The Role of Athletics in the Educational Program

Athletics in the Minneapolis Public Schools are an integral part of the educational experience; they create opportunities for the development of different skills and values not found in the regular curriculum.

Objectives:

1. Participation will improve athletic knowledge and motor skills necessary for success.2. Participation helps students learn self-discipline and build self- confidence.3. Participation fosters the development of skills needed to work collaboratively with others for a common

goal.4. Participants will reflect principles of integrity, maximum effort and excellence.5. Participants will appreciate the benefit of hard work, motivation and perseverance in both victory and

defeat.

Although competition, success and winning are important parts of athletics; the emphasis in middle school is to accomplish these objectives for the benefit of participants with the ultimate concern being the welfare of individual student/athletes. The goal of the program is to provide quality experiences, emphasizing the participation of everyone involved.

Implementing Middle School Athletic Philosophy

1. Everyone participates• As a general rule everyone will play in every scheduled contest.• Coaches are encouraged to set up a planned system of substitution so that all participants have

playing time.2. Part of the practice time will be devoted to the development of individual skills and fundamentals.3. Part of the practice time will be devoted to the importance of academic success4. Emphasis is placed on sportsmanship, commitment, teamwork, discipline, perseverance and other such

qualities.

MIDDLE SCHOOL ELIGIBILITY RULES FOR ATHLETICS

• Education is first and foremost. All students must be enrolled in the school building they participate with unless a cooperative agreement is approved by the district athletic office. Athletics is available to students in grades 6, 7, and 8. To participate in games, the athlete must perform satisfactory work in his/her subjects. This will be tracked by the Athletic Director and coaches. If a student is sent home on suspension or is absent on that day, he/she will not be allowed to participate during the practice or a game. Students must be in school to practice and play in a game.

• There will be a $45 participation fee. There will be no refunds.• Students will be responsible to pay for any equipment or uniform not turned in or damaged at the end of

the season.• Penalty for unsportsmanlike conduct, including profanity from players, coaches or spectators:• First offense - warning• Second offense – player/coach will be ejected from the game or practice and suspended from the next

game. Consequences beyond that are determined by the principal and Athletic Coordinator at each school. If a coach is ejected from a game and there is no other adult available to finish coaching the game, the team will forfeit and the game will stop. Spectator will be asked to leave the park or gym immediately. If they refuse, the team will forfeit and the spectator will not be allowed at the next game. The game supervisor should step in to handle this problem. Park police can be called at any time. (612-370-4777). If a second ejection occurs, that player, coach or spectator will be done for the remainder of the season.

• Any player fighting before, during or after a game will be ejected from that game and suspended for the next game. Second offense – suspended for the rest of the season.

• Any player or coach who physically assaults an official will be suspended for the rest of the season.• All protests and complaints must be submitted in writing to the District Athletic Office within 48 hours. The

opposing school will be notified and given 48 hours to reply. The District Director of Athletics will review and make a decision of the consequences.

• The student athlete must be DRUG, ALCOHOL, AND TOBACCO FREE.• Neither the Minneapolis Public School District, nor any of its representatives - schools, employees, and

coaches – provide medical coverage insurance for injury incurred during a practice or a game, and are under no legal obligation to do so. ANY AND ALL INJURIES ARE THE PARENT’S OR GUARDIAN’S RESPONSIBILITY. Please be very sure you understand this and that your medical insurance is up to date. Again, the district assumes no responsibility.

MIDDLE SCHOOL RULES

• This program is only for eligible 6th, 7th, and 8th graders. No students in any other grade levels are allowed to participate. If a particular sport is not offered at your Minneapolis Public School, you may go to any other Minneapolis Public School that is in your attendance area. A player cannot play at a high school and middle school in the same sport. Students are ineligible for the season if they play in one high school game. A team registration form will be sent to schools before each season. Forms need to be returned to District Office by due date if you are planning to form a team.

• A physical and parent permission form is required for each student prior to participating.• Schools that don’t have enough players with physicals for a team before the end of week one will be taken

off the schedule with no penalty. If you forfeit two games of a season, the team is done at that point for the season; they will be asked to consider dropping that sport.

• Schools that have a large number of students trying out for sports are encouraged to adapt a no cut policy. Schools Athletic Directors in coordination with coaches may schedule extra games for additional teams provided the school covers all costs associated with games. This includes transportation and umpire fees.

• Schools’ seasons in a given sport may be cancelled if they do not follow the district rules. An appeal may be made by the Athletic Director to the District Athletic Director.

• Coaches must be cleared through Human Resources before the first day of practice each season. Any coach who doesn’t start and finish a whole season will be paid a prorated amount determined by the Athletic Director and District. Coaching contracts may be canceled at any time. Athletic Director contracts only need to be turned in at the beginning of the year but will be paid each season.

