Section 1 Name: Ridge Beverly Little League. Ridge Beverly Little League is chartered with Little League Baseball, Incorporated; Williamsport, PA., State of Illinois, District 7

Section 2 Ridge Beverly Little League will allow all players to participate regardless of location. All-Star selection for players that do not reside within the boundaries set forth by Little League Baseball will apply. Any residency exceptions for All-Stars must be approved by the Executive Committee of the League.

Section 3 Divisions: The divisions of Little League Baseball, Inc. that shall be participated in by Ridge Beverly Little League will be Colt Baseball, Pony Baseball, Major Baseball, Minor Baseball, Pee Wee Baseball, Coach Pitch Advanced T-Ball and Instructional T-Ball. A Commissioner as elected by the Ridge Beverly Board shall oversee each division.

Section 4 History: Ridge Beverly Little League was formed in 1967 and is a 501(c) (3) tax exempt organization which

operates baseball teams for the local little league. Dues are charged to cover the costs essential with playing little league baseball for the aforementioned divisions of baseball.

ARTICLE II – OBJECTIVE

Section 1 The objective of Ridge Beverly Little League shall be to implant firmly in the children of the communities the ideals of good sportsmanship, honesty, loyalty, courage and reverence so that they may be finer, stronger and happier children and will grow to be good, decent and trustworthy citizens.

Section 2 To achieve this objective the Ridge Beverly Little League, Inc. will provide a supervised program under the rules and regulations of Little League Baseball, Inc. and Ridge Beverly Little League rules. All Directors, Officers, and Members shall bear in mind that the attainment of exceptional athletic skill or the winning of the game is secondary and the molding of future citizens is of prime importance. In accordance, with the Federal Internal Revenue Code, the Ridge Beverly Little League, Inc. shall operate exclusively as a non-profit educational organization providing a supervised program of competitive baseball. No part of the net earnings shall insure to benefit of any private individual; no substantial part of the activity of which is carrying on propaganda, or otherwise attempting to influence legislation, any which does not participate in or intervene in any political campaign on behalf of any candidate for public office.

Section 3 Ridge Beverly Little League shall insist upon proper behavior of adult managers, coaches, Board members, and spectators as outlined in the League’s Code of Ethics.

Section 4 The Ridge Beverly Little League, Inc. prohibits the use of profanity, abusive language or mistreatment of youth by adult managers, coaches or spectators.

Section 5 The Ridge Beverly Little League, Inc. prohibits the use of any intoxicating drinkor illegal substances used or consumed while any adult coach or person in charge of youth, and/or performing or functioning in their specific duties while youth are under their control. The Ridge Beverly Little League, Inc. prohibits the use of alcoholic or illegal substances by anyone within the baseball complex.

Section 6 The Ridge Beverly Little League, Inc. shall provide group accident liability insurance for all youth under the jurisdiction of the Ridge Beverly Little League, Inc.

Section 7 The Ridge Beverly Little League, Inc. shall provide legal liability for all Officers,

Directors, Players, Manager/Coaches, Umpires, Scorekeepers and Committee Personnel and other volunteers.

ARTICLE III -GOVERNMENT

Section 1 Managers, Coaches, and other adult volunteers shall be under the direct supervision of the Ridge Beverly Board. The Board will be elected at the general membership meeting in September. Each Board member elected will have one vote at the Board meeting. The highest member listed in Article III Section 5 shall not vote on league matters but shall cast a deciding vote in the event of a tie.

Section 2 Candidates for open Board positions shall be nominated annually at the general member ship meeting in September. A candidate may be nominated by a general member or a Board member. A candidate must be present to accept the nomination to be voted in. A vote of all members in attendance including current Board members whose term has not currently expired, except the President or Vice President will vote on all potential candidates. In the event of tie vote for a candidate, the current President or Vice President will cast the deciding vote. The term of President or Vice President shall expire in alternating years. Should the President or Vice President relinquish their role prior to the expiration of their term, the Board shall appoint an individual to the vacant position to be held until the next election. Should in such case the President and Vice President positions be vacant at the time of the annual election. The deciding vote shall be cast by the position filled per the hierarchy listed in Article III Section 5. This position shall not vote in the general vote process for the current election meeting.

