Consideration: Action/Information Date: May 16, 2018 1. APPROVE PARTICIPATION IN LAKEWOOD’S IFT IMPACT GRANT Approve Lakewood High School’s Institute for Teaching Impact grant. Lakewood’s Let’s Close the Achievement Gap Committee wrote a proposal entitled, African-American Academic Support which focuses on programs and activities that support underachieving students with college applications, SAT/ACT preparation, tutoring and recognition. The proposal seeks $20,000. 2. APPROVE PARTICIPATION IN TARGET GIFT TO SCHOOLS EVENT Approve the participation of Bixby Elementary School in a local Target grant. The grant consists of gift cards totaling $10,000 for students to purchase back to school materials. 3. APPROVE THE REVISION OF THE APPLICATION FOR HEAD START AND EARLY

HEAD START PROGRAMS Approve the submission of the revised 2018-19 grant application for year five of the five year grant for the Head Start and Early Head Start program. This revised refunding application includes a conversion of 125 Head Start slots into 40 Early Head Start slots. Subject: Adoption of Tentative Agreements, California School Employees Association, Long Beach Enclosures: None Chapter #2, Units A and B __________________________________________________________________________________ Category: New Business Reason for Board Consideration: Action Date: May 16, 2018 BACKGROUND: The Long Beach Unified School District (“District”) and the California School Employees Association, Long Beach Chapter #2, Units A and Unit B recently concluded negotiations for Collective Bargaining Agreements. CSEA informed the District on April 26, 2018 that their membership had ratified the Tentative Agreements providing for the modification of the Units A and B contracts through October 31, 2018. Ratification resulted in revisions to the California School Employees Association Long Beach Chapter #2, Units A and B contracts, including a 1 percent ongoing salary increase and one-time “off schedule” 1 percent increase, retroactive to July 1, 2017. Other modifications include changes to language regarding donated sick leave and a Memorandum of Understanding for new employee orientations. In compliance with collective bargaining agreement public disclosure requirements of Government Code, Section 3547.5, the “Public Disclosure of Collective Bargaining Agreement” forms for CSEA Units A and B have been displayed for public review since April 16, 2018. These forms have also been reviewed by the Los Angeles County Office of Education according to compliance with AB1200 (Chapter 1213/1991), Government Code 3547.5 and CCR, Title V, Section 15449. In 2014, the Long Beach Unified School District Board of Education (“District Board”) approved the charter petition for Clear Passage Educational Center (“Clear Passage” or “School”) for a three school-year term. The District Board approved a one-year extension in 2017 to expand the initial petition to four years, which ends on June 30, 2018.

Clear Passage began providing instruction in the fall of 2014. Although the District has closely monitored the progress of the School, there is no available state data in terms of academic achievement because the new California State Dashboard has not published results for alternative schools, which includes Clear Passage. California will begin to publish alternative schools’ data this Fall.

With the approval of an additional one year extension to the original charter term, the District will be able to fully analyze the academic progress of the students, which is an important factor in renewal eligibility. The Charter School Act provides that the initial term of a charter petition can be for a period not to exceed five years. If approved, this extension would take the initial charter term to the maximum of five years. RECOMMENDATION:

District Staff recommends a one year extension of the original term of the current charter. With approval of the extension, Clear Passage’s charter will remain in effect through June 30, 2019. A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT OF LOS ANGELES COUNTY

DECLARING THE RESULTS OF THE CONSOLIDATED PRIMARY NOMINATING ELECTION HELD ON APRIL 10, 2018

AND SUCH OTHER MATTERS AS PROVIDED FOR BY LAW WHEREAS, a Consolidated Primary Nominating Election was held and conducted in the Long Beach Unified School District, on Tuesday, April 10, 2018, as required by law; and WHEREAS, notice of the election was given in time, form, and manner as provided by law; voting precincts were properly established; election officers were appointed and in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in the time, form, and manner as required by the provisions of the Election Code of the State of California for holding elections in school districts; and WHEREAS, the City Council of the City of Long Beach has declared the results of the consolidated primary nominating election held on Tuesday, April 10, 2018 and has certified the results to this Board of Education, and whereas the results are received, attached, and made a part hereof as "Exhibit A"; and WHEREAS, in accordance with California Education Code Sections 5326 and 5328, when only one person has been nominated for an elective office, this such person shall be deemed appointed and shall be seated at the organizational meeting of the governing board; and NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Long Beach Unified School District does declare, determine and orders as follows: 1. That the total number of votes cast in the election for Member, Board of Education

District Three is shown on the attached Exhibit A, 2. That the names of persons voted for at the April 10, 2018 election for Member,

Board of Education District Three are as follows: District Three Cesar A. Armendariz Juan M. Benitez Eduardo Lara 3. That the number of votes given at each precinct and the number of votes given in

the District to each person named for the office of Member, Board of Education District Three are listed in the attached Exhibit A,

4. That the Board of Education further determines, in accordance with City of Long

Beach Charter Section 2206, that Juan M. Benitez and Cesar A. Armendariz are the two candidates that received the highest number of votes in District Three and qualify as candidates for the General Municipal Election on June 5, 2018,

5. That the Board of Education further determines, in accordance with California Education Code Sections 5326 and 5328, that Megan Kerr is to be seated as Member, Board of Education District One and Diana Craighead is to be seated as Member, Board of Education District Five, for the full term of four (4) years commencing with the third Monday of July, 2018,

6. That a qualified person shall administer the Oath of Office prescribed in the

Constitution of the State of California to Megan Kerr and Diana Craighead and shall have them subscribe to it and file it in the office of the Executive Secretary to the Board of Education, and each shall then be inducted into the Board of Education.

BE IT FURTHER RESOLVED, that the Board of Education adopt Resolution No. 051618-A declaring the results of the consolidated primary nominating election held on April 10, 2018 and such other matters as provided for by law.

They are nominated for the office of Member of the Board of Education of

the Long Beach Unified School District, District 3, for the full term of four (4) years

commencing on the third Tuesday of July, 2018, and the City Clerk is directed to place

their respective names on the ballots to be used at the General Municipal Election to be

held on the 5th day of June, 2018.

Section 8. This resolution shall take effect immediately upon its adoption

by the City Council, and the City Clerk shall certify the vote adopting this resolution. The

City Clerk shall further spread this resolution on the minutes of this City Council, which

entry shall constitute the City Clerk's statement and certification of the result of the