• It is strongly recommended that the Principal choose an Athletic Director that is experienced and involved with athletics and coaching. If the Athletic Director cannot find coaches, he/she may coach. A coach may not coach more than one team per season in the same league.

• Student will be registered using the Rycor Registration System. For questions regarding registration, please contact your school Athletic Director.

• Coaches must accompany students at all times for practices and games.• Any fees that occur from a forfeited game must be paid by the school before they will be allowed to

participate the next season.• Each team is required to practice three days per week (2 days if there are two games scheduled during the

week.) Athletic Directors must be aware of any canceled practices. Too many cancellations may affect the coaches’ final pay.

• Teams may condition (with or without a coach) before the season starts. Tryouts should still occur prior to the season start date.

• Schools may schedule additional games but all costs associated with these games including transportation and officials’ fees must be paid directly by the school.

• Academic progress will be tracked by the Athletic Director and coaches.• There will be a $45 participation fee for each sport. No refund will be given in case of quitting or being

dropped because of disciplinary reasons. A refund will only be given if a student changes schools and plays

for that school or has a doctor’s excuse that excuses them for the season. No refund will be considered for any reason after mid-season. Fees should be used for equipment/uniform replacement, awards or banquets

1. No student should be denied participation in athletic programs for inability to pay this fee.2. Schools may waive the fee.

• A list of names and bus stops MUST be provided by the coach to the bus drivers for every game if students are transported to corner stops.

• If players are not eligible to play because of grades, behavior, etc., they are not allowed to suit up.• Permits for game fields will be requested by the district office. Any park fields used for practice or gyms

used for games must be permitted by each school. The Athletic Director should fill out the online request for facilities under the Community Education Department tab on the district web site.

• Each sport will have a set of rules. These are available at the end of the district handbook for Middle School Athletics. Some of the rules may vary from the Minnesota State High School League. These rules are reviewed each year by the Athletic Department.

• Winning Schools should enter scores on Rschool today website the day after the game.• All teams should have a first aid kit and emergency cards at all games and practices.• Each school will determine their own policy on admitting spectators to games. Visiting schools should be

notified.• Cancellations will be made by the District Athletic Department only. Notification will be sent to the school,

officials and Transportation Department two hours (2) before game time. Please do not call in before that time. Games that are canceled may not be made up.

• There is an incident form that can be used for documentation and/or action of an issue or concern. It must be turned into the building Athletic Coordinator who will sign it and return to the District Office. If further investigation needs to be done, the District Office will send written notification to both schools of the final decision.

• Transportation for games is provided by the district. The buses will take the players to the game and home to corner stops, if the “Corner Stop” form is completed.

• Officials will report all ejections within 48 hours to the District Office.

SPORTSMANSHIP EXPECTATIONS

Expectations - Spectators must also conform to policies of home and host schools• Recognize the abilities of the participants and not expect professional levels of performance.• Encourage and support participants without trying to be coaches.• Exhibit a high level of self-control towards officials, coaches and other participants.• Come to events chemically free.• Respect the tobacco-free policy of the Minneapolis City Conference Schools.• Behave in an appropriate manner.• Show respect for the parents of other school’s participants.• Be a role model.• Discourage the inappropriate behavior of others.• Treat other teams with respect and equality.• Accept the decision of the officials.• Use appropriate language and cheers.• Sit in assigned areas.• Signs, banners, flags, noisemakers, laser lights, etc. will be confiscated.• No signs or offensive noises.• Objects may not be thrown.• No gang style behavior.• Know, and understand and appreciate the rules of the contest.• Show respect for the officials, players and fans regardless of school affiliation or ethnic, racial or religious

background.• Maintain self-control at all times.• Be in the appropriate spectator area.

Acceptable Behavior Unacceptable Behavior

• Accept all decisions of contest officials.• Applause during player introductions.• Shaking hands with opponents.• Leading fans in positive cheers.• Handshakes between participants and coaches at

the end of the contest, regardless of the outcome.• Treat the competition as a game, not a war.• Everyone showing concern for an injured player,

regardless of team.

• Disrespectful or derogatory yells, chants, songs or gestures.

• Booing or heckling an official’s decision.• Criticizing officials in any way.• Yells that antagonize opponents.• Refusing to shake hands.• Blaming the loss of a game on an official, coach or

participant.• Taunting or name-calling to distract an opponent• Use of profanity.• Hand-held signs containing derogatory language.

Acts of Misconduct:• Use of banners, signs or flags.• Throwing of objects such as coins, pop cans, folded programs as airplanes, etc.• Use of obscene or abusive language that offends, intimidates or shows prejudice toward a player, official or

spectator being on the premises of the scheduled contest while under the influence of chemicals, including alcohol.

