a special exception in order to build anything on the park land. The Coun-ty currently has $3.6M in proff ers for the master park design and phase one construction of primarily passive amenities. They project that $15-18M is needed to complete phase one and two of the park. Phase two funding is in the CIP but is several years out.

NVRPA’s Alford Road Trail – This scenic trail to the reservoir has been overtaken by downed trees as a result of the heavy and massive snows dur-ing the 2009-10 and 2010-11 winter seasons. I have been working with representatives from NVRPA in an eff ort to reclaim the trail and access to the Beaverdam Reservoir. I am pleased to say that NVRPA has recent-ly cleared the trees from the trail, and a safe and open access to the Reser-voir has been restored. BCA is look-ing to adop VDOT’s portion of Alford Road through the Adopt-A-Highway program and will continue to work

BCA staff and our Committee mem-bers have been diligently working to enhance the quality of life for resi-dents throughout Brambleton. These eff orts have resulted in a great deal of activity that will directly benefi t resi-dents and our community this year and well into the future. I am pleased with the progress and proud to share these recent accomplishments and activities with the community.

BCA Strategic Planning Process – Select members from the BCA Board and staff have begun the work with Strategic Interactions to develop an Association Mission, Vision, Core Val-ues and Goals. The group has com-pleted the Mission and Vision portion of the task and will work on fi nalizing the Core Values and Goals for the or-ganization over the next two months. The Association looks forward to fi -nalizing this work and unveiling the fi nal products to all Brambleton resi-dents. Stay Tuned…

Creighton Road Commuter Lot – There is an open survey being con-ducted by Loudoun County pertain-ing to the needs of commuters in and around Brambleton that desire bus service to the Creighton Road com-muter lot in Brambleton. All residents are encouraged to participate in this survey so that the County has a bet-ter understanding of the commuter needs of our community.

Hanson Park Design Charrettes – Brambleton surrounds the Hanson Park property on three sides. The County and their consultants have begun designing the master plan for the park. At two recent design char-rettes, the County began this process by considering the publics’ desires and needs. Their consultant will take the input from these charrettes and formulate several master plans for the County and public to consider and comment on. Once a master plan has been fi nalized, the County will seek

Brambleton Intranet – Design and layout enhancements are being fi -nalized for the “new” Brambleton Intranet. Be on the lookout for the release of our new site over the next month or so.

BCA Continues Work with LCSO on

Community Safety Matters – BCA Staff continues to work with repre-sentatives from the Loudoun County Sheriff ’s Offi ce to address common-ly seen community concerns such as speeding on Legacy Park Drive, Olympia, and Minerva; parking is-sues on private streets; and other Neighborhood Watch (NW) related issues. BCA is considering the pur-chase of numerous NW signs through LCSO to bring further awareness to the program and residents' steward-ship towards crime prevention. BCA and LCSO can’t do it all. Remember the NW concept: See Something, Say Something. Program the LCSO non-emergency number (703-777-1021) into your cell phone and have it ready to call the next time you see some-

Crystal Aquatics Coming to Bram-

bleton – I am pleased to announce that Crystal Aquatics will manage the BCA pools in 2012. BCA Staff and the Grounds & Facilities worked to-gether to interview and recommend this pool company to the Board. The Board accepted the Committee’s rec-ommendation and awarded the 2012 pool management contract to Crys-tal Aquatics at their February 14th meeting. Crystal Aquatics will focus their eff orts on safety, cleanliness and customer service by hiring local teens and college-aged students to staff the pools. I look forward to the change and anticipate a successful summer pool season.

Facilities related spring tasks are also being scheduled and performed. Those tasks are:

• Purchase and install new 6’ wind-screens on the Legacy Park tennis courts in March.

• Brambleton waterfalls will be cleaned and fi lled in March.

• Sweep sand and debris from all BCA streets starting mid-March.

Brambleton staff and contractors are taking advantage of the spring-like weather to get a jump on the sea-son. Temperatures of 60 degrees or greater are forecasted for the fi rst two weeks in March, so all the snow plows, shovels, salt spreaders and hydrant/pavement markers have been stored away for warmer days. The spades, wheelbarrows, and mulch crews are on site performing a spring cleanup and mulching of the property. As far as grounds maintenance, Brambleton owners can expect the following to occur over the next couple months:

• All common area beds and tree rings will be edged and mulched by end of March.

• Mowing of common area turf will begin late March or early April. Start date is dependent upon weather and growth of turf.

• Fertilizer and pre-emergent will

come a new pool management company, Crystal Aquatics, to Brambleton.

