• Ms. Johnson called the meeting to order at 3 :04 p.m. o Introduction of guests - each

guest stated their name and the name of their business.

o January 10, 2020 meeting minutes were approved.

• Mr. Berkebile spoke about the basics of the 2020 Census and then introduced Ms. Raquel Cepeda.

• Ms. Cepeda went over the new design, challenges they face, and different areas of Virginia Beach that typically have low responses. (Attachment 1)

• Ms. Cepeda said that for every person that does not participate in the 2020 Census, the area he/she lives loses $2,000 annually.

• The census will be in electronic fonn.

• Paper materials will come in multiple languages but the 2020 Census website will be offered in 49 languages.

• Ms. Cepeda stressed that any personal information given to the Census Bureau will not be shared with any other government agency.

• Mr. Elena is the CEO of Pikaso and the chair of the 2020 Census Complete Count Committee

• Interested in moving his business headquarters to Virginia Beach to help grow minority business participation.

• Ms. Goodale said that once all Census data is compiled it will become open data.

grow it, and what your consumer base is. Ms. Goodale wants businesses to invest by getting the word out about the Census to the community

A lot of community outreach happening and businesses can request promotional items. Mr. Berkebile spoke about the hard to count groups:

Mr. Berkebile had a question for the MBC, how can we help with the Asian Business Commerce and reach those unique groups that you may want to reach out to? He didn't need an answer now. Mr. Ingram asked who fills out the Census and will there be a question about the status of citizenship?

0 Ms. Cepeda replied that it was everyone who fills it out regardless of citizenship status and that the Census will not ask the status of citizenship.

Mr. Lewis asked about capturing the military community.

0 Mr. Berkebile replied that the military fall under what is called Group Quarters, which is located on military bases and will capture their data. This is new, in the past, the military would record where their home of record is, where as

• Ms. Nabhan went over the Outreach Report and provided an update to the Contractors Roundtable. (Attachment 2)

• Ms. Thompson went over the MAC Report. (Attachment 3)

• Wants to reach out to the different Business Chambers to have them participate in the MBC Associate program.

• Ms. Torres spoke about the results of the FY19 Annual Report and that it will be posted to the MBC Website. (Attachment 4)

• Mr. Arthur updated members on the General Assembly and the status of the House Bills that would affect SW aM businesses.

• Mr. Ingram provided an announcement from the Virginia Governor that the state will be conducting a disparity study of its own and that BBC Research was awarded the contract.

• City Council will be putting forth a resolution directing the City Manager to implement all of the recommendations from the disparity study.

Mr. Watson said that HB 124, Virginia Minority Business Commission was tabled but money was found in the state budget. Conversation has started happening again about HB 124 because of the extra money. (Attachment 5)

• Williamsburg wants to have their own MBC and model it after the VBMBC.

Ms. Kelly provided the staff report in the absence of Ms. Kee.

• Information about the resolution that would be presented to City Council was presented by Mr. Ingram.

• Working fast and furious on the new financial system. Everything will be online and we are currently working on getting email addresses for the current suppliers for the City of Virginia Beach.

• Asking to have the ordinances for sheltered bidding be tweaked so that it will be implemented July 1 with the new financial system because the current one just does not have the capability.

• Information was shared in Outlook to save time.

Mr. Smith provided details on the following:

• Economic Development partnered with the Library to build pre-requisite classes for the Virginia Beach Small Business Institute. (Attachment 6)

• Golf tournament on May 1st and proceeds will go towards the families that were impacted by 5/31.

• Councilmembers Rouse and Jones were absent, no report at this time.

• Dr. Parrott was absent, no report at this time.

Outreach Committee Update Friday, February 14, 2020 Presented by; Colleen Nabhan, Chair Committee - Members; Ed Hopper, Damon Watson, and Caprice Anthony-Cox

Outreach Committee Goals 2019/2020

• Initiating and delivering on strategic goals and objectives related directly to areas uncovered in the Disparity Study.

• We will ensure that our events, engagement, and outreach opportunities will be focused on educating and supporting Small, Minority, Disabled Veteran, and Woman owned businesses and their ability to successfully

to business IN and WITH the City of Virginia Beach and with tangible success stories and increased numbers these businesses starting and growing ·within Virginia Beach.