• Unauthorized entry into any scheduled contest.• Inappropriate dress and/or behavior.• Spectator demonstrations on the playing field, courts, etc.• Gang style behavior, clothing, posturing, hand signs, handshakes and speech.

Consequences for not following expectations:• Violators of any above expectations will be asked to leave the premises.

Permit Procedure for Building and Park Use

Permits must be completed by the building athletic directors for practice and games even if the games are at your school.

A. Procedure for School PermitsStart at the Minneapolis web site and click on Departments, click on Community Education, click Online Applications for Use of Facility, click on Log in under MPS. Employees (your user name and pass word are the same ones you use for your email). It will say “begin reserving click here”, highlight your school and click Next, click on the appropriate space that you want to reserve and click next, select Reoccurring Event and put in the start and end dates of the season and which days you will use the gym. If you want to put in two separate requests for practice and games you can, since the times are different. You can also do the permits for the whole year at one time. All permit requests must have the “Funding Information” completed in order to be processed. This includes: Fund, Cost Center, Functional Area and Internal Order Number.

COED SOCCER RULES

• Games will be two 25 minute halves with a 5 minute halftime.• High school rules will be followed with the following exceptions:

1. There is unlimited substitution.2. If game ends in a tie a shoot-out will occur.

• SHOOT OUT RULES: The referee designates which team captain will call the coin toss. о The team winning the coin toss has the choice of shooting first or second. о Each coach selects three players, on or off the field (except those who were disqualified), to take

penalty kicks. The teams alternate kickers with the goalkeeper being any eligible team member. о The team scoring on the greater number of kicks shall be the winner. о If the score is still tied, each coach will select one different player who shall take each kick, and not

until all players of any team have attempted a kick, may a player of the same team have a second kick. о When repeating the procedure, a winner will be declared if one team scores and the opponent fails to

score.• For Pool Standings teams will be awarded 3 pts for regulation win, 2 pts for shoot-out win and 1 pt. for shoot-

out loss.• After warm-ups teams clear the field for official’s’ meeting, lineups and jewelry checks.• Games should start on time!• All students must wear approved shin guards.• All students in good standing must play in game.• Teams will use a regulation size 5 ball.• All players must have on matching uniform tops with a number on the back and preferably on the front also.• If a team does not have enough players, they may forfeit and scrimmage if agreed by both coaches.• Penalty for unsportsmanlike conduct including, profanity from players, coaches or spectators:

о First offense - warning. о Second offense – player/coach will be ejected from the game or practice and suspended from the next

game. If a coach is ejected from a game and there is no other adult available to finish coaching the game, the team will forfeit and the game will stop.

• If a team is late due to weather or a late bus, a shortened version of the game should be played with the remaining time.

• If a bus does not show up, call Transportation immediately at the scheduled pick up time. If they can’t get a bus to your site in time for you to get to the game site with at least half of the remaining game time left, the bus should take the players home or be canceled. Call the other school and let them know you will not be coming to the game.

• A scorebook must to be kept by each team.

BASKETBALL RULES

• Two 18-minute halves will be played with 5 minutes between halves. Clock is running time except for shooting fouls, time outs and last two minutes of the half and game.

• Each team is allowed two time outs per half (1 minute each).• The away team must be able to take half of the court for warm up. After warm-ups teams clear the floor for

meeting, lineups and jewelry checks. Games should start on time!• If a team is up by 20 points in the second half, the time will run and only stop for timeouts.• There will be one 2-minute overtime with one 30-second timeout in case of a tie (if there is time left in the

game).• All students in good standing must play in game.• All technical fouls are awarded 2 points and the ball.• Boys will use a regulation size ball; girls will use a 28.5”.• All players must have on matching uniform tops with a number on the back and preferably on the front also.• Full press is allowed the whole game unless your team is up by more than 15 points.• Each team must start with five (5) players. If a team has less than five (5) players, they will forfeit. They may

scrimmage if agreed by both coaches.• Penalty for unsportsmanlike conduct including, profanity from players, coaches or spectators:

о First offense - warning о Second offense – player/coach will be ejected from the game or practice and suspended from the next

game. If a coach is ejected from a game and there is no other adult available to finish coaching the game, the team will forfeit and the game will stop.

END OF THE SEASON TOURNAMENT

1. There will be a single elimination tournament for all sports.• There may be a coaches/athletic directors meeting prior to the tournament to determine seeds.• Home teams will be determined by district office considering transportation issues.• Buses will be ordered by District Athletic Office• Tournament schedule will be e-mailed to Athletic Director.• Make sure you roster is updated before tournament.

Starting an Athletic Department

Interscholastic Athletics (6-8)

• Start looking for coaches- in house is best, then in-district, then other. All coaches must clear a Human Resources background check which could take two weeks, so start early. Schools must have a coach by season start date and an adequate number of players with physicals by the end of week one to continue their season without penalty.

