It’s Fall again! The Summer goes by so fast. I keep saying the same thing…I love the fall colors, but I’m never ready for the weather that follows – all too quickly.

We’re so pleased that we’re hearing more and more from our residents. It’s especially nice when that communication is a positive one. We heard from one resident recently who just wanted to

thank our local dog owners for their consideration. It seems that there has been a noticeable improvement in dog walkers cleaning up after their pets on neighborhood streets. We’re delighted to pass along that “Thank You.”

An interesting development unfolded this summer. The application for a special variance for a

Solar Farm adjacent to our neighborhood has caused quite a stir. Some residents may wonder why the TTCA has not taken a strong stand on this matter, and I think it’s important that I explain our position. According to our bylaws, the Tioga Terrace Civic Association Board is not

political. We take great care not to favor, in any way, one proposal, policy, or candidate over another. Rather, our function is to provide as much information as possible to our residents on

important issues so each of us can make our own, informed decisions. We encourage you to attend public information meetings and will provide what information we can on our website: www.tiogaterrace.org, and on our Facebook page.

After nearly 10 years on the TTCA Board, our Vice President, Jim Sprague, is resigning in

December. This will leave a vacancy on our Board. A short description of the position is included

in this edition. I have only been involved with the TTCA Board for a few years, but I’ve found

this group of volunteers to be caring, hardworking individuals. We work together for the benefit

of the Terrace, and we support new members of our team. In fact, I’ve found a group of won-

derful friends in this organization. If you can spare a little time, these folks and I will make it

worth your while to get involved. Our meetings are at 7:00 pm on the second Tuesday of each

month (except July and August) at the Park Terrace Church on Glann Rd. Please come to share

your views and to get to know us. Should you decide to join our team, I know you’ll find it to be

an interesting, fun and rewarding experience. Thanks.

1st Annual TTCA Halloween Lighting Contest

It was observed at one of our Board meetings earlier in the year that the amount of effort being put into deco-rating for Halloween was really taking off, and that we might want to consider expanding our annual holi-day lighting contest to include Halloween this year.

So, that’s exactly what we’re doing! Personally, I am a huge fan of Halloween and enjoy seeing the decorations and costumes that are on display. The amount of effort that some people put in is truly amazing.

Unlike the Christmas contest where we select houses that fall into certain categories, for Halloween, we will be selecting the house that is simply the scariest and spookiest. Judging will take place during the two weeks leading up to Halloween, and the winner will receive a prize which will be

After several years of service, our current Vice President has announced his

resignation from the Board effective the end of 2017. The VP is member of the

TTCA’s Executive Committee and plays a key role in the operations of the Asso-

ciation. As with our other officers, the Vice-President serves a 1-year term and

acts as an executive assistant to the President, including the running of an occa-

sional meeting if the President is unable to attend. The position also provides

opportunities to support Committee Chairpersons with their projects if desired,

and to work on special projects in which they may have an interest.

If you’re interested in enhancing the quality of life in the Terrace, we hope you’ll

TTCA : VICE PRESIDENT

At the Vestal HIgh School Awards Ceremony, held on June 5, 2017, an especially deserving graduating senior from Tioga Terrace was presented with our 2017 Tioga Terrace Civic Association Scholarship in recognition of her exemplary service to our community and school.

The recipient this year is Shelby Virkler of 4 Alpine Drive. Shelby has participated in many school and community activities while in high school. We wish her well at SUNY Cortland.

At the high school, she was President of her class. She was also involved in clubs, such as Light-house, Interact, PAC (Principal's Advisory Committee), Student Government, and the National Honor Society. She was emcee for the High School Talent Fest and involved with the Running of the Bears. In Lighthouse, she was very much involved with a fundraiser to provide resources for military dogs, which supplied money to send care packages to dogs and letters to their dog handlers.

She put in many hours as a volunteer at the Willow Point Nursing Home ,where she helped prepare meals, served them, ate with the residents, and took them back to their rooms.

Shelly is just one of many Terrace students who give generously of their time and talents in the service of others. The Civic Association commends our youth for improving the quality of life in our community. We are proud to honor one of our graduating seniors each year with a scholarship.

Any senior who is planning post high school graduation education and has demonstrated out-standing service to his/her community is encouraged to apply. The criteria for the TTCA Scholarship and the Apalachin Lions Club Scholarship are identical, except the applicants for the TTCA Scholar-ship must be Tioga Terrace residents. Applications are typically due in March, and are submitted directly to the Vestal High School Guidance Department's Scholarship Committee, which selects the winner.

Jane and Stephen Kemper, along with their two children, moved from Terrace Dr. to 9 Hilltop, in June Rita Smith, who moved to 5 Dorothy, from Rochester, in July Lauren and Antonio Poccia, and their son Antonio, moved to 14 Terrace Dr., in July. The annual Tioga Terrace garage sale went very well and had the usual high attendance.

The need for more no-parking signs was brought up, but this issue could easily be addressed with more volunteers to help put up and take down signs.

Drainage Issues Affecting The Terrace Heavy downpours resulted in flooding issues for numerous Terrace residents this past spring. According to the Town Highway Department, some of the problems were caused by residents placing yard wastes in drainage ditches behind their properties. The rest was due to natural erosion of bank material. These, in turn, clogged drainage culverts downhill, which led to flood-ing. The most severely affected areas included Berne Dr., Glann Rd. and Greybark Rd. In one case, heavy equipment was needed to clear the debris, resulting in unavoidable damage to a resident’s property.

If your property abuts a storm drainage ditch, please be mindful of your neighbors. Yard wastes can be bagged and removed by private haulers, or taken to the Town landfill on Rte. 38, north of Owego. The Highway Dept. collects bagged leaves in the fall and conducts a brush pick-up program in the spring. Please utilize them. It’s the right thing to do, and your neighbors will appreciate it! Another successful Membership Drive for 2017! Almost 70% of homes in the Terrace donated, and we exceeded the total collected from last year. Thanks to all who donated and to those who gave more than the $12 yearly requested donation. SPECIAL THANKS go out to our former Membership Chair person, Mary Place, who led the drive for the past few years. A Job Well Done! Good Luck to you in your retirement. TIOGA TERRACE CIVIC ASSOCIATION

Meetings are held every 2nd Tuesday of the month (except during the months of

July and August), 7pm, at the Park Terrace Community Methodist Church,

30 Glann Rd., Apalachin.

Colin and Connor Brubaker wanted to have a fun event for the kids in the Terrace—something

almost all kids like to do. Their idea, called The Tour de Terrace, was a bike race through the

Tioga Terrace neighborhood. Along with initiative, the kids showed planning skills when they

established an age limit between 6 to 11 for the participants. For safety, their father (Matt), a

police officer, acted as primary safety rider/observer. There were also many other parents and

adult volunteers who acted as safety riders and assisted at the start and finish. In addition, they

set up a water station.

Eleven kids participated in the race, which consisted of 2 laps of a roughly 3.5 mile route, for a

total of approximately 7 miles! The race started at 10 am, on August 27th, with the start and

finish in front of the boys’ house on West Glann Rd.

There were finishers’ medals for all participants, as well as a medal for the overall winner.

Colin and Connor expressed their thanks to all participants and parents who volunteered and

made the event so successful and so much fun! They would like this to become an annual event.