Section 3 The Board shall consist of persons whom shall be elected for a two year term, and members at large without voting power. Any Board Member that attains two or more unexcused absences from regularly scheduled board meetings will be dismissed as a Board Member. A member shall not hold two positions on the Board where candidates are available. A candidate holding a current position may relinquish the current position in order to be nominated for a different position within the current election cycle. All relinquishing members shall announce such intention prior to the beginning of the election process for that current year. A candidate may be nominated and accept such nomination for any position. Once elected to a position on the Board, a candidate may no longer be nominated for an additional position within the current election cycle.

Section 4 An Executive Committee to be comprised of the President, Vice President, Treasurer, Secretary and Information Director shall meet on the first Wednesday of the month to discuss issues for the Board Meeting and set an agenda for the meeting. This Committee is to also review the league By-laws and administer any changes to the By-laws.

Section 5 Board meetings are to be held monthly on the second Wednesday of the month. The date and location are to be posted on the league website. The Board is to be comprised of the following positions when availability of candidates allows.

ARTICLE IV – TEAM SELECTION PROCESS

Section 1 The specific league Commissioner and the Player Agent of each division is responsible for all activities regarding the selection of mangers and teams within the division they represent.

Players for each division will be selected via blind draft. This draft is to occur within 10 business days of the close of registration and must be completed by February 10th. All players shall be notified of their teams and team meetings set by February 28th.

Managers will be selected by the specific league Commissioner with final approval by the Board. The League President shall decide on any issues arising between the Commissioners selection and the Board’s approval.

Prior to the draft, the Commissioner of the league and the Player Agent shall compile from the preceding years player evaluation a ranking of all players registered for their specific league. Should the Player Agent and League Commissioner determine that the previous year’s evaluations will not allow for a proper blind draft, a baseball evaluation will be held not more than 5 business days after the close of registration for those age levels requiring an evaluation process.

Section 2 T-ball draft guidelines

A) The T-Ball level will be for players aged 5& 6 as of May1st of the current baseball season B) Each team shall consist of no more than 12 and no less than 9 players on its opening day roster each team a shall consist of an equal number of players with a difference of no more than one player between any two teams in the league.c) Players aged 6 may be allowed to try out for the Coach Pitch division. The Coach Pitch and T-Ball Commissioner and the Player Agent will determine the need for kids at the Coach Pitch Level. The date and time of the try-out shall be posted on the league website and an e-mail to all T-Ball participants shall be issued at the close of registration as a reminder. This try-out shall be no more than 5 business days after the close of registration.

Section 3 Coach Pitch League draft guidelines

A) The Coach Pitch level will be for players age 7 as of May1st of the current baseball season B) Each team shall consist of no more than 12 and no less than 9 players on its opening day roster each team shall consist of an equal number of players with a difference of no more than one player between any two teams in the league.c) Players aged 7 may be allowed to try out for the Pee Wee division. The Coach Pitch and Pee Wee Commissioner and the Player Agent will determine the need for kids at the Pee Wee Level. The date and time of the try-out shall be posted on the league website and an e-mail to all Coach Pitch participants shall be issued at the close of registration as a reminder. This try-out shall be no more than 5 business days after the close of registration. .

Section 4 Pee Wee League draft guidelines

A) The Pee Wee level will be for players age 8 as of May1st of the current baseball season B) Each team shall consist of no more than 12 and no less than 9 players on its opening day roster each team shall consist of an equal number of players with a difference of no more than one player between any two teams in the league.C) Players age 8 may not move up to the Minor league level.D) If a team will be short players for a regular season game, any rostered league player may replace a missing player. No replaced players are allowed in playoffs. E) A team is allowed to play with 8 players in the field. An out is automatically recorded for the ninth spot in the order for any team that only has 8 players.

Section 5 Minor League draft guidelines

A) The Minor League level will be for players ages 9 & 10 as of May1st of the current baseball season B) Each team shall consist of no more than 12 and no less than 9 players on its opening day roster each team shall consist of an equal number of players with a difference of no more than one player between any two teams in the league.