• Six weeks before each season you should have a sign-up sheet to find out who is interested in the sports being offered the next season. Physical forms should be handed out to each student interested along with a letter discussing the procedure (there is more information in the manual). As the students bring physicals in they should be filed with the health assistant. A very common misconception from the students, and sometimes the parent is about already having a physical because they have had their 7th grade shots, it’s not the same. Athletic physicals are different from well child exams.

• Make sure you coordinate after school activity buses with other programs in your building. Currently, the Athletic department provides practice busses for the fall season.

• Coordinate your gym time with others in the building that may be using your facility for other activities and special events at your school. Other schools found it best to have one person in charge of the master calendar for the gym. Fill out a permit on line with Community Education for practice and home games.

• Schools have registration 2 times per year, prior to each season. Order any equipment and uniforms at least 6-8 weeks prior to your season start date. There are a few places listed in the manual but there are many places you can order from. There is a list of equipment for each sport available upon request.

• All schools must provide certain information to the district office. Forms can be found in the handbook.• All schools are responsible for any fees that occur when you don’t cancel a practice or a game two hours in

COACHES JOB DESCRIPTION / RESPONSIBILITIES

Coaches are Minneapolis Public Schools seasonal employees after they get a background check with Human Resources. In this role, they have specific duties and responsibilities. Required duties and responsibilities include the following:

• Attend all meetings scheduled by district – This includes the initial district wide coaches inservice!• All non-district employees must make an appointment with Human Resources for background check before

any contact with students.• Be knowledgeable of, and able to utilize, up-to-date sport teaching techniques.• Understand that if game officials do not show up that you must officiate game.• Abide by the rules of the game in letter and spirit.• Know, understand, support and adhere to school, district, and state rules, policies and philosophies.• Provide enthusiastic leadership that will produce a maximum effort by team members.• Provide an environment free of safety hazards.• Constantly and consistently maintain exemplary conduct at practice and games that reflects an attitude of

respect and courtesy toward teammates, opponents, officials, and spectators and require team members to do the same.

• Be on time and present for all athletic activities associated with activity assigned.• Plan, organize and supervise regular practice sessions to include an effective conditioning program.• Any practice cancellations must be approved by the building Athletics Director. Cancellations may adjust

final pay.• Understand and practice the proper care and prevention of injuries.• Know the emergency protocol. Remember to include all practice and game locations when completing your

plan.• Have first aid kit available at all practices and games.• Attend beginning-of-season meeting. Assist the building Athletic Director with the collection and

• Monitor and support the academic progress of the athletes in the program. Aid athletes in meeting the academic eligibility requirements and maximizing their academic potential. Collect weekly trackers to determine eligibility.

• Provide each athlete with written expectations with regard to academic progress, attendance, attitude, procedure for communicating with coaches when students cannot attend games or practices, squad size and procedures for selecting the squad, bus procedures, etc. These rules should be distributed at the initial team meeting and to any student who may join the team after the initial meeting.

• Check equipment and uniforms in and out (keep a log).• Clean, inspect and inventory equipment and uniforms. This must be turned in to Athletic Director.• Must stay with players after games and practices until all players have left the site.• Teach and model appropriate sportsmanship!

SEASON DATES & INFORMATION

TRYOUTS• Schools can start open gym practices at any time.• Schools cannot have a tryout before the scheduled season start date.• A coach should attempt to keep as many players as possible; we want to avoid cutting students.

COED SOCCER• The season will start the second week of school.• There will be a minimum of 12 players.• School will be provided one bus for transportation to games.• End of season tournament will include all teams.

BASKETBALL• The season will start late November (after Thanksgiving).• There will be a minimum of 8 players.• Home team must provide official bookkeeper at a separate table for all home games. They must also

provide a score keeper/timer. The away team may also keep their book at head table if this is allowed by host school. A whistle, horn, bell or buzzer must be provided for the timer.

• School will be provided one bus for transportation to games.• End of season tournament will include all teams.

EMERGENCY PLAN FOR ATHLETIC INJURIES

I. INTRODUCTION

It is important that all school personnel involved with athletics prepare themselves to prevent accidents and to maintain a safe environment within the various outdoor and indoor arenas for athletic participation. It is important that when schools provide equipment for athletics, the equipment is safe and provides the protection intended. It is also expected that all coaches will instruct the athletes they are responsible for the proper skills and techniques for their particular sport to provide the safest atmosphere possible.

Even though all possible areas for safety have been addressed, because of the nature of the activity, we can assume that accidents will occur. With this in mind, the Athletic Department offers this Emergency Plan for Athletic Injuries.

