewed seriously by the Hon’ble Commission
and therefore requested that CSPTCL may expeditiously look into the matter in
issuance of UI account and disbursement of due amount payable by the State to
NSPCL.
Representative of LD, CSPTCL, stated that the bill is already in process and payment to NSPCL will be made shortly. He also agreed that the UI bills for the remaining period will be issued shortly.

ITEM No.5: WIDE AREA MEASUREMENTS SYSTEM OF WR
5.1 Superintending Engineer (Comml.), WRPC stated that in the TCC meeting of
WR held on 29th May 2009 at Diu the matter regarding Wide Area Measurement
System (WAMS) in WR, PGCIL made detail presentation on CSIR approved project
under their New Millennium India Technology Leadership Initiative programme
namely, “Intelligent monitoring & Control of the interconnected Power Grid using
Wide Area Measurements (WAM)”. The presentation was well received and
appreciated by the constituent members. However, as this project is of high/new
technology area, the TCC recommended that the technical details etc. of the project
may be discussed in a meeting of all the constituents of WR at working level and
thereafter the matter should be put up to TCC/ WRPC for further direction. The
matter was further deliberated in detail in the 10th meeting of WRP Committee held
on 30th May 2009 and the WRP Committee endorsed the decision of TCC. It was
decided that technical details of the project may be discussed in the Regional
Protection Committee meeting and hereafter the matter will be put up to TCC /
WRPC for further direction.
5.2 Accordingly, the matter was deliberated in the 105th meeting of Protection
Committee of WRPC held on 18th June 2009. In the meeting the features of the
WAMS project proposed by PGCIL and IIT –B were presented. The members
expressed that they would go through for examining the details and would intimate
their observations that views on the same etc. The comments were received from
MPPTCL, GETCO and MSETCL. The matter was further deliberated during 106th
meeting of Protection Committee of WR held on 1st & 2nd September 2009. In the
meeting, MSETCL also made presentation regarding the WAMS project taken up by
them in MSETCL Grid on pilot basis in association with CPRI - Banaglore and IIT-
Kanpur. The Protection Committee members felt that the WAMS project proposed by
PGCIL might require inclusion in the scheme, a facility to enable availability of PMU
data to WR constituents, which is not envisaged in the PGCIL proposal. In view of
above Sub-committee requested that PGCIL may furnish detailed break up of the
total cost estimates on the project, role of the agencies involved in the project,
identification of the location of the 25-30 PMUs proposed to be installed and

clarification to queries relating to above aspect for discussion and recommendation
of the WAMS implementation proposed in the Western region.
Committee noted the same.
ITEM No. 6: SIGNING OF PPA WITH RGPPL AND ITS SCHEDULING
6.1 Superintending Engineer (Comml.), WRPC stated that MoP vide letter dated
24.01.2008 had allocated 5% capacity of RGPPL viz. 1.5 % each to DD & DNH and
1% each to Goa and Madhya Pradesh. In this context, the issues concerning
signing of PPA, opening of LC etc. and scheduling of 5 % allocated capacity from
RGPPL had earlier been discussed in CCM/WRP Committee meeting and RGPPL
was requested to take the matter with their management in expediting early signing
of PPA to enable scheduling of the above power to the concerned beneficiaries as
per MoP order.
6.2 In the TCC meeting held on 29th May 2009 at Diu, Special Secretary (P), UTs
of DD & DNH stated that though MoP had allocated power to the tune of 1.5 %
capacity of RGPPL each to DD and DNH about a year back, the scheduling of power
from RGPPL to them has not yet commenced. The matter was also deliberated in
the 10th meting of WRP Committee held on 30th May 2009 wherein RGPPL had
stated that the issue concerning allocation of 5% power from RGPPL by the MoP
was discussed in the RGPPL Board meeting held in Feb. 2009. He further stated
that in the RGPPL Board meeting it was decided that scheduling of 5 % power to
other states should be commenced only after the project reaches its full capacity.
Subsequently, this RGPPL Board decision was discussed in the review meeting
taken by Secretary (P), GoI and it was requested therein to keep the above
allocation in abeyance till the project commences generating at its full capacity. 6.3 In the above context, the beneficiaries of WR viz. DD & DNH, Madhya
Pradesh and Goa had unanimously stated in the 10th WRP Committee meeting that
no communication was received by them from MoP till date in this regard and as
such the allocation made to them out of 5% capacity from RGPPL stood applicable
as on date. They had therefore requested RGPPL to take urgent steps for

