Welcome to the Ministry of Justice

Our vision is a digitally­enabled end­to­end justice system which can adapt and respond to changing needs.

We build things that matter for some of the most vulnerable people in our society. There are millions of people interacting with our services every year, often at the most difficult times of their lives. We want to provide them with simple to use, effective services which are built around their needs and help to improve access to justice.

Underpinning this is our work to transform the way our 80,000 staff working across over 900 sites work by providing them with the tools and technology to connect, collaborate and innovate as well as creating a more flexible, digital workplace.

I’m privileged to work with a talented and dedicated group of people who are passionate about what they do and committed to keeping our justice system operating effectively. We don’t stop there; we continuously improve our services and build better services for our users.

The Ministry of Justice works in a functional model for Digital and Technology. This role is fundamental to the success of our functional approach. It is vital that we form a collaborative and innovative leadership team to both drive change and enable the excellentwork of the Ministry of Justice's agencies as they transform some of the most fundamental services offered by government.

About the MoJ Digital & Technology

The Ministry of Justice (MoJ) Digital, Technology and Security Function is made up of around 900 specialists, located throughout the UK.

Our strategy falls into three categories of delivery, each of which is supported by a fourth:

Fix the basics by creating services and systems that are modern, secure and available to everyone

Make things more efficient through reducing manual and paper­based processes using automation and creating end­to­end digital services by default

Digital & Technology is responsible for all infrastructure, end user computing, onsite support and delivery of technology projects. It has responsibility for 95,000 devices and infrastructure across 900+ sites.

Our work comprises of:

Supporting the 70,000 staff working in courts, prisons, probation services and across other smaller agencies by providing simple, intuitive technology solutions and automating basic tasks.

Building and running digital services that make it easier for the public to get access to justice. Things like check if you can get legal aid and get help with child arrangements.

Protecting our people, systems and information from threats to security by providing specialist cyber security and data protection advice and expertise

About the role

Job Title

Director of Technology

Location

The role can be based in an MoJ Office in either Birmingham, Nottingham, Sheffield or London.

Travel to London would be required on an occasional basis.

Salary

The salary for this post is set within the Senior Civil Service Pay Band 2 range.

External candidates should expect their salary on appointment to be up to £130,000 per annum.

Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on the date of their appointment.

Contract Type

This role is being offered on a permanent basis.

The Role

Reporting directly to the MoJ’s Chief Digital and Information officer (CDIO), the Director of Technology will be responsible for delivery of technology services that meet the changing needs of all MoJ business areas. The mission is to run and modernise services to be fast, simple, and supported by commodity cloud services.

Services include:

Core networking services (DNS, DHCP, etc.) WAN and LAN services across more than 800 sites WiFi in courts, office buildings, prisons and probation service buildings Hosting services in legacy datacentres Secure video services connecting police stations, courts and prisons Desktops and laptops for all 70,000+ staff

Smartphones, tablets and desk telephony In­cell telephony and tablets/laptops for offenders Printers and scanners, including bulk print services Office productivity applications: Office 365, Google Apps, Slack

Key Responsibilities

As Director of Technology, you will:

Build, lead and motivate a specialist internal architecture and engineering team Set the strategy and roadmap for transformation to ensure services meet the needs of

our users both now and into the future Own both the technical operation and transformation of these services Do this in a manner that aligns to the MoJ Digital, Technology and Security strategy and

the Government Digital Service technology code of practice:

­ architecting loosely coupled services in order to easily switch out elements that aren’t working

­ taking a commodity and cloud first approach

­ putting users at the heart of our services

Work with the live service operations and customer services teams to ensure a customer­focused support function

Work as part of the leadership team to create a progressive and inclusive culture and drive performance

Lead a team of around 400 staff across multiple locations Manage a budget of over £250m, including responsibility for identifying efficiencies in

outsourced technology and reducing the level of legacy IT systems.

Leadership & Strategy

Develop a compelling architectural vision and strategy for technology services that meets the evolving needs of our users and exploits emerging technologies

Understand MoJ business strategies and spot opportunities to challenge the status quo Ensure the vision and strategy is aligned to the wider MoJ digital and technology

Technology Transformation

Build an understanding of flexible working trends, emerging technologies and delivery methods to inform the change agenda for infrastructure services

Work with business partners and other colleagues to prioritise change, both incrementaland transformational, within available funding

Take responsibility for the delivery of change, using agile delivery methodologies and a proportionate approach to risk to deliver at pace

Develop and deliver service roadmaps for all technology services Ensure technology services perform to agreed standards Implement appropriate tooling to effectively manage technology services, working

proactively to prevent problems, and quickly identifying and rectifying problems where they do occur.

Financial and Commercial Management

Manage a budget of £250m+, prioritising spend to deliver value for money, and continuously seeking opportunities for cost savings and efficiencies

Secure additional funding as required for the delivery of change to the services through effective demonstration of both return on investment and wider benefits

Work with colleagues to ensure the performance and risk of existing suppliers and contracts is robustly managed

Develop good working relationships with existing and future suppliers, setting the direction for the future commercial strategy for infrastructure services

Selection Process

Sarah Laessig, a Civil Service Commissioner, will chair the process. The Civil Service Commission has two primary functions:

Providing assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition. For the most senior posts in the Civil Service, the Commission discharges its responsibilities directly by overseeing the recruitment process and by a Commissioner chairing the selection panel.

Hearing and determining appeals made by civil servants under the Civil Service Code which sets out the Civil Service values ­ Impartiality, Objectivity, Integrity and Honesty ­ and forms part of the relationship between civil servants and their employer.

Shortlist

You will receive an acknowledgment of your application through the online process.

The panel will then assess your application to select those demonstrating the best fit with the role by considering the evidence you have provided against the criteria set out in the 'Person Specification' section. Failure to address any or all of these may affect your application.

The timeline later in this pack indicates the date by which decisions are expected to be made, and all shortlisted candidates will be advised of the outcome as soon as possible thereafter.

Assessment

If you are shortlisted, you will be asked to take part in a series of assessments which could include a staff engagement exercise. You will also be asked to provide two professional references prior to interview. These assessments will not result in a pass or fail decision.
