Stamp duty slowdown

Cheryl Markosky brings you the latest word on the streetsWith the country’s housing market struggling (transactions in England and Wales have fallen to

50,000 a month from around 100,000 a month between 2000 and 20007) and average house prices dipping by 0.7 per cent in July, prime central London values rose by 0.5 per cent and are up 10.3 per cent year-on-year.

However, Grainne Gilmore, head of Knight Frank’s UK residential research, warns that additional stamp duty taxes for homes worth £2 million-plus are beginning to weigh on the market. “Sales have slowed since the proposed annual charge and levy of capital gains tax were announced in the Budget,” she says.

The slowdown is definitely reaching the capital, concedes Richard Donnell, director of research at Hometrack. Although his latest figures reveal a small rise in values of 0.1 per cent over

July, the rate of growth has slowed as demand weakens, supply rises and “the seasonal slowdown starting earlier and developing more rapidly than in previous years. London also registered an above average fall (2.4 per cent) in new-buy registrations.”

Yet with more new homes on their way, a plethora of supply will hit the market over the next three years, says Oliver Gibson, director of developments for WA Ellis. Keep an eye out for Capital & Countries’ Earls Court project, 69 apartments at Holland Park School, 54 units in De Vere Gardens, 325 at Chelsea Barracks, as well as new homes in Fitzroy Place and St James’s Gateway on Jermyn Street.

“We’ll also be launching another development at Picton Place on behalf of mixed-use developer Great Portland Estates,” he adds. “We’re confident that the 11 units will be in high demand, with long-term investors having the option of purchasing in a rare freehold building.”

Market viewThe Olympics were amazing, but now we must carry on breathing life into the East End, argues property-finder Robert Bailey

The Olympics made me proud. It wasn’t just the incredible opening ceremony or the haul of Team GB medals, but how welcoming London became during the Games. I saw complete strangers chatting about events they’d seen and busy commuters taking time to help lost tourists. While I can only hope this sense of community continues, the Olympics must also provide for another legacy in the East End.

East London has always been the poor relation. In times gone by, the East End stank of abattoirs, tanneries and other noxious trades that sprang up around the docks. Anyone who could moved west to escape. Soon, East London became synonymous with poverty, squalor and disease. No self-respecting person would step foot in the East End lest they were robbed or worse. More recently, the area was crime-ridden and a hotspot for gang warfare.

Former mayor Ken Livingstone said that while many were against London’s Olympic bid, he knew there was no other way to fund the badly needed regeneration of East London. It lacked employment opportunities, decent transport and housing. What was there was often rundown.

The Olympics has not only provided first-class sporting facilities and a new park, but also all those needs Livingstone identified. The East London Line has been expanded, overground system modernised, and Stratford station now welcomes the Eurostar. The government is providing tax breaks for companies basing themselves in Tech City – a stretch of London from Old Street roundabout to the new Olympic Park. New developments abound, and outside old Georgian and Victorian terraces are a plentiful array of skips, as young couples transform tired period places into smart homes.

I never thought I’d live to see the day when I’d be asked to search for a house in East London – but it happened when the son of a client asked me to find a house in Hackney. Housing stock there surprised me: well-proportioned Victorian terraces near trendy shops and green spaces. Not only that, but the transaction was a pleasure. Several people were bidding for this home, but the vendor wasn’t greedy. Instead, he asked for best and final offers by a certain date. Fortunately, I was able to help my client post the winning bid. And the vendor insisted on cleaning the house from top to bottom, and even left a welcome pack.

I truly hope east London will continue to improve. It’s very hip these days, yet is still rough around the edges in places. I think the best legacy the Olympics could give is a revitalised East End that’s a congenial place to live and work.

Parking and no cigar: £87,500 plus £550 annual service charge for a space in Mayfair

The final leg of the journey to breathe life back into Mayfair is under way, according to Peter Wetherell of Wetherell, who recounts the history of residential property in this choice London district.

“After the First World War, a number of period buildings were pulled own, as no one wanted grand mansions. Many of the remaining buildings were preserved as offices after the Second World War, and by the Nineties, I argued that the Grosvenor Estate should let us sell them as homes again.”

Arm-twisting Grosvenor officials paid off, with Wetherell selling over 100 buildings for residential use since the Nineties. With the economic worth of residential property now double that of offices, Wetherell believes this was the right call.

To show how far we’ve come, he’s selling a Grade-II listed redbrick mansion with its own library and cigar room in ultra-chic Mount Street for £18 million. “Two years ago, we marketed the same house at £12.5 million with the intention of turning it into flats. But now it’s to be one house and the focus of a bidding war likely to surpass £20 million,” explains Wetherell.

There’s great demand from early-nesters and couples with small children; and further up the scale, company directors with grown-up offspring who want to live centrally so they can walk everywhere, Wetherell adds. It’s indicative of the area that smart shops and restaurants (three latest gems are 34 in South Audley Street, Barca in North Audley Street and Cut on Park Lane) have arrived, and Wetherell’s selling a parking space for £87,500 with service charges of £550 a year. “If you pay millions for a property, you won’t fret over spending money for somewhere to park the car. And two things never go down in value – cigars and parking.”

