Message From Minister for Minorities

With the minorities Affairs Division in the second year of its having been set

up as a separate Ministry, I can say this with great pleasure that the step of the

Government to establish a full-fledged organization especially for Minorities

has been a very significant administrative decision. With the focus solely on

the welfare and protection of the Minorities, in order to deal with issues

relating to them, the Ministry has been able to generate good will and

substantive results both in terms of practical measures taken and positive

image of Pakistan for the foreign observation during official visits to Pakistan

and vice-versa.

Our commitment to the mission statement of Minorities Affairs Division is re-

affirmed with the launching of the second Year Book for the year 2005-2006.

We have made a few additions in this year book to include wider scope of

activities as has been taken during the year in order to substantiate our goals

and also to give our reader new dimensions of actions in keeping with our

objectives.

We continue our efforts to ameliorate and improve conditions for minorities

living in Pakistan and together we look forward to a better tomorrow for all of

us, Inshallah.

It is my pleasure and honour to have the opportunity to convey my feelings

being a representative of Pakistani Minorities, through this yearbook.

The step of setting up of a separate ministry for minorities was a reflection

upon government’s determination and dedication towards addressing the

multifarious problems being faced by the minority communities of Pakistan.

Appointment of a Minister of State from minority communities in addition to

the Federal Minister is another step towards achieving that goal.

A brief overview of the policies made and practical measures taken during the

year 2005-2006 is presented in this yearbook, which reflects upon the

performance of the Ministry. There may have been a number of shortcomings,

keeping in view the fact that the Ministry is still in its infancy. But we are

optimistic that with our continuous endeavors and feed back from readers we

will work together towards creating an environment of harmony and peace for

all the citizens of Pakistan.

FOREWORD

It has been two years since Minorities Affairs Division has been working as

an independent Ministry. Last year, we presented the first yearbook of the

Ministry i.e. for the year 2004-2005 where we made an effort to help the

readers gain an insight into the vision, objectives, working and achievements

of this Ministry. We are proud to present the second yearbook for the year

2005-2006 after the completion of another successful year.

The Ministry is still in the process of evolution. Through this yearbook, we

have made an effort to bring to light the progress we have made during the

past year, keeping in view the main objective, i.e., the welfare and uplift of the

Minorities.

Any feedback for bringing improvement/change is most welcome.

INTRODUCTION

To protect the rights of minorities as envisaged under the Constitution of

Pakistan, the Ministry of Minorities was established in September 2004. Since

then the Ministry is working for the betterment and uplift of various religious

minorities in Pakistan.

MISSION STATEMENT

The Ministry in the light of role assigned to it has set for itself the mission as

below: -

“Promotion of welfare of minorities,

safeguarding their rights, protection against

discrimination, upkeep of their religious places/

properties and expeditious socio-economic

uplift of all minorities without any

discrimination”.

FUNCTIONS

In terms of Rule (3) Item 21(B) Schedule-II to the Rules of Business, 1973,

the Ministry has been entrusted with the following functions:-

a. Safeguarding the rights of minorities;

b. Promotion of welfare of minorities;

c. Protection of minorities against discrimination;

d. Representation of Pakistan in international

bodies and conferences relating to minorities,

including U.N. Sub-Commission on Prevention

of Discrimination to Minorities;

e. International Agreements and commitments in

respect of minorities and their implementation;

f. All other matters relating to minorities;

g. Evacuee Trust Property Board; and

h. Policy and legislation with regard to evacuee

trust property.

SOCIO-ECONOMIC DEVELOPMENT

The Articles – 20, 21, 25, 26, 27, 28, and 36 of the Constitution of Islamic

Republic of Pakistan provide full protection to all citizens of Pakistan without

any discrimination of colour, creed, cult, language or gender. Other than

Muslims all religious groups in Pakistan who represent 3.72% of the total

population are enjoying equal rights under the aegis of constitution of the

country.

To uphold constitutional commitment Government of Pakistan has allocated a

special fund for the minorities. This fund ensures that the minorities do not

feel left out and are assisted throughout the year by the Government in

concrete schemes, which could not be reflected in PSDP. Two parts of the

fund operative in this Ministry are: -

(i) Special Fund for Uplift of Minorities (Development Schemes);

(ii) Special Fund for Welfare of Minorities (Scholarship).

i) SPECIAL FUND FOR THE WELFARE AND UPLIFT

OF MINORITIES.

A non-lapsable ‘Special Fund for the uplift of minorities’ is operative

in this Ministry since 1985. The Federal Government provided an

allocation of Rs.70 million to this fund in its annual budget 2005-2006.

This fund was utilized for the following purposes: -

a) Small development schemes for minorities. 70%

b) Financial assistance to needy individuals (minorities) 30%

Those funds were utilized through the active participation of elders of

the minorities and on the recommendations of parliamentarians.

