Serve as a national voice for ESAs; Provide professional development, technical

assistance, advocacy, and research; Help member agencies promote, distribute, and

leverage ESA knowledge, products, and services; Assist in the establishment of ESAs.

• ESEA reauthorization• E-Rate and Anti-Deficiency Act• Veteran’s bill reauthorization

ESEA Reauthorization

• AESA Key Talking Points – – We support a new framework for the

reauthorization of ESEA that focuses the federal role on students in poverty

– We support strengthening the connection between high poverty schools and federal programs providing health and mental health care for children and their families, particularly ages zero to five

ESEA Reauthorization

• AESA Key Talking Points– Support the use of formative assessments to

directly improve student achievement– Support an accountability system that uses

multiple sources of evidence and a growth measure; is fair to all students and calls for federal authority that is commensurate with federal funding

• Obama Budget pushes ED – but still relies on competition

• Title I and IDEA are level fund but only = 15.8% of the 40% promised

• $1 B for RttT and I3 - $850 M is RttT• Sequestration – congress needs to find $1.2 T

in savings over 10 yrs or cuts will be automatic Jan. 13 = 9% across the board in 1st yr.

Common Core

• Wisconsin – – All CESAs did phase I together using common

awareness kit to train schools– Each CESA is now moving into the next level– CESA 7 has a software system that they have

developed and sell. Some agencies and state’s departments of education have been using them

• Michigan (That’s YOU!)

–Have done the phase I portion together–Currently developing the next round of

information–Your statewide network helps greatly! Not

all states have the ability to coordinate this kind of work.

• Iowa–Prior to Common Core Standards had Iowa

Core Standards in place – very similar–Adopted Common Core–AEAs, department of education worked

together to develop common training materials.–AEAs training the teachers
