Overview of Maryland State ReportingThis guide illustrates how to set up and configure features for Maryland users, including the screensand data needed to report data to theMaryland State Department of Education (MSDE). Thismanual is intended to supplement the standard documentation of Synergy SIS and only coversprocesses and functionality specific to the State of Maryland.

Synergy SIS provides a seamless process to report the required data to theMaryland StateDepartment of Education. Some of the notable features of theMSDE Data Reporting include:

l Synergy SIS can collect all data at the district level, so only one upload is needed for the entiredistrict. Separate uploads for each school is not required.

l Edupoint updates Synergy SIS every year to reflect the changes introduced by theMarylandState Department of Education and to ensure compliance with any state regulations. Theseupdates are provided to the district with an active support andmaintenance contract at noadditional cost.

How is the Data Collected?

The state requires that schools collect and submit data to theMSDE in the following scheduledextracts:

l Attendance: Early, September, and End of Year (EOY)l Class Level Membership (CLM)l Career and Technical Education (CTE) Enrollment and CTE Outcome Enrollmentl Department of Health andMental Hygiene (DHMH)l Department of HumanResources (DHR)l English Language Learners (ELL): Pre ID, Post ID, andOctober Enrollmentl High School Assessments (HSA): January, April, May, Summer, andOctoberl High School Assessment Status and Completion (HSSC)l Kindergarten Readiness Assessment (KRA): Enrollment, Student, and Teacherl Maryland School Assessment (MSA): Pre English andMath, Pre Science, Post English andMath, and Post Science.

l Student/Course/Grade/Teacher (SCGT): End Yearl Student Disciplinel Unique Student Identifier System (USIS)

Enter student enrollment information into the Student screen as part of the normal enrollmentprocess. Enter attendance data into Synergy SIS as part of the normal process of takingattendance. Record information regarding the student’s participation in special programs, such asELL ProgramParticipation, in one of the screens available in the Student Programs folder.

How is the Data Verified and Checked?

Synergy SIS is capable of making every data entry field mandatory and checking the data at the timeit is entered. However, this approach is not practical for most districts because it is possible that notall data is available at themoment a student is enrolled or whenever some other data entry occurs.Instead, validation is performedwhen the upload is created based on the complexMSDEtransaction validation rules from the state. These validation rules are updated when the statemakesany changes to theMSDE transactions rules.

If any errors or invalid data are encountered when the upload is created, the errors found aresummarized in a PDF report that is available for viewing when the file creation process is completed.

Overview of the Data Submission Process

MSDE reporting in Synergy SIS consists of the following steps:

1. Creation: The first step in the reporting process is the creation of the file that is to be sent to thestate. When completed, this step generates a report of all students included and a report ofany errors that need to be fixed in the data. It also creates the final file to be sent to the state.The file created is in XML format as required by theMSDE.

2. Upload: The second step is uploading the XML file created in step 1 to theMSDE. You savethe XML file to a folder on your hard drive (or a network drive).

3. Verify: The user then verifies the data sent. The state provides reports showing any errors.

l The Student screen collects themajority of the student information required byMSDE.l TheMD folder of the Synergy SIS menu includes extracts and setup screens.

Before StartingBefore starting to define the setup of theMSDE Data Reporting as outlined in thismanual, completethe following items in Synergy:

l The Attendance setup, including the District and School Attendance codes, as outlined in theSynergy SIS - Attendance Administrator Guide.

l The Student information setup as outlined in theSynergy SIS – Student ManagementAdministrator and User Guides.

Tomake the setup process smoother, gather the following information:

l Themost recent list of valid data codes should be available for reference from theMarylandState Department of Education website http:/marylandpublicschools.org. Search the websitefor links to the specific data collection or extract.

l A list of special needs programs that are in use at each school. While every district must offerELL and Special Education programs, there are a wide variety of other programs such as the21stCentury Program and Title I programs that may be offered to students.

l A Synergy SIS login that has access to all schools at the district as well as the district-leveldata.

l The state assigned District Code and School Codes. These codes are used in the uploadprocess to ensure the data is uploaded and credited to the correct district/school.

