MBC Mission: Advance and facilitate an environment of business opportunities, focusing on increasing expenditures to minority and women-owned businesses by the City of Virginia Beach as a means to further the City’s economic development and vitality. Public Comment: Any member of the public who would like to address the Minority Business Council should register with the Chair at least 24 hours prior to the meeting. 1) Ms. Guerrier called the meeting to order at 3:02 p.m.
Introduction of guests – each guest stated their name and the name of their business.
April 8, 2016 MBC Meeting Minutes were approved. (Attachment 1)
2) Ms. Prochilo provided the MBC members with a project update of the Housing Resource Center, which will be constructed on Witchduck Road. The presentation included information regarding the community partnership, vision, benefits, site layout, building views/drawings, development schedule and service delivery plan. The presentation will be available on the MBC website.

2) Retreat (June 10, 2016)
1) In the absence of Ms. Johnson, Ms. Guerrier provided the report. She stated positive feedback was received regarding the Spring Event. Attendees felt both sessions were very beneficial.
2) The MBC Retreat will be held on June 10, 2016 from 8:30am until 12:30pm at the Advanced Technology Center on the campus of Tidewater Community College. The facilitator will be Mr. Todd Wright of Touchpoint Communications. Lunch will be held at Saffron in Town Center at 1pm.

1) Quarterly Report
1) Mr. Lancaster distributed the semi-annual report (Attachment 2) prepared by City staff. The MBC will review and discuss at the next MBC meeting or at the retreat.

1) Ms. Foster provided award data for the month of April 2016 related to construction, goods and services and A&E along with the Construction Bid Tabulations (Attachment 3). This month was noted as having a large amount of construction activity. Minority subcontracting increased by 7%. Overall 68 minority firms were sent solicitations and only one

information to report. 3) Ms. Bright stated that Mr. Jim Carroll
presented an overview regarding programs through the Small Business Development Center.

1) Councilmember Dyer ‘thanked’ the MBC for all of their work. He stated the perception is that the city could do a little more to help small businesses and Economic Development does a tremendous job, but there are so many things going on that the dots don’t get connected. Councilmember Dyer is working on a system to bring the local universities together to create a consortium that will provide interns and research that will help the small business community. Virginia Beach could be the prototype for what other cities should be doing. The city’s budget has passed and there will be less money from the federal government and the state. Localities will have to create new wealth and that means creating new businesses.
2) Ms. Caldwell provided information regarding the ‘Beach Girls Rock’ event. She stated the event was very successful with over 215 young ladies in attendance and 94 parents. Her position has been posted and will close on May 20, 2016. She will be attending the MBC retreat on June 10, 2016.
3) Ms. Phillips stated the semi-annual report contains a lot of information especially with the purchase order and award data.
Ms. Guerrier asked the MBC members for their support of the Procurement Opportunity Council (POC), members would like to ‘table’ the vote for support of the POC until they have had ample time to review the POC and the process.
Mr. Ingram stated a vote for Light Rail will be on the November ballot. He also stated in regards to the SPSA issues the City of Virginia Beach stood up for businesses.