scheduling of the above allocated power immediately. Representative of RGPPL had
stated therein that he would look into the matter and revert back.
Member Secretary, WRPC earnestly requested RGPPL to look into the matter as this is a long pending issue. In this context, representative of RGPPL stated that their Board was due to meet shortly and the matter would be placed before it. RGPPL agreed to inform the outcome of the same to DD, DNH, Goa & MP. ITEM No.7: PAYMENTS OF UI AND REACTIVE ENERGY CHARGES
As per the information received from WRLDC, the status of payment to UI pool
account and reactive energy account as on 08.09.09 i.e. upto week 17.08.09 to
23.08.09 of the current financial year is given below: -

stated that about Rs. 47 Crores and Rs. 60 Crores due from NR and ER is

outstanding and the WRLDC have already taken up the matter with them. GETCO
pointed out that payment of Rs. 67.31 lakh from DD and Rs. 65.37 lakh from DNH
towards Reactive Energy Charges is still awaited.
DD and DNH were however requested to make payment towards reactive energy
charges to GETCO at the earliest.
ITEM No. 8: DISBURSEMENT OF INTEREST CALCULATED ON LATE
PAYMENT OF UI CHARGES AND THE INTEREST EARNED ON DEPOSIT AMOUNT FOR UI IN IDBI BANK.
8.1 WRLDC vide letter dated 27th August 2009 stated that presently, the residual
interest with UI pool account, after payment to the interest receivable members, is
distributed to the UI interest receivable members as per their UI receivables for the
period for which interest is calculated. Also as decided in the 43rd CCM, interest
earned on deposit amount for UI in IDBI bank is distributed to all the UI receivable
members of UI pool accounts in proportion to their total receivables for the period
during which interest is earned.
8.2 As per the clause 9 of Central Electricity Regulatory Commission
(Unscheduled Interchange charges and related matters) Regulations, 2009 the
Commission directed that all payments on account of UI charges including additional
UI charges levied under the above Regulations and the interest received on late
payment thereof shall be credited to a Fund called the “Unscheduled Interchange
Pool Account Fund”, which shall be maintained and operated in accordance with
provisions of the Grid Code. Further, as per clause 11 of the Regulation, all the
amount left after final settlement of claims of Unscheduled Interchange charges of
the generating station and the beneficiaries, shall be utilized, with the prior approval
of the Commission. The relevant Clause-11 of the Regulation is reproduce below:
“11. Application of fund collected through UI- (1) The amount left after final settlement of claims of Unscheduled Interchange charges of the generating station and the beneficiaries shall be utilised, with the prior approval of the Commission, for either or both of the following activities:
(a) Servicing of investment for transmission schemes of strategic importance, Provided that the Central Transmission Utility in consultation with Central

Electricity Authority shall identify the inter-State transmission schemes of strategic importance, not being utilised up to optimum level and seek prior approval of the Commission for servicing of capital costs during the initial years from amount left in the “Unscheduled Interchange Pool Fund” after settlement of claims of Unscheduled InterchangeCharges.
Provided further that when utilisation of such transmission line or transmission system included in the transmission schemes of strategic importance reaches the optimum level of utilisation, the cost of such scheme shall be recovered from the users of the scheme in accordance with the methodology specified by the Commission.
(b) Providing ancillary services including but not limited to ‘load generation balancing’ during low grid frequency as identified by the Regional Load Despatch Centre, in accordance with the procedure prepared by it, to ensure grid security and safety:
(2) The amount of fund, allocable for the purposes specified under clause (1), shall be decided by the Commission from time to time.”
WRLDC therefore proposed that from 1st April’2009 onwards the surplus amount generated through the interest earned through deposit amount for UI in IDBI bank and the residual interest after payment to UI interest receivables will be kept in the “Unscheduled Interchange Pool Fund”. Committee noted the same. ITEM No.9: RECONCILIATION OF UI AND REC ACCOUNTS WRLDC stated that as decided in Commercial Committee meeting, representatives
of constituent have to de reconciliation of UI and REC pool accounts maintained by
WRLDC. He stated that the reconciliation UI and REC accounts for the period April
2008 to March 2009 is required to be done and all constitutes vide letter No.
WRLDC/OS/1541/09/1157 dated 17.6.2009 were requested to inform suitable dates
for reconciliation. So far only MSEDCL, NTPC and D&D has completed the
reconciliation process and the same to be done all other UI and REC pool members.
WRLDC proposed to complete the reconciliation process by 30th Sep. 2009. The
constituents’ members requested WRLDC to extend the date up to 15th October
2009 and WRLDC agreed to the same.