Small Development Schemes

A detailed Accounting Procedure authorizes a development

committee to approve the schemes received from the provincial

governments/community leaders, minorities members of

parliament etc. The development committee comprising the

following:-

Prior to the induction of the present elected regime, funds were

being spent on recommendations of the provincial

governments. However, as a result of introduction of joint

electorate system in the general election held in October 2002,

the minorities have the right to vote in electing MNAs on

general seats. Consequently the MNAs have to respond to the

expectations and aspirations of minorities, as they are an

integral part of the constituency. Hence development schemes

out of the Special Fund for the welfare and uplift of minorities

also required consultation with all concerned MNAs.

Therefore, funds are now being utilized through the active

participation of elders of the minorities, on the

recommendations of parliamentarian.

Provincial allocations out of the development fund are made on

the basis of the minority population (according to latest census)

of four provinces and are beside those implemented under

other public sector development programme.

During the financial year 2005-2006, the development

committee met once. A special focus was to prioritize those

schemes that aimed at “greatest good to the greatest number”

Scope of Development Schemes for F.Y 2005-06

The development committee schemes for the financial year 2005-06

primarily are focused in the following areas: -

i. Repair / maintenance / renovation / protection of holy /

worship places of minorities;

ii. Support to NGOs working for the Welfare of

Minorities; and

iii. Basic amenities, Sui Gas, Electricity, Soling / drains

and Roads.

Repair/maintenance/renovation/protection of holy/worship places

Twenty-one development schemes were approved in the minority

populated area i.e. Lahore, Gujranwala, Sheikhupura, Kasur,

Rawalpindi, Pattoki, Bahawalnagar, Sanghar Mirpurkhas, Larkana and

Mansehra. These schemes were necessary for improving ambiance of

worshiping places for the minorities in the country. There is a dire

need of preservation and maintenance of worship places and protection

from illegal encroachment.

The completion of these schemes would ensure not only facilitation for

religious ceremonies, maintenance of religious places that are in a

dilapidated state either due to neglect or poverty of the concerned

community, but would also earn good will and brotherhood that will

emanate as a result of these schemes.

Support to NGOs working for the Welfare of Minorities

The development committee for supply of sewing machines approved

01 development scheme to minority NGOs, in the minority populated

area of Districts, Gujranwala.

Basic amenities, Sui Gas, Electricity, Soling/drains and Roads

Various far-flung areas such as villages in Swat, Tirah, Gujranwala

have basic amenities, such as paved streets, soling/drainage some of

the densely populated area of Karachi & Islamabad also do not provide

basic necessities to the minorities areas. The measures taken under

various 09 small schemes during the current year could provide

immediate relief to the target areas.

Financial Assistance

In continuation of the policy and main objective of this Ministry i.e

welfare of minorities, Financial Assistance was granted to a number of

deserving minority individuals this year as well. Moreover, in order to

help poor minority individuals celebrate their religious festivals,

financial help was granted on occasion like Christmas, Easter Holi and

Bisakhi, etc.

The category wise break up of financial assistance disbursed during

the financial year 2005-2006 is given below: -

SPECIAL FUND FOR THE WELFARE OF

MINORITIES (SCHOLARSHIPS)

Special Fund for the welfare of minorities (Scholarships) is operating

in the Ministry since 1985. The fund is meant for the uplift and

advancement of educational status of the minority communities. The

spirit behind the scholarship scheme is optimal usage of talent in

educational institutions so that the students belonging to minority

communities could prove themselves as asset for the country. The

amount spent on grant of scholarships during the financial year 2005-

2006 is given below.

As per procedure, applications for scholarships are invited through

press each year. These applications after thorough scrutiny are

processed and scholarships are awarded to eligible students.

The following rates of scholarships to various categories of students

are under consideration in Finance Division as the Ministry of

Minorities has suggested significant increase in these rates:-

(i) Primary level (Class I-V) Rs. 50/- p.m.

(ii) Secondary level (Class VI-X) Rs.100/- p.m.

(iii) Intermediate level (FA, F.Sc, Technical Schools) Rs.150/- p.m.

(iv) Degree level (BA, B.Sc, B.Com. & B.Ed. etc) Rs.200/- p.m.

(v) Post Graduate level (M.A. M.Sc. M.Com etc) Rs.250/- p.m.

(vi) Professional Medical/ Engineering Colleges Rs.300/- p.m

National Cultural Award for Minorities

The Government of Pakistan introduced “National Cultural Award Scheme”

for promotion and preservation of culture of minorities since 1976. Under this

scheme, a certificate and cash prize of Rs. 50,000/- are granted in the fields of

literature, education, medicine, engineering, performing arts, folk arts,

computer sciences and sports. On the recommendation of National

Commission of Minorities an additional award in the area of “ Interfaith

Harmony” has been introduced. So far 92 persons have been granted National

Cultural Award for Minorities (Appendix-II)

National Commission for Minorities

In compliance with Cabinet’s decision of 1993, a high-powered National

Commission for Minorities under chairmanship of Minister for Minorities was

established to protect and safeguard religious, social and cultural rights of the

minorities in Pakistan. The latest commission was re-constituted / notified on

26-06-2004. The commission consists of thirteen members including official

& non-official members, with tenure of three years.