C) Players age 10 may not move up to the Major league level.D) If a team will be short players for a regular season game, a team may request a replacement player from the league Commissioner and/or Player Agent. Section 7 – Pony and Colt draft guidelines

The Pony and Colt leagues are to be independently administered based on registration on an annual basis. The Board will determine the handling of each league once registration is closed.

ARTICLE V -TOURNAMENT SELECTION/PROCEDURES

Section 1 – 7U Team All-Star Selection

A) The 7U All-Star manager is to be selected by the league Commissioner and approved by the Player Agent and League President prior to the beginning of the season. Candidates must submit their interest to the League Commissioner via the registration process. League managers are to be selected over an individual that requests to be manger but currently is not a league manager.

B) The 7U manager, Player Agent and League Commissioner shall ask all Pee Wee and Coach Pitch mangers to rate their 7 year old players per an evaluation provided to each manager by the Player Agent. The League Commissioner, Player Agent and team manger shall review all player evaluations and determine who will be invited to participate. All evaluations are to be submitted to the managers by May 15th and returned to the Player Agent by June 5th. The All-Star team is to be announced by the League Commissioner June 10th. All –Star practice is to begin June 15th. All All-star players are obligated to their league team which supersedes any all-star obligations.

C) No player under the age of 7 is to be allowed to participate as a 7 year old all-star. Should the team require a player under the age of 7 to participate, Ridge Beverly Board approval will be required to allow such a selection.

Section 2 – 8U and above Team All-Star Selection

A) The Minor League draft will be handled by a computerized blind draw. B) Manager’s child/children will be drafted in the third round. C) Sponsor’s child/children will be placed in the fifth round. D) A brother/sister option will be placed in that round and five rounds later. E) Oldest group of players will be drafted first followed by the next oldest.

A) The All-Star manager is to be selected by the league Commissioner and approved by the Player Agent and League President prior to the beginning of the season. B) The team manager, Player Agent and League Commissioner are to schedule a try-out for the all-star team. This try-out is to occur the first Sunday after the 15th of June at 9:00. Each league manager is allowed to recommend up to four players to attend the try-out. A manager is not required to recommend a player for the try-out. Should a manger feel that he has more than four qualified players, the manager may request of the Player Agent a waiver for any additional players over the allotment of four. A notice is to be sent to all nominated parents of the try-out. A notice is also to be sent to all league participants notifying them that a parent will be allowed to contact the Commissioner if they feel their child should be included in the try-out. The Commissioner is allowed to grant the try-out if he deems it fair for the child.

C) All families selected to attend a try-out are to be notified of the length and demands of the all-star season. Any violation of the rules and standards set annually by the Board in regard to all-star conduct, shall be grounds for dismissal of the player to be replaced at the discretion of the team manager with League Commissioner approval.

D) No player is allowed to play for an all-star team in advance of their age as of May 1st. Should a team require a player under the age of a given team to participate, Ridge Beverly Board approval will be required to allow such a selection. E) Following the all-star tryout the manager is to select the all-star team. The manager is to present the all-star player selection to the League Commissioners the evening of the draft. The League Commissioners are to evaluate the draft and approve it that evening.F) An e-mail from the League Commissioner with Player Agent and League President approval is to be issued the following day to all try-out candidates notifying them of their selection as well as a note notifying those that were not selected. Parents are to be notified of this manner of communication when invited or accepted to try-out. G) All all-star rosters are to be posted on the league website no less than 48 and no more than 72 hours following the try-out and no more than 24 hours after the families are e-mailed of their child’s acceptance to the team.

ARTICLE VI – LOCAL LEAGUE RULES

Section 1 – Manager Rules for all divisions

Rule 1 -The Manager and Coaches are required to help prepare the field for the start of the season, after a rainfall, after each game, and during the season. Parents should be encouraged to participate!

Rule 2 -The Manager or Representative from the last game of the day is to stay until all equipment has been picked up, playing field has been manicured for the next playing day, and all the players have been picked up.

Rule 3 -A manager and/or coach must also wait for all players to be picked up from practice and practice games before leaving the site themselves.

