Welcome

Welcome to the annual edition of the Liverpool Development Update

which I hope you will find informative and useful.

I also hope that you, like me, will be delighted to see that the levels of

investment in our city continue to top £1 billion per annum. Since I came

into office in 2012, we have seen over £4 billion invested in new houses,

roads, offices and hotels. Most satisfyingly, we have delivered on

creating the 12 new schools I promised, supported the building of over

5,000 new homes and, arguably more importantly,

brought an unprecedented 5,000 empty homes

back into use.

Our city is creating jobs and attracting

people to make Liverpool their

home. As well as creating

affordable homes with our public

sector partners, the rate of

private sector homebuilding is

accelerating. Liverpool is

attracting interest from several

investors seeking to build luxury

Private Rented Sector homes in

our city centre – many of which

will be in the Princes Dock and

Fabric District areas. Crucially, there

is also high demand for aspirational 3

and 4 bedroomed homes in our

attractive neighbourhoods.

This regeneration drive includes how we continue to

attract businesses. The announcement that HMRC are to move

3,500 staff to the India Buildings, and the choice of Kings Waterfront for

1,500 call centre staff in a new office block by YPG Developments, in

association with The Contact Company, shows how attractive the city is

to investors and developers. But more can be done. And is being done.

With our city’s stock of Grade A office floorspace dwindling, we are

working with partners CTP and Kier Property to build 400,000 sq ft at Pall

Mall Exchange that will provide enough space for a further 3,000 jobs.

Many retail jobs have also been created now that Derwent’s Liverpool

Shopping Park has recently opened and more are to follow with Project

Jennifer’s new district centre nearing completion. Other long term

schemes are also seeing success: Lime Street Gateway (on site),

Ellergreen – the redevelopment of the former Boot Estate in Norris Green

(completed) whilst plans for the Welsh Streets are being implemented.

Despite wider economic uncertainties the fact is, confidence in Liverpool

is booming. There are currently over 270 major new projects planned,

with £14 billion worth of schemes in the pipeline. Indeed, the work we

are doing with partners to develop the new £1 billion Paddington Village

in the Knowledge Quarter and the Ten Streets Creative District will

redefine Liverpool’s economy over the next 30 years.

So, in essence this document is a snapshot of a new Liverpool. An

ambitious Liverpool. A Liverpool fit for the 21st century. Enjoy the read!

MATCH PREVIOUS YEARS

Construction activity across Liverpool has continued to

achieve over £1 billion each year. At present the city

has some £1.4 billion worth of development activity on

site, with some £634 million of this taking place outside

of the City Centre.

Investment in the health sector continues to be high, despite

construction on the Royal Liverpool University Hospital coming

to a close next spring and with only some £40 million of its £335

million cost still to complete (plus a further £90m+ for

demolition of the existing facility). The figure has been boosted

by the start of the Clatterbridge Cancer Centre next door to it.

As the amount of construction activity in the education sector

winds down following completion of the last of the twelve

schools and the £68 million Materials Innovation Factory that

opened at the start of this year, investment in public sector

infrastructure is rising. Network Rail are investing £145 million in

expanding capacity of Lime Street Station in a two-phased

operation taking place this autumn and later next year. In

addition, Liverpool City Council is investing in highway

improvements including the dualling of Great Howard Street to

improve efficiency and safety along one of the main arterial

routes into the city from the north, and to prepare for Liverpool

Waters, the first of whose schemes have now started to come

in for detailed planning approval.

Investment in building new homes still dominates the values of

current activity, with some £481 million worth of homes being

either built or refurbished, whilst some £320 million worth of

student accommodation remains on site.

Developments for future years are in the pipeline, with several

key announcements having been made during the last year

concerning such projects as a new cruise liner terminal, a

possible new football stadium for Everton Football Club at

Bramley Moore Dock, a new creative district at Ten Streets,

new plans for the Welsh Streets, Paddington Village, leisure

developments at Kings Dock, and redevelopment and

restoration at the former Garden Festival site now known as

Festival Park.

PROPOSED: THE £35 MILLION ROYAL COLLEGE OF PHYSICIANS, PART OF THE

NEW £1 BILLION PADDINGTON VILLAGE CAMPUS.

CITY CENTRE DEVELOPMENT HOTSPOTS

BECOMING APPARENT

Several key development hotspots are now emerging in the

City Centre. The Fabric District area known as Islington is seeing

developer interest focussing on residential accommodation

along this northern edge of the centre which has been

neglected for so long. The Council is encouraging this new

focus of activity as long as it makes space for businesses at

ground floor level to maintain the area’s reputation for out-of-

centre retail linked primarily to furniture warehousing,

haberdashery and crafts.

