I wonder what plans you have for the summer and how early you started to make your plans. Our family began planning for this year’s holiday together a whole year ago and summer is already here. Our grandchildren are getting really excited about their holiday and all the travel plans we’ve been making with their parents. In our churches, we’ve already been preparing for events that are over a year away, like the 800th anniversary celebrations at St Andrew’s, Much Hadham coming up in September 2020. We’ve also made our plans for the summer season.

You’ll find more details of our plans for the summer in the Parish News. There’ll be some new events and other events will be taking a break until September.

We love to provide opportunities for children and their families to take part in fun activities with a Christian message. Keep an eye open for what’s happening with Kids & Co, Messy Church, our children’s activities in Albury and new plans for Little Hadham.

We’ll continue to offer events that bring people together and church members will be playing their part in other groups that serve our village communities: the Third Thursday Lunch at Little Hadham Village Hall, the Sunday Afternoon Teas at Albury Village Hall and the Sunday Lunch Club in the Much Hadham Sports Pavilion.

It’s not too early to start planning for next year. Why not come along or accompany someone to Alpha starting in January 2020? Alpha is for anyone who has questions about the Christian faith and wishes to look into it, for anyone interested in being baptised or confirmed, or anyone new to church or simply looking to ‘brush up’ on their faith.

To find out more about all we’ve been planning you’ll find a full calendar on our website at www.riverashchurches.org.uk. You’ll also be able to discover more about the wider life of our churches and some helpful links to other organisations and events.

In the meantime, you’ll find a warm welcome in all our churches, whatever your age or stage of Christian faith. All are welcome to join us as we worship the God who once said to his people “For surely I know the plans I have for you, … plans for your welfare and not for harm, to give you a future with hope.”

BrowniesLittle Hadham Brownies held a surprise party for Judi Wheeler to mark 40 years’ service to Girlguiding. She came along to the meeting as usual to be greeted by her usual Brownies along with Brownies from other units in the Division and Rainbows. In total there were over 50 girls there to mark the milestone including some former Brownies. Parents had been invited to stay and join in the celebrations. At the party, the girls played traditional party games like pass the parcel and musical statues before eating cakes the girls had prepared. A former Brownie, Martha, had baked a special cake to mark the event.

Little Hadham Afternoon TeasTo all you cake lovers . . .

The beautiful June sunshine meant that we had a fantastic turnout this month and it was our busiest afternoon tea to date.

The tea room was thriving and it was a delight to see so much table swapping conversation going on. The warm weather also brought with it some new faces. New friendships were formed this month, old ones were reunited and residents new to the area were introduced. All in all a great social afternoon.

Next months Tea is on Thursday 4th July and as always we look forward to seeing as many of you as possible. You may have a friend, relative or neighbour that you would like to bring along with you for endless pots of tea and plates of sandwiches, cakes and pastries. Plus you get to try out some of my new recipes!

I would also like to thank Jan Williamson for her help in clearing away at the end of the afternoon and Jono Forgham for providing transportation for 3 of our guests. Jono however will be out of the country in July so if anyone is able to help with lifts it would be very much appreciated. Historic Braughing with over 100 listed buildings, was the stage for our May walk, led by Sheila White. It is tucked away at the fork between the rivers Rib and Quinn. The latter was once named the Queen’s River, being owned by Queen Matilda in the 12thC.

This well kept, beautiful and peaceful village was a settlement in the Iron Age and later a major Roman transport hub at the junction of Stane and Ermin Streets and the road to Gt Chesterford and there is evidence of significant Roman mint. We walked up Malting Lane to Green End past former 17th C malsters’ cottages to the 17th C post office and shop at the top of the slope; these were the former Bell Inn and the old Bell is still outside. From the same period the Old Manse is between the latter and The Golden Fleece. A path leads back to the river past the Congregational burial ground and chapel, which had been moved from Datchworth in 1761. It had been a preaching house of John Bunyon, but closed in 2014 and is now in danger of deterioration. Near the river is Braughing Bury once two late medieval farms but is now one house. The view of St Mary’s church from the footbridge over the river is magnificent. Many 16th and 17th C buildings in the village are in excellent condition, including the Old Boys School, the Old Rose & Crown, the Axe & Compases PH. The Brown Bear PH was originally an open Hall House and is one of a number in the village. The mostly flint St Mary’s Church, consecrated in 1220, is on the site of an earlier Saxon church. There are some Saxon inscriptions on a side wall of the porch, and there is evidence of a Saxon burial. A large

