MADA PILOT PROJECT COMMITTEEThe municipality is loo-king for volunteers tojoin its MADA PilotProject Committee. TheMADA (Municipalitéamie des aînés) Com -mittee will be mandated

by council to assess and recommend a planof action to improve the living situation ofseniors in North Hatley. If you are alreadyworking with seniors, are a senior yourselfor you think you may have ideas aboutimprovements in this area, your participa-tion would be greatly appreciated. All agesare welcome. The parking attendant for the period June to October 2014 is

In accordance with By-law 2015-575,the hourly parking rate is $1.00 and thedaily rate is $5.00 for automobiles andmotorcycles. For trailers, an additional$2.00 a day is required. You can now usecredit cards in the pay-and-displaymachines. Parking permits must be in plain sight and parking stickersalways current and correctly displayed in order to avoid parkingviolations.

CARROL HALLER IS RESIGNING

Mrs Carrol Haller is resigning as coun-cillor after 17 years of involvement in themunicipal affairs of North Hatley. Shehas been on the town council from 1997to 2014, a member of the ConsultativeCommittee on Urbanism and Heritage(CCUP) from 2002 to 2014 and its presi-dent from 2006 to 2014. In recent years,Mrs. Haller has been the councillor incharge of matters relating to Fleurons duQuébec and the Association des plusbeaux villages du Québec. She initiatedand got the citizens involved in the"Village in Bloom" contest and suppor-ted initiatives such as our Internet siteand the commemorative benches.

Her involvement with the North HatleyRecreation Society (NHRS) committeein recreational activities spans over 20years. She organized the annual winterevent "Plaisirs d'hiver".

Her involvement extends to various othervillage committees such as Meals onWheels.

We wish to acknowledge Mrs. Haller'sdedication and excellent work throu-ghout the years. Thank you for yourinvolvement in the community.

ECHOS OF THE COUNCIL MEETINGS

• A grant of $100 was awarded to the LakeMassawippi Conservation Club in orderthat it may continue its trout stocking project in Lake Massawippi

• The contract of employment of the townmanager, Mr. Léonard Castagner, wasrenewed to the end of the year.

• A resolution was passed to the effect that allmembers of ad hoc committees of themunicipality be required to sign a pledge ofconfidentiality with respect to confidentialand personal information obtained whileperforming their duties.

• An amount of $6,000 was paid to theAssociation des commerçants de NorthHatley (ACNH) (merchants' association) to open, close and maintain the touristpavilion located at 300, rue Mill from May1st to October 31st.

• The town council adopted a plan of communication to keep the citizens up todate on important decisions made by thecouncil.

• A request was made to Canada Post tomaintain access to the post office boxes onSaturdays at the village post office.

• An amount of $300 was given to MaisonAube-Lumière to sponsor a golf hole at itsannual tournament.

• The municipalities served by the Sûreté duQuébec station of the MemphrémagogMRC agree to adopt standardized by-lawsin order to facilitate their enforcement bythe Sûreté du Québec.

By-law RU 2014-575 is in force. This by-law replaces by-law number RU 2010-544concerning parking and management ofpublic roads and amendments RU 2011-557 and RU 2012-564

By-law RU 2014-576 replacing By-law RU2010-541 concerning nuisances waspassed.

By-law RU 2014-577 replacing by-lawnumber RU 2010-545 concerning safety,peace and order is in force.

By-law RU 2014-578 amending by-lawnumber 2009-535 on fire safety waspassed.

The Economic Development Committeederived from the defunct Strategic PlanningCommittee, which was formulated by for-mer Mayor Stephan Dore. The first meetingwas June 17th, 2008. The one year mandateof this committee was to consider a develop-mental plan to improve the quality of livingfor the citizens of North Hatley. The com-mittee was in operation for three years.

The conclusions drawn were as follows:1. Generational equilibrium/balance of the population

2. Architectural Cachet3. Quality of the Environment4. Regional Leadership and Pooling of Services

5. Tourism6. Financial Aspects7. Various Items As a result of the above, the SPC recom-mended that an EDC be formulated toimplement the above conclusions. In addi-tion, the EDC would begin to collect data,which would enable the construction of amunicipal master plan for North Hatley.Consequently the EDC has been workingtowards these goals since their first meetingon March 27th, 2012. At the first EDC meeting on the above date,Gerald Ostiguy was voted chair, MorganQuinn as 2nd chair and Dara Jane Loomis assecretary. The committee met monthly andwas in operation until the past municipalelection last November (2013). Prior to this,the EDC had subdivided members to resear-ch the following areas, which would be instrumental in constructing a municipalmaster plan. The EDC further entertainedideas from Urbanism students from both theU. de M. and McGill University.1. Funding2. Tourism3. Space & Recreation 4. Housing5. Circulation 6. Governance7. Town Square ConceptHowever it was clear by the summer of2013 that the amount of work required bythe master plan development initiative wasfar too overwhelming for the majority ofEDC sub-committee members. In additionto this obstacle, the purchase of a good por-tion of the down town core by Mr. R. Laliberté raised concerns with councilwith the given mandate of the EDC. Furtherwith the upcoming November municipalelection, Council requested that the EDC

halt all work on the Town Square Conceptuntil the above obstacles could be properlyprocessed. Consequently the EDC’s lastmeeting prior to the election was Aus. 15th,2013.