A similar approach is being taken in the Baltic Triangle where a

strong existing business community specialising in digital and

other creatives continues to need space to grow. A strategic

framework for the Baltic area has been produced.

Individual planning applications have now begun to arrive for

the various buildings that will form part of Paddington Village

next to the Health Campus in the Knowledge Quarter Mayoral

Development Zone. The first projects totalling over £122 million

will include the Royal College of Physicians, Liverpool

International College, and the Rutherford Cancer Centre North

West. £12 million worth of infrastructure works will be

undertaken before development begins in order to prepare the

site.

THE £15 MILLION SENSOR CITY, LIVERPOOL’S NEW CENTRE FOR SENSOR

TECHNOLOGY DEVELOPMENT, IS ALREADY ATTRACTING A RAFT OF

BUSINESSES FOCUSED ON DRIVING INNOVATION IN SPORTS

TECHNOLOGY, TELE-REHABILITATION AND CLOUD PLATFORMS.

HM REVENUE & CUSTOMS WILL BE RELOCATING ITS 3,500 STAFF FROM

BOOTLE TO 270,000 SQUARE FEET OF THE GRADE II* LISTED INDIA BUILDINGS.

REFURBISHMENT OF THE 10 FLOORS WILL BE CARRIED OUT IN 2018 WITH STAFF

MOVING IN FROM 2019.

PROPOSED: LIVERPOOL CITY COUNCIL IS WORKING WITH PARTNERS CTP

AND KIER PROPERTY TO DEVELOP PART OF PALL MALL EXCHANGE FOR

The last twelve months to September 2017 has

seen £20 million invested in Liverpool City

Centre’s office stock, with £15 million of that

being the new Sensor City in the Knowledge

Quarter which provided 27,000 square feet

when completed in June 2017. The remaining

£5 million included some 13,000 square feet of

space being created at 20 Chapel Street for

law firm Goldsmith Williams to relocate 165

staff; and a refurbishment of several floors of

Yorkshire House next door to it that has

attracted new tenants including Prime Site

Developments, Aspect Software and UK Law

Nationwide.

Take-up in the Commercial District during 2016

was up a healthy 13%, the second highest

figure since 2009. Much of this has been going

into refurbished existing buildings; a sector

where more refurbishments are predicted for

2018 and 2019. This welcome news also

highlights, however, the growing shortage of

Grade A floorspace in the city: in March 2017

it was reported there was just over 50,000 sq ft

of vacant Grade A space remaining in the

Commercial District, down from 91,869 sq ft in

2015. With this in mind, the City Council has

been working with preferred developers CTP

and Kier Property to bring forward a joint

venture that will see a £200 million

redevelopment of Pall Mall Exchange. The first

phase will deliver an office-led scheme

totalling 400,000 sq ft of space with retail and

leisure uses, and a landscaped public realm.

City Centre: Retail

Investment in retailing in the City Centre has

remained relatively quiet over the last twelve

months, with the only schemes containing new

retail space completing being those on the

ground floor of mostly residential apartments (as

at The Cargo Building) and student

accommodation (as at Vine Street), all outside

of the traditional Main Retail Area.

There is currently an emphasis on refurbishment

and reconfiguration of existing stores such as at

Marks & Spencers on Church Street. Liverpool

ONE has seen several units refurbished for new

clients including menswear brand Ben Sherman

who opened its first full-price store outside

London in April 2017, whilst JD Sports are currently

expanding their busy store on Paradise Street.

The Albert Dock’s new owners, Aberdeen Asset

Management, have announced plans to

overhaul the venue’s retail offer by converting

former office space at The Colonnades to new

shops. Three ground floor and three mezzanine

level units will be converted to create full two-

storey openings for retailers, all with simpler,

glazed shop fronts.

Footfall across the traditional Main Retail Area

has climbed 2.8% in the last 12 months (Sep-16

to Aug-17), now achieving 54.5 million shoppers.

BRING MORE RETAIL AND LEISURE SPACE TO THE SCHEME. THE PLANS WILL

ALSO ALLOW FOR THE EXPANSION OF CENTRAL STATION.

THE £3.1 MILLION BRITISH MUSIC EXPERIENCE OPENED ON THE GROUND

FLOOR OF THE CUNARD BUILDING IN MARCH 2017. IN ITS FIRST SIX

MONTHS IT HAS ATTRACTED XXX VISITORS.

