Career Development

Report out CDS Current Directives:

· Since January 16 mentors have been assigned to mentees (7.9% Total Category participation rate (industry standard is about 20%)

· CDS is working with the event committee to plan the mentoring session at the symposium. EPAC currently has the 8-9am time slot but has asked to be on the waitlist should a 9-10 slot open up as the Surgeon General’s 5K is at 0700 off-site and would present some conflict. Options being considered are compressing mentoring to 830-9 and holding it in PT gear to maximize participation given the conflict with the 5K.

· Currently developing SOPs for the CDS and for mentoring. Drafts of these documents are due by end of March.

· Engineering Licensure Fact sheet draft is under revision and due in May.

· Engineering Online Graduate School Database will have a framework by May.

· Leadership Development with PACE and other initiatives is in development. No target date has been set.

· Scrubbing of the EPAC Career Development and Mentoring pages (removal of dead links and outdated documents) target set for April 1st.

· Agency Transfer Sheet is on hold/canceled until further notice.

· Analytics Survey is on hold/canceled until further notice.

EPAC Direction:

· Prior approval needed to remove/revise/redesign webpages?

· Implementation of a mentoring matching software? Inquired about Chrono (https://chronus.com/) but comes with a hefty price tag ($15,000 per year for the base package). May be interested into using mentorcore (https://www.mentoring.org/program-resources/mentorcore-program-management-software/) ($900 per year) to assist with the logistics of running a mentoring matching program.

· Working on survey/questions on how to use social media (survey monkey)

· CAPT Harvey suggested we have a vote as to whether or not we want explore another platform (he is concerned that we have a generation gap and that some of the younger engineers may want to receive information via social media)  He indicated that this would be more a 2 year project not something we would try to implement in the next 6 months. 

· CDR Russell asked the members to think about it and we can re-visit whether we want to explore over the next couple of months

· Suggested that we take a look at the Information subcommittee’s current work plan and determine if there is capacity to explore the idea of another communication tool.

Public Health Engineering Practice

· Access to Engineering Standards Workgroup is finalizing research analysis and preparing a report that will be ready to present to EPAC at next Voting Members meeting

· Healthy Communities Workgroup developing webpage to share info and resources with engineers to promote the concepts, provide ideas and networking, and develop a recognition program

· Resource Sharing Workgroup updating PHEP webpage with more articles, presentations, and tools

· Lead and Drinking Water Workgroup completing group charter to address goals of 1 - collecting both technical and community engagement information for effectively addressing water quality issues in communities and 2 – developing resources for responding

· PACE Workgroup is working on the following:

· Submitting article for publication in the Spring edition of the PAC Newsletter to encourage new involvement

· Submitted COA Frontline Article in February 2019 about AAAS Event from 2/15 to 2/16

· PACE Event Outreach

· STEM Career Day on 2/1/2019 and talked to nearly 286 high school students about USPHS Engineering at Chesapeake Math and Information Technology Charter School in Laurel, MD

· AAAS Event with 758 people riding a bike that generates electricity and educating importance of healthy eating and active living while discussing DC permanent magnet generators work and the concept of Lenz’s and Faraday’s Law

· Planning an event to use Sustainable Bike during University of MD Day on 4/27/2019

· Naloxone Face Mask

· Developed a prototype 3D Print Mask to reduce Naloxone Training kit costs by 75% ($1,100 is the original costs for kit)

· Developing a 3D cast mold to fabricate masks using silicone

· Working with CCHQ DSI to building information system to incorporate PACE data into USPHS IT Systems

· Developed functional, security, and reporting requirements in January 2019

· Developed data attributes definitions document in February 2019

Engineering Impact Measure

· In 2018, CDR Virani and LCDR Palo started to look at inputs that could be used to help articulate the impact of the work performed by engineers at FDA.

· FDA publishes a variety of performance metrics, such as establishments inspected and medical product applications approved, and there are several internal reports that were initially identified.

· Moving forward in 2019, CDR Virani and LCDR Palo will look to generate a tool or format that can use these inputs to help share the good work done by engineers, particularly from the various regulatory actions and product reviews by those in the FDA Centers as well as the engineers serving as field investigators in the Office of Regulatory Affairs.