Rule 4 -With the exception of the instructional leagues (t-ball, coach pitch, 7/8 teams) Each team may have a maximum of three adults in the playing field. They must be at least 18 years of age with a current approved background check. Violation of the rule is as follows:

1St Offense: Warning

2nd Offense: One game suspension

3rd Offense: removal of manager from team

Rule 5 -All Managers and Coaches must remain in the dugout while a game is in progress. EXCEPTIONS: 1) Injury to player

2) A called time-out 3) Coach the bases 4) Iinstructional leagues (t-ball & coach pitch)

***At least ONE adult MUST remain in the dugout with players at all times!!

Rule 6 -Each Manager is responsible for finding a Team Parent to assist with the team organization, including but not limited to: getting code of conducts signed and returned to league, checking the team mailbox weekly, team pictures, team awards, and dispersing and collecting end-of-year manager/ coach reviews.

Rule 7 -All Managers need to call a parent and player meeting prior to the start of the first practice to discuss team policies and procedures, the league rules and code of conduct and what is expected of their players and

parents. Rule 8 -All Managers will provide copies of the League Rules to their players at their parents. Managers are

required to explain these rules with all parents and players at the initial team/parent meeting.. League Rules will also be available on the Ridge Beverly website.

Rule 9 -A Manager (with advanced approval from the League Commissioner, the Player Agent, and one other board member) may request, in writing, a one game suspension of a player for disciplinary reasons. Parents will be informed by a representative of the league of any suspension given by the Manager.

Rule 10-Abusive, profane language will not be tolerated under any circumstance by any Manager or Coach while at the baseball complex or at the practice site. Disciplinary action will be taken as follows for those not abiding by this rule.

1St Offense: Warning

2nd Offense: One game suspension

3rd Offense: removal of manager from team

Rule 11-Managers caught intentionally not following the Little League playing rules or League rules will be given the following suspension:

1St Offense: Warning

2nd Offense: One game suspension

3rd Offense: removal of manager from team

Rule 12-Managers are required to attend the yearly clean up days, sign-ups, try-outs, and the drafts that are held each year.

Rule 13-If a Manager fails to follow the minimum play rule for a player, he/she will be given the following consequences:

1St Offense: Warning

2nd Offense: One game suspension

3rd Offense: removal of manager from team

Rule 14-The player that was not given his/her minimum play time will then start the next scheduled game and play the complete game.

Rule 15- If a manager gets three or more discipline points in a season, he will not be allowed to coach in any post season games.

Rule 16-Each team will have a written set of team rules that the Manager, Coaches, Parents and Players will sign. The completed/ signed form will need to be turned over to the Board at uniform distribution. This form will be kept in the team file with the Player Agent. If this is not done, you will not be allowed to Manage/Coach in post-season games.

Section 2 – General Rules Applicable to All Levels of Participation

Rule 1-Each team should have at a minimum 3 (2 at the T-Ball and Coach Pitch levels) participatory events during each week of the season. The season shall be set forth to the league managers at the time of the managerial selection. Weather permitting a participatory event may consist of a practice, game or team meeting. Any manger not abiding by the participatory guideline is subject to suspension or dismissal as a manager. The Player Agent shall consult with the manager when informed of any instance of violation of this practice and report to the Board and instance where disciplinary action is to be sought.

Rule 2-There will be no throwing of bats or any foreign object at any time. Any throwing of a bat results in an automatic game ejection and potential suspension of a player, at any level, if determined by the Player Agent. The Umpire shall report to the Umpire in Chief any ejected players within 24 hours of the conclusion of the game from which a player is ejected. The Umpire in Chief and Player Agent shall determine if any additional suspensions are required. A player that is ejected more than once in a season is to be suspended for one game and will be suspended for one game for each additional ejection.

Rule 3- All players must wear their league issued uniform and are not allowed to play with shoes that do not have a closed toe and closed heel. Players must have their shirts tucked in and hats with bills facing forward.

Rule 4 –Play will be stopped when weather exists that is health threatening, this shall include but not be limited to when temperature is less than 41 degrees or because of darkness. A game shall be called by a board member, umpire of agreement between coaches. A game is official after three full innings of play and the final score shall be the score at the end of the last completed full inning. All playoff games must be completed in their entirety.

Rule 5- All games that are not completed or cancelled entirely in a given week shall be made-up on the following Sunday beginning with the earliest game cancelled in the week beginning at 9:00 AM. The League Commissioner shall notify the mangers of the cancelled game and post all make-up games on the website within 2 hours of the cancellation of the game. Any games cancelled on a Sunday shall be made up the following Sunday.