IN 2017, LIVERPOOL HAS CONTINUED ITS ROLE OF AS ONE OF THE UK’S

TOP LEISURE AND CULTURAL DESTINATIONS, AS WELL AS HOSTING

SUCCESSFUL EXHIBITIONS. THE BRITISH STYLE COLLECTIVE CHOSE

LIVERPOOL AS ITS NEW HOME, AND IN JULY MOUNTED A THREE-DAY

SPECTACULAR EVENT ACROSS SEVERAL VENUES IN THE CITY INCLUDING

ST GEORGE'S HALL, LIVERPOOL'S ECHO ARENA AND EXHIBITION CENTRE,

THE ALBERT DOCK AND CAMP & FURNACE.

WORK IS CURRENTLY UNDERWAY AT THE MET QUARTER TO BRING A

BOUTIQUE CINEMA OPERATED BY EVERYMAN CINEMAS ALONGSIDE A

NEW ANCHOR FOOD AND DRINK OFFER. QUEENSBERRY BOUGHT THE

COMPLEX IN 2016 AND IS WORKING TO ATTRACT A HIGH QUALITY

CLUSTER OF RESTAURANTS TO CREATE ALL DAY AND EVENING VENUES.

2017 saw a major new venue open on the city’s

Waterfront when the British Music Experience

arrived at the Cunard Building. Liverpool beat

other contenders from across the UK to become

the home of the attraction after it moved from

its previous location at the O2 in London. The

museum tells the story of British music from 1945

to the present day.

This year has also seen investment continuing in

Liverpool’s theatres. Liverpool’s Royal Court is

currently undergoing the £3 million third phase

of its £11 million refurbishment programme. The

scheme will see a new 150-seat studio space

added to the theatre’s basement to host small

comedy shows, music events and smaller

theatre productions. Front of house

improvements include remodelling work on the

balcony seating and larger, more open bar

areas on the third and fourth floors. Conversion

of the neighbouring Penny Farthing pub to an

extension of the theatre containing a courtyard

bar and kitchen, and first floor restaurant was

completed during the summer.

Meanwhile, the Unity Theatre carried out

£845,000 of improvements which included

improved access for disabled visitors and an

enlarged bar area.

Figures have revealed that National Museums

Liverpool contributes around £53 million to the

local economy, with its city attractions bucking

the trend with an increase in visitors while

numerous national museums are reporting a fall

in numbers. Visitor numbers have risen by 360%

since 2000, with 2016 having seen an increase

of 11% when 3 million people attended its eight

museums and galleries. The organisation, which

includes the Museum of Liverpool, Walker Art

Gallery and the World Museum among its sites,

also employs more than 1,200 jobs locally.

City Centre: Hotels & Serviced Apartments

The last 12 months has seen 120 serviced

apartments brought to the City Centre, mostly in

two venues: the Shankly Hotel on Victoria Street

(69 suites) and 1 Arthouse Square (41 suites) both

completed at the end of 2016. In addition, Epic

Apart-Hotel Duke Street gained a further 7

serviced apartments when the first segment of

the new Wolstenholme Square development

completed in August 2017. These bring the

number of known serviced apartments (including

those in apart-hotels) in the City Centre to over

1,200.

More apart-hotels are on site. The £16 million

conversion of the Corn Exchange is underway to

bring 205 suites in Spring 2018, and 33 suites will

shortly complete at 30-40 Seel Street. Renshaw

Hall off Benson Street will have 52 suites when it

completes in late 2018. Several more applications

have been made for a further 8 establishments

across the City Centre totalling 430 suites.

There are currently 330 traditional hotel bedrooms

on site across the City Centre. EasyHotel on

Castle Street will bring 77 this autumn. These will

be followed in 2018 by 122 rooms at The Times by

Vincent Hotel on Seel Street, and 100 rooms at

the new Premier Inn taking shape at Lime Street.

A new hotel celebrating Everton football legend

Dixie Dean has been announced by Signature

Living who propose converting the gothic

Jerome and Carlisle Buildings on Victoria Street

into a luxury 100-bedroom hotel as part of a plan

to create a world-first ‘Football Quarter’. The

65,000 sq ft hotel will contain restaurants, bars

and an events space for weddings. A planning

application is expected to be submitted later this

year.

COMPLETED IN FEBRUARY 2017.

ON SITE: THE £20 MILLION, 122 BEDROOM “THE TIMES BY VINCENT HOTEL”

WILL COMPLETE IN SUMMER 2018. OPERATED BY HOSPITALITY

ENTREPRENEUR PAUL ADAMS, IT WILL INCLUDE A ROOFTOP POOL AND

SPA.

ON SITE: THE £3 MILLION EASYHOTEL ON CASTLE STREET WILL OPEN AT THE

END OF NOVEMBER 2017. IT WILL HAVE 77 EN-SUITE BEDROOMS.

