MANLY COMMUNITY FORUM
Because we want to be able to represent the residents and businesses of Little Manly, Fairy Bower, the Eastern Hill, the Corso and East and West Esplanade, the name of this community forum has been changed from Manly East Community Forum to Manly Community Forum.
Residents and friends are invited to attend the next meeting of the Manly Community Forum and to take part in the running of this newly formed forum. We need a Chairman, Secretaries and other community minded people to help run this important community association.

Thank you for attending our July meeting. We had an excellent
attendance and I know that many of you were there to hear
Mike Baird. Mike has passed on his sincere apology for the late
withdrawal from our Agenda. He hopes that you understand
that important affairs of the State sometimes take precedence
over local matters. He said that this is one of the things that he
finds most difficult to manage, as he is very committed to the
Northern Beaches, especially the Manly area. Mike even
offered to write to every resident that attended our July
meeting and explain the predicament he was in on that night.
We told him that it was unnecessary and that most residents
did understand. He then made the commitment to attend
future meetings whenever the opportunity arose.
We had 125 registrations and at least another 20-25 attendees
who couldn’t get to the registration desk. Thank you for your
interest, your enthusiasm and your engagement in our
community. We also hope that you enjoyed the opportunity to
meet other residents at the social BBQ held afterward.
We will publish all minutes from our meeting on our new
website (see below), which includes the responses from Mike
Baird MP to our original questions, including additional
response to the question raised during our July meeting.
While we’ve yet to see how the new Northern Beaches Council
will establish and embrace community groups and views, we
remain hopeful and optimistic given their preparedness to
date, to both engage and respond to our concerns and
aspirations. We can expect to hear more from the new
Council sometime in late August or September.

Manly Yacht Club Saved from Fire
Prompt response from fire brigade saved our
much loved Manly Yacht club. A fire, started in
the gas line on the outside commercial BBQ, caus-
ing extensive damage to the deck area, veranda
roof and adjoining bathroom facilities. It could
have been a disaster for our beloved community
club
Northern Beaches Council/Southern is working
with the Manly Yacht Club to assess the damage
and restore facilities. Members have conducted
urgent “working bees” to secure areas, tidy up
and prepare for rebuilding. The main hall of the
club is already suitable for re-use and we will be
conducting our August meeting at the club. Over
years, members of the Yacht Club have worked
tirelessly to improve the facilities. This is not a
rich club but one steeped in tradition and com-
munity involvement.
Community meetings, including our meetings, are
held regularly at the clubhouse. Sailability (sailors
with disabilities) operate out of the clubhouse
and there is an extensive junior program. Many
others use the wharf and jetty
area that was built from government donations
and members own contributions.
We ask that the new Council continue to allow
the leased use of the building to the Manly Yacht
Club, which provides the necessary continuity to
the Yacht Club Management and the community
users.
Development Applications Viewed Online
Given the dismantling of the Precinct system, Council no
longer provide the DAs to our forum for community com-
ment. We will write to the Administrator and request that
DAs for the former Corso, Little Manly and Fairy Bower
precincts are provided to us, thereby again providing resi-
dents with the opportunity to discuss local development
applications. In the meantime, DAs are listed on the Coun-
cil website which can be searched by location, including
your street, or specific address.
Parking Stickers and Resident Parking Areas
Over the whole new Northern Beaches Council area
there is joy with the now issued Council parking stick-
ers. That joy is tempered by the concern raised by
some that these stickers are so negotiable that huge
numbers of stickers are on sale to the highest bidder.
We have previously advised you of the traffic in spe-
cific Residential Parking Permits and there is plenty of
anecdotal evidence to suggest that the parking op-
portunities for residents have been aggravated by the
widespread misuse of the stickers and permits.
At our August meeting we will discuss the current
situation and determine what action you think the
Council should take.
Fairy Bower Pool
Now that we have an opportunity through an im-
proved new Council structure to provide direct input
into Council considerations, Manly Community Fo-
rum will strongly push for the suggested upgrades
covered in our previous newsletter and for appropri-
ate consideration of the needs of pool users, espe-
cially local residents.
Your input at the August meeting will be crucial as
Council has committed to begin repairs after Marine
Parade is re-opened.
The Clubhouse supports individuals living
with the effects of mental illness.

Marine Parade
Northern Beaches Council has advised that
• Sydney Water have completed their sewer repair
work and Council have taken possession of the
Marine Parade walkway site
• All the dislodged sandstone block capping/edging
is to be retrieved from the water and replaced in
position.
• The Council is in contact with the Catholic Church
to progress the rock wall remediation.
• The pathway will then be reinstated, followed by
the post and rail fencing, the seating and the
small sandstone walls on the cliff side of the
walkway
• It is currently planned to have the path open to
the public around the middle of August.
How Our Community will Interact with the Council
This week Northern Beaches Council will be an-
nouncing the way they will interact with the commu-
nity and how we will get access to the management
of our Local Government area. Community Forums,
like ours, will be registered with Council and issues
raised at our meetings will be fed to the various busi-
ness areas of Council for consideration and response
as necessary.
Along with the various community groups there will
be further advisory groups to bring the Council
towards a total implementation and then the
election of fifteen Councillors for the final Northern
Beaches management group.
In the interim there will be eleven Strategic Refer-
ence Groups (SRG) with at least two community
members from each ward (five wards), along with
Council staff and other specialist assistance.
• These SRG groups (11 in all ) with approxi-
mately 15 members will report to the Local
Representation Committees (LRC) (3 in total)
comprising Social Environment and Economic.
The LRC will be made up of former Councillors.
• Each LRC will then report to the Implementa-
tion Advisory Group who will provide advice to
the General Manager and the Administrator.
• The Administrator then makes his decisions. All
general business is expected to be carried out
by functions still operating in the three areas of
Northern Beaches Council, Southern (Manly)
Central (Warringah) and North (Pittwater).
• The Council will consider each application for
registration from Community Groups and
accept them as an ongoing entity working with
Council if they are broad enough to cover a
range of issues important to residents and
Council.

Music at Manly continues with its annual program at
Ceretti Chapel on the St Patrick’s Estate.
The program is Josie and the Emeralds who are the
fabulous early music soprano Josie Ryan and some of
Australia’s finest viol players: ‘The Emerald City
Viols’. The performance is Friday 26 August, 7.30

FAIRY BOWER PRECINCT — While many of the Fairy
Bower residents voted to combine the Fairy Bower
and the Little Manly precincts, Ex Councillor Hugh
Burns has decided to continue to operate the old Fairy
Bower Precinct. Residents are welcome to join either
or both community groups. Your involvement and
continued interest will decide the eventual make-up
of the Manly Community Forum. For more informa-