Rule 6- Each team is responsible for field maintenance and picking up the dugout and field area during and after the game. Each team is responsible for setting up the field prior to the game if not already in place. The last team of the game is to take the field down at the completion of the last game. Should inclimate weather occur, the participating teams shall take down the field prior to leaving the park, if circumstances are not be health threatening.

Section 3 – League Specific Rules

The rules for each level of league play are to follow those outlined by Little League Baseball. Ridge Beverly shall annually review these rules and outside of the By-laws of the league modifying these rules to better suit the desired level of competition sought by Ridge Beverly Little League. These rules are to be proposed by the League Commissioner and Player Agent to the Board for approval for their league at the February Board meeting.

Section 4 – Player Rules for all divisions

Rule 1 No heckling of any players at any time will be allowed. Chanting or cheering while a pitcher is prepared to pitch is considered heckling. This includes players waiting to play the following game or players who have already completed playing. Any player caught doing so will be subject to the following consequences:

Rule 2 -Abusive, profane language will not be tolerated under any circumstances by any player (while wearing any part of his/her uniform), while at the baseball complex or practice site. Disciplinary action will be taken by the team manager. Players using abusive, flagrant language will be subject to an official discipline write up and will attend a hearing before the disciplinary board. Rule 3 -Transportation to and from practices and games is the responsibility of the player.+

Rule 4- Coaches, parents and managers are responsible for knowing and following all of the Ridge Beverly and Little League Baseball rules.

ARTICLE VII – CODE OF CONDUCT

All mangers coaches, players, and parents will abide by the rules of Little League Baseball regarding conduct both on and off of the field (see attached). Shall any instances of inappropriate conduct under these rules become known to any member of the Ridge Beverly Board, that Board member shall inform the President of Ridge Beverly Board within 24 hours of becoming aware of such action. The President shall than determine with approval from the league commissioner an appropriate action to be taken. All action shall be presented to the Executive Committee for approval. This action may include expulsion without a refund of fees from Ridge Beverly Baseball. Expulsion from the League shall be voted on by the Board after due process is given to the individual reported to the Board. Any individual whether parent, participant, or Board member expelled from the League shall petition the league for reinstatement at the following January Board meeting. A parent or participant expelled from the league may not attend a Ridge Beverly function for the remainder of the current season. A Board member expelled from the League is excused from the Board and may not seek a Board position in the future.

ARTICLE VIII – INTERNET AS A MEANS OF COMMUNICATION

Section 1 The website www.ridgebeverlylittleleague.org will be used to enhance communications between the Ridge Beverly Board, coaches, and the general membership.

Section 2 Email will be used between Board members to discuss items of interest before and between scheduled Board meetings.

Section 3 Email Voting -When authorized by the President or three members of the Board, voting may occur by e-mail using careful discretion for emergency situations only. This would include those items that are of immediate safety concern or in situations that will directly interfere with the immediate play or services of the League. The official motion must be sent out to all board members’ correct, current email addresses. A vote will pass once a majority of the board agrees. Any emergency vote must be recorded by the secretary and no later than at the next scheduled Board meeting should be included in the meeting minutes.

Section 4 Email to coaches and the general membership will be used to enhance communication, but will not replace other forms of communication.

ARTICLE IX -GENERAL RULES AND POLICIES

Section 1 Weather Conditions Weather conditions such as lighting, very heavy rains and weather systems that threaten the safety of players must result in immediate cancellation or postponement of practice or once lightning has been detected in the area at the complex where games are being played. At that time play must halt at once and everyone MUST seek shelter or leave the park’s facilities. Games may resume 15 minutes from the last lightning strike if the conditions are still playable.

Section 2 Times Two Policy

The Board strongly suggests no less than two adults (suggested as unrelated) with current approved background checks , per team, to be present at all team functions such as games, practices, picnics, etc. The adults present can be a combination of coaches, parents, board members, etc. While the focus of this policy is on the child it also provides protection for the volunteers in case of misunderstandings.

Section 3 Financial Expenditures

Any expenditure of $500.00 or more must have Board approval PRIOR to being spent. Arrangements for expenditures less than $500.00 must be made with the Treasurer or President prior to being made. All league-issued checks require signatures from two members of the Board.