City Centre: Knowledge Quarter Mayoral Development Zone

COMPLETED: THE UNIVERSITY OF LIVERPOOL’S £68 MILLION MATERIALS

INNOVATION FACTORY. IT BROUGHT 100 NEW JOBS WITH IT.

COMPLETED: THE £25 MILLION LIVERPOOL LIFE SCIENCES ACCELERATOR. IT

WILL PROVIDE SPACE FOR OVER 540 NEW JOBS.

PROPOSED: PROTON PARTNERS INTERNATIONAL’S £35 MILLION

RUTHERFORD CANCER CENTRE NORTHWEST WILL BE THEIR THIRD

ONCOLOGY CENTRE IN ENGLAND. IT WILL PROVIDE AN ALL-

ENCOMPASSING CANCER SERVICE FOR PATIENTS, OFFERING PROTON

BEAM THERAPY, CHEMOTHERAPY, TRADITIONAL RADIOTHERAPY AND

IMAGING.

Liverpool’s Knowledge Quarter Mayoral

Development Zone is the hub for the city’s

burgeoning knowledge economy and one of

the main economic drivers of the city region. It

includes the city’s universities, the Royal Liverpool

University Hospital (currently being rebuilt), the

Liverpool School of Tropical Medicine, Liverpool

Science Park, The National Oceanographic

Centre, Mersey Bio Incubator, the Art & Design

Academy, the Liverpool Institute for the

Performing Arts and Liverpool Community

College. Between them, these organisations

provide accommodation for learning, research,

incubation and commercialisation by new and

growing businesses, and some £970 million has

been invested since 2000.

The expansion of the Knowledge Quarter’s

Health Campus is in full swing. The £25 million

Life Sciences Centre completed in September

2017, and will soon be followed by the £335

million Royal Liverpool Hospital in spring 2018.

The £124 million Clatterbridge Cancer Centre is

now also on site and expected to open in

summer 2019. These may possibly be joined by a

relocated Liverpool Womens’ Hospital and

additional research-led institutions which could

see total investment exceed more than £800

million.

Plans are moving forward rapidly for Paddington

City Centre: Residential

Liverpool City Centre’s population has now grown

to over 33,540 living in over 14,000 residences.

2017 has continued to see the creation of more

residential apartments, with over 1,000 units

expected to have completed by the end of this

year. This is welcome news as these not only

contribute to the number of new homes the city

has to offer, but give a clear indication of the

number of vacant or underused buildings or

brownfield sites being redeveloped within the

City Centre. These in turn attract more servicing

businesses and leisure/dining outlets which

benefit existing residents.

The new hotspot for student accommodation is

the Fabric District on the northern edge of the

City Centre where several schemes that could

contribute to over proposed 4,000 bedrooms are

about to commence.

PROPOSED: THE £35 MILLION ROYAL COLLEGE OF PHYSICIANS

PADDINGTON VILLAGE

Approval has been given for a programme of site works on seven

plots to pave the way for the first phase of construction at the £1

billion Paddington Village – including a new car park, hotel, office

space and a district heating system.

The infrastructure works, which will pave the way for the arrival of

the Royal College of Physicians’ (RCP) new £35m northern base, a

new learning centre for the Liverpool International College and

the new £35m Rutherford Cancer Centre North West, could begin

before the end of the year.

Planning permission has already been granted for the college and

cancer centre, both of which are scheduled to open in 2019, and

an application from the RCP is expected in early 2018. A

Combined Heat and Power (CHP) plant to provide a sustainable

heating and power source to service buildings and businesses on

the site is also planned.

THE EXISTING CRUISE LINER TERMINAL

CRUISE LINER TERMINAL

Liverpool welcomed more than 60 cruise vessels with 120,000

passengers and crew in 2017. The council wants to capitalise on

the cruise boom by creating a new passenger and baggage

facility complete with passport control, lounge, café, toilets, taxi

rank and vehicle pick up point. The current terminal generates

more than £7m a year to the city’s economy.

Engineering consultancy firm Ramboll is leading a highly skilled

technical team to develop the facility with a planning application

to be submitted in Autumn 2017. The multi-disciplinary design

team, includes architects Stride Treglown, cost managers Gardiner

& Theobald, global planning and property consultants JLL, and

landscape architects Hyland Edgar Driver.

Subject to planning and funding approval, construction is

expected to start in summer 2018. Further planning applications

could potentially include supplemental projects with a new 200

room hotel and 1,700+ multi-storey car park to enhance the city’s

capabilities in handling the next generation of turnaround cruises.