II. ACCIDENT REPORT SYSTEM

When injuries occur, the coach in charge is responsible for completing the “Student (or non-employee) Accident/Incident Report”, Form119. The following injuries should be reported:

A. Any injury requiring care beyond that given in school.B. Any injury with recommendation to parents, guardians or designee for a medical follow-up.C. Accidents with any type of head injury. Even a slight head injury may result in symptoms of further Any

injury after the student leaves the supervision of the coach. The parent, guardian or designee should be notified of all head injuries. A report should include information on who was contacted and how the contact was made.

D. Any injury of an unusual nature or because of an unusual circumstance, e.g., poisoning, overdose, etc.E. Assault and battery.

Form 119 should be submitted to the Health Services Office on the first workday following the incident. The Building Athletic Director should keep a copy of all accident reports on file with the date the form was sent to the Health Services Office.

When the injury is considered serious, it is necessary to also inform by phone, as soon as possible, the Building Athletic Director who will notify the Principal and Director of Athletics. The Director of Athletics is responsible for notifying the Associate Superintendent for Secondary Education and the Health Services Office. Injuries that fall in the serious category are as follows:

A. An injury that is life threatening.B. When an ambulance is called.C. The victim suffers a compound fracture.D. Dismemberments.E. Head injury requiring immediate medical care.

F. Questionable third degree burns.G. Any injury of an unusual nature of as a result of an unusual circumstance, e.g., poisoning, overdose, etc.H. Assault and battery.

When an injury occurs and a concern is expressed by the coach as to whether or not an accident report should be filed, the Athletic Department suggests that the coach file the report.

III. WHEN AN INJURY OCCURS

All persons employed by the district are responsible for administering first aid to injured students within the limits of their proficiency. On the athletic field, the coach in charge assumes this responsibility. Attempting to render first aid care beyond the level of one’s proficiency can be grounds for legal action against the school personnel.

Minnesota Statute section 604.05, commonly known as the “Good Samaritan Law” reads as follows:

“No person who, in good faith and in the exercise of reasonable care, renders emergency care at the scene of an emergency is liable for any civil damages as a result of acts or omissions by such person in rendering the emergency care.”

Thus, any coach rendering proper initial first aid to an athlete, such as stopping bleeding, cleansing a wound, placing a bandage over a scrape, etc., is free from civil liability pursuant to this statute if done with due caution and common sense.

The coach in charge is responsible for any athlete on his or her team who is injured regardless of whether the team is the home team or the visiting team. If a trainer has been assigned to a contest, the trainer will advise the coach as to the proper action to take. If an injury occurs that requires advanced or professional emergency care and a 911 call is necessary, the following procedure should be employed:

A. The most knowledgeable first aid person should remain with the injured athlete.B. Send a responsible person, who understands the situation, to call 911 and the parent, guardian or designee.

Also, the caller should explain to the 911 dispatcher and the parent where the best access point to the injured person is to include street and number and the closest gate opening or door. An example would be the “northeast door on the 49th Street side.”

C. Send a responsible person (with a key if necessary) to the access point to meet all emergency vehicles and/or parents and direct them to the accident scene.

D. If it is necessary to transport the injured athlete to the hospital and the parent is not available, a responsible person should accompany the athlete in the ambulance to the hospital. The coach should have someone continue to try and reach the parent. If the parent cannot be reached by the end of the athletic activity, the coach should contact the hospital as to the condition of the injured athlete and determine further action. In the event contact was not made with the parent/guardian, the coach in charge is responsible for writing an account of the incident and mailing it to the parent/guardian.

E. The “Student (or non-employee) Accident/Incident Report”, Form 119, should be completed on the first work day following the injury and submitted to the Health Services Office.

IV. RETURN TO PARTICIPATION

If an injury requires medical attention, the attending physician must verify the athlete is capable of returning to participation before he or she resumes participation. (Forms are available from the Building Athletic Director.)

V. EMERGENCY NOTIFICATION LIST

The coach in charge must have available at all times, when the team is practicing or playing, an emergency notification list which should include:

A. The athlete’s name and address.B. The name of the parent, guardian or designee.C. An emergency telephone number, home and work phone numbers for the person above.D. An additional person who may be called if the parent cannot be reached, to include a home and work

telephone number.E. Family physician if applicable.

VI. ACCESS POINTS FOR PRACTICE AND CONTEST SITESThe Building Athletic Director at each school is responsible for providing a plan for directing emergency personnel and/or parents to the following appropriate access points for:

A. Outdoor athletic fields (on school grounds and at other home sites).B. The most accessible outside door or entrance for each indoor athletic facility (it may be the same door).C. The most accessible outside door or entrance to buildings other than the main school building(s) that are

used as home game or practice sites (e.g., swimming pools).

