    Consideration: Action/Information Date: May 16, 2018 1. APPROVE PARTICIPATION IN LAKEWOOD’S IFT IMPACT GRANT Approve Lakewood High School’s Institute for Teaching Impact grant. Lakewood’s Let’s Close the Achievement Gap Committee wrote a proposal entitled, African-American Academic Support which focuses on programs and activities that support underachieving students with college applications, SAT/ACT preparation, tutoring and recognition. The proposal seeks $20,000. 2. APPROVE PARTICIPATION IN TARGET GIFT TO SCHOOLS EVENT Approve the participation of Bixby Elementary School in a local Target grant. The grant consists of gift cards totaling $10,000 for students to purchase back to school materials. 3. APPROVE THE REVISION OF THE APPLICATION FOR HEAD START AND EARLY

    HEAD START PROGRAMS Approve the submission of the revised 2018-19 grant application for year five of the five year grant for the Head Start and Early Head Start program. This revised refunding application includes a conversion of 125 Head Start slots into 40 Early Head Start slots. This application proposes services to 1,400 low-income preschool children and 200 infants, toddlers and pregnant women and their families in program options that include a center-based option for preschool, and center-based and home-based options for Early Head Start for the period from July 1, 2018 through June 30, 2019. The revised total federal grant for Head Start and Early Head Start is a minimum of $23,097,554. 4. APPROVE APPLICATION FOR DASS ELIGIBILITY FOR EPHS Approve the LBUSD application for Dashboard Alternative School Status (DASS) program eligibility for Educational Partnership High School (EPHS). The school meets the criteria for eligibility for DASS by reporting that over 70% of the students enrolled are high-risk. 5. APPROVE ADDITIONAL MEMBER TO THE COMMUNITY ADVISORY COMMITTEE

    Approve the following voting member of the Community Advisory Committee (CAC) for Special Education:

    In  2014,  the  Long  Beach  Unified  School  District  Board  of  Education  (“District  Board”)  approved  the  charter  petition  for  Clear  Passage  Educational  Center  (“Clear  Passage”  or  “School”)  for  a  three  school-year  term.  The  District  Board  approved  a  one-year  extension  in  2017  to  expand  the  initial  petition  to  four  years,  which  ends  on  June  30,  2018.    

    Clear  Passage  began  providing  instruction  in  the  fall  of  2014.    Although  the  District  has  closely  monitored  the  progress  of  the  School,  there  is  no  available  state  data  in  terms  of  academic  achievement  because  the  new  California  State  Dashboard  has  not  published  results  for  alternative  schools,  which  includes  Clear  Passage.    California  will  begin  to  publish  alternative  schools’  data  this  Fall.      

    With  the  approval  of  an  additional  one  year  extension  to  the  original  charter  term,  the  District  will  be  able  to  fully  analyze  the  academic  progress  of  the  students,  which  is  an  important  factor  in  renewal  eligibility.    The  Charter  School  Act  provides  that  the  initial  term  of  a  charter  petition  can  be  for  a  period  not  to  exceed  five  years.    If  approved,  this  extension  would  take  the  initial  charter  term  to  the  maximum  of  five  years.        RECOMMENDATION:
