SUBJECT: CBE Recommendation: Aggieland Visitor Center
Enrollment and Academic Services is requesting permission to plan, design, and build a new Aggieland Visitor Center (AGVC). The desired location for this facility is on parking lot 30E on the north side of Albritton Tower between the Interdisciplinary Life Sciences Building (ILSB) and Wellborn Road. This site was determined in consultation with the office of the University Architect and in consideration of the needs of the Visitor Center, particularly as it relates to tour needs for prospective students. With the 21st Century Classroom Building (21 CCB) and the Interdisciplinary Laboratory & Innovative Learning (ILSQ) Facility on two of the four corners of Old Main and Wellborn near Albritton Tower, this is being designed to bridge the east and west campus. A new visitor center at this location would further bridge the campus and provide tour opportunities to the east and west. The request and sub-council ' s reports are attached.
Recommendations
The Design Review sub-council (DRsc) voted to recommend approval of the proposed Aggieland Visitor Center as presented for project approval and site location, with the following caveats:
• DRsc members are excited about the opportunities presented by this site location and recommend looking for creative ways to utilize the unique shape of the site. One possible idea is to elevate or cantilever a portion of the building and provide shaded pavilion space below.
• During the planning and design of the facility, consider providing equal quality of access for all (pedestrians, mobility-impaired, etc.).
• DRsc members reiterate the concern for pedestrian safety and providing a safe path for visitors walking to the center from Cain Garage. It was noted that Wellborn Road should be explored as a good route for providing a primary pedestrian path.
• It is recommended to explore closing the adjacent unnamed street on the 11011h side of this site for pedestrian safety.
• It was noted that a "trellis" often doesn ' t work well for providing shade in our region, and the outdoor covered space may need to be referred to as a " pavilion".
• Further design details should be presented to the DRsc at I 00% Schematic Design and I 00% Design Development in accordance with DRsc procedures. An exterior materials mockup should be constructed for on-site review by the DRsc Chair.

The Maintenance Sub-Council (Msc) recommends approval of the Aggie land Visitors Center with the following caveats:
• Appropriate space is allocated for custodial • Appropriate space is allocated for "back of house" to support special events
The Technical Review Sub-council (TRsc) supports and recommends approval for the proposed request for Aggieland Visitor Center provided the following issues/concerns are addressed and funded:
• Facility Services: The design team needs to ensure that the project does not increase the rate of storm runoff into local creeks.
The project team should coordinate with Grounds Management for landscaping and irrigation concerns.
The project team should ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or floor level , have generous clearances and be easy to isolate from energy sources with minimal impact to the rest of the facility.
• Mapping and Space Information: Mapping and Space Information recommends support of the request to construct the Aggieland Visitors Center and requests that floorplans be provided at the earliest opportunity if the project moves forward .
• Student Affairs: The space that is being vacated is located in facilities that are proctored by Student Affairs. We would appreciate the opportunity of proposing use for this space that is adjacent to other Student Affairs functions.
• Utilities and Energy Services: Acceptance from UES must be obtained during design and prior to any installation. Project drawing reviews should be filtered through the UES Project Review team for prompt disbursement and turnaround. The Project review team includes individuals from multiple crafts such as BAS, Metering, Electrical, Plumbing, along with other areas of the UES team. On top of contacting Tech Services, please make sure to include the UES project review team as well: Tech Services [email protected] I Project Review - [email protected] .
If any utility system(s) will need to be modified or added to as part of the project, the project design team will need to follow the applicable TAMU Design Standards: https://utilities.tamu.edu/des ignstandards/.
Any excavation or modification to the area will need to follow the policy for digging on campus: https://uti I ities.tamu .edu/digging-campus/.
The project and design team will need coordinate and work closely with Building Automation and Metering ([email protected]) to ensure proper system operation for the proposed spaces.

We would like to stress is that the proposed area is heavily inundated with utility infrastructure. The proposed area is a major thoroughfare for utilities flowing to/from East and West campus as well as flowing North and South along Wellborn Road. Careful coordination and communication will need to be done throughout the entirety of the project.
The CBE voted to recommend, with noted caveats, the President ' s approval of the request from Enrollment and Academic Services to plan, design, and build a new Aggieland Visitor Center (AGVC).