Section 4 Umpires (as hired by Umpire in Chief)

Shall be hired by the Umpire in Chief All Umpires hired by Umpire in Chief must be approved by the Player Agent Shall be paid a per game wage as determined by the Board

Section 5 Rules/By-laws

Any changes to the By-Laws shall be requested, discussed and voted on at the January Board meeting

Any changes to League specific rules shall be requested of the Board by the League Commissioner for approval at the February Board meeting

Section 6 – League Finances

The fiscal year of the Ridge Beverly Little League shall begin on October 1st and end on September 30th The Form 990 Ridge Beverly tax return shall be filed no later than January 31st of the following year The league Treasurer shall present a balanced budget for the upcoming season and a completed set of

financial results from the previous season at the November Executive Committee meeting. The Committee shall vote at this meeting on the acceptance of this budget and the previous year’s financial results. Within the following year’s budget, the Treasurer shall recommend the fees to be charged for the following season. These fees shall be decided upon by the Executive Committee to be presented to the Board at the following meeting.

The President shall recommend the fees to charged for the following season which is then voted on by the Board at the November Board Meeting

The league shall determine at the November Board meeting any fundraising and advertising initiatives to be considered for the upcoming season. Fundraising and advertising for the upcoming season shall not be

included in the current season’s budget.

Section 7 – Registration

Once an approved budget is agreed upon and the following year’s fees are set, registration shall be made available via the league’s website. Registration shall not be opened prior to November 1st nor shall it open later than December 1st

Registration shall remain open for at least six weeks but may not remain open later than February 3rd. Families inquiring about joining the league after registration is closed will be assessed a $25 per participant

($50 max) late fee. No registrations will be accepted after the beginning of the season. Exceptions to the late registration due to unforeseen circumstances (family relocation, former league issues,

etc.) may be approved by the League Commissioner

Section 8 – Equipment Procurement

The Equipment manager is responsible for making certain every team is provided the equipment listed in the league rules annually at the beginning of the season.

The Equipment manager shall meet with the Player Agent and all Commissioners in September to determine the condition of the current equipment and needs for the upcoming season. The League Commissioner at this time shall discuss with the Player Agent and the Equipment Manager any changes they would like to make to the League specific rules for the upcoming season in regard to equipment.

The Player Agent, and Equipment Manager shall then meet with the Executive Committee in October to discuss equipment needs for the following season. At this time the expenses associated with this equipment purchase shall be presented to the Committee for approval. The cost for this equipment shall be sought from three separate vendors for presentation. The Committee shall determine the extent of the purchase allowed to the Equipment Manager.

The Treasurer is then to incorporate the new equipment purchase into the budget for the upcoming year. The Equipment Manager is to meet with all all-star managers following the end of the regular season to

determine any additional equipment needs for the all-star season. Equipment is to be picked up by the team manager one week prior to the beginning of season as instructed by

the League. Equipment is to be returned by non-all-star mangers on the date to be posted on the website no less than 24 hours after the completion of the League championship game. All-star managers are to schedule a return date with the Equipment Manager within 5 business days of the completion of their last all-star game.

Section 9 – Uniforms

The Player Agent is to procure 3 bids for presentation to the Board for uniforms at the February board meeting. At that time a vendor is to be chosen for league and all-star uniforms.

The League Commissioner is to provide the Player Agent with the team name and sizes required for each team within 3 days of the league draft and no later than four weeks prior to the opening day of the season.

Section 10 – Scheduling

Each Commissioner shall set their League Schedule to be approved by the Board at the January meeting. This schedule shall be based off of the closing of registration and shall include but not be limited to the following.

The League Commissioner and Player Agent shall determine the number of games a team is to play for a given season. The number of games to be played is to be presented and approved by the Board at the February meeting.

Any matter discovered to be of issue and not covered in these By-laws shall be voted and discussed for

inclusion into these By-Laws at the Board meeting following the discovery of such matter. Should a matter arise which requires immediate attention a vote as outlined in Article VIII Section 3 may take place. In the case where time is of the essence, the President may act in the best interest of the League and notify the Board of such action immediately.