Liverpool City Council is working with key stakeholders in the

Islington area to use its rich heritage to become a thriving,

exciting, mixed use destination. The aim is to encourage new

businesses and startups to work alongside long established family

businesses and create a quality environment.

The stakeholders are in the early stages of developing a Visioning

Document for the area – to be known as the Fabric District – and

are keen to reach out to the wider local community to invite them

to feed into the transformation of the area.

That transformation is already underway. The area contains the

London Road district centre, off which there are several

retail/warehouse businesses specialising in home furnishings,

haberdashery, etc. The northern edge of the zone already has

several planning approvals for a mixture of residential and student

accommodation, with schemes completed, or over £400m worth

of developments either on site or about to commence and which

will significantly repopulate the Fabric District with almost 4000

student bedrooms and 750 residential apartments if all built.

2017 has seen a major thrust in the levels of new retail

floorspace created or come on site. Project Jennifer now has

its long-awaited Sainsburys, with Home Bargains and B&M stores

about to open this autumn. Liverpool Shopping Park at Edge

Lane is also in full swing, with B&Q having already opened this

year and several stores opening in October. This £63 million

worth of investment has contributed to maintaining the city’s

average investment of just over £500 million in the

neighbourhoods since 2014.

Early indications that similar levels of investment are likely to be

seen in 2018 are strong, with several major schemes such as

Liverpool Shopping Park and New Mersey Shopping Park, whilst

other schemes are due to start including the film and television

media hub at the former Littlewoods Building on Edge Lane.

Housing remains, by far, the largest sector in terms of

construction value in the Neighbourhoods, with over £254

million worth of schemes currently on site set to deliver over

3,200 homes over the next three years. Meanwhile, £81 million is

currently on site developing over 2,600 student bedrooms, with

over half of these being at the Greenbank Project in South

Liverpool.

The City Council is also engaged on a significant highways

investment programme with over £50 million currently being

invested in several road improvement schemes that will see

much-needed changes to key routes into the city. The Great

Howard Street railway bridge was replaced in summer 2017,

allowing a series of dualling improvements to be carried out

along the corridor. Additional highway improvements are

underway at East Lancs Road.

Peel Investments are currently investing £5 million at Liverpool

John Lennon Airport. £3 million was spent on upgrading the

departure lounge during the summer, whilst a further £2 million is

now being seen on an expansion and redesign of the existing

World Duty Free shop and improvements to other areas.

2017 has seen more warehousing completed,

including Gefco’s £10 million 130,000 sq ft logistics

hub at Liverpool International Business Park and St

Modwen’s £8 million, 65,482 sq ft “Stonebridge

West” at Stonebridge Business Park where whole-

sale fruit and vegetable supplier Almond Catering

Supplies has purchased one of the four units.

Almond are clearly taking advantage of the fact

that the new £7.3m Fruit and Vegetable Wholesale

Market is due to open nearby later this autumn.

In North Liverpool, Cemex UK is expanding its

Regent Road facility to include a new asphalt

manufacturing plant that will employ an additional

12 staff. It will complete in October 2017.

The new Regional Command Centre for

Merseyside Police, due to complete this autumn,

will provide 143,379 square feet of office space,

whilst a further 44,840 square feet is under

construction as part of the redevelopment of

Harcourt’s Tobacco Warehouse at North

Liverpool’s Stanley Dock.

Major elements of North Liverpool’s new district

centre have now opened: Sainsbury’s

completed their 40,000 sq ft store in June, with

neighbouring units housing Domino’s Pizza,

Subway, Card Factory, Rowlands Pharmacy,

Subway and Greggs and a drive-thru

McDonalds restaurant. Further stores opening in

the adjoining retail developments later this year

include B&M and Home Bargains.

Home Bargains owner TJ Morris also opened its

new 44,000 sq ft staff training store at Axis

Business Park in June 2017.

Over on Edge Lane, B&Q opened its new store

at Derwent’s Liverpool Shopping Park. The

Western Quarter of the shopping park is also

due to complete this autumn, with 17 new units

that will house Outfit, JD Sports, M&S Food Hall,

Boots, River Island, TK Maxx, Smyths Toys and

sandwich retailer Subway alongside leisure

operators Hollywood Bowl, Frankie & Benny’s

and Chiquito. Work will then concentrate on the

Eastern Quarter, taking the total floorspace to

600,000 sq ft once complete, as well as parking

for 1500 cars.

Plans to bring a Travelodge hotel and a branch

of discount retailer The Range to Liverpool

Innovation Park at Edge Lane have been

submitted. The application states that the

provision of more hotel rooms in the area would

support the development of film studios at the

neighbouring Littlewoods site, which was

acquired by Capital & Centric for that purpose in

April 2017.

