SUBJECT: CBE Recommendation: Building 7535 for Vet Emergency Team

The College of Veterinary Medicine and Biomedical Sciences (CVM) is requesting to continue the use ofthe Riverside Campus Building by the Veterinary Emergency Team (VET). The building currently houses equipment inventory, which is valued in excess of 1.7 million dollars, and is being proctored by Facilities Services. The use of this building will allow them to properly store and maintain their equipment, thereby providing the VET program continuing support of their efforts in the areas of service, education and outreach. (see attached proposal).

Recommendations:

Facilities Utilization Review Sub-council (FURse) The FURse recommends the request by the College of Veterinary Medicine & Biomedical Sciences to continue the use of the Riverside Campus Building #7535 until alternative space can be provided or a formalized review can be scheduled in three years.

The CBE voted to recommend the President allow the Veterinary Emergency Team (VET) to continue to use Riverside 7534 until a vacated space competition is completed by the CBE. Depending on the outcome of the competition, VET would be given a date certain (after completion of the new CVM building) to either vacate Riverside 7534, or be assigned the space permanently.

Request to Extend the Use of Building 7535 for the Veterinary Emergency Team

Please consider this correspondence as an official request for continued use of the Riverside Campus Building by the Texas A&M College ofVeterinary Medicine & Biomedical Sciences (CVM) Veterinary Emergency Team (VET). The building currently houses our equipment inventory, which is valued in excess of I. 7 million dollars, and is being proctored by Facilities Services. The use of this building will allow us to properly store and maintain our equipment, thereby providing the VET program continuing support of our efforts in the areas of service, education and outreach.

The Texas A&M VET provides veterinary medical assistance to the State of Texas during times of disaster. This program has acquired a sizable cache of equipment which provides the ability to project the capabilities of the CVM's Veterinary Medical Teaching Hospital around the state and beyond during times of disaster. Our inventory of equipment includes a mobile field-based hospital capable of supporting a staff of 50 veterinarians, veterinary technicians and veterinary medical students. This specialty equipment gives us the capability of providing care for ill and injured animals at virtually any location around the state and beyond. Our notable deployments include the Bastrop Wildfire Complex in September 2011. In addition to caring for search and rescue dogs and animals injured during the wildfire, this deployment provided a world-class educational experience for our students. During 2012, we were requested to provide assistance in the search of an Alzheimer's patient in Brazos County. In 2013, we were involved as part of the response to the West, TX fertilizer plant explosion. For 2014, our team was active with a human remains search in San Saba, TX, an Alzheimer's patient search in Buda, TX, and as part of the Ebola response in Dallas, TX.

Building 7535 will also be used in our educational efforts. Disaster medicine is a focus of the CVM. A required clinical rotation began in May 2012 and continues to this day. All senior veterinaty medical students are required to take this rotation, which provides an intense two week immersion in veterinary emergency response. This building will house much of this educational effort and provide an all-weather location for our training sessions. This rotation is the first of its kind in the country. In addition, we provide bi-weekly training sessions for faculty, staff and students involved in the VET. Again, this building is critical to our success.

An additional use of this building will be in the form of outreach. Texas A&M University is a leader in providing educational opportunities for the emergency response community. This building continues to allow VET to provide an excellent platform for provision of these activities and plays a critical role in enhancing the emergency preparedness efforts, using a One Health approach in the State of Texas and beyond.

The Council for the Built Environment’s (CBE) Facilities Utilization Review sub-committee (FURsc) recommends that the CBE support the request by the College of Veterinary Medicine & Biomedical Sciences to continue the use of the Riverside Campus Building #7535 until alternative space can be provided or a formalized review can be scheduled in three years.

SCOPE The FURsc met this morning to consider the request by the College of Veterinary Medicine to extend the use of the Riverside Campus Building #7535 by the Veterinary Emergency Team. The University President approved the use of this space on February 17, 2012, with the stipulation that the decision would be reviewed by the CBE after three years. As noted in the attached requests made in 2012 and 2015, the space is needed to house Veterinary Medicine emergency equipment valued in excess of $1.7 million. Without the use of the building the equipment would not be properly cared for and could not be stored in a consolidated location. The proper equipment care and the logistical advantage of consolidation are assets which supports the program’s response to State-wide disasters. The proposal memo cites numerous examples where the Emergency Team served the state. The FURsc is not aware of other pending space request which would supersede this use and concurs that the need is real. It is the understanding of the FURsc that when the new Veterinary Medicine Education Building is complete that the equipment could be relocated from the Riverside Campus to the new facility. To address their apparent need, it is recommended that the request to continue to utilize the Riverside Campus Building #7535 be granted with the continued stipulation that the use be reviewed in three years or when the new Education Building is complete. The projected completion date for that facility is set for approximately the Summer of 2016.

