On Saturday, October 3 thousands enjoyed the annual International Festival
showcasing the people of our community and the many cultural heritage
organizations and ethnic groups that give Palm Coast its cultural richness.
City of Palm Coast Recognized by ICMA
The International City/County Management Association (ICMA) has
recognized the City of Palm Coast’s performance management efforts with
a Certificate of Distinction from the ICMA Center for Performance
Analytics. This is the second year in a row the City has received the award.
Palm Coast is among 10 jurisdictions receiving the Certificate of
Distinction, one of only six Florida cities receiving an ICMA certificate this
year. The City of Palm Coast was honored at the ICMA annual conference
in September.
ICMA Annual Conference
Last week, Palm Coast City Manager Jim Landon, attended the annual ICMA Conference held in
Seattle, Washington. The highlight of the conference was the City’s recognition of our performance
management efforts with a presentation of a Certificate of Distinction.
Finance Award Received for 2nd Consecutive Year
The Government Finance Officers Association of the United
States and Canada (GFOA) has given an Award for Outstanding
Achievement in Popular Annual Financial Reporting to the City
of Palm Coast for its Popular Annual Financial Report for the
fiscal year ended September 30, 2014. The Award for
Outstanding Achievement in Popular Annual Financial
Reporting is a prestigious national award recognizing
conformance with the highest standards for preparation of state
and local government popular reports. This recognition from the
GFOA is based on an evaluation of information presented, reader appeal, understandability,
distribution, and other elements. This is the second year in a row that the City has received this
award. We will submit a PAFR once again for the fiscal year ending September 30, 2015. The 2014
PAFR can be viewed electronically at www.palmcoastgov.com/government/finance/audit-report.
Congratulations to our Finance Director and staff for this outstanding achievement.
September CHIRP Program at Belle Terre Elementary
City staff and the University of Florida’s Whitney Lab presented a hands
on program for Belle Terre Elementary 3rd grade through the City’s
CHIRP (Children Helping in Resource Protection) Program. Over 200
students were introduced to the topic of marine biology by exploring how
the animals breathe, find, and eat food, protect themselves and generally
survive in their environment. For more information, see the attached

Applications Division set up the automated uploader for Paymentus (our new Online Utility Billing Provider) that will upload bills and customer information nightly.
Applications Division created a floor plan/wayfinder for the New City Hall for staff use.
Applications Division assisted Utility in sending out 52,000 emails to customers about upcoming changes in Online Utility Billing.
Applications Division created a report for Customer Service to allow them to see how many of the new online service requests are processed within a given timeframe.
Applications Division updated all future meetings on the City Calendar to reflect the New City Hall location.
Operations Division setup several switches and installed surface mount jacks throughout the New City Hall building.
Operations Division continues to train new staff member Kristin Van Baelen.

COMMUNITY DEVELOPMENT
GIS Division updated the CRH (Community Residential Homes) Application; Adding 3 new assisted living facility locations.
GIS met with the Planning department and conducted a training class on the land rights application available at https://gissrv01.ci.palm-coast.fl.us/FlexViewer_Landrights/ . We reviewed how the land encumbrance data is gathered from various resources, as well as the updated status of the data.
UTILITY
GIS met with the sewer division of the Utility Department, to outline a GIS project to capture information from TV'd pipes and Manholes. The sewer division has requested that information be available in an editable web application that depicts lined sewer pipes and coated manholes.
FIRE
GIS met with the Fire Department to review EMS study information that breaks down calls from April 2014-2015, by CAD zones, truck, and nature of call. This information will be used in a presentation to illustrate how the Fire Department currently deploys its resources.

Currently mowing Whiteview Parkway, Rymfire Drive and all neighborhoods.
Mechanically swept and cleared debris from 30 lane miles of curb and gutter on main arterial
roadways.
Repaired 20 linear feet of sidewalks.
Removed tree due to traffic accident at Whiteview Parkway and Ravenwood Drive.
Inspected and reported six street light outages to Florida Power & Light for repair.
Inspected 5,280 linear feet of sidewalks, for pedestrian safety.
Repaired one pot hole on Old Kings Road North and Forest Grove Drive.
Performed traffic control for two special events: Pink Army 5K and Indian Trails Sports
Complex LAX tournament.
Began installation of sidewalks at City Hall.

Parks & Medians Maintenance
Inspected 42,652 linear feet of park hiking trails and 267 trail signs.
Inspected 21 irrigation zones, cleaned, replaced, adjusted spray heads, and repaired line
breaks along City medians.
Inspected 15 irrigation zones, cleaned, replaced, and adjusted spray heads in the City parks.
Painted 22 soccer fields and 2 football fields at Ralph Carter Park, Belle Terre Park, Indian
Trails Sports Complex, and Indian Trails Middle School for upcoming games.
Repaired the fishing pier at Waterfront Park.
Inspected and repaired trail bridges along St. Joe Walkway.
Performed safety inspections on playground equipment, parks, and trails at 22 locations.
All playgrounds (6) were leveled.
All center medians on Belle Terre Parkway, Palm Coast Parkway & SR 100 were
maintained.
All City parks (12) were mowed and maintained.
Grounds were maintained at 250 well sites and lift stations.
Maintained the grounds at: 5-Fire Stations; 3-Water Treatment Plants; and 1-Wastewater
Treatment Plant.
Mowing was performed at 16 sports fields three times each, for a total of 56 acres.

