Unlike most of its predecessors, the current report is supported by an additional innovative chapter, explaining the recent provincial effort to accelerate the development of three Metropolitans and two Growth Centers in the region. Viewing the Metropolitans and Growth Centers as a center of population agglomeration as well as social and economic activities that are able to promote growth to its surrounding areas, the West Java Provincial Government has been putting much attention and exertion towards its development. Using the initial development concept, developed by WJPMDM in 2011, the West Java Provincial Government tries to ensure that the development and added value occurs in the three Metropolitans and two Growth Centers are optimally utilized as a trigger for the whole development in West Java Province, including its small cities and rural areas. As an economic trigger, Provincial Government certain that the development of Metropolitans and Growh Centers could create new jobs due to the huge degree of development activities. It could also expand the market for West Java‗s products, increase individual income and consumption. The development will increase not only the amount of private investment and government expenditure, but also the economic eficiency, due to the economic agglomeration. It will also increase export volume and establish economic linkages between regions in the province. To support these realization, Provincial Government has and will continue to issue policies to optimize the utilization of production factors, such as labour, natural resource, human resource, capital, money market, infrastructure, and technology. Hopefully, with the exact policies, private parties and public will be encouraged to invest and is actively involved in the process of metropolitans and growth centers economic development in particular, as well as West Java Province in general. Provincial Government will also continue to issue policies to promote the concept of sustainable development by considering the sustainability factors, so that the process of regional development will

PROVINCE: END-OF-TERM REPORT

Bringing The Economy, Prosperity, Modernity, and Sustainability

On Monday, March 11th 2013, the

West Java Provincial Government

has conducted a meeting to prepare

the Governor‘s term end

accountability report of 2008 – 2013.

Unlike most of its predecessors, the

current report is supported by an

additional innovative chapter,

explaining the recent provincial

effort to accelerate the development

of three Metropolitans and two

Growth Centers in the region.

Viewing the Metropolitans and

Growth Centers as a center of

population agglomeration as well as

social and economic activities that

are able to promote growth to its

surrounding areas, the West Java

Provincial Government has been

putting much attention and exertion

towards its development. Using the

initial development concept,

developed by WJPMDM in 2011, the

West Java Provincial Government

tries to ensure that the development

and added value occurs in the three

Metropolitans and two Growth

Centers are optimally utilized as a

trigger for the whole development in

West Java Province, including its

small cities and rural areas.

benefit not only the current, but also

the future generation in West Java

Province.

Five different approaches has been

considered to developed the three

Metropolitans and Growth Centers

in the region: 1) Bodebek Karpur

Metropolitan as an Autonomous

M e t r o p o l i t a n b a s e d o n

manufacturing industry, trade,

finance, and service sectors using the

concept of twin metropolitan

Bodebek Karpur—DKI Jakarta; 2)

Greater Bandung Metropolitan as a

Modern Metropolitan based on

urban tourism, creative industry,

and the development of arts,

science, and technology; 3) Greater

Cirebon Metropolitan as a Cultural

and Historical Metropolitan based on

tourism, crafts and industrial

sectors; 4) Palabuhanratu Growth

Center as the center of tourism and

fishery; and 5) Pangandaran Growth

Center as the center of tourism.

Issues and problems, however, occur

in terms of coordination, concept

maturation and implementation.

The initial development concept

developed between 2011 and 2013

has provide a basis for development

acceleration in West Java Province.

But to be implemented, this basis

will require further enhancement

and also concensus builiding among

various local, regional, and national

stakeholders.

In order to sharpen and synergize

the programs and activities proposed

by Regency/City, and to obtain

feedback on West Java Province

RKPD Draft 2014, the Provincial

Government held the first 2013 pre-

regional development planning

meeting (Pramusrenbang BKPP

Wilayah I) in a row on March 25th in

Botani Square Garden, Bogor. The

event was attended by the Head of

BKPP Wilayah I Bogor, Head of

Bappeda Jabar, and various

government agencies from Bogor,

Sukabumi, Cianjur and Depok.

The event was opened by Anang

Sudarna, the Head of BKPP Wilayah

I Bogor and continued by a keynote

presentation from the Head of

Bappeda Jabar, Prof. Deny Juanda

Puradimaja. During the opening

speech, Mr. Sudarna mentioned that

the first Development Cluster

(Wilayah Pembangunan I Bogor) has

an originality which is adjacent with

the other two provinces: Banten and

DKI Jakarta. An inseparable

development linkage has

automatically been created and

developed over time within the

areas. Coordination among relevant

stakeholders in the arena therefore

becomes crucial.

Hereafter, head of Bappeda Jabar,

Deny Juanda Puradimaja presented

the draft of RKPD West Java

Province in 2014. In the

presentation, Mr. Puradimaja

showed the illustration of West Java

in 2025 with characteristic as in

religious human figure of West Java.

