    QIs there a peak time in the year when it is best to market my property for rent and if so, when?Colin Gilbert, lettings manager for Hamptons Battersea and Wandsworth, replies ...

    AThe short answer would simply be the summer, but not surprisingly it is rather more complicated than that. The rental market in London

    is consistently active throughout the year. People are always looking to move due to preference or necessity, and there is never a shortage of potential tenants. There will be key points in the year where demand hits highs and the summer months are definitely among the best. This comes down to a number of factors:

    Firstly, and most predominantly in SW11, school terms: families especially want to be settled into their new homes before the start of the school year, so they will be actively looking around June or July to make sure they are moved in for September.

    Secondly, a large number of corporate relocations occur in the summer months providing an influx of quality tenants with healthy budgets. Both of these factors form a rental cycle, with a large number of tenancies running for one to two years ending at a similar time of the year.

    This results in competition for the most popular properties and it is not uncommon to have multiple offers at the height of the summer, and even offers that come in over asking price an obvious bonus for the owner.

    Ultimately, a good lettings agent will always have the marketing reach and network of offices to ensure your property can be let as efficiently and at the best price possible all year round. But if you are thinking of letting your property in the near future, this is the prime time to speak to an agent and make hay while the sun shines.

Clapham Common is the areas centrepiece and provides the necessary open spaces for exercising dogs, keep-fit boot camps, touch rugby, football, jogging and other sports. Its also a great space for sunbathing and picnicking in the summer months.

    SHOPS Balham offers Chadwicks superb family butchers, which provides organic meat. James Nicholas is a good upmarket kitchen accessories shop, and Bertie and Boo and Lavish Habit are two excellent cafs providing a welcome excuse to forget the diet.

    TOP STREETS Top streets in the area include Abbeville Road, The Pavement in Clapham Old Town, Nightingale Square, Streadbourne Road in the Hever Estate, and Boundaries Road.

    RESTAURANTS AND PUBS There are a plethora of restaurants and pubs locally, specifically but not exclusively, such as: The Fish Club; Ciullos, a great secret Italian; Hache, which does the best burgers in town; and Bodeans BBQ. If you are looking for a good pub to spend a lazy Sunday, I would

    recommend The Avalon on Balham Hill or The Windmill on the Common.

    LEISURE Clapham Picture House shows art house films as well as the latest blockbusters in a classic cinema setting, or there are plenty of gyms: Clapham Leisure Centre on Clapham Manor Street, Soho Gym on North Street in Clapham Old Town, Virgin Active on North Road, plus a Fitness First in Balham and Balham Leisure Centre.

    SCHOOLS Clapham and Balham have many excellent schools including independents Oliver House on Nightingale Lane, offering education from nursery to Year 6, and Bertrum House on Balham High Road for nursery and pre-prep. Also worth note are Holy Ghost and Henry Cavendish primary schools, and Chestnut Grove Academy, a state secondary school in Balham.

    TRANSPORT The area is well served by public transport with four underground stations on the Northern Line (Balham, Clapham South, Clapham Common and Clapham North), overland train stations at Balham (with trains to London Victoria and Waterloo) and Clapham High Street (which is now on the London Orbital), and plenty of bus routes into Central London, Battersea, Clapham Junction and the rest of South London.

    Sandra Carline of Savills Barnes sympathises with buyers, as sealed bids can be incredibly stressful. However, this competitive environment is often the quickest way for sellers to get the best price for their property, she admits. To be in the pole position as a buyer, she recommends having all of your finances arranged and going to the very best offer you can comfortably afford.

    This might sound odd, but bidding an odd number might win you the property of your dreams, argues Tom Crabtree from Marsh & Parsons Clapham. Often, two bids are neck-in-neck and most people put down an even number, so a bid that isnt a round figure might offer that extra bit to the vendor, who will accept it.

    Certain details could sway the seller, depending on their motivation. Jo Eccles from Sourcing Property says you should find out about the sellers circumstances (have they found a new property that fits in with a particular timescale?) and be flexible. If the vendors been messed about by a previous buyer, he may choose the most reliable and credible buyer.

    Relating to a seller on a personal level can reap benefits too. Crabtree says a good tip is to write a letter or email about yourself saying why you want the property. Request the agent to send it to the vendor. It could well pull on the heartstrings, as normally sellers only get a buyers name and his price from agents.

    Be transparent, advises Eccles. If you say youre a cash buyer, prove it with bank statements. And if you win the bid, aim to exchange contracts rapidly. Otherwise, you run the risk of the seller switching to a competing buyer.

    Whatever happens and a lot can from the start of the process to the finish stay calm, adds Crabtree. An agent will guide you as best they can, but they cant tell you what to do. Clearly, a house attracting multiple bids is worth more than the guide price. Also, dont look at what it sold at six months ago, as this is pointless today.

    For sellers, Crabtree suggests sealed bids come down to a balancing act of getting the highest number of viewers through the door, but not resulting in a drawn-out process that frustrates buyers who then drop out. Its all about managing things correctly. celebritywatch

    We have had an excellent first few months of the year in South West London. Applicant levels have risen dramatically by over 70 per cent from the same period in 2012 and confidence has returned to the marketplace.

    The areas around the Commons and Battersea Park have never been more popular and demand is outweighing supply at the moment. The result is many properties receiving multiple offers and achieving prices above the guide price. For example, a three-bedroom cottage in the ever-popular Tonsleys had eight viewings in the first week and three bids at or over the asking price.

    First-time buyers are finally finding they can get back into the market due to preferable mortgage rates, and buy-to-let investors are back after seeing rising rents over the past year. The measures in this years Budget, especially the Help to Buy scheme improving mortgage availability, will support the recent momentum at this end of the market.

    Its great to see some support for the sale of existing homes as well as the new-build sector. This boost for first-time buyers should in turn help second steppers upsize and so on. However, the majority of our first-time buyers in this part of London still rely on some assistance from the bank of mum and dad.

    While these initiatives make buying a first home independently more feasible, its unlikely that parents will be able to put away their purses just yet. But in spite of this, we are expecting to see an increase in first-time buyers looking in the traditionally popular areas of South West London such as Clapham, Balham and Battersea.

    Rental yields have remained high throughout most of South West London and low interest rates ensure there are some excellent returns to be found. Both company lets and individuals are taking tenancies at all levels of the market. Family houses have never been more in demand, with people staying longer in the area rather than move out of London, or carrying out basement conversions and extensions these are becoming the norm rather than the exception as some families look to improve rather than move. These works can take up to 18 months to complete so people are looking for somewhere close at hand to live.

    Mortgage rates are incredibly low at the moment, boosting all the markets. We have a two-year, interest only, fix available at 1.9 per cent. This is incredible value compared to some of the rates we were seeing last year, when interest-only was almost impossible to find.

    We are also noticing more sellers looking to cash in on their London equity for the

    commuter suburbs further out. However, any increase in people moving away from the capital will still be significantly down compared to six years ago. There has also been a noticeable growth in the number of Europeans coming to these areas from more central London locations eager to buy, with the French school in Clapham Common a big draw.

    Embassy siteBallymore Group has confirmed a deal with the Netherlands that will see the Dutch Embassy move to a site forming part of the Embassy Gardens development a landmark riverside neighbourhood at Nine Elms on the South Bank.

    The embassy will move from its current location at Hyde Park Gate and will sit next to the new US Embassy, which is already under construction and due for completion in 2017.

    With 2000 homes - from studio apartments to three-bedroom penthouses - Embassy Gardens is set to be a vibrant new destination for London. It will feature a kilometre-long Linear Park starting in Vauxhall and moving through Embassy Gardens on the way to Battersea Power Station and 130,000 sq ft of retail space including Waitrose and two new bar and restaurant concepts from The Inception Group.

    River speedThames Clippers has published its new timetable for the Putney to Blackfriars riverbus service, revealing journey times will be slashed to just 37 minutes.

    The boat operators high-speed catamarans took over the route on April 2, and the total number of services each day will rise from seven to 23. Wandsworth Council transport spokesman Russell King said a new pier would soon be added to the route at Plantation Wharf, and in a few years another outside Battersea Power Station.

    Budget measures and spring fever will get people movingThe relative shortage of stock sees house prices in the capital setting new records, according to Nationwide. Demand from home and abroad is set to continue with the much-anticipated return to more spring-like weather, reports Marsh & Parsons CEO Peter Rollings.

    The measures in the Budget while unlikely to be felt until next year when the mortgage guarantee for second hand homes comes into force in January will also provide a stimulus to get the housing market moving at a more rapid pace, he said.

    This is essential as it will enable people to move onto the ladder and for those existing owners to move up. This mobility will bring more homes onto the market and free the logjam at the lower end.   • Perfect boostHelp to Buy scheme will make a difference, says Duncan Farmer

    News that UK banks will have to find an extra 25 billion by the end of the year to protect against future

    losses is worrying news for taxpayers and investors who own stakes in the big banks. The Bank of Englands Financial Policy Committee believes banks could face losses of 500 billion over the next three years as a result of bad debts and fines, and so need to shore up reserves.

    The cash call could have some impact on lenders willingness and ability to grant new loans, which could have a knock-on effect on the mortgage market. However, elsewhere there is good news.

    The crisis in Cyprus, which will see savers with more than 100,000 euros on deposit lose a hefty chunk of their money, is almost certain to drive cash to safer havens, one of which is, of course, the UK. Since the banking crisis of 2008, Europeans and Russians have been pouring money into the safest haven of them all: prime London property.

    According to the latest Hometrack report on the UK property market, average prices have risen by 0.3 per cent in March, their biggest jump in three years. While many parts of the country recorded falls, the overall rise was boosted by a strong performance in London (up by 0.7 per cent), and analysts predict that prices here, particularly at the very top end, will continue to climb as cash is pulled out of Cyprus and other weak economies.

    Not only is there good news at the

    higher end of the market, but the bottom is also doing well I reported last month that the number of first-time buyers in the capital had risen dramatically and the support for young buyers announced by George Osborne in the Budget will give another fillip.

    Mark Harris of SPF Private Clients, the mortgage broker, believes the impact of the Help to Buy scheme will be important. It should provide a significant boost for the housing market, he says. It is effectively a Government-backed mortgage indemnity guarantee (MIG) that will enable lenders to offer high loan-to-value mortgages while mitigating their risk.

    We have been calling for an extension of the MIG scheme for some years as something that would make a real difference to first-time buyers, and the fact that the Government is supporting 130 billion of mortgages over three years is excellent news. From next year, lenders will be incentivised to make more mortgages available for those with deposits of between five and 20 per cent, which should result in cheaper mortgage rates even though the Government has said it wont be involved in the pricing.

    If lenders are serious about boosting their business levels, this is the perfect way of doing so and it should be of real assistance for first-time buyers in particular.

    And whats good for first-time buyers has to be good for everyone further up the property ladder.

    SIGNS OF IMPROVEMENTThe Council of Mortgage Lenders estimates that total gross mortgage lending declined to 10.5 billion in February. This is 8 per cent lower than Januarys gross lending figure of 11.4 billion but a 1 per cent increase from 10.4 billion in February 2012.

    Commenting on market conditions, the CMLs chief economist Bob Pannell says: There continue to be signs of improvement in activity and sentiment in the housing and mortgage market sector, despite headwinds from a challenging economic backdrop. With relatively strong house purchase numbers and subdued remortgage activity, the underlying position does not appear to have changed much over recent months.

    Since the onset of the financial crisis, the availability of property finance has been suppressed. Product pricing has been volatile and lending criteria difficult to satisfy. With Bank

    of England base rate anchored at 0.5 per cent for the past four years, borrowers have been happy to sit on their lenders standard variable rate (SVR), which may be lower than the rates on new deals.

    However, market sentiment has been changing fast following the introduction of the Funding for Lending scheme, leading to a significant reduction in new mortgage rates as lenders aggressively compete for business. New mortgage rates are now priced significantly below some lenders SVRs, so it may be worth considering a remortgage onto one of these lower rates. Two-year fixes are available below 2 per cent, and five-year equivalents sub-3 per cent.

    It may not be as good as it seems. While lenders battle for market share and to reach their targets, some borrowers may find it difficult to remortgage as lenders have tightened policy in certain areas interest only, for example.     Stop the fraudstersExperts predict that mortgage fraud will climb dramatically as potential borrowers exaggerate their earnings to circumvent the tougher lending conditions imposed by banks and building societies.

    While other areas of financial fiddling are falling the car industry has seen a drop in fraudulent finance applications analysts predict that 43 out of every 10,000 mortgage applications made this year will be dishonest. The industry is taking steps to weed out crooked applications and next year even tougher rules aimed at stopping fraud in its tracks will be introduced.

    As well as borrowers lying about their income, some also apply for owner-occupier loans on buy-to-let properties because rates are lower, and others conspire with valuers to exaggerate the purchase price.     SPECIALIST LENDINGThe Governments Funding for Lending Scheme, which is already being credited with boosting borrowing among small business and homebuyers, should be extended into the specialist lending sector, according to the Intermediary Mortgage Lenders Association.

    With many wealthy buyers using non-High Street lenders, usually because their financial circumstances do not suit the mainstream market, Peter Williams, executive director of IMLA, says widening the scheme would boost the property market even further. It would improve the flow of funding into the mortgage market, through specialist lenders as well as mainstream banks and building societies. Their exclusion has almost certainly limited the impact of what FLS has been able to achieve so far, he said.

    There is a real appetite among lenders to increase their volumes this year, and widening the FLS to make it more inclusive would fuel competition and help to drive the sustained growth that is so keenly sought.

    Knocking down an uninspiring 1960s house and replacing it with something modern was always going to be an exciting prospect. Yet house-builder Richard Williams from the Cherwell Group and his lead architect Ian Faithfull seem to have gone that extra mile to produce something special.

    Based on historical property on Arthur Road, weve come up with something with a contemporary lilt, rather than just another pastiche, explains Williams.

    Working in the area for some time Cherwell has built around 40 houses in Wimbledon the firm knows this location and is able to design homes for locals and people from Fulham, Chelsea and Notting Hill seeking better value.

Youd be amazed at how small the cutting-edge boiler is it looks like the sort of thing you used to see in a one-bedroom flat. Theres also underfloor heating throughout and acoustic glass at the front to cut out the noise, Williams adds.

    So what is Williamss favourite room in this four-storey family-friendly home? He plumps for the formal living room on the first floor. It has stunning views over Wimbledon Park and beyond, which I think is one of the best features of the whole place.

    New homes updateSpecial report by Darren Baker, head of Land and New Homes at Lauristons of Wimbledon

    Following the arrival of the term credit crunch into our vocabulary, new homes development across the country went into

    a sharp decline. Housebuilders had to deal with potential development sites bought at the height of the market that were now worth significantly less.

    Along with disposing of units already built, and losing value each day they remained unsold, came the realisation that breaking ground on new projects had suddenly become a pipe dream. Developers also found themselves affected by the same dearth of funding affecting homebuyers seeking to get onto the property ladder.

    Mortgage lenders, caught out by gifted deposit schemes on new-build homes effectively lending at up to 125 per cent of the property value, rapidly withdrew products from this sector of the market and introduced new rules for developers and surveyors. The lenders shift in approach to new homes went further: purchasers would now require a deposit of a minimum of 20 per cent of the property value, excluding many potential buyers.

    Throughout the downturn, the Government has sought to support the housing market through innovative buyer incentives such as the stamp duty holiday, as well as making

    shared equity schemes a more attractive proposition for private developers. However, while the stamp duty holiday for first-time buyers certainly brought about an increase in completions, shared equity schemes such as NewBuy remain more expensive than renting due to punitive interest rates. Many small-to-medium-sized developers are prevented from taking part due to obligations to leave some of their own profit tied up in the development for several years.

    The Government has more recently attempted to stimulate the property market, and more specifically the new homes sector, with the announcement of the Help To Buy and Mortgage Guarantee schemes, unfortunately neglecting to ensure lenders would have products readily available to support these initiatives.

    However, as the dust settles and the Treasury makes the finer detail available, we strongly believe that demand for new homes is likely to increase further as purchasers take up the opportunity to limit the funds they are required to arrange before proceeding with a new homes purchase.

    Developers are also recognising the change in market conditions. Competition for development sites with Lauristons Land Department has not been this fierce since before the market downturn and many sites are receiving multiple bids.

    The lack of high quality second hand

    residential sales property has also forced more purchasers to consider brand new homes, and they have been pleasantly surprised at what is on offer. This helped lead to a significant lift in new homes sales activity in 2013 at Lauristons: approximately 50 per cent up on last year so far with sales on 14 new homes sites across South-West London ranging from apartments at 250,000 to family homes up to 2m. Coming on the back of a 100 per cent increase on the number of sales from 2011 to 2012, we believe this trend is likely to continue for some time within our core areas.

    Of all of the metropolitan areas in Britain, certain regions in London, in particular South-West, are the only locations experiencing higher rates of development than before the start of the credit crunch. Developers have clearly identified where they can find the strongest levels of demand from the best quality buyers.

    Areas benefiting from the future Northern Line extension into Vauxhall, Nine Elms and Battersea have seen property values on off-plan purchases rise to levels in excess of the previous peaks in 2007. Many of the new apartments in the Vauxhall and Nine Elms Opportunity Area, surrounding the new US Embassy site, are achieving 1000 per sq ft, values previously only found in Central London or more salubrious locations such as Knightsbridge and Kensington.