Overview of Setup ProcessTo configure Synergy SIS to report the necessary information to the state of Maryland, the followingitems need to be setup across the system. The recommended setup order is:

1. Lookup Table Setup – Update or add the needed state codes to all lookup tables.2. Organization Setup – Enter the school and district codes in the Organization screen.3. District Setup – Set the district-level options for the upload process.4. Maryland Extract Required Setup – Create Filter Group Definitions and enter state

requirements.5. School Setup – School-level options.

Lookup Table SetupSome drop-downs and checkbox lists use values configured in lookup tables. Hover over a field toview a tooltip icon that indicateswhich table controls the field.

Lookup Table ValuesExample

Product-owned lookup tables use hard-coded values that are core to the programming and cannotbe changed. You can customize other lookup tables tomatch district specifications and statereporting needs.

Consult the list of lookup tables for your state in the appropriate StateReporting Guide to identify tables that require a specific value.

At the top of the table, theName of the table is listed and theNamespacelists the business object the table belongs to. If the table is locked andproduct-owned, it is indicated at the top of the table in the Locked value.

Add Values to Lookup Tables

To edit values for one specific field, hover over it and click the tooltip iconto open the Lookup Table screen in a new window. This allows you to

quickly edit values. Refresh the original Synergy SIS screen aftermodifying values in lookup tables to view changes.

1. Navigate toSynergy SIS > System > Setup > Lookup Table Definition.2. Locate the desired table.

3. ClickAdd in the Lookup Values section to add a new line.4. Enter a ListOrder to display the list in a specific order, if needed.5. Enter aCode. This valuemust be unique.6. Enter aDescription. This information displays as an option in the drop-down.

The lookup values are sorted byListOrder first, then byCode, andthen byDescription.

7. Enter theOther SIS code to import data during the conversion process from another studentrecords system.

8. Enter theState Code, if assigned.9. Enter theAlt Code 3 and Alt Code SIF if used for reporting or system interoperability

purposes, if needed.10. Enter theEd-Fi Code if your district is part of the Ed-Fi Alliance, if needed.

Refer to your State Reporting Guide to identify if there is a specificcode required.



11. If appropriate, enter aYear Start and/or Year End date to activate or deactivate the code.

If a code is inactive, it shows in historical data but is not available forselection for new records.

12. ClickSave.

4. ClickSave.

Deactivate a Lookup Table Value

This procedure describes how to deactivate a lookup table value containing codes that are no longervalid. Deactivated values are no longer available for selection but remain in Synergy SIS forhistorical reporting purposes.

Do not modify or delete lookup table values that contain outdated statereporting codes. These are still used for historical reporting purposes.Instead, deactivate the value and then add a new lookup table value thatcontains the updated state reporting codes.

1. Navigate toSynergy SIS > System > Setup > Lookup Table Definition.2. Locate the desired table.3. Remove the text inState Code on the lookup value line.



4. Select the last year the lookup table value is valid in theStatus Year End field.


5. ClickSave.

Sort Lookup Values

To temporarily change the sort order of the Lookup Values section, click the up and down arrows inany column heading.


To permanentlymodify the sort order, change the ListOrder.




Lookup Table DefinitionsThere are several lookup tables required for the collections that need to be submitted to the state.These lookup tables are setup with the codes required by the state for certain categories ofinformation, such as the enter codes and leave codes. These codes can change at any time, so besure to checkwith theMSDE for the latest codes.

Never change the value of theCode column after data is imported orentered in Synergy SIS.

Setting up Program Exits

District setup has two settings that schoolsmust decide upon in order to collect leave dates forprograms:Exit Programs/Services On Student Inactivation andAuto-Generate NeedsTransactions.Exit Programs/Services On Student Inactivation automatically exits students from anyprograms or services they are enrolled in when theywithdrawal from a school. Using this optionmeans that if the students return to a school, you have to re-enter themmanually into the appropriateprograms.

Auto-Generate Needs Transactions uses the enrollment history to automatically exit studentsfrom programs at one school and re-enroll the students in programs at their new school when theytransfer from school to school.

TheHigh School Assessment Status and Completion (HSSC) Settings allow users to choose thegraduation requirements for transfer to the University of Maryland or for college/university readinessfor extract reporting. SCGT Settings

The Student/Course/Grade/Teacher setting allows users to override the counter on the extract.Therefore, the extract can runmore than once before submitting to the state without throwing off thecounter.