All coaches should be given a dry run on access points for areas they will be using for that season prior to the start of practice. A map of the access points should be available for coaches and posted on the wall by the telephones that are used to make emergency calls.

VII. CLAIMS AGAINST AN ATHLETIC STAFF MEMBER OF THE SCHOOL DISTRICT

The school district does not carry accident or medical insurance for students. Those expenses are the responsibility of the student and his/her family.

However, school districts have been alleged to be liable for student injuries. Lack of supervision, poor equipment and facilities, or violations of safety practices or procedures are common allegations. The school district carries liability insurance to defend claims of that nature.

If a coach is threatened with a liability claim, refer the claimant to the school district’s General Counsel Office. All legal processes served on the district should be directed to the Superintendent’s Office.

Under no circumstances should school personnel admit liability or assure anyone that their damages or claims will be taken care of. Such statements could invalidate your insurance coverage or the school district’s coverage.

VIII. CONCLUSION

Immediate and proper care will provide all injured parties the best opportunity for a normal recovery, and in some cases, the saving of a life. All athletic personnel must familiarize themselves with this plan so that we may provide the safest possible conditions for all Minneapolis Public School athletes. SITE MANAGER DUTIES

SUPERVISION OF STUDENT GROUPS AT ATHLETIC GAMES INSTRUCTIONS OR SUGGESTIONS TO SUPERVISORS/SITE MANAGERS

A faculty supervisor of students at athletic games is present to perform a job. This volunteer position is often completed by the building Athletics Director. Arrangements have been made for this special help to assure exemplary student conduct. It has been our observation that a supervisor cannot properly know what is going on and perform the job of supervision if he or she merely takes a seat and becomes an interested spectator. We wish, therefore, to suggest that supervisors be instructed as follows:

1. They should arrive at the site thirty (30) minutes prior to the beginning of an athletic contest.2. They should help coaches clear the gym floor prior to warm-ups and the start of the game.3. They should be on their feet and moving about wherever their schools’ students congregate. This means

through the balcony, into the hallways and occasionally through the lavatories on an inspection.4. Tobacco, alcohol and other mood-altering chemicals will not be tolerated in any area.5. Throwing debris is a common annoyance that will not be tolerated.6. Fighting of any kind is not to be permitted.7. Do not tolerate abusive or profane language by students.8. Report to the Building Athletic Coordinator the names of any students that may need to be disciplined at

the individual school.9. Supervisors should remain until all students have left the playing site.10. Each supervisor is to wear an identifying badge.11. If the supervisors have any suggestions, please refer them to the contest manager.12. Do not permit student signs to be displayed. Only official signs are permitted. Noisemakers such as sirens,

horns, etc. are not permitted.13. Make your identity known to the police officers if any are on duty and have them assist you when dealing

with difficult situations.14. Know location of first aid kit and defibrillator.15. Know emergency plan for building and/or site of contest.

CONCUSSION MANAGEMENT RECOMMENDATIONS FOR MPS ATHLETES

Acute injuryWhen a player shows any symptoms or signs of a concussion, the following should be applied.

1. The player should not be allowed to return to play in the current game or practice.2. The player should not be left alone, and regular monitoring for deterioration is essential over the initial few

hours after injury.3. The player should be medically evaluated after the injury.4. Return to play must follow a medically supervised stepwise process.

A player should never return to play while symptomatic. “When in doubt, sit them out!”

Return to play protocolAs described above, most injuries will be simple concussions, and such injuries recover spontaneously over several days. In these situations, it is expected that an athlete will proceed rapidly through the stepwise return to play strategy.

During this period of recovery in the first few days after an injury, it is important to emphasize to the athlete that physical and cognitive rest is required. Activities that require concentration and attention may exacerbate the symptoms and as a result delay recovery.

The return to play after a concussion follows a stepwise process:

1. No activity, complete rest until all symptoms have resolved. Once asymptomatic, proceed to level 2.2. Light aerobic exercise such as walking or stationary cycling, no resistance training.3. Sport specific exercise—for example, skating in hockey, running in soccer; progressive addition of resistance

training at steps 3 or 4.4. Non-contact training drills.5. Full contact training after medical clearance.6. Game play.

With this stepwise progression, the athlete should continue to proceed to the next level if asymptomatic at the current level. If any post-concussion symptoms occur, the patient should drop back to the previous asymptomatic level and try to progress again after 24 hours.

In cases of complex concussion, the rehabilitation will be more prolonged, and return to play advice will be more circumspect. It is envisaged that complex cases should be managed by doctors with a specific expertise in the management of such injuries.

An additional consideration in return to play is that concussed athletes should not only be symptom-free but also should not be taking any pharmacological agents/drugs that may affect or modify the symptoms of concussion. If antidepressant treatment is started during the management of a complex concussion, the decision to return to play while still receiving such medication must be considered carefully by the clinician concerned (see below).

