A Meaford BIA Board meeting of the Municipality of Meaford was held at

8:00 AM at Terrace Room on December 16, 2020.

Call to Order The meeting was called to order for 8:02 a.m. Quorum was noted, and

Megan Fisher was marked as absent. Susanne Wussow entered the

meeting for 8:10 a.m.

2021 Budget Discussion

The Board discussed the new budget request template drafted by

Staff. Moved by: David Allan

That the Meaford Business Improvement Area (BIA)

Board hereby adopt the budget request template for use

in the annual budget process moving forward.

The Board discussed the budget line items proposed to decide

what would be carried forward into 2021, and the new requests

as presented.

The Board discussed downtown beautification and flowers.

Members discussed the history of the arrangement between the BIA and the Municipality. Shannon-Lee W. noted that the BIA

could provide funds for the flowers themselves, but felt maintenance was not their responsibility. David A. felt that the

BIA should move away from spending on horticulture and beautification. Janet S. noted that a discussion could be arranged

between the BIA and Municipality to discuss the arrangement

The Scarecrow Invasion proposal was discussed. Shannon-Lee W. disclosed a conflict of interest and did not participate in the

discussion of this line item. The group felt that this event was valuable to the community and were in support of the proposed

David A. introduced the Friday Afternoons at Market Square event. Shannon Lee W. asked about the proposed day of the

week and time, as she felt that working residents would not be able to take advantage of this. Shannon-Lee W. questioned the

cost proposed. David A. noted it would be 17 Fridays in the

summer. Trevor S. noted a decision on this could be deferred until the January 2021 meeting. Board members noted they were

ready to commit, and utilize reserves to aid in the remainder of

2021’s budget if required. Moved by: Shannon-Lee Wilkie

request is for $3000. Chris S. will be driving the RTO advertising, and managing the entertainment for the events. But execution

The Apple is the most visible, most convenient, most informative and engaging outlet for tourism information in the

Municipality. This is thanks to its Prime location, unique architecture and having the staff's sole purpose to focus on

helping visitors find what they need. It is a Visitor Information Centre only. Even with the challenges of Covid19, we had

a successful year with great staff and over 13,000 visitors looking to enhance their Meaford experience with suggestions,

brochures and maps all available at the Apple. Open from July to Thanksgiving full time 7 days/week, we were able to

support our municipality. In 2021 we anticipate the new trend of staycations within 1 to 2 hours from home will

continue, making Meaford the perfect location for GTA visitors. We feel that by increasing the time the Apple is open, we

will be able to make the most of our tourist season. Open weekends only from May to June; Full time from July to the

end of October. We are asking the BIA to help us support our town with operational funding to support the hiring of staff.

Schedule “A”

Outdoor Patio on Municipal Property Rules and Regulations

1. Overview This program allows businesses to set up temporary outdoor patios from May 1st to October 31st on Municipal Lands: • In an on-street parking space (in-front or beside the property where the related commercial use is located) • On a sidewalk (in-front or beside the property where the related commercial use is located)

1.2. STANDARD SUBMISSION REQUIREMENTS

1.1.2.1. Permit Fees and Deposit

The Municiplaity of Meaford has been in a declared State of Emergency specific to the Covid-19 pandemic since March 25, 2020. During the Municipalities State of Emergency, permit fees will not be levied to support economic recovery. In all other times, aAn application fee of $200.00 is required at the approval stage of the application to cover the administrative costs of any approval. In addition, at such point of time that the patios are no longer required to address the Provincial Restrictions related to COVID-19, the Municipality will also consider a per square metre lease fee for the use of Municipal space for commercial purposes.

1.2.2.2. Required Documentation One (1) completed application forms fully executed Current photos of the area where the patio is proposed from both directions, and from the face of

the building to the edge of the existing pavement, if applicable. Insurance Certificate

1.3.2.3. Required Drawings

Three (3) to scale outdoor patio plans and details of proposed fencing/delineation of the area. The plan at a minimum shall include the following information: North arrow (the drawing must be oriented to have vertical north line or as closely as

possible) Applicant/Owner's name and address Project name, date, municipal address Key plan for site location Property boundaries, bearings and dimensions Location of existing buildings/structures Location of any exterior walkways, stairs, building entrances Sidewalk width, material and location Indicate location of on street parking Location of existing street features (ie. Hydro poles, utility pedestals, fire hydrants,

water valves, parking meter, light post, mailboxes, garbage receptacles, bus shelters, vegetation, curbs, etc.)