Member Secretary, WRPC requested the constituents to send their representative to
WRLDC and complete the reconciliation of UI and REC account for the above period
latest by 15th Oct. 2009.
ITEM No.10: NON RECEIPT OF SEM DATA FROM VARIOUS LOCATIONS WRLDC stated that the SEM data from following locations are not received at
WRLDC for the past few weeks. The non receipt of data for each week is given in
the Annexure of weekly UI accounts issued by WRPC. It was decided in the 51st
CCM that, no separate communication will be sent from WRLDC and the
constituents should take prompt actions in ensuring the transmission of weekly SEM
data to WRLDC.
(a) GETCO - Both Mundra (220kV) and Nanikhakar (220kV) for 220kV
Nanikhakar-Mundra line
(b) MSEDCL- Akola, Kolahapur (400kV)
(c) MPPTCL- Gandhi Sagar, Malanpur (sent by Friday evening), Mehgaon (sent
by Friday evening)
The concerned constituents were requested to ensure the same. ITEM No. 11: GRANTING OF LTOA FOR ISTS BY CTU
Superintending Engineer (Comml.), WRPC stated that as per the communication
received from General Manager (Engg.), PGCIL, Long Term Open Access for
interstate transmission system has been granted in case of the following:
(i) LTOA for evacuation power from generation projects in Orrissa viz. Sterlite
Energy Ltd., GMR Kamalanga Energy Ltd., Navabharat Power Private
Ltd., Monnet Power Company Limited, Jindal India Thermal Power Ltd.
and Lanco Babandh Power Pvt. Ltd., issued vide PGCIL letter No.
C/ENG/E/00/SEF/OA dated 29.04.2009. Details enclosed at

(ii) LTOA for evacuation power from Farakka-III generation project of NTPC
Ltd. issued vide PGCIL letter No. C/ENG/E/00/SEF/OA dated 21.05.2009.

Power Ventures Ltd. & Aryan Coal Benefications Pvt. Ltd., vide PGCIL

ITEM No. 12: ALLOCATION OF POWER FROM SUBANSIRI HEP (2000 MW) OF
NHPC AND KAMENG HEP (600 MW) IN ARUNACHAL PRADESH Superintending Engineer (Comml.), WRPC stated that MoP vide letter No.
11/1/2002/DO(NHPC) dated 14th July 2009 intimated that allocation of Subansiri,
HEP (2000 MW) and Kameng, HEP (600 MW) to the constituents of NER, NR and
WR. From Subansiri, HEP Western Region allocation is 25% equivalent to 500 MW
whereas, the allocation from Kameng, HEP is 25% equivalent to 150 MW. The

Total 100.00 500 150 Committee noted the same. ITEM No. 13: AUTOMATIC METER READING SOLUTIONS BY M/S BPL WRLDC vide their letter dated 3rd Sept. 09 (copy enclosed at Annexure-13) have
stated that M/s BPL has developed an Automatic Meter Reading (AMR) solution for
downloading and transmitting the data from remote locations to RLDCs. The main
feature of this solution is that the data will be automatically read from the meter and
transmitted to RLDC. WRLDC added that M/s BPL have developed the output text
file exactly similar to one created by M/s SML and M/s L&T using their software
“SMARTGRID and “VINCOM” respectively and have given three different types of
architectures to download and transmit the data from remote location to respective
RLDC.
WRLDC further stated that a pilot project has been given to M/s BPL by WRTS-I,
PGCIL, Nagpur, to connect few meters at 400 kV Seoni S/s for one month with
required interface unit so that complete system can be verified for few weeks before