· There are also a variety of engineers serving in supervisory and management roles that need to determine how best to share their impact. It appears initially we’ll have both quantitative measures and more of narrative-style qualitative measures.

· LCDR Palo will continue working with CDR Jit Virani and LT Tim Martin as they develop the workplan.

· This will be a project that continues into 2020, and ideally will provide a model to use at the other OpDivs.

The Junior Officer Advisory Group (JOAG) requests nominations for 12 open positions for Voting Membership for the 2019-2021 Fiscal Years.

JOAG is the voice for junior officers in the Commissioned Corps and is responsible for advising the Surgeon General on matters that affect junior officers. Voting Members serve as the leadership of this organization. Each category is represented by one Voting Member with an additional 11 at-large members for a total of 22 Voting Members. The JOAG Executive Committee is elected from within the Voting Membership. Current Voting Members select incoming Voting Members based upon published criteria. The Voting Membership term may be one or two years and begins on October 1st.

If you know a motivated and dedicated junior officer, please encourage them to self-nominate for the following open slots:

Requirements: For a 2-year term you must be an active duty junior officer (T-04 and below) and you must NOT be eligible to pin-on T-05 (Commander) prior to July 1, 2021. For a 1-year term you must be an active duty junior officer (T-04 and below) in the Dentist, Dietician, or Veterinarian category and you must NOT be eligible to pin-on T-05 (Commander) prior to July 1, 2020 and NOT eligible for a 2-year term. Any officer eligible for a 2 year term must apply for a 2 year term.

If you wish to have your eligibility checked in advance of submitting a nomination, please contact your agency liaison with your name, rank, and PHS Number to ask for an eligibility check.

· The Communications sub-group of the Nicotine Cessation Services Access Workgroup (NCSAW) is looking for two individuals to join our team! Previous experience providing intensive tobacco cessation services is required. We are looking for someone with website development skills to help advertise our services to external stakeholders and someone who may enjoy traveling (though not required) to various conferences like COA, HOSA, IHS QUAD, and AMSUS to coordinate tobacco cessation training and booth setup. There are no funds to support this travel, so it would be self-paid or supported by your respective agency. This will be a great opportunity to meet new people across the country and expand your horizon!

CALL FOR SAME ENGINEERING AND CONSTRUCTION CAMP MENTOR OR CAMP STAFF  (Deadline March 29, 2019)

SAME has been supporting science, technology, engineering, and math (STEM) events for over 30 years and conducting camps for almost 20 years.

SAME camps provide a rigorous experience for students interested in exploring STEM skills and careers. Campers gain a sense of what it takes to become a STEM professional and what options exist to explore that interest from high school to college and beyond. Each camp has a unique curriculum that generally features hands-on activities conducted in a competitive environment that promote teamwork, leadership, project management, and problem solving.

Campers are supervised by mentors made up of professional engineers, engineering students, military personnel, educators, and other STEM professionals. These mentors are committed to inspiring campers to pursue STEM in college. Mentors are also resources for the campers, providing long-term connections for the alumni.

MENTORS

SAME Camps offer SAME Young Members, Engineers, Officers, teachers, and individuals with a STEM background a valuable opportunity to mentor tomorrow’s engineers and STEM leaders. Mentors lead, guide, coach, supervise and support activities and share experiences with students about real-world projects in the STEM field. This is a great opportunity for USPHS Officers visibility among Sister Services to educate campers as well as other Services on U.S. Public Health Service. SAME would like at least one USPHS Officer volunteer at each of the E & C Camp.

Mentors spend the week at the camp and are assigned to groups of 10-12 campers.

Mentor Criteria

To become a camp mentor, you should:

· Have a background in a STEM field;

· Be active in SAME Post; and

· Have experience in mentoring or coaching young people.

Depending on the camp, mentors may be expected to attend the entire camp. Due to the strenuous nature of some of the activities, mentors should be physically fit and healthy.

Mentors will also need to go through a training on the protection of children. The training will be provided by SAME or the individual camp activity.