PLANNING Belle Terre Elementary September Chirp Program City staff and the University of Florida’s Whitney Lab presented a hands on program for Belle Terre Elementary 3rd grade. The program consisted of 210 students rotating through three live sea life stations. Students were introduced to the topic of marine biology by exploring how the animals breathe, find, and eat food, protect themselves and generally survive in their environment. Teachers were pleased that the program topics directly correlated with students’ current course work which helped to reinforce the classroom information students were currently learning.

The mandrel was pulled from new pump station site to the South. The mandrel was pulled under Toscana entrance on 10/5/15. Installation of pipe continues toward the south pump station site.

Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. Walmart draws in a fair amount of donations but we need you to help us with this event!!! Adoption Specials: October will hold a “spectacular” cat adoption special with some of our “boo-tiful” dogs also on special. Check the FHS Facebook as October 1st gets closer. Upcoming Fundraisers/Events: Save the date for the October Yappy Hour that will be hosted by Turtle Shack on October 26th from 6 pm – 8 pm. A $10 donation will get you a free drink and a sampling of the Turtle Shack’s wonderful food! Dress in your favorite costume and enter to win a chance at prizes. Dress up your furry friend too! Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. Appointments can be made by calling the customer service line at 386-445-1814. Low cost vaccination clinics will still be held on the 1st and 3rd Saturday of every month from 1pm-3pm. "HOLLYWOOD STAR SEEKS NEW AGENT": FHS is all abuzz this week. A famous celebrity, ROBERT REDFORD, is at here. He is a 7 1/2 yr. old shepherd/chow that is already neutered. Robert finds cats a nuisance and will not share a home with any of
them no matter how many Oscars they have won! Another equally
distinguished dog of similar size is fine, but being a star, he would prefer to be the main attraction. He is very
good at tennis and will play with a ball while you are running his errands.

In the past week, the department responded to 170 calls. There were 2 structure fires. A total of 120 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 173 out of a possible 800 and the fire danger is low.

2015 PDA Fall Classic Soccer Tournament - Held from Friday, October
9 through Sunday, October 11 at the Indian Trails Sports Complex. PDA Florida
will host soccer teams from across the state of Florida for this annual event.
Pumpkin Shoot-Out Lacrosse Tournament - October 17-18 at
the Indian Trails Sports Complex. Hosted by Team Florida Lacrosse. The
Great Pumpkin Shootout is a 7 on 7 format lacrosse tournament. This is
a very fast-paced, fun tournament that is a truly unique experience
with fun to be had by all. Don’t miss out on Florida’s premiere fall
lacrosse tournament.
Halloween Boo Bash – Presented in partnership with Wadsworth Elementary School. Held
on Friday, October 23 from 5-8 pm at Belle Terre Park, 339 Parkview Drive. The Halloween
Boo Bash is a family friendly, safe event for children of all ages. We encourage everyone to
come in costume and enjoy the following activities: bounce houses, DJ, costume contest; games;

Wood Carvers – Tuesdays from 1-4p at the Palm Coast Community Center. The art of
woodcarving has a history that spans centuries. At its core, woodcarving transforms a piece of
wood into a masterfully crafted work of art. Join this group of gifted carvers as they share their
skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed
group of men and women at all levels and abilities. Visitors are welcome.
Game Day Social – Thursdays from 12:30-4p at the Palm Coast Community Center. As the
name suggests, Game Day Social is comprised of a lively, spirited group of individuals who
enjoy the camaraderie and competition of dominos, a variety of card games or board games.
Participants are encouraged to bring their favorite game or play one provided by the Parks and
Recreation Department. Light refreshments are served.
Pickleball Join the fastest growing sport in North America. Pickleball is a sport for all ages and abilities.
This quick paced, fun activity combines the games of tennis and ping pong on a shortened tennis
court. Played with smaller racquets and a wiffle ball. Held at Belle Terre Park on Wednesdays,
6p-8p and Fridays from 11a-1p.

college football is a way of life. In the fall of 1970 Marshall's "Thundering Herd" boarded an
airliner to return home after a football game in North Carolina, when the jet crashed and 75
members of Marshall's football squad and athletic staff tragically died. A story of survival and

Lunch n’ Lecture – Wednesday, November 4, “Jacksonville Symphony”
The lecture begins at 11 am with free lunch provided. Pre-registration required.
AARP Driver Safety Program – Friday, October 16 from 9a-4p at the Palm Coast
Community Center. The nation's first and largest classroom course for motorists ages 50 and
older. This course identifies ways that older driver s can compensate for the physical changes
that occurs as they age. The course provides research based information to help older drivers
update their driving knowledge and skills. To register contact AARP Representative Mary Jane

Women’s Self Defense Class – Instruction provided by Corporal Lutz of the Flagler County
Sheriff’s Office. Women will learn effective methods to ward off an attacker. This class is
perfect for those individuals wanting to learn how to better protect themselves. Ages 12 years
and up. Class is held at the Palm Coast Community Center from 6-8 pm for three weeks
beginning Monday, October 26. Pre-registration is required; cost is free.

Little Chefs - Bring your “Little Chef”, ages 2-3 years, to the Palm Coast Community Center
on Tuesday, October 13 to learn how to make a healthy, tasty snack. Cooking begins at 10am.
Pre-registration and payment of $5 fee required.
Kindercooks Bring your “Kindercook”, ages 4-5 years, to the Palm Coast Community Center where they will
learn to make foods, tasty treats, and gain important motor skills. Your “Kindercook” will soon
be able to assist in the kitchen. Held on Tuesday, October 13 beginning at 4:30pm. Pre-
registration and payment of $5 fee required.
Little Picassos – Toddlers, ages 2-3 years of age, will create their own masterpieces using a
variety of media including paint, clay and more. The first “Picassos” class will be held on
Thursday, October 15 beginning at 10am. Pre-registration and payment of $5 fee required.
Munchkin Soccer – Begins on Wednesday, October 14 at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE. This “Munchkin” activity will focus on the specific skills
of soccer. Toddlers, ages 2-3 years and their parents will enjoy of variety of games that assist in
learning those basic skills. Pre-registration and payment of $35 fee required.
Munchkin Sports – Begins on Tuesday, October 13 at the Palm Coast Community Center,
305 Palm Coast Parkway, NE. Toddlers, ages 4-5 years, will learn basic skills of soccer,
baseball, golf, football and basketball. Pre-registration and payment of $35 fee required.

Re: Week in Review
Temporary modification of the disinfection treatment procedure continues through
October 19th. Customers may notice an increase in the taste and odor of chlorine in their
drinking water during this time.
The average water demand for the week was 7.358 million gallons per day; the average
wastewater flow was 6.606 million gallons per day.
Crews installed 6 new domestic meters, 2 reuse meters, replaced 2 pep tanks and set up
one dewatering system for PEP tank install.
This week 106 utility customers were shut off for non-payment.
There were a total of 29 calls after hours.
Completed 7 service locates.
Wastewater crews inspected via CCTV 5,177 feet of gravity sewer, cleaned 1,200 feet of
gravity sewer, and inspected 21 manholes. They also inspected and cleaned 3 service
laterals.
Wastewater Maintenance and Collection crews completed 27 pep maintenance and 128
service orders, replaced 21 pep pumps, 23 floats, 2 clean out caps, and 9 pep back lid.
Water Distribution crews tested and repaired 107 backflow preventers, repaired 17 water
meters, 2 water service line leaks, installed 2 new reuse meters, and replaced 4 water
meters.
This week crews continued to work on retrofitting the meter backflow assemblies at Las
Brisas in Matanzas Shores. They completed 24 assemblies.
On October 2nd at 10:30am, a broken flushing hydrant was replaced on a 4” water main
on Raintree Place. This affected 15 homes for approximately 5 hours.
On October 7th at 9:00am on Flamingo Drive, a broken fire hydrant was replaced on a 6”
water main. This affected 77 homes for 8 hours, including customers on Ferris Lane.
Heavy rains on October 2nd caused some stations to reach high level alarm. Dispatched
tank trucks until flow subsided.
After receiving odor complaint for Ravenwood Drive station it was discovered that the
odor control unit is not working properly. Troubleshooting unit but may require
replacement odor control system.

Palm Coast Halloween Boo Bash offers safe holiday fun on Friday, Oct. 23 Palm Coast – The City of Palm Coast and Wadsworth Elementary School present the annual Halloween Boo Bash, a family-friendly event for all ages, from 5-8 p.m. Friday, Oct. 23, at Belle Terre Park, 339 Parkview Drive, Palm Coast. All are encouraged to come in costume and enjoy activities including a costume contest, bounce houses, music and games with a DJ, carnival games, food, candy and lots of fun! The annual costume contest will begin at 6 p.m., with registration being held 5-5:45 p.m. Admission is free. Tickets for carnival games are $1, and an unlimited Bounce House wristband will be $5. Food and beverages will be available for purchase, including hotdogs from the Hot Dog Cart; pulled pork and pulled chicken sliders from the Barnwood BBQ food truck; ice cream from Bruster’s; and pizza from Giabella’s.