Last meeting of the Commission was held on 30-05-2006 in which the

members discussed steps to be taken for protection of Minorities, requests for

issuance of NOC for sale/purchase/transfer of communal property, re-

examination of the scholarship scheme and National Cultural Awards Scheme.

National Cultural Awards Scheme has since been revised and changes have

been incorporated as advised by the Commission while changes in the

scholarship scheme are under process.

Constitution of Interfaith Harmony Committees at District Level

Government is extremely sensitive for protection of minority communities in

Pakistan and has taken special steps in this regard. During the period of this

report, Interfaith Harmony Committees have been constituted at district level

throughout the country to create better understanding between the minority

communities and the Muslims.

On the directions of Federal Government, the districts have devised their

contingency plans to protect lives and properties of minorities in case of any

untoward situation in their districts. Although sporadic events of terrorism

against minorities occurred, but it is very encouraging to note that such events

were largely condemned by Muslims and other religious communities of the

country.

International Liaison

Since the Ministry is responsible for representation of Pakistan in

International bodies and conferences relating to minorities and activities to

prevent discrimination to minorities, the Ministry did its best to create a soft

image of Pakistan through its liaison with international actors. In September,

2005 the following delegation of Christian Solidarity Worldwide visited

Pakistan and met President, Prime Minister, Minister for Minorities and other

dignitaries of the country: -

1) Mr. David Drew, Member, British Parliament (Labour)

2) Mr. Jhon Bercow, Member, British Parliament (Conservative)

3) Rt. Reverend John Perry, Former Anglican Bishop of

Chelmsford

4) Mr. Stuart Windsor, National Director of Christian Solidarity

Worldwide.

5) Mr. Ben Rogers, Advocacy Officer, South Asia, Christian

Solidarity Worldwide.

The basic purpose of the visit was to interact with Minority groups in Pakistan

and to see their overall human rights situation. The delegation appreciated

Government’s courageous stand on terrorism/extremism and the efforts of the

Government of Pakistan to protect and promote the minorities.

Similarly in November 2005, Archbishop of Canterbury visited Pakistan to

attend the Episcopal Silver Jubilee of Dr. John Malik, Bishop of Lahore and

Moderator Church of Pakistan. Most Reverent & Rt. Honorable Dr. Rowan

Williams the Archbishop of Canterbury inter-alia his meeting with the

President, Prime Minister and other dignitaries attended a dinner hosted by the

Minister for Minorities. He emphasized on peaceful co-existence and

interfaith dialogue. He appreciated Government’s commitment to fight against

curse of bigotry and extremisms through dissemination of vision of

enlightened moderation. The Ministry successfully conveyed positive message

of our tolerant policies to our brethren from other communities in the global

village.

Evacuee Trust Property Board

Evacuee Trust Property Board (ETPB), a self-financing corporate body

established under Evacuee Trust Properties (Management and Disposal) Act,

1975 (Act No. XIII of 1975) functions under the control of this Ministry.

!Grants-in-Aid for Social Welfare, Educational and Health purposes

PAKISTAN SIKH GURDWARA PARBANDHAK COMMITTEE

(PSGPC)

On the persistent demand of Sikhs, the Federal Government approved the

Scheme for Renovation, Maintenance and Preservation of Sikh Holy Shrines,

2004 on 24th

March, 2004, providing, inter alia, establishment of Pakistan

Sikh Gurdwara Parbandhak Committee (PSGPC) Advisory Committee and

Liaison Committee.

FUNCTIONS OF PAKISTAN SIKH GURDWARA

PARBANDHAK COMMITTEE (PSGPC)

a) Control, preservation, maintenance, renovation and repair of

Sikh Gurdwaras.

b) Supervision and control over langar arrangements.

c) Collection of donations and maintenance of its accounts.

d) Reception and farewell of yatrees.

e) Removal of misunderstandings between Muslims and Sikhs.

f) Conduct prayers, religious rites and Bhog in Gurdwaras

according to Sikh religion.

CONSTITUTION OF PAKISTAN SIKH GURDWARA

PARBANDHAK COMMITTEE (PSGPC)

The tenure of Pakistan Sikh Gurdwara Parbandhak Committee (PSGPC) is

three years. The PSGPC is headed by a Pakistani Sikh comprising 9 Pakistani

Sikhs as members, Chairman, ETP Board and Joint Secretary (Minorities) as

ex-officio members.

PSGPC is assisted by an Advisory Committee and Liaison Committee.

FACILITIES PROVIDED TO SIKH/HINDU YATREES

ETP Board makes all necessary arrangements to facilitate the Sikh/Hindu

yatrees. About 30000 yatrees visit their holy shrines in Pakistan each year on

four auspicious occasions.

GOALS AND TARGETS

As the Government has strong commitment to its programme of progress and

prosperity for the people of Pakistan, the Ministries / Divisions have been

assigned goals and targets with time line for their achievement in their

respective areas of operation. The Ministry of Minorities in accordance with

the instructions issued by the Prime Minister prepared its action plan

comprising 11 goals and 41 targets for the period from 01-07-2005 to 30-06-

2006. The status of these goals and targets is given below:-