it can be accepted completely. WRTS-I, PGCIL agreed to take up the responsibility.
As per the detailed budgetary proposal received from M/s BPL, the total cost for 531
Nos. SEMs (405 SML make and 126 L&T make), spread over 92 locations, comes
out to Rs. 77.73 Lakhs assuming that dedicated PCs are available in all these
locations. In addition to above, cost of TA/DA of PGCIL employee will also have to
be borne by the constituents. WRLDC proposed to share the cost of this project in
the same manner the cost of SEMs are shared. WRLDC also stated that M/s BPL
have agreed to take up this project at few 3 or 4 locations free of cost in the Western
Region.
The matter was deliberated in detail and the committee members unanimously opined that the above project may be initially taken at few 3 or 4 locations in the Western Region free of cost and based on the experience the decision for implementing the same for all locations will be taken later on. WRLDC suggested Asoj, Koradi or Kolhapur, Korba(W) and Bina or Bhopal locations can be initially taken up by M/s BPL to start the project. Constituents agreed to the same. The Sub-committee also suggested WRLDC to approach other developers in this project.
ITEM No. 14: DYNAMIC POWER SYSTEM STABILITY MONITORING SYSTEM
Superintending Engineer (Comml.), WRPC stated that during 52nd of Commercial
Committee held on 9th April 2009, WRLC made proposal regarding installation of
Dynamic Power System Stability Monitoring System of M/s. A-Eberle Systems Pvt.
Ltd., at few locations in WR. The Committee decided the WRPC will make necessary
presentation to the Protection Committee of WRPC for further action. It is understood
that M/s A-Eberle Systems Pvt. Ltd. made presentation during 105th meeting of
Protection Committee and the response is awaited from the Protection Committee.
WRLDC requested to expedite the response from Protection Committee to enable further course of action. ITEM No. 15: TIME CORRECTION OF SEMs WITH GPS SIGNAL WRLDC stated that time on analysis of SEM data, time drift have been noticed in
many SEMs at various locations in Western Regions. Though NTPC and NPC

stations are carrying out time correction of SEMs installed at their locations on
regular basis, the same need to done by other constituents as well. WRLDC
requested that all the concerned to give necessary instructions to their respective
locations for monthly checking of SEMs for any time drift and incase of any drift, it
same may be rectified with intimation to WRLDC.
Committee members agreed to the same. ITEM No. 16: CONTROL AREA FOR SCHEDULING METERING ETC. IN
RESPECT OF MUNDRA POWER PROJECT DEVELOPED BY M/S. APL
Superintending Engineer (Comml.), WRPC stated that Chief Engineer (SLDC),
GETCO vide letter No. GETCO/SLDC/1184 dated 7th Sept. 2009 gave the following
Agenda Items concerning Mundra Power Project being developed by M/s Adani
Power Limited:
(a) Control Area for scheduling , metering and accounting of 4620 MW project.
(b) SEM data submission of 220 kV Nanikhakar-Mundra line to WRLDC.
(c) Short Term Open access permission granted to M/s APL
In view of above, WRPC vide letter dated 7th Sept. 09 invited M/s APL to participate
in this Commercial Committee meeting. In response, M/s APL vide letter No.
APL/CEA/070909 dated 7th Sept. 09 stated that due to short notice they will not be in
a position to attend this meeting. M/s APL further intimated that they had a meeting
with GETCO and GUVNL on 3rd Sept. 09 and the minutes of which are yet to be
finalized/issued. M/s APL requested that discussions on the Agenda points proposed
by GETCO vide letter dated 7th Sept. 09 may be taken up later so that the
discussions held in their meeting with GETCO/GUVNL on 3rd Sept. 09 are duly
considered and they will also able to attend the same
GETCO and GUVNL representative agreed to the same. Accordingly the agenda points proposed by GETCO vide letter dated 7th Sept. 09 related to Mundra Power Project developed by M/s APL could not be discussed by the Sub-committee.