Mr. Puradimaja was also introducing

the concept of twin metropolitan

Bodebek Karpur—DKI Jakarta in

relation to the recent West Java

Provincial effort to utilize the

potential of Metropolitans and

Growth Centers in accelerating the

development in the whole West Java

Province. Last, Mr. Puradimaja

explained about the importance of

IPM improvement and education

care quality improvement. One of

the programs is that Provincial

Government has and will continue to

launch based services integrated

program in industrial area. This

program will contain health service,

education service, and so on to help

ease the burden of industrial worker.

In addition, Mr. Puradimaja

emphasize about the development in

the southern part of West Java (eg.

Southern Cianjur). The

development, he added, should be

encouraged, by developing a new

transportation network/ route,

connecting the middle and southern

part of West Java Province.

At the opening of previous Pra

Musrenbang Region I, Deny Juanda,

Head of Bappeda Jabar, emphasized

the transformation of West Java de-

velopment with the approach of 4

pillars of development and 1 node.

This is basically known as ―Jabar

Masagi‖. This concept focus on

strengthening local actor.

As we all know before, planning pro-

cess involves only 3 elements which

is government, businessman, and

academician to determine develop-

ment priority. As time goes by, we

can not separate the existence of

communities within the region. Com-

munity also has an impact to the

regional development nowadays. So

that, community approach has been

added in the new concept of West

Java Development Paradigm. In this

new concept, Mr. Puradimaja not

only adding community approach

but also laws and regulations. This

concept will be implemented

throughout the city/regency in West

Java. In the future, every local gov-

ernment must involve community

from the beginning.

In order to formulate the concept of

Bodebek-Karpur Metropolitan Re-

gion Development, WJPMDM has

long been preparing its first meeting

in 2013. The first meeting will be

focusing on transportation problems

and will be attended by Ministry of

Economic, provincial government,

local governments, and WJPMDM

itself.

The discussion will be focusing on

the integration of transport infra-

structure development planning and

road in Bodebek-Karpur Metropoli-

tan Region.

Until now, there are a lot of plans

and studies about transportation

system development in Greater Ja-

karta but not widely implemented

because either the institutional prob-

lem or the regulation not ready yet.

WJPMDM could take role to solve

institutional issues. WJPMDM helps

solving problem faced by the stake-

holders on stage of implementation.

This coordination meeting will be a

facilitator for all of transportation

sector in Bodebek-Karpur Metropoli-

tan Region, including Bogor City,

Depok City, Bekasi City, Bogor Re-

gency, Karawang Regency, and Pur-

wakarta Regency. The discussion

will also invite assistant deputy of

transportation infrastructure, Minis-

try of Economic related to their pre-

vious project about Jabodetabek Ur-

ban Transportation Policy Integra-

tion (JUTPI).

Mr. Kusbiantoro as external advisor

from WJPMDM will direct the dis-

cussion to infrastructure develop-

ment priority that supports the con-

cept of twin metropolitan Bodebek

Karpur—DKI Jakarta. Based on the-

se priority, local governments could

give information which development

is prioritized and to which extent

it‘s been carried out.

Mr. Kusbiantoro will also emphasize

what plans are not synchronize be-

tween regency/city, province, MPA

(Metropolitan Priority Area), and

JUTPI. If it has synchronized to one

another, the discussion will move to

how far the implementation progress

of development has been carried out.

In the discussion, WJPMDM needs

to confirm 2 things, first, which spa-

tial development plan that hasn‘t

been prioritized in annual budgeting.

Second, spatial development plans

which already in prioritized develop-

ment and been budgeted, but found

few obstacles in the implementation

process development.

BODEBEK KARPUR METROPOLITAN STRUCTURE BASED ON RTRW CITY AND REGENCY,

RTRW OF WEST JAVA PROVINCE, MPA, AND JUTPI

As already mentioned in UU

21/2012 about the formation of Pan-

gandaran Regency in West Java

Province, the inauguration of its

official and Pangandaran Regency

itself must be done no later that 9

(nine) months since the law was

issued.

Therefore, it is needed to have

evaluation and monitoring from

provincial government towards the

formation process correspond with

its authority which is belong to

BKPP Region IV West Java

Province.

Mr. Sudradjat Tisnasasmita as an

advisor from WJPMDM said that

there is 3 things that need special

attention:

1. Pangandaran Regency Develop-

ment as an autonomous regency,

need to stand out as a new regency

2. Pangandaran Regency Develop-

ment as growth pole and prime

mover in south of West Java.

3. Linkage between growth poles to

accelerate growth and equitable

development in south of West Java,

and also to accelerate growth in

rural areas with character of agri-

culture and fishery.

As mentioned in UU 21/2012, Gover-

nor is responsible to conduct train-

ing, supervise, evaluate, and facili-

tate towards performance of district

officials in the administration of Pan-

gandaran Regency. Hence, it is need-

ed to have further group discussion

in the future.