SUBJECT: CBE Recommendation: Veterinary Medicine and Biomedical Sciences Request to Use Riverside Campus Building #7535 for Vet Med Emergency Response Program

At its January 10, 2011 meeting, the Council of Built Environment discussed the request from Dr. Eleanor Green for the use of Riverside Campus Building by the Texas A&M College of Veterinary Medicine and Biomedical Sciences Veterinary Emergency Response Program. The building is currently unoccupied and will support the efforts of the Emergency Response Program in the areas of service, education and outreach. The College's intention is for this to be a short-term usage and intends to relocate the program to the Veterinary College on campus within five years.

The Design Review Sub-Council (DRsc) had no objections but requested the opportunity to review any proposed physical changes to the building that would need to be made to accommodate the program. According to the Facilities Utilization Review Sub-Council (FURse) meeting, there will be no change in the appearance of the building. The DRsc recommended that CBE submit a recommendation to the President.

The Technical Review Sub-Council (TRsc) recommended approval if the following concerns were addressed:

• CIS Networking-some minor changes to Bldg. 7535 might need to be made to avoid disruption to Bldg. 8530A.

• Diesel or other flammable materials could possibly be stored in this building and would need to be evaluated to comply with fire code.

• Transportation Services has no plans to provide transit service to the Riverside Campus. • UPD suggested consideration be given to installing video and intrusion alarm capabilities

to the security plan for the facility.

FURse recommended approval for a recommendation to the President. FURse noted there have been other inquiries regarding the space, but no other formal requests have been received. Dr. McClendon asked CBE voting members to make sure they were comfortable making the decision without putting out a call for other requests. The motion was made by Dr. N. K. Anand that CBE make the recommendation to the President for the College of Vet Med to use Riverside Building #7535 for the Emergency Response Program with the stipulation that this well be reviewed after three years. Thomas Mather seconded the motion. CBE voting members approved the motion unanimously. Additionally, to keep this from becoming an issue in the future, David is working on a facilities coordination website to show vacancies across campus.

Veterinary Medicine’s Emergency Response Program RECOMMENDATION

The Council for the Built Environment’s (CBE) Facilities Utilization Review sub-committee (FURsc) recommends that the CBE support the request by the College of Veterinary Medicine & Biomedical Sciences for the space formerly in use by the Facilities Services Department in Building # 7535 at the Riverside Campus to support the College’s regional animal Emergency Response program.

SCOPE & ANALYSIS

The FURsc understands that the Emergency Response program is a combined service and educational program and it represents the largest and most organized and sophisticated emergency response program on behalf of animals in the country. The program provides the state’s capacity for veterinary medical assistance during times of disaster and is focused on providing care for ill and injured animals at virtually any location around the state and beyond. The team recently responded to needs generated by the wildfires in the Bastrop area in September of 2011. The space is needed to properly store and maintain the equipment, which is currently valued at approximately $1.4 million. Veterinary Medicine is working to obtain federal recognition of the program. The program operates as the first program of its kind in the U.S. and is breaking new ground, important to the State of Texas as a deployable asset, and it prepares graduates for leadership and management of emergency situations by including learning opportunities in field operations and a high level of veterinary care. The program has a deployable animal hospital large enough to staff an 80-90 person hospital, with diagnostic and other supplies and equipment valued at $1.5M. Supplies and equipment are currently stored in small mobile trailers and an 18 wheeler at the Vet complex, as well as various rooms around the Veterinary College. This arrangement makes it difficult to deploy expeditiously and efficiently as supplies and materials have to be unloaded, sorted, reorganized and repacked for deployment and storage. The same process occurs when the program is engaged in associated teaching activities.