When there are team physicians experienced in concussion management with access to immediate—that is, sideline—neurocognitive assessment, return to play management is often more rapid, but it must still follow the same basic principles, namely full clinical and cognitive recovery before consideration of return to play.

Neurocognitive testing, utilizing computerized program like CogSport (Concussion Sentinel), Impact, and Headminders, can be a useful adjunct to the management of concussion in high school athletes and are best applied to the management of concussion when there is a baseline test to use for comparison after concussion. Baseline testing should be considered for athletes competing in contact sports, especially football, ice hockey, soccer, wrestling, and basketball. Testing is most cost effectively applied after symptoms have resolved.

MINNESOTA STATE HIGH SCHOOL LEAGUE

IMPLEMENTATION OF NFHS PLAYING RULES RELATED TO CONCUSSION AND CONCUSSED ATHLETES

In its various sports playing rules, the National Federation of State High School Associations (NFHS) has implemented a standard rule in all sports dealing with concussions in student-athletes. The basic rule in all sports (which may be worded slightly different in each rule book) states that: “Any athlete who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by an appropriate health care professional.”

The MSHSL Sports Medicine Advisory Committee highly recommends that every student-athlete and parent should successfully complete the Heads Up: Concussion in high School Sports course. The course can be accessed at: www.cdc.gov/headsup.

The role of contest officials in administering the rule

Officials are to review and know the signs and symptoms of a concussion and immediately remove any athlete who displays the following signs or symptoms from the contest.

• Headache• Fogginess• Difficulty concentrating• Easily confused• Slowed thought processes• Difficulty with memory• Nausea• Lack of energy, tiredness• Dizziness, poor balance• Blurred vision• Sensitive to light and sounds• Mood changes – irritable, anxious or tearful

Only an Appropriate Health Care Professional can decide if an athlete has been concussed (has had a concussion)• An appropriate Health Care Professional is empowered to make on site determination that an athlete has

received concussion.

An Appropriate Health Care Professional (AHCP) is defined as a medical professional functioning within the levels of their medical education, medical training, and medical licensure.

• If the Appropriate Health Care Professional has determined that an athlete has been concussed, that decision is fine and the athlete must be removed from all competition for the remainder of that day.

• If the event continues over multiple days, the designated event AHCP has the ultimate authority regarding any return to play decision during the event.

Procedure to follow if an official has removed an athlete and the AHCP has determined the athlete does not have a concussion

• If it is confirmed by the school’s designated AHCP that the athlete was removed from competition but did not sustain a concussion, the head coach may so advise the officials during an appropriate stoppage of play, and the athlete may reenter competition pursuant to the contest rules.

Procedure regarding an authorization to return to practice/competition in the sportOnce a concussion has been diagnosed by an AHCP, only an AHCP can authorize a subsequent return to play.

a. The clearance must be in writing;b. The clearance may not be on the same date on which the athlete was removed from play; andc. The form must be kept on file in the school’s athletic office.d. A parent cannot authorize the return to play for his or her child, even if the parent is also an AHCP.

Fundamental reminder about this ruleIt has always been the ultimate responsibility of the coaching staff, in all sports, to ensure that players are allowed to compete in practice or contests only if they are physically capable of doing so.

WHEN IN DOUBT…SIT THEM OUT !

NFHS suggested Concussion Management Guidelines for Health Care Professionals if the athlete has been concussed on the day of competition

1. No athlete should Return to Play (RTP) or practice on the same day of a concussion.2. Any athlete suspected of having a concussion should be evaluated by an AHCP that day.3. Any athlete with a concussion should be medically cleared by an AHCP prior to resuming participation in any

practice or competition.4. After medical clearance, RTP should follow a step-wise protocol with provisions for delayed RTP based upon

the return of any signs or symptoms. Acute injury When a player shows any symptoms or signs of a concussion, the following should be applied.

The final return to competition decision is based on clinical judgment and the athlete may return only with written permission from a health care provider who is registered, licensed, certified, or otherwise statutorily authorized by the state to provide medical treatment ; is trained and experienced in evaluating and managing concussions; and is practicing within the person’s medical training and scope of practice. Neuropsychological testing or balance testing may help with the return to play decision and may be used after the player is symptom free, but the tests are not required for the symptom free player to return to play. TRANSPORTATION INFORMATION AND RULES

All athletic teams are to be transported from the school site to the game, then to corner stops by bonded carrier. All students must ride the district provided transportation to and from games. A student may only be released to their parent/guardian when transportation is provided by the district.

Important Information

• Always confirm your bus the day of a game.

• Always have a list of names and transportation stops ready for the driver when using Corner Stops.

• Athletic buses may be scheduled to run in combination with other routes. If a team is going to be delayed at pick-up

time, the coach contact the Transportation Office immediately.