Some camps need individuals to support the camp in a staff or leadership role. Positions include:

Why a Senior Officer or Civilian Supervisor Should Care About JOAG

The Junior Officer Advisory Group (JOAG) is a chartered group of the US Public Health Service Commissioned Corps (Corps) dedicated to serving the needs of junior officers. JOAG provides advice and consultation to the Surgeon General and other entities on the interests and concerns of junior officers, and serves as a resource and support network for all junior officers. Any junior officer (LCDR/O-4 and below) is encouraged to participate in JOAG, whether through engagement with a JOAG committee or by making themselves available to JOAG’s professional development or community service activities.

We cordially request senior officers and civilians supervising junior officers to support JOAG because it can help junior officers in their professional development, leadership and other skills that, in turn, help them succeed in their positions. In contrast to the high pressure and consequential nature of many federal agency jobs, JOAG offers a way for junior officers to learn leadership and collaboration skills in a low- pressure environment where mistakes can be made without dire consequences and the emphasis is on growth.

Role Models and Leaders

If you’re still not convinced of JOAG’s value and why JOAG matters, consider a fellow senior officer’s perspective, given by CAPT Sara Newman, senior advisor to JOAG: “JOAG involvement, and particularly Voting Membership, is a tremendous opportunity for junior officers to take on fulfilling, challenging and career-enhancing leadership roles in one of the Commissioned Corps’ most influential organizations. JOAG members are role models and leaders. Through JOAG involvement, they gain sk i l l s and create opportunities, shaping them to become the top leaders and decision makers in the C o r p s . Additionally, the work done by JOAG members has long-term impacts on the future success and viability of the USPHS and the Corps. All senior

Esprit de Corps

If you serve in an area with few other officers, junior officer engagement in JOAG can be the link to the Corps that gives them a sense of belonging and helps them better understand that they’re part of something bigger than just what happens at their immediate duty station.

Some of the ways JOAG serves as a support network to junior officers include:

• Peer-to-Peer Network – Newerjunior officers are paired with seasonedjunior officers to serve as mentors toease the transition into the Corps

• Meet & Greets – Organized in localareas throughout the country in orderto get local officers together to build agreater sense of community within theCorps locally.

• Community service opportunities –Help support the National PreventionStrategy and other initiatives of theSurgeon General while working tointegrate the Corps into communitiesand local networks.

Do your part to help strengthen the leadership, stature, and unity of the

Corps by informing junior officers about JOAG and the resources and

opportunities it provides!

Job Shadowing

One way senior officers can become directly involved with JOAG is through its Job Shadowing Program, a professional career development and exploration activity where junior officers are paired with senior officers in the junior officer’s field of interest. Junior officers observe day-to- day activities of senior officers and senior officers offer their unique experience and insight to junior officers, helping to hone skills and strengthen bonds within and among federal agencies and the Public Health Service. JOAG Junior Officer Chronicles Article Submission Guidelines for Operational

Year 2018-2019

The JOAG Communications and Publications Committee is responsible for the development and publication of

the Junior Officer Chronicles (JOC). The JOC is the premier product of all JOAG publications because this

magazine is published with content generated by you, our readers.

The JOC’s primary directive is to disseminate real time, accurate, and enhancing narratives that allow all junior

officers to share knowledge, experiences and community point of views of life as a UPSHS Commissioned

Corps Officer.

Each quarter, a call to action is sent out via the JOAG listserv. The “call to action” is the beginning of the JOC

quarterly lifecycle and encourages officers to submit article ideas of immediate and beneficial interests

dedicated to enhancing and inspiring officers’ lives and careers.

JOC Operational Rhythm - Article Solicitation

All article submission deadlines will be provided and highlighted in the “call to action email.”

Each submitter will receive an email confirming receipt of the article; this is not an acceptance of your article.

Please be sure to ensure you have appropriate clearance through your OPDIV/Agency or sponsoring agency if an article topic is related to a specific department or deployment team.