Location of existing driveways on abutting properties that are within 6 m of the mutual lot line(s)

Proposed location of fencing/delineator for the area and details of the installation/material/height

Construction details of any proposed decking or platform Proposed location of tables and chairs (furniture) and other elements to be located in

the area 2.3. GUIDELINES

2.1.3.1. General Guidelines The area required for safe pedestrian movement will be assessed on a site specific basis. In most cases, an unobstructed sidewalk or access path width of a minimum of 1.52 metres (5 feet) shall be maintained between the perimeter of the Encroachment area fence and any site features such as a hydro pole/light, parking meter, vegetation, fire hydrant or curb for clear movement of pedestrians. The placement of the outdoor patio on Municipal land will generally abut the property where the related commercial use is located or in an adjacent on-street parking space as approved by the Municipality. The area shall generally may be located at the front or exterior side of a commercial use. Where the patio is proposed to but may not extend past the width of the existing building the applicant shall adhere to the design criteria set out in Schedule ‘A’ to not obstruct views from the travelling public to the adjacent businesses. Proposals will be reviewed by the Municipality and BIA for input and approval.

Any construction work that is proposed shall be in accordance with the Ontario Building Code and a Building Permit shall be obtained when required. Capacity within the patio area shall conform to the Alcohol Gaming Commission of Ontario (AGCO) and Public Health Unit requirements.

2.2 Design Guidelines

(a) Enclosure • The outdoor patio shall be separated from the area of sidewalk reserved for

pedestrian movement through the use of decorative temporary fencing/delineator. • Decorative temporary fencing/delineator shall incorporate pronounced colour

contrast between the fencing and the surrounding environment. • The fencing/delineator shall be a minimum of 0.75m (2.5ft) in height and shall not

be greater than 1.06m (3.5ft) in height measured from the finished grade of the proposed area to the highest point of the barrier.

• The fencing/delineator shall be subject to the requirements of the Grey Bruce Public Health Unit for public health and the AGCO if the patio commercial area is a licensed space.

• Fencing/delineator shall be removable at all times and shall be removed at the end of the permit period.

• All sides of the patio must be open and maintain good visibility. No additional structures/materials/screening shall be placed on top of the fencing/delineator to enclose the patio unless such material can maintain visibility, and adhere to the Grey Bruce Health Unit, AGCO and Building Code requirements.

(b) Ingress/Egress

• The outdoor patio area shall be designed to ensure a minimum emergency evacuation route, in accordance with the standards of the Ontario Building Code and/or fire regulations and shall be available at all times to and from the commercial use. In no case shall this route be less than 1.2 m (3.94 feet).

• The width of any opening in the barrier shall be no greater than 2.0m (6.5ft). • The outdoor patio area shall not impede any existing barrier-free access to the

commercial use. • The design and placement of the outdoor patio area shall not obstruct public

access to, or view from the street of to another use in the same building, or adversely impact on any adjacent building/property.

(c) Service Areas, Furniture, Elements & Lighting

• No accessory or permanent structures are permitted within the patio area. • Bussing stations, service bars, electrical service and light fixtures, are not

permitted on the Municipal Lands. • If light fixtures are proposed on the building face they should be shown on the

drawing and no exterior light should spill into abutting private property or interfere with the public thoroughfare.

• The area is not to be used for cooking of food. • Decorative garbage containers may be strategically provided within the limits of

the outdoor patio. • Umbrellas and sun shades together with any support mechanisms shall not

extend beyond the patio area or encroach into the pedestrian or vehicular traffic movement area.

• All permitted furniture/elements shall be appropriately maintained at all times by the permit holder.

• All furniture/elements shall be removed from Municipal lands no later than October 31stat the end of the permit period.

(d) Deck and Platform Elevation

When the outdoor patio area is elevated above grade on a structure, the height of the deck surface shall be not greater than 0.5 metres above adjacent grade.

• Skirting shall be applied to the exposed sides of the platform to screen structural elements.

• All exposed materials shall be painted or stained to incorporate pronounced colour contrast between the patio and the surrounding environment.

• All decking or platform shall provide for an accessible route onto the deck. • All decking or platform shall be sectional so as to be easily removable for storage

off-site. • All decking shall be removed no later than October 31st outside of the permit

period.

(e) Plant Materials • No Municipal trees or vegetation shall be removed or branches pruned to

accommodate an outdoor patio area on Municipal Lands. • Any damage to Municipal trees or vegetation shall be replaced at the expense of

the applicant.

• Planting of annuals, vines and container grown vegetation is encouraged but shall be totally contained within the outdoor patio area and shall be removed no later than October 31st.at the end of the permit period.

(f) Operational Requirements

• Hours of Operation: The hours of operation of the outdoor patio shall be limited to that of the adjacent use to which the outdoor patio is accessory.

• Music may be played at a volume that does not disturb adjacent property owners or persons utilizing the adjacent right-of-way. The Municipality reserves the right to require that the use of music cease at any time.

• Umbrellas: Umbrellas shall not extend beyond the boundaries of the sidewalk café.