• Purchase additional furniture for pools in March with mid-May de-livery.

• Apply ADA Wood Carpet under all play equipment in March.

These items are just a few of the seasonal tasks that occur. BCA will continue its daily and weekly tasks, inspections and maintenance of common areas and facilities. In ad-dition to routine inspections, BCA staff looks for input from residents on common area concerns and hazards that they observe. Brambleton resi-dents are encouraged to report any common area concerns or hazards to [email protected] so BCA staff can effi ciently assess and address the concern.

Q & A: Brambleton's Design Review Application Process

COMMENTS ON COVENANTS

Brambleton’s Design Guidelines con-tain specifi c information on a variety of exterior modifi cations and owners should familiarize themselves with the guidelines related to their pro-posed improvement before complet-ing a Design Review Application.

Completed Applications may be sub-mitted via email to [email protected], by fax to 703-542-6266 or to the management offi ce at 42395 Ryan Road, Suite 210, Brambleton 20148. A drop box is located outside of our lobby entrance for after-hours submissions and materials are re-trieved each business morning.

Q. Who reviews my application?

A. Brambleton’s Covenants Commit-tee members are homeowners that have been appointed by the Board of

Q. Why do I need to apply for im-

provements on my property?

A. As a planned community, Bramble-ton has recorded covenants, which require its owners to take certain actions to preserve the aesthetic na-ture and character of the community. One of these required actions is that owners must seek approval from the Covenants Committee prior to mak-ing exterior modifi cations.

Q. How do I apply?

A. To submit a proposed exterior modifi cation to the Covenants Com-mittee for review, an owner must complete the Design Review Appli-cation. This form is available on the Association’s website, in our offi ce or in response to requests submitted to [email protected].

Directors. The Committee members volunteer their time to meet once each month to review and render de-cisions on proposed exterior modifi -cations.

Q. When will my application be re-

viewed and when will I receive the

decision information?

A. Covenants Committee meetings are held once each month. Their meeting schedule is published on the Association’s website and in our monthly e-newsletter. Any changes are shared at www.brambletonhoa.com and on Brambleton Community Association’s Facebook page.

Decision letters are mailed within the week of the meeting. Decision letters for Applications that have been ap-proved as submitted will be mailed

via First Class US Mail to the Bramble-ton address of the applicant. Deci-sion letters for Applications which have been approved with conditions or denied must be sent via Certifi ed Return Receipt Mail so that the As-sociation has proof of mailing. As a courtesy, a copy of the letter will also be sent via First Class US Mail.

To obtain decision information prior to receipt of the letter, applicants may submit an email request to [email protected] on the busi-ness day following the Committee meeting.

Q. Do I have to go to the meeting?

A. Applicants are not required to attend the Covenants Committee meeting to have their application re-viewed. The Committee meeting is an open meeting of the Association and residents are welcome to attend.

For applications received three days prior to the scheduled meet-ing, staff will review the application

and contact owners to request ad-ditional information to complete the application. For projects with major construction, unique or complex fea-tures, staff or the applicant may ini-tiate a request for a review appoint-ment with the Covenants Committee.

Q. What if I want an expedited re-

view, or want to submit my Appli-

cation on the day of a meeting?

A. Walk-in applications are accepted at the meeting, but please note that the Committee may not be able to re-view with you directly as their agenda typically includes scheduled appoint-ments and business items.

In response to requests for expedit-ed review, the Committee members have agreed to perform an expedited review of applications outside of their regularly scheduled meetings if the following conditions are met:

• All seven members must be avail-able to review the application.

• All seven members must unani-

mously agree to approve the ap-plication.

• Any member may opt to defer consideration to the next regularly scheduled meeting.

The timeframe for response to a re-quest for expedited review varies. The Committee members will make every eff ort to provide a timely response however, as the Committee members are volunteers, not employees of the Association, their availability outside of a meeting is not certain. Please be aware that not every request for expe-dited review can be honored. Applica-tions which cannot be reviewed in an expedited manner will automatically be referred to the next regularly sched-uled Covenants Committee meeting.

Facility Rental FAQ'sQ: Does Brambleton Community

Association off er space to rent for

parties, meetings, etc.?

A: Yes! We have two spaces available for rent to Brambleton residents. The Community Center is located on Re-gal Wood Drive and has two fl oors. There is another small club room at the Beacon Crest Pool available for rent to residents. This club room is located on Beacon Crest Drive.

Q: What is the fee to reserve the

Community Buildings?

