Brief was:
Barratt London encourages those designing public art
to consider how their work can be incorporated within
the buildings themselves.
you need to illustrate your ideas and explain how they
would be produced, especially where they might be
repeated on the building or across the site.

M40ceg 14.03.16 -Latest news from M40 CEG
Status Update for M40 Project with Highways EnglandHighways England are at present undertaking preliminary design and location reports on the 21
sites between Junction3 ( Loudwater) and Junction 8 ( Milton Common.) along the M40. These
reports are scheduled to be available by the end of March 2016.
It is hoped that there will be public exhibitions to be held in late Spring 2016, dates and
locations to be announced. The detailed design stage will be completed by September 2016,
with the installation work due to begin in Spring 2017. Installation is likely to take approximately
one year.
The project proceeding is dependent on the outcome of the business case and the investment
decision by Highways England
Public Realm (Aecom P5,8,19,20,21,22,23)
• Pedestrian Crossings – Retain 3 Pelican
• Establish 4 new “Uncontrolled or informal” crossings.
• Reducing real speed to 20MPH (with or without signs?)
? Availability of
Funds from London
Mayor through
LIP – programme

Bins on the High Street -• New Investors will not come while it all looks so scruffy!
Bins – Rear Service Areas P7, 18
Rear Service Access
Cover-up the Bins
Alternative Refuse Collection
• Include Commercial Re-cycling.
• Collect in plastic bags EVERY evening – timed collections
• Waste kept in each store until collection due
• Strict Enforcement
• Changes to planning policies for
shops/commercial to make provision
of refuse storage on site mandatory
• Household waste only on the High Street
on “evening” of collection.
Greening P21• We need more Tree Planting along the Broadway
• The Pocket Park will help
14 posts
for Hanging
baskets –
unused for
last 5
years!
Street Furniture P22• Most of it is Tired
• Some is superfluous
(e.g. Phone-box but it houses
Barnet free WiFi)
• More/Better Seating required
• Cycle posts
• Service Posts for Market use
• Consistent branding to suit
• No Public Toilets (except hidden in Library)
Up-dated furniture fit
for today’s functionality
Emphasis of durability and low maintenance – over time saving costs
Solar munchers
Clean Lines – not too comfortable
Stylish, with
function
Railings –
are they
necessary?
Shop Fronts & Flats Above – P20• Lack of design consistency
• Shutters detract
• Many Flats above lack any paint on their windows!
We propose to establish outline guidelines in NDP!
Perhaps we need a joint scheme to bring flats back into use,
working with Freeholders (grants are available from the Council)
Town Centre Boundary - DESTINATION
Evening Economy - P15
• Few reasons to visit at Night – poor selection of restaurants, no cinema, no PUB
• Property rents and rates not viable if use cannot be extended through the day & evening
• Residents spending their disposable income elsewhere, notably Central London & Borehamwood
• New Developments (MHE & Colindale)
• Potential for Undesirable Behaviour
• Secondary Pedestrian Routes unattractive e.g. to Daws Lane
• A1 : A3 mix ?
• Improved feature lighting, focused to footpath rather than carriageways
Improving Bus/Lite Rail Connections• Ultimately – A Lite Rail or Tram to Finchley Central on to
Edgware/ Bushey, and to Old Oak Common for HS2/Crossrail –relieving Brent Cross
• Short Term – single decker bus service from Millbrook Park/Mill Hill East Station along Devonshire Road (or old Railway line) to Pursley Road, (new Road access) into Copthall, then out along Champions Way to Page Street, to Fiveways Corner, along A41 to Greyhound Hill, Colindale Stn, Graham Park Way to Mill Hill Broadway, then along Flower Lane, Bunns Lane to Page Street, back into Copthall, out to Pursley road, returning to MHE
• Copthall Sports Centre is inaccessible & it is for Barnet residents not just those from Mill Hill! Saracens would benefit too!
• Or could Autonomous Vehicles meet these needs.
• Pro-active strategic thinking needed NOW.
Safe Cycle Paths -• Research shows half of all London suburban car trips could
be cycled in 10 minutes, yet just 133,000 of the 2.7m outer
London journeys that are cycle able are actually done by
bike.
Salcombe Gardens (then Apex, & Holders Hill – Locals)
• Paving & bollards mostly broken
• Shop Fronts are awful
• No Greening
• Anti-social behaviour - But it looks as
though nobody cares anyway!
• Barnet Council owns the Freeholds
• Barnet Homes manage the flats above
• Barnet Property Services manage the
shops
Supplement with Crowdsourcing?
Salcombe Gardens• New Assisted Car Home
• Also scheme for 6-10 Flats where lock up garages are today
• 6 Shop Front and new Public Realm with trees
• Estimate £80k
• Mayor of London £20k
• Barnet Council/ Homes match fund £20k
• 400+ Households
• Within 500 yards
• Crowdsource £20k
• Shop Keepers £20k
• GATEWAY to area

Farmers’ Markets – Every other Sunday in Bunns Lane Car Park
MARKETS & COUNTRY FAIR
MILL HILL FARMERS’ MARKET PROPOSAL (1/3)
Why
- From a survey1 that was conducted in autumn 2015 85% of residents agreed they would welcome regular markets and/or specialty shops.
- The Broadway lacks certain produce (e.g. fishmonger, cheese shop, ‘free-from’ bakery/confectionery) and while there may not be demand high enough to sustain a traditional bricks-and-mortar shop, a bi-weekly market could just fill the gap.
What
- 15 stalls, all approved by FARMA to ensure high quality of predominantly local produce.
- Twice a month on a Sunday between 10am and 2pm.
- Provision of chip-and-pin card machines to farmers to reduce queuing time and for shoppers convenience.
1 MHNF Public Meeting 9th September 2015.
MILL HILL FARMERS’ MARKET PROPOSAL (2/3)
Where
- Bunn’s Lane car park, is
significantly underused at the
weekends and to have a regular
farmers’ market would give it an
extra use, as well as supporting local
producers and small businesses.
- The Plan2 also speaks of re-
development of Mill Hill Broadway
station undercroft, including adding
flexible commercial space and so in
future the existing farmers market
could become a part of new
redevelopment.
2 Mill Hill – The Broadway Development Brief.
MILL HILL FARMERS’ MARKET PROPOSAL (3/3)
Who
- The concept is being pursued by Svetlana Sawhney, a Mill Hill resident for 3 years.
- Local support of Councillors: John Hart, Val Duschinsky and Tom Davey as well as John Gillett, Chairman of MHNF.
Next Steps
- Pushing Capita, Highways and Property Services departments to allocate request for lease.
- Researching what produce the residents for Mill Hill would be most interested in from farmers.
- Your comments and feedback are very much welcomed!
- Please reach out to Svetlana on [email protected]