Neighbourhoods: Schools

THE NEW ST JULIE’S CATHOLIC SCHOOL OPENED IN SEPTEMBER 2017 FOR

1,100 PUPILS TRANSFERRING FROM THEIR EXISTING PREMISES WHICH WILL BE

DEMOLISHED LATER THIS YEAR.

BIRTENSHAW SCHOOL AND NEW HEIGHTS SCHOOL IN FAZAKERLEY WILL

COMPLETE IN EARLY 2018.

MYERSCOUGH AGRICULTURAL COLLEGE IN CROXTETH HALL PARK WILL

OPEN IN APRIL 2018.

The final school under the mayor’s £170 million

Schools Investment Programme to deliver 12 new,

hi-tech secondary, primary and special schools –

St Julie’s – opened at the start of September. The

scheme will not actually complete until early next

year when the old school is demolished.

As part of a subsequent investment programme,

Palmerston School had a £3.3 million extension

that completed in June 2017, whilst Kensington

Primary School extended slightly to add three

new classrooms ready for the new term starting in

September.

In late 2016 work began on Birtenshaw’s brand

new special school situated in Fazakerley. The

new £8.5 million facility will open in January 2018

to provide education for up to 40 children with

special educational needs and disabilities,

including Autistic Spectrum Conditions. It will

include specially designed classrooms, sensory

rooms and a 25-metre hydrotherapy pool.

A new agricultural college is currently being built

in Croxteth Hall Park. Myerscough College is

spending £3.5 million on new buildings including

stabling for more than 20 horses, aviaries and

paddocks for goats, alpacas and hens. The

college, the only one of its kind in Merseyside,

offers courses in subjects from animal care to

horticulture and floristry. Under the deal, the

Council will lease the former grounds

maintenance depot in the park to Myerscough

College, whilst the facility will bring an additional

10 jobs.

Neighbourhoods: Health

April 2017 saw the completion of the £2.5 million

two storey extension at the Walton Centre to

contain a new operating and MRI theatre. The

hospital already has the largest and busiest

neurosurgical unit in the country.

Liverpool and Sefton Health Partnership's plans to

build a 106-bed mental health hospital at Mossley

Hill Hospital on Park Avenue near Sefton Park

have been approved. Mossley Hill Hospital,

which specialises in mental health care, spans a

total area of 334,628 sq ft. The application

involves demolishing existing outdated hospital

buildings and constructing a new 96,606 sq ft

mental health hospital featuring 106 patient en-

suite bedrooms.

Meanwhile, with national demand for residential

and nursing dementia care homes expected to

exceed supply by 2020, Liverpool City Council is

to enter into a £21m partnership with private firm

Shaw Healthcare to build three new residential

care homes for people with dementia in Speke,

Anfield and on a site in North Liverpool still to be

decided. The three, 50-bed flexible facilities will

open by the end of 2019, providing

accommodation and care for people living with

dementia, providing places for other long-term

residential and nursing care needs in the north,

central and southern parts of the city. The new

homes will be flexible step-up, step-down

facilities, meaning they can be used to support

people with lower level needs who would

otherwise end up in hospital, as well as providing

intermediate care to help get people out of

hospital quicker. Post construction, the council

will enter into a 25-year lease agreement with

Shaw healthcare to manage the care services

provided at each location.

THE FINAL PHASE OF NEW CITY VISION’S “ELLERGREEN” THAT SAW

REDEVELOPMENT OF NORRIS GREEN’S BOOT ESTATE DREW TO A CLOSE IN

LATE 2017. OVER 750 HOMES WERE COMPLETED BETWEEN 2011 AND THIS

YEAR.

REDROW’S “REGENCY GARDENS” DEVELOPMENT IN WEST DERBY

COMMENCED IN FEBRUARY 2017. ITS RANGE OF 22 EXECUTIVE STYLE 3 TO 4

BEDROOMED DETACHED HOUSES PRICED FROM £324,995 REFLECT THE

DEMAND FOR SUCH QUALITY, ASPIRATIONAL HOMES NOW BEING SEEN

ACROSS LIVERPOOL.

PRIMESITE DEVELOPMENTS COMMENCED WORK ON THEIR £40 MILLION

MIXED-USE RESIDENTIAL SCHEME “THE RISE” AT LOW HILL, CLOSE TO THE

CITY CENTRE IN APRIL 2017. IT WILL CONTAIN 316 SELF CONTAINED FLATS,

HOUSING DELIVERY PLAN GOES BEYOND TARGET

The Mayor’s target to build 5,000 new homes

across the city in partnership with Registered

Providers of Social Housing and other developers

under the Housing Delivery Plan is now being

exceeded. 5,065 new homes have been built

under the plan, with a further 1,432 currently on

site and yet more schemes coming forward for

approval.