A: The Brambleton Community Cen-ter is $100 per hour with a $500 de-posit and $75 cleaning fee. There is also a lower level conference room available for $25 per hour with a $250 deposit and $25 cleaning fee.

Beacon Crest Club Room is available

for rent for $25 per hour with a $250 deposit and $25 cleaning fee. The Beacon Crest Pool, Bathhouse & Deck can be rented for $100 per hour with a $500 deposit, $75 cleaning fee and $20 per hour per lifeguard fee.

Q: What are the hours that I can

rent the Community Buildings?

A: The Community Center can be rented Friday nights from 6:00 p.m. - 12:00 a.m.; Saturdays 10:00 a.m. – 12:00 a.m. and Sundays 10:00 a.m. - 8:00 p.m. The lower level conference room is available Monday-Thursday from 8:00 a.m. – 10:00 p.m.; on Fri-days & Saturdays 8:00 a.m. – 12:00 a.m.; and Sundays from 10:00 a.m. – 8:00 p.m. Beacon Crest Club room is available from 10:00 a.m. – 11:00 p.m. Beacon Crest Pool can be rented on Friday & Saturday from 8:00 p.m. – 11:00 p.m. during the pool season.

Q: How many people will the Com-

munity Buildings hold?

A: The Community Center will hold about 50-60 people seated and about 80-90 people standing. The lower level meeting room will hold about 10-15 people. Beacon Crest Club room will hold about 10 people.

Q: How do I pay for my rental?

A: The Brambleton Community As-sociation will collect two checks, one check for the rental & cleaning fee and one check for the deposit. You will get back the deposit check if there is no damage.

Q: What is included in the rental

fee?

A: The Community Center has six large round tables that seat about 6-8 people at each, 30 folding chairs and three large rectangle tables. There is also a small kitchen with a refrig-erator and microwave. Beacon Crest Club room is supplied with a large table, chairs and mini fridge.

Q: How do I inquire/reserve a date

for my event?

A: Please contact the Brambleton Community Association at 703-542-6263 and ask for Sarah Conrad or Beth Huck. You may also log onto www.brambletonhoa.com, choose >Brambleton Amenities > Facilities Rental to complete an online applica-tion.

Please use the waste stations provided and clean up after

your pet.Homeowners should contact Miss Utility of Virginia by calling 811 or 1-800-552-7001 at least 3 working days (excluding weekends and legal holidays) before beginning any digging project.

Classes are three days a week for two weeks

Water Aerobics - No Impact Work-

out

This balanced workout includes warm-up, aerobic workout, cool-down, strength & toning, and fl exibil-ity stretching. The intensity of every work out is easily modifi ed for all lev-els of fi tness. Our certifi ed instructors use a variety of exercise and tech-niques to meet all your fi tness goals. Classes are off ered 2 days a week, on Tuesday & Thursday evenings at the Community Center Pool. • Totally 80’s Trivia Night - April 14th at the Community Center from 8pm-11pm. Come in your best 80’s gear for a fun night with friends. Form a team, or we can assign you one, as we test your totally 80’s knowledge. Beer, wine, and light appetizers will be served. Tickets cost $25/person.

In addition to these fun events, we have several classes starting for some of programs this spring, and summer camp registration is in full swing. Be looking for more information to come about additional summer camp op-portunities coming to Brambleton this summer.

I don’t particularly like the winter. I’m more of a warm weather type of gal, but I have to honestly say I was a little disappointed in the amount of snow we’ve had this year, or rather the lack there of. I guess if it’s going to be cold, it should snow, that way at least the kids (and the kids at heart) have an opportunity to play, make snow-men, and go sledding. But since our weather seems to be warming up, I am getting excited about the up-coming spring events and programs. Make sure you mark your calendars for these upcoming events:

• Flashlight Egg Hunt – Friday, April 6th, 8:30pm-9:30pm at Leg-acy Park. We welcome our “big-ger kids” ages 7 and up, to join us for a fl ashlight egg hunt in Lega-cy Park.

• Easter Eggstravaganza – Satur-day, April 7th, 10:00am – 1:00pm at the Community Center park-ing lot - Come visit with the Eas-ter Bunny, make an Easter craft, bounce and slide on the infl ata-bles, see animals in the mini pet-ting zoo, and more! This event is free to attend for all Brambleton Residents; however, concessions will be sold with all proceeds benefi tting a local organization.

