September 2019 Fire Chief Report

Hello and happy Fall! In September, we held a Driver Engineer and Lieutenant Promotional Exam. The next step is one-on-one interviews with each candidate, planned for October. I would like to thank Executive Assistant Fire Chief Wirth and Assistant Chief DiCristofalo for planning and execution of the promotional exams. I also want to congratulate our members who passed the promotional exams and wish them luck in the process.

We continue to meet regarding the events of the Spirit of the Holidays and we are looking forward to working with the Beach Kids Foundation again this year to bring smiles to our community kids during the holidays.

This month has been a busy month of meetings regarding the Roar Off Shore boat races. I would like to thank Chief Wirth, Chief Martin, Deputy Fire Marshal Campbell, and Life Safety and Support Services Assistant Amber Datko for their participation and efforts in preparing for this large event.

Recently, four of our members passed the Emergency Medical Technician credentialing, which is the first step in our internal process of credentialing our Paramedics. Please join me in congratulating Firefighter Paramedics Javier Ensenat, Ryan Fischer, Pietro Cracchiolo, and Dhanraj Stewart. We look forward to their continued journey through our credentialing process. I wish everyone a safe September!

Operations Branch Operations Branch Supervisor-Executive Assistant Fire Chief Scott Wirth In September, the Training and Emergency Medical Services divisions have been very busy with multiple training, promotional testing and medical credentialing events taking place. In addition, the Operations Branch has been working with Support Services getting ready for the new 911 Computer Aided Dispatch (CAD) system to go live. This new system will enhance the real-time information at the responder’s fingertips, making them more informed of the emergencies they are responding to.

Interagency work continued on the Roar Offshore Boat Racing event coming up in October. All agencies are finalizing their response plans and arranging all the logistical components needed to make the event a success. Chief Wirth completed the fourth and final module of the Florida Public Employer Labor Relations Association (FPELRA), Florida Certified Labor Relations Professional (FCLRP) Program. Certification is presented at the 2020 FPELRA Conference coming up in February.

Training, Education & Safety

Training Division Supervisor- Assistant Chief Vinny DiCristofalo

This month we documented 1,495 hours of Insurance Service Office (ISO) training. Regular monthly training continued in the areas of Target Hazard Walkthroughs, Standard Operating Policy, and Firefighter Fitness. A Leadership Development session was conducted for all FMBFD officers. We were fortunate to have Marc Davidson (Captain, Fairfax (VA) County Fire Rescue) present “Small Unit Leadership: The Case for Effective Small Unit Leadership for the Fire Service”. Officers were presented with an overview of leadership styles and traits that are important to followers and how to effectively lead personnel in both the emergency and non-emergency settings.

Promotion assessment centers were conducted for the ranks of Lieutenant and Driver Engineer. This included a written test, formal interview, firefighter skills evaluation, and job-specific skills evaluation. Eight of our Firefighter Paramedics completed Apparatus Operations - the second, and final, prerequisite course for Florida Pump Operator certification. This certificate is required in order for the Firefighter Paramedics to become qualified as Acting Driver Engineers and promote in the future. With the assistance of Town of Fort Myers Beach Lifeguards, Bonita Springs Fire Department Chief Scott, Sanibel Fire Department Chief Barrett and the Lee County Sheriff’s Office Marine Division, FMBFD hosted the Professional Association of Diving Instructors (PADI) Public Safety Surface Water Rescue course. Thirteen of our Firefighter Paramedics completed the two-day course learning shore-based search techniques and water-based victim assistance and removal. This certification is a requirement of the FMBFD Firefighter job description. We conducted a review of our High Rise Operations Policy with all shift personnel. This was done in preparation for high rise training being conducted in October at Sunset Condominiums. Company-level training included the topics of:

• Fire Behavior • Hose Line Management • Salvage & Overhaul

• Personal Protective Equipment • Rescue & Extrication • Driver Engineer Training

Eight of our Firefighters completed Fire Service Hydraulics. This is the first of two classes required to test for the Florida Pump Operator certificate. Course material provides an understanding of the physics involved with moving water and theoretical methods for calculating loss of pressure and pump discharge pressures. Probationary Firefighters continued to work on skill development through completion of the assigned job performance requirements. These are completed under the supervision of the assigned Company Officer and the assistance of fellow team members. All four probationary Firefighters successfully passed proficiency evaluation for month 1-3 job performance requirements. Training hours for September included:

Emergency Medical Services (EMS)

EMS Division Supervisor- Division Chief Randy Kraus

In September, the Division of Emergency Medical Services started additional training on our Handtevy Pediatric System Provider Course. The “Handtevy” system was created by renowned Pediatrician Dr. Peter Antevy in Broward County. This program enables field providers to eliminate the complicated drug calculations that are inherent with pediatric patients, and establish a reference platform for better service, patient care, and provider confidence when treating pediatric patients and their families. It is a four-hour course of both classroom, and practical hands-on training. The Division of Emergency Medical Services also trained all of our Lead Paramedics on their individual roles within the Division Management Program for Emergency Medical Services. These roles include training, quality management, logistics, research and development, and computer software management to name a few. We also conducted two hours of training with our Battalion Chiefs and Acting Battalion Chiefs in billing quality control within our Quality Management Program. Finally, the Division of Emergency Medical Services, with the assistance from our Lead Paramedics, conducted Emergency Medical Technician (EMT) credentialing for our probationary employees. This is the first step in our internal process of credentialing our Paramedics to perform their advanced life support skills in the field. We would like to congratulate Firefighter Paramedics Ensenat, Fischer, Cracchiolo, and Stewart for passing their EMT credentialing. They are now all enrolled in our internal Paramedic Credentialing Program, and we would like to wish them luck.

Support Branch

Support Branch Supervisor- Executive Assistant Fire Chief Ron Martin A significant amount of September was consumed by the ROAR offshore powerboat races. Due to a variety of challenges, this permit caused an increase in the number of days for permit application reviews and permit issuance in the community. This was quickly corrected once the permit was issued. The Life Safety Division was also requested to consult on the Fort Myers Beach Town Square redesign and redevelopment plan initiated by the Town. This will be a significant project in our community. Support services continued to refine the point of distribution centers concept in conjunction with the Division and Program management initiative. Support services completed the finalization of installs of new Air Conditioning in all facilities except headquarters.

Administrative Branch Administrative Branch Supervisor- Director Jane Thompson

• Preferred Government Insurance Trust (PGIT), for the fourth consecutive year, granted our application for expense reimbursement. The Department was awarded a $5,000 check, the maximum allowable reimbursement, toward the purchase of protective gear. PGIT created this matching incentive program to promote training and safe operations.

• Members of Administration attended various human resource and leadership training sessions in

September. Information gleaned from these sessions allow us to better develop internal training and refine Department policies.

• Financial reconciliations proceed smoothly for year ended September 30, 2019; preliminary

statements should be available in November. With another fiscal year in the rear view mirror, focus is shifted to creating new files and budgetary processes for the 2020 yearend.