International buyers desiring secure properties, ideally with a lift and porter, still dominate the flats market, suggests Charles Lloyd of Savills. “House-buyers want lateral space, outside space and parking, although this is hard to find,” he says, adding weight to Wetherell’s pricing of a parking space equivalent to a two-bedroom house in Bolton.

Overseas buyers on the hunt for a luxury pied-a-terre could consider Oakmayne Bespoke’s Verge Mayfair on Oxford Street, with 10 apartments and two penthouses starting at £950,000. Selling agent Simon Barry (Knight Frank, 020 7861 5489) says: “The benefit of having Selfridges, Bond Street and South Molton Street on the doorstep is a big magnet for those who like luxury brand names.”

Olympic gains Rates fall as London returns to normal, reports Duncan Farmer Mortgage lending fell again this summer as a result of economic worries, the bad weather and even the Diamond Jubilee.

The housing market was equally quiet, and when next month’s figures appear they are likely to show yet another fall, and the Olympics will probably take the blame for that.

However, it is by no means all doom and gloom in the mortgage market, and when the dust settles on the hugely successful Games and London returns to normal, borrowers will see some welcome news on rates.

Libor, the rate at which banks borrow from each other - and which has attracted unwelcome negative headlines for rate fixing, has been falling, and that is excellent news for house hunters.

“Swap rates and three-month Libor have both fallen by around a quarter of a percentage point since the Mansion House Banquet speeches from the governor of the Bank of England and the Chancellor,” says Ray Boulger of mortgage broker John Charcol. “The three-month Libor rate, which is currently 0.74 per cent, is still falling. This combination, plus the Funding for Lending Scheme, has produced record low five-year fixed rates, with three lenders

offering a sub-three per cent rate for borrowers with deposits of 40 per cent or more. Apart from Nationwide’s 3.39 per cent rate up to 30 per cent deposits, other lenders, especially at the higher loan-to-value level, need to play catch up.”

Boulger’s sentiments are echoed by Mark Harris of SPF Private Clients, who believes borrowers will see far cheaper rates in autumn.

“The mortgage price war is already well under way,” he says. “Money market rates have fallen to their lowest levels ever in recent weeks and this is filtering through into pricing, with cheaper fixed rates being launched. For those who don’t need the certainty of a fixed rate, there are some competitive base-rate trackers to choose from.”

Whatever happens, the feelgood – or bad – factor is crucial to economic sentiment. In the first week of Olympic competition, retailers, restaurateurs and theatres were reporting a dramatic fall in takings. By the second week, however, that appeared to have changed and according to a report by business group Heart of London, the number of shoppers in the West End was up 16.2 per cent on a year ago. If that trend continues, the housing market could well be looking at a very golden autumn.

Crucial credit vote delays regulationA crucial vote that may determine the final shape of the proposed European directive on credit agreements relating to residential property (CARRP) has been delayed for three months. An updated timetable on European Parliament’s website says that the indicative date for a plenary sitting – at which a vote could take place – is now scheduled for 10 December. It was originally due to take place on 10 September.

The revised timetable means that the vote on the proposed European directive may now take place after the Financial Services Authority (FSA) has published the policy statement and final rules for mortgage regulation in the UK, as it moves towards completion of the mortgage market review. The FSA’s policy statement is expected in the autumn.

The delay means that it is still not clear that the timing of proposals for mortgage regulation in the UK and Europe will be closely aligned.

TWIST AT TESCO

The Tesco Bank mortgage range is now available to customers. Its range includes flexible, fixed-rate and tracker products with a twist – mortgage holders will be able to collect Clubcard points as they repay the loan.

Launching the new mortgage range, the chief executive of Tesco Bank, Benny Higgins, said: “Entering the mortgage market is a significant step in broadening the products we offer to Tesco customers. With a focus on serving Tesco customers for the long term, we will take responsible lending decisions and have developed a mortgage business to meet our customers’ needs, now and into the future.”

Sale and rent back Publication by the Financial Services Authority (FSA) of the findings of its review of the sale-and-rent-back market have reinforced the view of the Council of Mortgage Lenders that there are potentially significant risks for consumers considering this type of product.

The findings reinforce our belief that these and similar products should be properly regulated. Sale-and-rent-back emerged a few years ago as an option for borrowers who were finding it difficult to maintain their mortgage payments. Under the schemes on offer, providers agreed to buy the home from the borrower, with an agreement that the customer could continue to live in the property as a tenant.

The clampdown on sale-and-rent-back has led to the emergence of similar products or agreements, which also appear to enable borrowers to stay in their former properties and pay rent to prospective buyers. The terms of some agreements also appear to put borrowers in breach of their existing mortgage contracts.

Remortgages riseJohn Charcol, the mortgage adviser, has revealed signs of new life in the remortgage market, with the proportion of its clients remortgaging having increased from 32.1 per cent in May to 39.2 per cent by July.

The remortgage market is now looking increasingly appealing to borrowers and John Charcol expects the remortgage trend within the residential market to increase in August and remain high over the next few months as the fixed rate price war takes shape. As well as an increase in remortgages, John Charcol expects the proportion of borrowers taking fixed rates to increase in the coming months.

The general feeling is that the bank rate will not rise for some years to come – in fact it may even go down later this year – making trackers are the natural choice in this market. “Many borrowers who are coming to the end of their current deal can remortgage onto a five-year fixed rate that’s cheaper than their current lender’s standard variable rate,” says Simon Collins, John Charcol’s technical manager.

One in eight (14%) said a drop down television in their kitchen would be their dream appliance and one in 10 (9%) said they would love a high-end wine cooler.

North Londoner Nick Bishop has always loved the river. After meeting his girlfriend (now wife) 15 years ago and joining her in a rented flat in Regent on the River in Fulham, he bought two apartments in the same complex.

“We rented out the smaller two-bed place and lived in the four-bedroom penthouse. Then we moved to a four-bedroom townhouse next to the rowing clubs in Putney,” he explains.

The twisting Thames has always fascinated Londoners and visitors to the capital with its history, literary connections and eclectic architecture.

Grappling with where to buy on one of the world’s most famous rivers can be a problem for some, however, particularly international purchasers with little knowledge of the areas along this varied watery stretch.

A sound solution is to contact a specialist waterside team such as Savills Waterfront, working with 11 offices on the north and south banks of the Thames. “We cover over 40 miles of riverside property in 158 developments, as well as one-off resale homes,” explains associate director Sarah Gretton, who heads up this Savills property sector.

With a decade of waterfront experience, Gretton says she issues a map of London’s riverside to new applicants to open their minds to interesting places where they can rent or buy. “Maybe someone wants a portfolio of investment property in Canary Wharf, for instance, but we ask if he’d consider looking at other places too.”

Attractions of residing cheek-by-jowl to the river are many, adds Gretton, from easy-care lock-up-and-leave apartments, underground parking, and 24/7 concierges providing a ‘Hong Kong-style’ serviced lifestyle. Certain nationalities regard a ‘Swallows and Amazon’ existence a must – “the Chinese like the positive feng

shui associated with water,” says Gretton – and vast expanses of space and light blow everyone’s minds away.

Along with being on top of the latest homes coming on-stream – such as 17,000 units over four phases at Nine Elms, where the new American Embassy will be sited – Savills Waterfront also offers management and rentals assistance, after-sales renovation through Savills Interior Services, and insider knowledge from its offices along the river route.

Christopher Bramwell of Savills Chiswick sells Regency and Georgian properties, a contrast to mainly modern homes on other parts of the Thames. “You get chunky-sized property with wonderful river views. Reflections of light on water playing on ceilings and passing rowing boats all add to a tranquil atmosphere.”

At the other end of the watercourse, City workers and retirees snap up smart pied-a-terres, says Lauren Ireland from Savills Wapping and Canary Wharf. “The closer you get to St Katharine Docks and Wapping, the more you pay. A two-bedroom flat in Narrow Street is around £650,000, while one at St Katharine Docks could cost more than £1 million.”

Flying out the doorReport by Cheryl MarkoskyNick Hubbard from Benham & Reeves Residential Lettings Knightsbridge reports a record-breaking second quarter this year, concluding with the highest number of tenancies ever in a single quarter.

“We expect this to continue into the autumn, as demand has spanned the market, from one-bed apartments to larger luxury high-end properties,” he said.

Hubbard notes that recently launched apartments in west London have “flown out the door, with tenants happy to take on a short commute in exchange for great facilities and value for money. We’re finding most of the landlords at these developments are from Hong Kong and Singapore.”

With new developments in central London in short supply, newly refurbished properties are becoming increasingly popular. “We’ve just let a newly redecorated three-bed, three-bath apartment off Brompton Road for the full asking rental of £1300 per week.”

Seasonality has all but disappeared from the market, argues Matthew Hobbs of Savills Kensington. After a relatively steady first quarter, followed by a quiet Easter,

the second half of May and June were terrific, with family houses leading the field. “The market cooled as we hit the summer holidays and the Olympics, and stock that had been earmarked for Olympic lets is now filtering through without the over-hyped pricing.”

Hobbs says we’re yet to see the return of the ‘accidental landlord’, and private applicants are displacing corporate relocation applicants. “In particular, we’re seeing more Brits renting to facilitate bigger, longer-term moves.”

Lucy Morton from WA Ellis is also witnessing a strong family house market – the sector where rent increases are occurring. “We’ve seen bidding wars due to the ongoing shortage of quality family homes to rent. A five-bedroom property in Knightsbridge attracted competitive bids from three parties on the first day it came onto the market, and it’s been let close to the asking price of £2950 a week.”

But it’s not just family homes that are attracting all the attention. It appears that quality outs at just about any level. “We’ve also had competitive bidding on a two-bedroom flat in Cadogan Square, as well as on a four-bedroom flat in Pont Street,” she adds.