• Step Sisters' Ribbon Run - Show your support at the Brambleton Step Sisters' Ribbon Run, either by signing up to run or walk, or just come out and cheer on the eff orts of those who are partici-pating to help raise money for Breast Cancer research on Satur-day April 14th.

Last year, Brambleton Community Association launched the Garden Plot Pilot Program. We had a great deal of interest in the 35 plots from residents. We are excited to off er this program again for the 2012 growing season!

The plots will fi rst be off ered to those residents that participated last year. Past participants will be sent an email and will need to sign the agree-ment and make payment by Thursday, March 15th.

All plots remaining after March 15th will be assigned on a fi rst-come, fi rst-serve basis originating from the current waitlist. If you would like to be placed on the waitlist to be considered for a plot, please contact Sarah Conrad at [email protected] .

Residents who are assigned a spot through the waitlist will need to sign the agreement and make a $50 annual payment for the plot by close of business on March 23rd. Any plots that remain available after March 23rd will be off ered to the next resident(s) on the waitlist.

The annual cost for the garden plot is $50; with checks being made out to the Brambleton Community As-sociation. BCA will then make a donation to Loudoun Interfaith in the amount equal to 100% of the funds paid to the garden plot program. Rules and regulations pertaining to this program can be found on the BCA Intranet under Documents and Forms. $1,000 to Stone Hill Middle School

The Brambleton Town Center mer-chants donated $1,000 to Stone Hill Middle School as part of the shopping center’s “Holiday Shop-ping Spree” promotion. The school received the donation thanks to Cathy Cozens, winner of the shop-ping spree drawing and a sixth grade Language Arts teacher at Stone Hill Middle School. The “Holiday Shop-ping Spree” promotion awarded the

winner with a $1,000 shopping spree to the Town Center plus a $1,000 donation to the school of her choice.

Brambleton Town Center merchants presented the $1,000 check to Rodney Moore, principal of Stone Hill Middle School, during a recent ceremony held at the school. This is the second time Stone Hill Middle has received the donation and the fi fth year Brambleton Town Center merchants have donated funds to local schools. Prior winners include Creighton’s Corner Elementary, Legacy Elementary and Briar Woods High Schools.

Community Voice Hubs

Please note that this month I initiated an item to change the rules of order for the Board’s monthly meetings to add a public input session to our Wednesday morning business meet-ings. Therefore, this Board now holds three Business Meetings with Public Input sessions each month. Addition-ally, we hold a Public Hearing on the second Tuesday of each month.

Also, I announced in my last newslet-ter my plan to give the community more of a voice through the creation of Community Voice Hubs where I will hold regular community meetings. With the commencment of the bud-get process, this will be an opportu-nity for the people to provide public input on the budget and many other issues. The next Community Voice Hub will be held on Monday, March 5th 7:00pm - 8:00pm at Purcellville Town Hall - Council Chambers.

Vice-Chairman Jill Turgeon from the School Board will be present as well to answer your questions about the school system.

Legislative Updates

1. Western Loudoun Sheriff Substa-tion – This is a project that does not meet the Capital Facilities Standards for population justifi cation, thus I was against spending $8.3 million for it at this time. The recent Board vote decreased funding for the project to $5.7 million, which is still a high fi g-ure. Please see my offi cial statement on this matter below.

2. Franklin Park Commuter Lot – This

Friends:

It has been an active two months with much more work ahead for this Board. To that end, below is a list of items I am working on in the Blue Ridge District in addition to a time-line on the budget work the Board has just started on and a Metrorail decision timeframe. I also visited the General Assembly in Richmond this month where, along with other Su-pervisors and Chairman York, we met with a number of Delegates and at-tended a VA Counties/VML meeting regarding much legislation before the state on items which could im-pact our county, some negative and some positive. Transportation devo-lution and the state of the Virginia Retirement System both could incur millions of dollars of additional costs for the County. It is diffi cult at this point to predict what results those bills will bring at this time. Here are some updates on the legislative items I have been devoting my time toward

item is currently referred to the Plan-ning Commission work session for 2nd week of March. This is a project I am against because it presents a safe-ty issue for the children and families who frequent this public park daily, especially during prime communit-ing times. This was a staff initiated project. Unfortunately, public input was not conducted for the site selec-tion.

3. Aldie Fire Station – A public process RFI is being started to locate a new site, due to a Judge ruling against the chosen site during the prior Board's term. Public input was not conducted for the original site selected.

4. Finishing the Lights at Franklin Park – These lights have been in the mas-ter plan for over 20 years and have not been completed, thus negatively aff ecting youth sports and park ac-tivities. I am working on getting the funding in the budget to complete this park project.