Amongst the developments that completed this

year were the former New Heys School site in

South Liverpool where Redrow built 119 homes,

and Ellergreen in the Norris Green area where the

last of over 750 homes were finished on the former

Boot Estate after a six year construction period.

LIVERPOOL STRATEGIC HOUSING PARTNERSHIP

A strategic housing partnership between

Liverpool City Council, Redrow, Liverpool Mutual

Homes and property contractor Willmot Dixon is

beginning to deliver a further 1,500 new homes.

With some 136 units already completed, schemes

with a further 195 homes are now on site.

Amongst the latest schemes to have

commenced are Redrow’s “Regency Gardens”

at West Derby (22 units), and “Woolton Fields” (18

units) in Woolton. These join “Regency Manor” (60

units), “Leighton Dene” off Long Lane (34 units),

and “Redbridge Park” off Sherwoods Lane in

Fazakerley (60 units) which are all expected to

complete over the next 12 months.

PRIVATE SECTOR DEVELOPMENTS

Liverpool continues to see smaller private sector

investors continue their interest in the city. There

are currently 24 developments on site each

providing 5 or more units, representing over £145

million worth of investment which will see the

construction of over 1,500 homes.

Amongst the imminent completions are 123

apartments at Herculaneum Quay, 27 flats at the

former Colemans Fireproof Depository on Park

Road, and 30 houses at Stanley Road.

Recent starts by private sector developers include

Brunswick Park Phase 3 (89 apartments), “The

Rise” on Low Hill (316 apartments); “The

Botanica”, close to Sefton Park (27 flats); and 35

flats at the former Kelton Convent in Mossley Hill.

Zone, North Liverpool represents an area of greatest opportunity and challenge.

STONEBRIDGE CROSS MAYORAL DEVELOPMENT ZONE

Stonebridge Cross represents another major strategic opportunity for the city to

create new business space and jobs in the north east of Liverpool in addition to

community facilities and parkland alongside the River Alt.

TJ Morris Ltd has expanded at Axis Business Park, having completed a third

91,000 square feet warehouse in October 2016 and also converting the former

Carcraft Warehouse as a new 44,000 square feet retail training store in June

2017. Its old training store on the other side of Portal Way is being converted to

office for the company.

St Modwen completed their 65,482 square feet Stonebridge West in May 2017,

On the other side of the East Lancs Road, there is the city’s largest single site in

public ownership which is available for a significant international employer

bringing between 500 to 1,000 new jobs. Approval was granted to Gallan

Stoford at the end of 2013 for constructing two distribution warehouses, whilst

work to redirect the previously culverted River Alt to make way for the

development, along with a new riverside park known as Alt Meadows, was

completed in the autumn of 2014.

CENTRAL LIVERPOOL MAYORAL DEVELOPMENT ZONE

Central Liverpool is focused on the Edge Lane corridor, the main eastern

gateway into Liverpool city centre from the end of the M62 motorway. The area

has a strong retail and high-tech base, with many firms in the IT sector based at

the well-established Wavertree Technology Park where high profile local

employers include Gardner Systems, Barclays and Nutricia (Advanced Medical

Nutrition).

Key projects to be delivered in the Central Liverpool Mayoral Development

Zone include the rebuilding of the Edge Lane Retail Park, a £100 million scheme

by Derwent Holdings Ltd. The scheme, rebranded “Liverpool Shopping Park”,

will see 600,000 sq ft of new retail, leisure and restaurant units providing around

1,500 jobs, with 50% of these promised to local long-term unemployed residents

by the developer. The first £10 million phase completed in December 2013, with

the next “Western Quarter” phase completing in October 2017.

Redevelopment of the former Littlewoods Building on Edge Lane also remains a

priority for the city, with plans recently announced for its conversion to a new

£25 million film and television studio complex to act as a facility for the many film

and television productions which are already shot here. Further studio space is

to be developed on the adjacent sites next to Liverpool Innovation Park in the

next few years.

SOUTH LIVERPOOL MAYORAL DEVELOPMENT ZONE

South Liverpool’s Mayoral Development Zone not only acts as the city’s southern

approach, but is also the city’s arrival point for international visitors and trade via

Liverpool John Lennon Airport and the Port of Garston.

Since the mid-1990s, the area has been the focus of regeneration activity triggered by

substantial government and European aid which has overseen the creation of the

Boulevard Industrial Park (linked to the adjacent Jaguar Landrover factory), Venture

Point, Estuary Business Park and Liverpool International Business Park amongst others.