Student Discipline Settings

The Student Discipline Settings is used to filter extracts for specific state disposition codes. It alsosets theminimumandmaximum time lengths allowed based on state requirements. These codesand descriptions correspond to statewide testing.

Setting up Reporting Schools

If the district has a school that should not be reported to the state, but the school is used forprograms, the school needs to be set up as a reporting school. By designating a school as areporting school, the students are reported as coming from their home schools, rather than theprogram schools. Additionally, if students attend a reporting school, youmust indicate this atSynergy SIS > Student > Enrollment for these students.

Attendance Settings

Attendance Settings are used for reporting the End of Year Attendance extract. By default, theextract defaults to 405minutes. However, many schools have shorter days. Schools can use theAttendance Settings option to enter how long their school days are in minutes.

Reports OverviewFour types of reports display in the PAD tree.

l Individual – 200-level reports are Individual reports. These print information for a singlestudent per page and can be printed for multiple students at once.

l List – 400-level reports are List reports. These show details for multiple values, such asstudents or teachers, on one page.

l Summary – 600-level reports are Summary reports. These provide numerical totals for eachcategory specified.

l Extracts – 800-level reports are Extract reports. These export information fromSynergy SISinto a text file that can be used to import data into another program.

You can also run reports from any Synergy screen that focuses to a student or from Find results atSynergy SIS > Student > Student using theActions icon. Synergy Actions includesmost reportsthat have a Student section in theSort/Output tab. Reports use the current focus to pull data unless specified otherwise in report options. You can runreport information at the district, organization, or school level. Options selected on theSort/Outputtab and your organization focus settings determine if inactive students display in reports.

ATD621 – Attendance Percentages Report by Month

Report Options:

l Start Date andEnd Date – Filters the report by date rangel Use State Reporting Rules – Reports attendance fromAntietam schools to their homeschool and separates schools to the reporting school designated. Also, the report designatesthe absence reasons asReport to State.

l Generate Log File – Gives you the option to generate a log file for the reportl Grade – Filters the report by gradel Filter Group – Filters the report for the selected group

The report uses the business rules defined in the creation of theMarylandState Report for September 30th enrollment counts to determine half andwhole day absences for period attendance schools.



ATD621 – Attendance PercentagesReport ByMonth Report Output

l Date – Date you ran the reportl Time – Time you ran the reportl Year – Focused yearl Report – Name of the reportl Grade Levels –Grade levels you selected in the report interfacel School Code – Code for the school you ran the report forl # – Number of enrollment days possible for the school (by adding enrollment days for eachstudent) for the date range broken down bymonth

l ABS – Number of absences for the school (based on half or whole day) for the date rangebroken down bymonth

l % – Percent present (ABS / # = % absent; 100 - % absent = %)l ALL – Total values for the school as a whole bymonthl RACE – Race code and is divided 1-7

The report also breaks down the absences by FARMandNON-FARM,SPED andNON-SPED, and ELL and NON-ELL.



MDA801 – MD Attendance Labels

Synergy SIS > MD > Reports > LabelsTheMDA801 –MD Attendance Labels report prints a record for each student based on your focus.The report sorts by school name, then alphabetically by student’s last name. If a student hasmultipleenrollments, it reports the student’smost current school immediately, followed by the student’s otherenrollments in descending date order.

l Perm ID or Last Name and First Name – Enter the student's permanent ID or last and firstname, if processing for an individual student.

The report processes for all students in the current focus if you leave theseoptions blank.

SRC207 – Student Record Card 7

Synergy SIS > MD > Reports > IndividualThe sending school must complete and send the SRC207 – Student Record Card 7 for all studentstransferring between LEAs inMaryland, within the same LEA inMaryland, to a non-public school orto an out-of-state school for the current school year. Youmust also provide a copy to theparent/guardian to assist in school registration. The report contains demographic, health, service,schedule, discipline, and assessment information.

TheUpdate Vaccination Overall Status for All StudentsMenu item on theStudent Vaccination Setup screenmust be run before running theSRC207 report to update student vaccination status.