5. Route 690/7 Interchange – I have initiated getting this item back into the budget. The prior board took it out of the CIP in 2008 due to budget constraints. The community has been clear in expressing that this is a top priority need, particularly with the ar-rival of Woodgrove High School that opened two years ago.

6. Trail from Round Hill to Franklin Park – Funding is in the budget for this project.

7. Brambleton Commuter Lot Ac-tivation – I initiated the process to activate the sitting commuter lot on Creighton Parkway due to commu-nity request. A ridership survey will be going out to Brambleton residents

voice your opinion on this issue by fi lling out my Metrorail survey.

Annual Budget – The County Admin-istrator presented his budget this month with a proposed real property tax rate of $1.27 per $100. The Board will now begin the diffi cult task of examining the budget during the budget work sessions that have been scheduled throughout the rest of February and March. I will thorough-ly examine the budget including the upcoming School's CIP, which has not yet been released. The FY2013 bud-get will be adopted by the Board of Supervisors during the fi rst week of April.

Public Input for the Government

Reform Commission

The Board of Supervisors created the Government Reform Commission to focus on “common-sense strategies and substantive recommendations for reducing costs, increasing effi -ciencies, identifying cost-eff ective and innovative ways to improve and deliver services, and saving taxpay-er’s money.” The 13 members of the commission are residents of Loudoun County and serve at the pleasure of the Board. The commission includes representation from the business, government, non-profi t and commu-nity sectors.

The commission’s adopted mission statement is: Conduct an objective review of Loudoun County govern-ment functions, taking into account citizen input and best practices from other locales, in order to make rec-ommendations regarding structure, process, and effi ciency that would enhance the quality of local govern-

8. Brambleton Local Transit – I initi-ated a request for the County’s Trans-portation Department to pursue get-ting Brambleton a local bus stop on the VRT bus routes, per the request of the community. There will be ques-tions on the survey regarding this type of bus ridership as well.

9. Resolution of Various Litigation - The county litigation against the Town of Purcellville was voted on by the Board on February 14th to be dropped.

10. Resolving a Number of Communi-ty Roadway Issues - I have receieved constituent e-mails and phone calls almost daily related to cut-through traffi c, problem intersections, and other roadway issues. My offi ce is working on all of these issues with VDOT and other staff to get them re-solved.

11. New Park for the Community! - The Hal & Bernie Hansen Regional Park off of Evergreen Mills Road is a new park for Loudoun County in the Blue Ridge District next to Bramble-ton. The County’s Parks and Recre-ation Department just had its fi rst community design input session with more to come. There is even a historic building on the property!

Countywide Items

Metrorail – This item will not start into the 90 day opt-out timeframe until next month. Therefore, this vote will occur at the end of May or early June. I will not decide on my vote until I see more facts and fi gures from those proposing to implement it. Please

ment in a cost-eff ective manner.

Brambleton built a 100 space commuter lot located on the east end of Creighton Road. In an eff ort to get bus service to this lot, Supervisor Clarke and the BCA staff are working with Transportation Services staff at Loudoun County to determine the commuter needs of residents in Brambleton and the surrounding com-munities.

Loudoun County is actively seeking input from residents regarding the future use of Brambleton’s com-muter lot. In addition, the County is exploring interest in con-necting Brambleton to existing bus service operating locally within Loudoun County.

March Gardening Tips

• Once new growth begins on trees and shrubs, cut back winter-killed twigs to living, green wood.

• For more compact pyracanthas without the risk of losing berries, pinch back new growth now.

• Prune evergreen shrubs before growth starts.

• Boxwood should be pruned by thinning the outer foliage of the plant to leave small openings for light and air to penetrate and cut-ting back the branches to retain the desired height.

• Prune spring-fl owering shrubs af-ter fl owering is completed.

• Hedges can receive their fi rst pruning this month. As you prune, be sure to leave the base of the plant wider than the top. This allows sunlight to get to the bottom of the plant, creating a

full, dense hedge.

• Don't leave stubs when prun-ing; stubs usually die and are en-try points for decay fungus. Cut just outside the branch collar, the slightly thickened area at the base of the branch. Pruning should nev-er be done in damp or wet weather when the fungal spores and bacte-ria that infect plants through fresh wounds spread easily.

• When pruning or cutting roses, cut all fl ower stems 1/4 inch above a complete (5 leafl et) leaf, leaving two complete leaves below the cut bud. Always use sharp, pruning shears and cut on a slant.