This has been one of the most successful parts of the city in attracting new businesses

and jobs over the last decade. Among the firms located here are Prinovis, DHL

International, Shop Direct, B&M Retail; with Medimmune, Novartis, Astra Zeneca and

Allagan being some of the many bio-pharmaceutical companies clustered in the area.

South Liverpool is currently seeing the largest growth of industrial/warehousing

development in the city, with over £106 million worth of schemes completed since the

start of 2010. These have included a second massive distribution warehouse for B&M,

new speculative business premises at Speke Business Park, new headquarters for Adient

(formerly Johnson Controls) and Gefco, and extensions for both Medimmune and Eli

Lilly.

The area is also home to the successful New Mersey Shopping Park whose owners

recently began expanding with new retail and leisure facilities bringing 600 new jobs.

South Liverpool remains a popular location for homebuyers, with several of the national

volume developers including Barratt Homes, Lovells and Keepmoat currently

constructing quality new homes for future residents.

LATEST ANNOUNCEMENTS

First buildings for Liverpool Waters announced Activity is expected to begin shortly on the first buildings for Peel’s £5.5 billion Liverpool Waters development. The first four new buildings have been revealed to be built at Princes Dock.

Peel’s “William Jessop House” will be an 8 storey Grade A office building next to the existing multi-storey car park. The scheme was granted permission in 2015 and will be on site by the end of 2017.

Alongside it will be three residential towers for the city’s growing private rented sector. The tallest structure, at 34 floors, will be Moda Living’s £80 million “The Lexington Liverpool” (pictured) with 304 apartments. Next door to it will be “Plaza 1821” with 105 apartments built in a collaboration between Peel and the Regenda Group. The fourth building will be Your Housing Group’s £55 million “The Hive”, a 30 storey tower with 278 apartments, premium restaurant and bistro facilities.

Ten Streets masterplan launched

A major performance venue with a revolving auditorium could be at the heart of regeneration plans for Liverpool’s new creative district. The new music and theatre venue could be the UK’s first-ever Stage-Around Theatre, based on the hugely successful performance space in Amsterdam. The stunning venue will be part of a multi-million pound programme to attract creative businesses to the Ten Streets district which is forecast to create an estimated 2,500 new jobs over the next decade, and represents an opportunity of a lifetime to redefine Liverpool’s future as a creative powerhouse of the 21st century. The vision for the district, which contains a mix of historic dock warehousing and industrial buildings, is for an area where tech companies, digital businesses and creative enterprises can flourish alongside artistic organisations – becoming a truly distinctive, inventive and vibrant new urban district. Vision set out for Festival Park site

The future of Liverpool’s International Festival Gardens has been revealed in a draft masterplan that aims to create a ‘cultural garden suburb’ which would also transform the site into a major visitor and cultural destination.

The development of the 90 acre site will be focused on the northern and central parts with a re-modelled waterfront. Surveys are currently being undertaken to assess ground conditions with the intention to revitalise the gardens, which are open to the public, and southern grasslands as public amenity space with opportunities for sport and recreation.

The draft masterplan also sets out to enhance connections with the surrounding community, including a safer pedestrian route to Priory Wood and St Michaels train station.

A planning application is expected to be submitted later in 2017.

£32m highways scheme takes shape With the massive Tobacco Warehouse development on site and construction on Liverpool Waters, potentially including a new football stadium about to commence, the City Council is investing £32million into significant highway infrastructure works in North Liverpool to ensure that the new developments are better accessed and connected.

With the £10 million Great Howard Street bridge having been recently rebuilt, work is progressing on widening of Great Howard Street (A565) to dual carriageway standard. Expected to finish by Summer 2019, the works are part of Liverpool City Council’s wider £250m Better Roads programme.

The dualling will be complemented by the creation of two new waterfront link roads at the City Centre end of the 2.7 kms long road, which are being built to support the proposed new cruise liner terminal.

Welsh Streets transformation underway

A £30million project to transform empty Victorian homes in the Toxteth area of Liverpool into desirable rental properties is being undertaken by specialist landlord Placefirst.

The 19th century terraced houses originally built by Welsh workers and named after Welsh towns, valleys and villages are being sympathetically remodelled through a ‘back-to-brick’ refurbishment that offers high levels of energy efficiency and super-fast broadband connectivity. Externally, landscaped outdoor areas for socialising and playing are being created, with rear property extensions, yards and alleys being replaced by a mix of private terraces and community avenues.

The refurbished homes are being made available through a mix of alternative tenures such as affordable rents, shared ownership and market sale.