Please keep your article to 500 words or less. Anything greater will require special permission to be granted acceptance

Photos – please submit high quality or the original rendering of the photo. Please try to use the .jpeg, and .png extensions for your submissions. Please be sure to include a context statement

and the ranks/names of all the officers who are present in the photo. Any civilians in a photo will

need to sign a photo release form granting permission and that form should be submitted with the

article.

Subject: Request for Supervisory Approval for JOAG Voting Membership

The Junior Officer Advisory Group (JOAG) serves in a resource, advisory, and liaison capacity to assist in the development and coordination of activities related to junior officers in the USPHS Commissioned Corps. JOAG reports to the Office of the Surgeon General and is considered the “voice of junior officers.”

Voting Members are the leadership of JOAG. The group is comprised of one person from each of the 11 professional categories plus at-large members that can be from any category. Six of the Voting Members are elected to serve on the JOAG Executive Committee while the remaining members serve as chairs or co-chairs of JOAG’s committees. In addition, selected Voting Members serve as liaisons to their respective PACs, select incoming Voting Members, assist in award nominations, make presentations at the Officer Basic Course (OBC) and other venues, and perform other duties as requested by the Office of the Surgeon General and the JOAG Chairperson.

Voting Members normally serve for a two-year term, beginning October 1st of the nomination year and ending September 30th, two (2) years thereafter. Officers in the Dentist, Dietician, Therapist, and Veterinarian categories eligible to pin-on T-05 (Commander) after July 1, 2020 but before July 1, 2021. Voting Members will be required to attend monthly JOAG meetings, including both Voting Member and General Member meetings. These meetings will be held on the 2nd Friday of every month from 1300-1400 or 1400-1500 Eastern.

How does a JOAG Voting Member differ from a general member?

There is no formal process for becoming a general member. Any junior officer at the rank of LCDR (O-4) and below who participates in JOAG meetings or serves on one of JOAG’s committees or workgroups is considered a general member. Voting Members serve as the leadership of JOAG and must apply and be selected by the current Voting Members.

What tasks are required of a Voting Member?

Voting Members serve as committee chairs and/or Professional Advisory Committees (PACs) liaisons. Six of the 22 Voting Members serve on the JOAG Executive Committee. The remaining 16 members typically serve as chairs or co-chairs of JOAG’s 9 committees. In addition, Voting Members serve as liaisons to their respective PACs, select incoming Voting Members, assist with award nominations, make presentations at the Officer Basic Course (OBC) and other venues, and perform other duties as requested by the Office of the Surgeon General and the JOAG Chair.

What are the responsibilities of a committee chair?

There are currently nine JOAG committees that are each co-chaired by two (2) Voting Members. Committee chairs are responsible for calling and running committee meetings, making decisions about the activities of their respective committee, and overseeing all of the work that is done by members of their committee. For information about the responsibilities held by the chair of a particular committee, contact the current chair directly. What are the responsibilities of a PAC Liaison?

Eleven Voting Members (including some Executive Committee members) serve as liaisons to their PACs. As PAC liaisons, the Voting Member is responsible for communicating information about JOAG to their PACs and from their PACs back to JOAG. JOAG liaisons typically give reports on JOAG activities during their PAC meetings. They are responsible for forwarding information to members of their PACs such as nominations for JOAG awards, calls for volunteers for JOAG activities, and nominations for Voting Membership.

How long is the Voting Member term?

Most Voting Members serve for two years, though some officers may apply for a one-year term. The term begins October 1st of the nomination year and ends September 30th, either one or two years thereafter. Please take the length of service into consideration when applying for Voting Membership. One-year terms are limited to the Dentist, Dietician, Therapist, and Veterinarian categories and only if the officer is ineligible for a two-year term.

How many Voting Members are there each year?

There are 22 Voting Members. Voting Members include one person from each of the 11 professional categories plus 11 at-large members that can be from any category. Since Voting Members serve a one- (1) or two- (2) year term, the number of positions that are up for election each year varies depending on the number of Voting Member seats that will be vacated.

Approximately how much of my time will it take to perform the duties of a Voting Member?

Current Voting Members have stated that they spent a median of three hours per week on activities associated with JOAG. However, this time commitment may vary throughout the term. Please remember, serving as a Voting Member requires a significant time commitment over the full term of Voting Membership.

How often do Voting Members attend meetings?

Voting Member and general member meetings occur once a month on alternate months (i.e., January – Voting Member meeting, February– general member meeting, etc.). Voting Members attend both of these meetings. Additionally, a Voting Member serving as Chair/Co-chair of a committee will also lead their respective committee meetings. Voting Members who serve as liaisons to a PAC also attend the respective PAC meetings. Voting Members who serve on the Executive Committee (EC) attend semi-monthly EC meetings and serve as a liaison to two (2) committees. As an EC member, they are encouraged, if possible, to attend the two (2) additional committee meetings but not required. As junior officers are stationed in many locations, all meetings are held via conference call.

Who can apply for Voting Membership?

Any active duty officer who has pinned-on at the rank of Lieutenant Commander (O-4) or below may apply, with the exception of those officers who would be eligible to pin-on to Commander (O-5) prior to July 1 of the second year of their term or July 1 of the following year if applying for a one-year term. However, if an officer is promoted during their term they should make every attempt to fulfill their duties until a replacement is appointed.

How do I know if I am eligible for promotion to O-5 prior to July 1 of the second year of the term (or July 1 of the first year of the term in applying for a one-year term)?

You can have your eligibility checked in advance of submitting a nomination, by contacting LCDR Michele Dittrich at [email protected] no later than two weeks after the call for nominations is distributed with your name, rank, and PHS Number and asking for an eligibility check.

Are any activities required before applying to become a Voting Member?

Voting Members must have and maintain a qualified basic readiness status. Although prior experience in JOAG is not required to apply for Voting Membership, prior contributions to JOAG and to the Corps are considered in the selection process.

I have never been involved with JOAG. Should I apply to become a Voting Member?

If you are ready for the challenge, we encourage you to apply. Certain categories with fewer officers may have fewer applicants for their liaison positions. In addition, other PHS and outside activities are considered in the selection process.

How do I apply to become a Voting Member?

The application for Voting Membership is attached to the JOAG listserv call for nominations. Additionally, the application will be posted on the JOAG website at https://dcp.psc.gov/osg/JOAG/about_membership.aspx. Submit your completed application to the Voting Member (VM) subcommittee Co-Chair, LCDR Ogochukwu (Ogo) Ogoegbunam at [email protected].

How are Voting Members selected?

Once applications are collected, information submitted in the applications is verified by the Membership Committee (MC). All applications are then reviewed and scored by the current JOAG Voting Membership. Scores are tallied by the MC. The applicant with the highest score from each category with an available liaison position will be selected. Applicants not selected for one of the category liaison positions are then placed in the pool of applicants and evaluated for the at-large positions. Applicants from categories without liaison positions available will automatically be placed in the pool for the at-large positions. The applicants with the top scores will be selected to fill the at-large positions. Professional, organizational, and geographic diversity of the applicant pool will also be taken into consideration during the selection process. Why should I apply to become a Voting Member?

Voting Membership offers an excellent leadership opportunity for junior officers. You should apply to become a JOAG Voting Member if you want to help shape the future of the Commissioned Corps and are committed to improving the professional development of junior officers and providing feedback to the Office of the Surgeon General on those issues affecting junior officers. Members who successfully complete a two-year term will receive a Special Assignment Award; those officers who only serve a one-year term are NOT eligible for this award.

JOAG Voting members receive an appointment letter from the Office of the Surgeon General at the beginning of their term that can be submitted to the officers’ eOPF. The voting members who serve a two-year term are eligible for the PHS Special Assignment Award (SAA) as long as they meet eligibility requirements as outlined in Commissioned Corps Policy, CCC 27.1.1 sec d.3

The JOAG Awards Committee is responsible for putting together the JOAG Voting

Membership SAA packets and will contact each voting member at the beginning of his or her term with instructions. Also see Article III, Section 12 of the JOAG Bylaws. Officers who serve a one-year term are NOT eligible for a SAA award for JOAG work.