• The committee will continue to discuss the right outlets and opportunities to educate these businesses on how to be prepared and to sustain ongoing relevance and longevity through programs offered through the MBC and our partners

• Immediate opportunity to develop and build on the current "Small Business Institute" with a proposed goal to educate and engage up to 100 new Small, Minority, Disabled Veteran, and Woman owned businesses in 2020.

• Work in tandem with the Awareness Committee to ensure continuity in all messaging related to MBC

branding, marketing, and specifically event communication and marketing that will flow through our membership and partners

Contractors Roundtable Update

• Date April 15, 2020

• Multidimensional approach bet\iveen contractors, VDOT projects and high-profile Virginia Beach

upcoming projects along with resource partners, !supplier registration, and Census info will additionally

be shared on how dollars will impact Federal spending in Virginia Beach.

• Outreach has been working closely ,vith Nikita who has been spearheading much of the day to day communication and planning of the event on the VBMBC behalf

• 177 registrants so far

• Finalizing our flier and will coordinating with the awareness committee to finalize a campaign in March to target participation and elevate the event.

e Thls is a busy time with multiple events so we need to focus and remain relevant and provide

information that attendees won't find elsewhere.

Looking Ahead 22nd annual Conference and Expo

• 2020 Conference and Expo date at the Virginia Beach Convention Center November 5, 2020

• Coordinate theme, potential speakers, conference and expo planning will begin now

Census Update:

• Vice Chair Olga Torres, Lavera and myself serving on the City of VB Census Count Committee and Government Sub Committee

• We will be working closely with the Awareness Committee to add the finalized message on the VBMBC social media, and all other marketing platfonns

• In addition to spotlighting the Census info at our VBJVIBC meetings, we will work to encourage our Council members to find opportunities to promote the Census within their own businesses and sphere of influences.

Strategies • Efforts will continue to support the MBC Outreach Committee to promote and market the 2020 Spring

Event and Contractor's Roundtable through social media; • The Evaluation process for the Fall Expo was administered in person during networking at the designated

area during the Expo. The MAC committee recommends that the evaluation form be distributed by hand by volunteers during the networking segment of the program at the end of the Spring event.

• The VB MBC Spring Newsletter will be designed by Keith Lee and distributed at the Spring Event; the Spring issue will feature an article highlighting the work of our vice-chair, Olga Torres.

• The MAC committee noted that the social media links are not available on the MBC webpage and recommend that we put the icons that link to our social media accounts on the MBC website with the hope that more people will connect to our Facebook. 1\vitter and lnstagram accounts.

• The committee also recommends that the social media handles be consistent across all platforms and that the branding for MBC be consistent. We suggest "myVB:MBC" be used as hashtags and as social media handles.

• Copies of the infographic to promote the MBC Associate Program will be available for distribution at the Spring Event with hopes that we may recruit associates there; The MAC committee will also reach out to various other cultural business organizations to invite participation in the Associate program of the VB MBC, i.e. ABAHR, Asian Chamber of C',0mmerce, Hispanic Chamber of Commerce of Coastal Virginia (HCCCo Va), Black Brand (Black Chamber of Commerce), etc.

• Keeping the focus on one of the specific goals ofVBMBC MAC, efforts will be made to ensure that informational resources on contract readiness, preparedness to do business with the City, SWaM certification information, etc. are provided for the minority business community; the committee would like to collaborate with the VBMBC Outreach Committee to design forums/programs to provide this information to entry level small and woman owned businesses;

2019-2020 Specific Goals for MAC (VB MBC By-Laws adopted 2010) 1. Create forums for discussion and development of the awareness of SWaM businesses and the procurement

process 2. Create initiatives that dewlop and implement marketing and communication programs 3. Coordinate media communications and advertising activities necessary to brand the overall image of MBC 4. Help to promote diversity within the business community while monitoring new and current business and

economic development within the city

Be it enacted by the General Assembly of Virginia:

I. That the Code of Virginia is amended by adding in Title 30 a chapter numbered 60, consisting of sections numbered 30-3 76 through 30-384, as follows:

CHAPTER 60. VIRGINIA MINORI'I'Y BUSINESS COMMISSION.

§ 30-3 76. Virginia Minority Business Commission; purpose.

The Virginia Minority Business Commission (the Commission) is established in the legislative branch of state government. The purpose of the Commission is to promote the growth and competitiveness of Virginia minority-(IWned businesses.

§ 3(1-377. Membership; terms; vacancies; chairman and vice-chairman,

The Commission shall consist of 13 members that include seven legislative members and six nonlegislative citizen members.

Members shall be appointed as follows: four members of the House of Delegates to be appointed by the Speaker of the House of Delegates in accordance with the principles of proportional representation contained in the Rules of the House of Delegates;

three members of the Senate to be appointed by the Senate Committee on Rules; three nonlegislative citizen members with expertise in entreprenewship, economics, and business to be appointed by the Speaker of the House of Delegates; and th1-ee

nonlegislative citizen members with expertise in entrepreneurship. economics, and business to be appointed by the Senate Committee on Rules. Nonlegislative citizen members of the Commission sfu.ill be citizens of the Commonwealth of Virginia.

Unless otherwise approved in writing by the chairman of the Commission and the respective Clerk, nonlegislative citizen members shall only be reimbursed for travel originating and ending within the Commonwealth of Virginia for the purpose of

attending meetings.

Legislative members and ex officio members of/he Commission shall serve terms coincident with their terms of office. Nonlegislative citizen members shall be appointed for a term of two years. Appointments to fill vacancies, other than by e.xpiration of a term, shall be for the unexpired termr. Legislative members and nonlegisfative citizen members may be reappointed However, no nonfegislative citizen member shall serve more Jhanfour consecutive two-year terms. The remainder

of any term to which a member is appointed to fill a vacancy shall not constitute a term in determining the member's eligibility for reappointment. Vacancies shall be filled in the same manner as the original appoinlments.

The Commission shall elect a chairman and vice-chairman.from among its membership, who shalf be members of the General Assembly.

§ J0-378. Quorum: meelings; voling on recommendations.

A majority of the members shall constitute a quorum. The meetings of the Commission shall be held at the ca/( of the chairman or whenever the majority of the members so request.

No recommendation of the Commission shall he adopted if a majority of the House members or a majority qfthe Senate

members appointed 10 the Commission (i) vote against the recommendation and (ii) vote for the recommendation to jail notwithstanding the majority vole of the Commission.

§ 30-379. Compensation; expenses.

Legislative members of the Commission shall receive such compensation as provided in§ 30-19.12, and nonlegislative citizen

members shall receive such compensation.for the pe1formance of their duties as pravided in§ 2.2-2,H3. Alt members shall be

reimbursed/or rearnnable and necessary expenses incurred in the performance of their duties as provided in§§ 2.2-2813 and

2.2-2825. Compensation to members of the General Assemhfyfor attendance at official meetings of the Commission shall be

paid by the offices of the Clerk of the House of Delegates or Clerk of the Senate, as applicable. Alf or her compensation and

expenses slwll be paid from existing appropriations to the Commission or, if unfunded, shall be approved by the JoinJ Rules

Committee.

§ 30-381. Powers and duties of the Commission.

The Commission shall have /he following powers and duties:

1. Evaluate the impact of existing statutes and proposed legislation on minority husine.~ses;

2. Assess the Commorrwealth's minority business assistance programs and examine ways to enhance their effectiveness;

3. Pravide minority business owners and advocates with a forum to address their concerns;

4. Develop strategies and recommendations to promote the growth and competitiveness of Virginia minority-owned businesses;

5. CoUaborate with the Department of Small Business and Supplier Diversity and other appropriate entities to.facilitate the

Commission's work and mission; and

7. Perform such other duties, fanctions, and activities as may be necessary to facilitate and implement the objectives of this

chapte1:

§ 30-382. Etecutive director; staff; compensation.

The Commission may appoint and employ and. al ils pleasw-e, remave an executive director and such other persons as it deems

necessary to assist it in carrying out its duties as set.forth in this chapter. The Commission may determine the duties of such

staff and fix their salaries or compensation within the amounts appropriated therefor.

§ 3()-383. Chairman's execuJive summary of activity and work of the Commission.

The chairman shall submit to the General Assemh~y and the Governor an annual executive summary of the interim activity and

work of the Commission no later than the first day of each regular session of the General Assembly. The executive summary

shall be submitted as provided in the procedures of the Division of Legislative Automated s_vsremsfor the processing of

legislative documents and reports and shall be posted on the General Assembly's website.

§ 30-384. Sunset.

This chap/er shall expire on July 1, 2023.
