THE POSITIONThe Auditor & Controller (A&C) of the County of San Diego is seeking qualified individualsfor Manager, Auditor & Controller, to fill a vacancy in Audits & Advisory Services.

The Office of Audits & Advisory Services (OAAS) Manager reports to the Chief of Audits and performsduties of a complex nature in collaboration with team members. This individual will plan and conductperformance audits and advisory engagements of County departments focusing on operational, financial,compliance, and IT processes to evaluate risks and drive improvements in the internal controlenvironment. Responsibilities include:

• Contribute and lead in conducting internal audits and advisory engagements of varying complexity and scope, across the organization including operational, financial, compliance, and performance audit engagements

• Manage projects and supervise audit staff to ensure performance of internal audit procedures in compliance with professional standards and departmental protocols, including audit planning and scoping, risk assessments, execution of fieldwork, providing and presenting audit recommendations to the business, and delivering high quality audit reports

• Provide advisory (consulting) services to County management and proactively evaluate process maturity and planned changes to identify and highlight potential risks and process/control recommendations

• Perform follow-up procedures on prior audit findings, and work with management to ensure timely completion

• Represent OAAS during key business transformation initiatives and provide independent risk/control insights

• Assist or lead compliance projects and investigations in partnership with the Office of Ethics and Compliance or other County assurance functions

• Assist in the performance of annual risk assessments to ensure that key business risks are properly identified and mitigated by management

• Support OAAS leadership in developing the annual audit plan, and periodic reporting to the Audit Committee

• Champion Risk Management by periodically developing and delivering risk-related training across the organization

• Assist and/or lead departmental initiatives and projects as needed

THE IDEAL CANDIDATE

The ideal candidate will possess a professionalhistory that demonstrates the following leadershipcompetencies and attributes:

• Experience conducting internal audit engagements, and risk assessments of complex public sector functions is essential

• Ability to effectively and confidently discuss issues with management and develop value added focused recommendations to strengthen controls

• Ability to build cross functional relationships at all levels and stay abreast with organizational changes

• Strong project management skills with an ability to multi-task and manage competing priorities to meet deadlines

• Ability to work productively in a team environment as well as independently

• Flexibility and ability to adapt to a fast-paced culture, changes in the environment and shifts in priorities

• Superior analytical and critical thinking skills as well as outstanding communication skills, both oral and written

• Highest standards of ethics and integrity

• Experience in the use of data analytics, process flowcharts and a thorough understanding of IT General Computer Controls

• Experience with Oracle, TeamMate+ and Galvanize is highly preferred

• Experience supervising audit professionals

• Bachelor’s degree in Business, Finance or Accounting preferred, but other fields will be considered; CPA or CIA designation preferred, but other professional certifications will be considered.

The Auditor & Controller is the leadingfinancial management resource of the County,whose long-term objective is to continue tobroaden our role of controller into a provider ofvalue-added financial services. Governed by theoverriding principles of fiscal integrity, customerservice, and continuous improvement, the A&C hasfour primary responsibilities:

1. Maintaining the accounts for thefinancial transactions of all departments and ofthose agencies or special districts kept in theCounty treasury, in accordance with theCounty Charter, Government Code andgenerally accepted accounting principles;

2. Audit services;

3. Professional accounts receivable andcollection services; and

4. Accounting services that advances the goalsand visions of the Board of Supervisors, utilizingthe General Management System and theCounty’s Strategic Plan.

HOW TO APPLYQualifying candidates will possess a bachelor’s degree and five (5) years of experience that demonstratesthe ability to perform the essential functions of the classification, which must include two (2) years ofmanagement or supervision; OR a combination of experience and/or education.

Note: A master’s degree or higher degree may substitute for a total of one (1) year. In order for educationto substitute for work experience as stated above, college level coursework must demonstrate progress towarda degree and may be substituted on a year-for year basis.

COMPENSATION & BENEFITSThe anticipated hiring range is $125,000-$135,000 annually. Salary placement for this position is dependent upon the qualifications of the successful candidate. Salary reviews are performance-based and goal-oriented.