The fall out effects from the above made itdifficult to attain a quorum at our last fewmeetings, including our first on Nov. 28th,following the election. As a result of a num-ber of factors, some members resigned, whi-le others requested a leave of absence, there-fore a request for “new members” wasadvertised in the Info Village. In the mean-time, the remainder of the committee dis-cussed the EDC mandate and decided to ini-tiate a more manageable design with thedevelopment of a master plan. As a result ofresignations, a new executive was voted in.They are as follows:

Morgan Quinn – Chair

Margot Heyerhoff – 2nd chair

Dara Jane Loomis – Secretary.

The main objectives of the EDC are toidentify rejuvenation ideas and formulatethem into an implementation plan. Thecommittee decided to choose one longterm goal and a small number of short termgoals as a plan of action. Anything decidedupon by the EDC would be presented toCouncil for approval. Consequently thechair would attend the working meeting ofCouncil to ensure proper communicationof items decided upon by the EDC.

We invite citizens of North Hatley to staytuned to upcoming exciting new projectsthat will involve all in the community, whofeel so inclined to volunteer time andexpertise.

As of the last meeting on Thursday, Feb.20th, the EDC decided upon a name chan-ge, better reflecting the mandate of sustai-nable rejuvenation. Consequently it willnow be referred to as the SustainableDevelopment Committee.

CONSULTATIVE COMMITTEE ONURBANISM AND HERITAGE (CCUP) Most applications for construction permitsrequire the recommendation of theConsultative Committee on Urbanism andHeritage (CCUP). If you are planning tobuild or renovate, allow sufficient time forthe building and environment inspector ofthe municipality to look at your project(plans, sketches, etc.) and the CCUP toapprove it.

To this effect, we would ask that you sub-mit for the CCUP, at least one week priorto the next meeting date of the committee,

any plan documents (placement and eleva-tion drawings), product samples and photo-graphs of your residence that may be requi-red for a complete review of your project.Please note that the CCUP reserves theright to postpone a decision if it deemsthat additional information is required.

Only in cases of extreme infesta-tion should one have recourse to pesticides.However only low-impact pesticides1, thathave a minimal effect on the environmentand on human health, are allowed by lawand that, only under certain conditions!Whether you intend to use pesticides your-self or hire a specialized company, permis-sion must be obtained from theMunicipality. Inform yourself! Ask to seethe municipal bylaw on pesticide use! Recycling and compostingA recent study in 8 municipalities, conductedby the MRC Mempremagog, found thatapproximately 80% ofthe domestic wastedeposited in the gar-bage bins could havebeen recycled or com-posted.

The C.C.E invites you to meet the challen-ge and help improve this percentage. Dreamland Park will be home to a new,outdoor music festival this July andAugust. The festival is free to the publicand is being organized by North Hatleyresidents Pauline Farrugia, local musician,along with Louise Thibault-Gearey andJohn Gronan of the North HatleyRecreational Society.

The first concert willbe taking place onCanada Day (TuesdayJuly 1st) at 7 pm andwill feature MikeGoudreau & The

Boppin' Blues Band. This will be followedby Saturday evening popular musicconcerts at 7 pm and Sunday noon hour

classical music concerts throughout themonths of July and August. In case of rain,Sunday's concerts will take place at theUUEstrie Church at 1:00 pm (201 MainSt.). Saturday concerts will take place inthe park gazebo, rain or shine. Saturday'smusical guests will include bands such asSlightly Haggard and our very own AvalonMotel. Sunday's picnic concerts will featu-re three wind ensembles from theHarmonie de Coaticook, the choir Les VoixLibres, the Lesloups Trombone Quartet,early music duo Jean-Yves St-Pierre &Maude Fréchette-Gagné and some of ourown talented local musicians in a variety ofcolourful music ensembles. NEWS FROM THE ELEMENTARYSCHOOLThe Children of North HatleyElementary School have been very busy!On May 6th the cycle 3 students presen-ted the play “Wonder” written by theirteacher, Mr. Richard Williams. The play,based on the best-selling book by R.J.Palacio about a boy with a severe facialdeformation coping with a new schooland the prejudices towards those who aredifferent, was a triumph. Congra tulations