The program needs space to store and manage its supplies and equipment. Vet Medicine intends to utilize the Riverside Campus Building #7535 that was formerly the Facilities Services Area Maintenance 6 Shop, which has been vacant about one year. The building has 9,181 square feet. It has offices and space ideal for classroom teaching and four large bays that are adequate for parking trailers and organizing equipment. The building offers a measure of security which is important because of the expense of the medical equipment. Vet Medicine indicates there will be no need for repair or renovation of this space for their use. The College’s intention is for the Emergency Response Team to be located at Riverside on a short-term basis as they plan to relocate the program back to the Veterinary College on campus within five years. While there have been other inquiries regarding the space, no other unit has proffered a formal request.

The Texas A&M Veterinary Emergency Team provides the state's capacity for veterinary medical assistance during times of disaster. This building will allow them to properly store and maintain equipment valued at $1.4 million.

Recommendation The CBE Technical Review Sub-council supports the idea of the College of Veterinary Medicine and Biomedical Sciences Veterinary Emergency Response Program using a vacant building on the Riverside Campus.

The following details were submitted by members of the Technical Review Sub-council. The Sub-council recommends approval, if the concerns below are addressed and funded .

CIS Networking CIS Networking sees no significant network issues involving this proposal. In their discussion, they had indicated that they would have no requirement for standard network connectivity. However, Building 7535 is connected to the campus network, and if a requirement for network connectivity arises, the Emergency Response Program can be connected with minimal cost. Building 8530A is connected to the campus network through equipment located in 7535. In order to prevent any disruption of service to 8530A, some minor changes to the 7535 network equipment location might need to be made to avoid conflict with the Emergency Response Team use of 7535.

Environmental Health & Safety Some of the trailers and equipment contain diesel or other flammable materials. The possibility of storage of these materials inside the building will need to be evaluated to comply with fire code.

Transportation Services No parking impact. There are no plans to provide transit service to the Riverside campus.

Telecommunications We have fiber and copper to building in case telephone or internet services are required.

University Police UPD would suggest serious consideration be given to installing video and intrusion alarm capabilities to the security plan for this facility. This is based in part on our current limited security patrols of the R!verside Campus, and although pharmaceuticals will not be stored with this emergency response equipment, there is a significant investment in property that would be attractive to someone with criminal intent.

Procurement On the use of Building 7535 for the CVM Emergency Response Program, the only concern is the condition of the building and what cost may be incurred and who would incur the cost, if extensive maintenance were needed.

Facilities Facilities Coordination has no other planned use or request for this space. We think this request should go forward.

Please consider this an official request for the use of Riverside Campus Building by the Texas A&M College of Veterinary Medicine and Biomedical Sciences Veterinary Emergency Response Program. The building is currently unoccupied and being proctored by Facilities Services at this time. The use of this building will support the efforts of our program in the areas of service, education and outreach.

The Texas A&M Veterinary Emergency Team provides the state's capacity for veterinary medical assistance during times of disaster. This program has acquired a sizable cache of equipment which provides the ability to project the capabilities of the Texas A&M College of Veterinary Medicine' s Veterinary Medical Teaching Hospital around the state and beyond during times of disaster. Our equipment provides a mobile field based hospital capable of supporting a staff of 50 veterinarians, veterinary technicians and veterinary medical students. This gives us the capability of providing care for ill and injured animals at virtually any location around the state and beyond. Our most recent deployment was to the Bastrop Wildfire Complex in September 2011. In addition to caring for search and rescue dogs and animals injured during the wildfire, this provided a world-class educational experience for our students. This building will allow us to properly store and maintain our equipment cache currently valued in the neighborhood of 1.4 million dollars.

Building 7535 will also be used in our educational efforts. Disaster medicine is a focus of the College of Veterinary Medicine and Biomedical Sciences. A required clinical rotation will begin in May 2012. All senior veterinary medical students will be required to take this rotation which will provide an intense two week immersion in veterinary emergency response. This building will house much of this educational effort and provide an all-weather location for our training sessions. This rotation is the first of its kind in the country. In addition we provide bi-weekly training sessions for faculty, staff and students involved in the Veterinary Emergency Response Program. Again, this building is critical to our success.

An additional use of this building will be in the form of outreach. Texas A&M Umversity IS a leader in providing educational opportunities for the emergency response community. This building will prov1de an excellent platform for provision of these activities and play a critical role in enhancing the emergency preparedness efforts for animals in the State of Texas.