• Before leaving school, confirm the time and place of the return with the driver.

• Buses are committed to other trips. They cannot wait extended periods for late groups (10 minute maximum).

• Inaccurate order information results in increased cost.

• The first call in the event of any problem should be to the Field Trip Office (number above).

• To avoid cancellation charges, school should cancel with Field Trip Office at least 2 hours before scheduled

departure.

• If one bus is there to pick up, have driver call to make sure the other bus is on its way.

• Coach must ride the bus with the players.

• Students may not change in or out of their uniform on the bus to or from a game.

• Any student that gets a bus conduct report for disrespect, threatening anyone on the bus or doing something that would

put themselves or others in danger may lose all bus privileges for the rest of the season.

• If a whole team gets a bus conduct report where individual players cannot be identified, the coach should ride the

bus to and from the games for the remainder of the season. Buses may be canceled to corner stops.

Weather Emergency – No field trip or athletic trip will commence during a period for which the National Weather

Service Forecast Office has issued a tornado warning, winter storm warning, blizzard warning, or freezing rain

advisory for the Twin City area or other areas which will be traveled during the trip. Games will be called off by the

officials when lightening is present.

CONTRACT / PAYROLL PROCEDURE

Coaches / Athletic Director:

• All coaches must sign a co-curricular assignment contract and all necessary paperwork should be filled out at the district wide coaches meetings. Coaches must receive clearance from the Human Resources Department prior to working with any students! If you do not have a coach when the season starts, there will be no team. Athletic Directors only need to fill out one contract per year.

• If coach misses the district wide meeting date the Athletic Director should submit a copy of the contract and all necessary paperwork to the Human Resources Department at [email protected]. The coach must then call Human Resources to set up an appointment for final clearance details (612-668-0538). They should bring a copy of their contract and two forms of ID to this appointment. All employees are subject to a background check.

• At the end of the season, a payroll form must be e-mailed to [email protected] at the district office by the building Athletic Director fully completed with coaches district ID number and amount of pay by the due dates in order to be paid.

• Any Coach who is released from their duty or terminated will receive a prorated amount of their contracted rate of pay.

Other Workers: (officials etc.)

Non-District Employees:

• Must keep track of dates, times and places on a “Request for Payment Form” and turn it into the Building Athletic Coordinator. All forms are available on our website. A W-9 form needs to be filled out and submitted for any new worker.

District Employees

• Must be recorded on the payroll form with employee ID number, job and dates. Get forms on our website.

* Payroll will not be processed until all received paperwork is completed by the district office.

OFFICIALS RATE OF PAY

FallCoed Soccer: Two (2) officials per game/rate of pay: $40.00 each $55.00 for one (1)

WinterBasketball:Two (2) officials per game/rate of pay: $35.00 each $45.00 for one (1)

COACHES - SUPPORT PERSONNEL RATE OF PAY

Athletic Director $375.00 per sportHead Coach $1,608.00 per season

Game Workers - Volunteers are encouraged and welcomed provided they are able to fulfill duties of position.

Coed Soccer: No game workers needed. Each team will keep scorebooks.Boys and Girls Basketball: One (1) volunteer Scoreboard Operator and one (1) volunteer bookkeeper. Basketball coaches cannot take a job at head table on the same day of their own game.

Site Supervisor (all home games)

SUPERVISION OF STUDENT GROUPS AT ATHLETIC GAMES - INSTRUCTIONS OR SUGGESTIONS TO SUPERVISORS/SITE MANAGERS (The site supervisor cannot be a coach whose team plays on the same day.)

The site supervisor at athletic games is there to perform a job. It has been our observation that a supervisor cannot properly know what is going on and perform the job of supervision if he or she merely takes a seat and becomes an interested spectator. Supervisors should be instructed as follows:

• They should arrive at the site thirty minutes (30) prior to the beginning of an athletic contest.• They should help coaches clear the gym floor prior to warm-ups and the start of the game.• They should be on their feet and moving about wherever their schools’ students congregate. This means

through the balcony, into the hallways and occasionally through the lavatories on an inspection.• Tobacco, alcohol and other mood-altering chemicals will not be tolerated in any area.• Throwing debris is a common annoyance that will not be tolerated.• Fighting of any kind is not to be permitted.• Do not tolerate abusive or profane language by students.• Report the names of any students that may need to be disciplined at the individual school.• Supervisors should remain until all students have left the playing site.• Each supervisor should wear an identifying badge.• If the supervisors have any suggestions, please refer them to the district athletic director.• Do not permit student signs to be displayed. Noisemakers such as sirens, horns, etc. are not permitted.• Make your identity known to any police officers (if on duty) and have them assist you when dealing with

difficult situations.