The purpose of this memorandum is to request through CBE, permission to plan, design, and build a new Aggieland Visitor Center (AGVC). The desired location for this facility is on parking lot 30E on the north side of Albritton Tower between the Interdisciplinary Life Sciences Building (ILSB) and Wellborn Road. This site was determined in consultation with the office of the University Architect and in consideration of the needs of the Visitor Center, particularly as it relates to tour needs for prospective students. With the 21st Century Classroom Building (21CCB) and the Interdisciplinary Laboratory & Innovative Learning (ILSQ) Facility on two of the four corners of Old Main and Wellborn near Albritton Tower, this is being designed to bridge the east and west campus. Background
The current Appelt Aggieland Visitor Center, located in Rudder Lobby, was opened in 1974 and the Aggieland Prospective Student Center, located on the first floor of the John J. Koldus Building, was opened in 2003. These two locations, totaling 3,027 square feet, have not been meaningfully updated since their opening. Each year more than 60,000 prospective students and their families visit these centers. Despite the efforts of our recruiters, visitor center staff, and student ambassadors to create a dynamic and inviting campus experience, the facilities are largely inadequate and severely impacts the overall visitor experience. Constraints on the current footprint also prohibit expansion. The admissions counselors are housed in Koldus, requiring prospective students, families, and guests to visit multiple locations to obtain enrollment information as well as a potential visit to their respective college. This makes the current campus visit experience disjointed and complicated. Thus we have formed a building planning committee as well as retained a programming firm to develop the Program of Requirements (POR) for a new visitor center.
Need for Facility
We know that first impressions shape perception and that college admissions recruiting is highly competitive. Prospective students who visit campus are twice as likely to matriculate as students who do not (Brown, 2010). Aggieland’s existing welcome experience fails to represent the university as a leading, world-class institution. The need for a new facility include:
• Physical room capacity is woefully inadequate.o Admissions staff presentations are held in rented rooms in Rudder Tower with a
capacity of 80, and are completely filled most days, and the demand suggestsdoubling the capacity is needed.
o Only eight lobby chairs are available for guest use in the Rudder Lobby.o The video room seats 22, but up to 75 guests participate in each tour time.
• Neither water nor restrooms, the most basic of guest amenities, are available toexclusively serve campus visitors.
• Due to location, west campus is currently not toured.• Lack of space exclusively dedicated to the visitor experience dilutes the university’s
brand consistency.• Rudder Tower employees interrupt the guest experience to simply reach their offices.• The university’s visitor experience falls far short of guest expectations when compared
to the new Zachary Engineering Education Complex.
Expected Components of the Facility
This facility is expected to house both the current Appelt Aggieland Visitor Center and the Aggieland Prospective Student Center (PSC) as well as the leadership of the Office of Admissions, currently housed in Koldus. This facility will provide a modern, standalone campus visitor space and will include an inviting open reception/gathering area with interactive technology, a 160 seat fixed-seat auditorium, a smaller presentation room (75 seats), a mock dorm room, huddle spaces for one-on-one discussions between advisors and families, and back office space. The presentation rooms will feature state-of-the art capabilities to excite and inform visitors about Texas A&M and the enrollment process.
By housing PSC admissions counselors with the visitor center staff, prospective students benefit from one-stop-shop convenience that is critical to their college-decision making process. In 2018, the PSC’s admissions staff held 3,900 individual counseling appointments. The new facility is intended to complement the under-construction classroom building and the instructional laboratory and innovative learning building (ILSQ). The proposed location enables tour guides to showcase modern undergraduate teaching and lab facilities. Walking tours would serve both east and west campus. A visitor center with signage highly visible from Wellborn Road promotes the university and bridges campus.
Additional Information
Assuming the facility is able to accommodate all expected offices, we would expect to turn over the space in Rudder Tower occupied by the Visitor Center and the first floor space in Koldus
occupied by the Aggieland PSC to the university while the vacated space on the second floor of the Koldus building would allow the expansion of the Career Center which is in need of additional space for staff and employers actively recruiting Texas A&M students.
While funding has not yet been identified for the project, efforts for fundraising have begun and will be expedited upon completion of the POR with concepts and images to help create a vision for the new visitor center. The university will need to work with the Texas A&M Foundation and the Appelt family regarding these efforts. This facility is a top priority within the Academic Affairs Development Office and the top need for the Division of Enrollment & Academic Services. We expect to submit the facility for addition to the Capital Plan for the August 2020 update.
Attached you will find an analysis of the site. • PA 30 Utilities. This information was prepared by UES to depict potential building
footprints that work within existing constraints of utilities. Relocation of domestic waterlines (blue lines) will be necessary, but should not be substantial in cost. If the buildinglocation caused relocation of the electrical duct bank (red lines) or sanitary sewer (greenlines), then approximately $5M to $6M would need to be included in the project cost toaccount for their relocation.

Campus Master Plan Compliance The 2017 Texas A&M University Campus Master Plan will have far-reaching and long-lasting impacts to improve, enhance and modernize the character of the University, while still remaining true to the mission, and core values of Texas A&M University.
In order for the University to achieve successful implementation of the 2017 Campus Master Plan (CMP), the project should meet both architectural and open space objectives of the CMP for the entirety of the proposed site and where appropriate, look outside the site boundary as it relates to connectivity. This should include but is not limited to, plazas, sidewalks, signage packages, and landscape. Proper placement, massing, and alignment should be done with a holistic campus development perspective.
The project should meet the intent of the 2017 CMP Key Objectives as provided by University Leadership, and reinforced by campus stakeholders. The three key objectives that drive the 2017 Campus Master Plan as developed over the course of deep engagement with the campus community are as follows:

RE: Design Review Sub-Council (DRsc) Report Aggieland Visitor Center, Site Location and Project Approval
On September 18, 2019 the Design Review sub-council reviewed the request from the Division of Enrollment & Academic Services for approval to plan, design, and build a new Aggieland Visitor Center. This project was reviewed for general concept and site location.
The proposed location for this facility is on parking lot 30E on the north side of Albritton Tower between the Interdisciplinary Life Sciences Building (ILSB) and Wellborn Road. This site is preferred by the users as it bridges the gap between west and east campus, is located near academics (new 21st Century Classroom Building and the new Instructional Laboratory and Innovative Learning Building) and other adjacent areas (MSC, athletics, student services, residence halls, etc.) which will be beneficial for the visitor tours, and will be a focal element at a meaningful entryway into the campus. The site is in alignment with the Campus Master Plan development for the area, as the CMP notes that a smaller, compact facility should go in this space so as not to interfere with surrounding utilities.
The proposed facility is currently shown in the images as a two story, 21,000 gross square foot building; however, this is still being explored to see what should be built within the site constraints. There is an anticipated budget of $20 million. If approved, fundraising efforts will begin this fall.
The design of the facility will have an urban and innovative tone and feel to it, but will take design cues from the Memorial Student Center to provide a cohesive look. In the interior, there will be at least four interactive exhibits, a comfortable living room space, huddle rooms for conversations with admissions counselors, and an auditorium space with capacity for 200. The facility should provide a comfortable and collegiate feel and will include lots of areas for photo opportunities, while also incorporating high-end finishes to add sophistication. The intent is to demonstrate Texas A&M as a friendly and welcoming campus, so the building will not have a heavy focus on technological displays but will promote human-to-human connection. It was noted that the project must provide some outdoor shaded spaces for gathering.
Some challenges with the site are pedestrian volume and safety (route from existing parking), proximity to railroad, frequent custodial needs, and road/curb barriers. It was noted that initially the facility will utilize Cain Parking Garage for visitor parking; however, there may be an additional

Northside Parking Garage constructed in the future so the facility will need to plan for multiple entry points after the creation of the new garage. The facility will likely have requests to be used as an event center so the project will plan for this, but this function will not overshadow the facility’s primary goal of serving visitors.

Subject: Aggieland Visitors Center
The Maintenance Sub-Council has reviewed the request for a new facility, Aggieland Visitor Center. Mr. Joe Pettibon and Ms. Kelli Hollinger presented to the committee. Ms. Hollinger expressed a need for a higher level of service from custodial due to the visibility and high traffic by visitors. The facility would also be used as an event destination as discussed.
The maintenance of a facility takes place for the life of the building where good building system designs are a key to a functional building. These building systems should be a high priority for the design team.
RECOMMENDATION

On September 16, 2019, Joe Pettibon, Vice President for Enrollment and Academic Services, presented to the CBE's Technical Review Sub-council on the proposed request for a new Aggieland Visitor Center.
The desired location for this facility is on parking lot 30E on the Northside of Albritton Tower between the Interdisciplinary Life Sciences Building (ILSB) and Wellborn Road. The proposed location enables tour guides to showcase undergraduate teaching and lab facilities. Walking tours would serve both east and west campus further bridging campus. The signage would be highly visible from Wellborn Road and would promote the university. Funding has not yet been identified for the project, efforts for fundraising have begun and will be expedited upon completion of the POR with concepts and images.
Recommendation The Technical Review Sub-council supports and recommends approval for the proposed request for Aggieland Visitor Center provided the following issues/concerns are addressed and funded.
Facility Services: The design team needs to ensure that the project does not increase the rate of storm runoff into local creeks.
The project team should coordinate with Grounds Management for landscaping and irrigation concerns.

The project team should ensure that the facility is designed to minimize, as much as practical, the effort
needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be
easily accessible from ground or floor level,_have generous clearances and be easy to isolate from energy
sources with minimal impact to the rest of the facility.
Mapping and Space Information:
Mapping and Space Information recommends support of the request to construct the Aggieland Visitors
Center and requests that floorplans be provided at the earliest opportunity if the project moves forward.
Student Affairs:
The space that is being vacated is located in facilities that are proctored by Student Affairs. We would
appreciate the opportunity of proposing use for this space that is adjacent to other Student Affairs
functions.
Utilities and Energy Services: TAMU UES looks forward to working closely with the project and design team to ensure that all campus requirements are met and that the project is successful.
Acceptance from UES must be obtained during design and prior to any installation. Project drawing reviews should be filtered through the UES Project Review team for prompt disbursement and turnaround. The Project review team includes individuals from multiple crafts such as BAS, Metering, Electrical, Plumbing, along with other areas of the UES team. If any utility system(s) will need to be modified or added to as part of the project, the project design team will need to follow the applicable TAMU Design Standards: https://utilities.tamu.edu/design-standards/
Any excavation or modification to the area will need to follow the policy for digging on campus: https://utilities. tam u.edu/digging-campus/
The project and design team will need coordinate and work closely with Building Automation and Metering ([email protected]) to ensure proper system operation for the proposed spaces.
We would like to stress is that the proposed area is heavily inundated with utility infrastructure. The proposed area is a major thoroughfare for utilities flowing to/from East and West campus as well as flowing North and South along Wellborn Road. Careful coordination and communication will need to be done throughout the entirety of the project.
