2. Consequent on approval of the lg Cadre Review of Group "B" & "C"

,3. In this connection it is intimated that RRs in respect of S/No ' 8c 2 ( Group "B" Post) already exist and the principal rules were published
vide tification G.S.R 88(E) in the Gazette of India, Extraordinary Part-II, Section-
3, su section(i) dated 05/02/2014 ( Copy is enclosed) . As regard, S/No-4 & 5
( Gro "C" Post) are concerned, it is submitted that RRs already exist and the
princi al rules were also published vide notification G.S.R 614(E) in the Gazette of
India, I xtraordinary Part-II, Section-3, sub-section(i) dated 22/07/2010 ( Copy is
enclo d). Since creation order of above ASI(Armr) has now been received, framing of se ate Recruitment Rules of above Group C post is required. Therefore, a
draft have been framed in accordance with guidelines issued by DoPT vide OM
No. .14017/48/2010-Estt.(RR) dated 31/12/2010.
In view of above, draft Recruitment Rules of ASI(Armr)( Male) Group C post of CRPF are enclosed herewith for vetting/approval of competent authority.

G.S.R - In cxerc se of the powers conferred by sub-section (1) of section 18 of the
Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby
makes the following rules regulating the method of recruitment to
Assistant Sub-Inspector (Annourer) (Male) Group "C" post in the Central Reserve

Police Force under t e Ministry of Home Affairs namely:-
1. Short title and commencement.-
a) These rules may be called the Central Reserve Police Force,
Assistant Sub- Inspector (Technical cadre) (Non-Gazetted) (Male) Group
'C' post Recruitment Rules, 2019.
b) They sh$1 come into Force on the date of their publication in the Official
Gazette.
Definitions.- I these rules, unless the context otherwise requires,-
"Director General" means the Director General, Central Reserve Police
Force;
"competent authority" means the appointing authority or authority referred
to in tne Central Reserve Police Force Act, 1949 and Central Reserve
Police Force Rules, 1955;
"SHAPE-ONE" means the Medical Category defmed as under :- 1
Medicnl classification done by Medical Officer after assessing fitness of
the o ter under the given factors indicated by the code letters SHAPE,
which represent the following function:-
- Psychological
- Hearing
A - Appendages
P - Physical Capacity
E - Eye-Sight
Functional capacity of an officer under each factor will be denoted by
numenil 1 to 5 against each code letter, indicating declining functional
efficiency and the numerals will be written next to the code letter, except
that wl-kere an officer is in Grade-I in all factors, his category may be
denote by writing SHAPE-I instead of writing S1H1A1P1E1 and the
general [evaluation of these numerals is as under:-

Application.- hese rules shall apply to the posts specified in column(l) of the
Schedule acme ed to these rules.
Number of pi Lts, classification and Pay Level in Pay Matrix. - The number of
post, their cla ifications and Pay Level in Pay Matrix attached thereto, shall be
as specified in olumn (2) to (4) of the Schedule annexed to these rules.
Method of cruitment, age-limit, qualification, etc.- The method of
recruitment, a -limit, qualification and other matters relating to the said posts
shall be as spe fied in column (5) to (13) of the said Schedule.
Maintenanc - Every post remained unfilled and every vacancy that may arise
thereafter sh I be filled in accordance with the provisions as contained in the
Schedule an the procedure as may be prescribed by the Central Government
from time to time.
Pre-Promotional courses.- The person in the feeder rank shall be detailed to
undergo, qualifying courses, before completing the service eligibility period for
promotion to higher rank, in order of their seniority and every such member of
the Force shall, before any promotion, be required to pass pre-promotion and
promotional course referred to in the Schedule:- I
Provided that if the Director General is satisfied that due to exigencies of
service or other unavoidable reasons, any such member is not able to undergo the
required pre-promotional courses, he may promote such member of Force,
subject to passing of pre-promotional course within a period of two years, from
the date of pr motion, failing which he shall be reverted to previous rank and
status.
Seniority.- I e Seniority will be regulated in accordance with the Central
Reserve Polic Force Rules, 1955 and general instructions issued by the Central
Government ft m time to time.
9. Appointmen of Technical personnel.- In context of these rule except such
trade which s specifically declared as technical(viz.- Armourer) and noverned
under separat rules, by the Director General the Central Reserve Police Force.
10. Disqualificat n: - No person,-
who h entered into or contracted a marriage with a person having a
spouse liv g; or
shall eligible for appointment under these rule, who, having a spouse
living, r as entered into or contracted a marriage with any person:
Provide ' that the Central Government may, if satisfied that such marriage 1,
is permissible der the personal law applicable to such person and that there are
other grounds so doing exempt any person from the operation of this rule.
11. Ineligibility of Non-citizens of India.- No person who is not a citizen of India
shall, except with the prior permission of the Central Government in writing, be
appointed or e ployed under these rules:
Provided that nothing contained in this rule shall debar the
appointment or employment of a subject of Nepal or Bhutan in the Force.

(1) The pe

necessary or expedient to do so, it may, by order, for reasons, to be recorded in
writing, relax any of the provisions of these rules in respect to any class or
category of persons.