The Hundred Parishes www.hundredparishes.org.uk

The buildings of the Hundred Parishes display a range of traditional construction methods and materials, some dating back many centuries. A notable feature, rarely found outside East Anglia, is pargeting. Pargeting is decorative render applied to the face of a building, either “incised”, where a pattern has been cut or pressed into plasterwork, or “raised”, where an image has been attached to the wall. Either type may have been crafted by hand in situ or created first using a mould or template. The incised forms were basic and not expensive, unlike the elaborate raised forms. There are several fine and varied examples across the Hundred Parishes.

Perhaps best known are the 17th-century raised images on the former Sun Inn in Saffron Walden. They depict two giant figures (whose identity is a matter of debate) and also various birds and plants – even a little dog. Also dating from the 1600s is the raised decoration on The Crown House, Newport where legend (albeit without evidence) suggests that King Charles II may have visited his mistress, Nell Gwynn.

A fine example of incised patterns can be seen in Braughing, where panels of different patterns cover the face of The Old Forge.

In Linton High Street, Chandlers has a mixture of small, ancient raised panels and extensive, more modern incised patterns.

The art of creating and conserving pargeting is now pursued by only a few craftsmen. An example of imaginative modern design can be seen in Newport, opposite the village store, and

Little Hadham Neighbourhood Plan – a personal view

Early in 2016, the Parish Council endorsed the setting up of a Neighbourhood Plan Steering Group, chaired by a parish councillor. Volunteers joined the group, and we met each month from April 2016 until March 2018. A lot was achieved during this time, including a survey which identified issues of concern for residents, a follow up in the Village Hall on a Saturday in December for all residents to discuss the results of the survey, and give us more ideas, a ‘Character Assessment’, and the discussion of possible policies to achieve our vision over the next 15 years.

At the Parish Assembly in April 2018, a view was expressed that the NP group had ‘betrayed the village’. This was because we had suggested the idea of site allocation to determine where, if any, development might happen. However, emotive language like this did not help. Using words like betrayal detracts from the debate about the future of Little Hadham.

I am sure that the Parish Council welcomes views about issues that affect us all, and of course contributions from people who then become actively involved. However, the Parish Council should also ensure that there is a balance of opposing views about any issue, and that these are given equal publicity so that we can come to a consensus. By not responding to the above criticism, the Parish Council seems to have accepted it. This was only an idea, but it was agreed from the beginning of the Neighbourhood Plan project that ALL decisions would be made by the Parish Council. It was also agreed that any complex or difficult decisions would go back to residents for more discussion in order to help with the final shape of the Neighbourhood Plan. And, finally, the Plan would go to a referendum where it would only be accepted if it achieved a majority vote in favour.

The Parish Council then discussed this idea over the next few PC meetings, and decided not to include site allocation in the NP. However, the Parish council have not discussed the future of the Neighbourhood Plan either. Over a year has gone by and the Neighbourhood Plan seems to be at a standstill. There have been no Parish Magazine articles about the future of the Neighbourhood Plan. This begs the question - Is there going to be a Neighbourhood Plan or not ?

One of the key reasons for having a Neighbourhood Plan, is for a village to have some influence over planning decisions. East Herts ‘Neighbourhood Planning Guidance Note’ of December 2014 explains that,

• Paragraph 1.6 ‘Neighbourhood Planning gives communities the right to shape development through the production of Neighbourhood Development Plans’

• Paragraph 5.7 ‘Policies may identify or allocate sites for particular types and scales of development (e.g. residential, employment etc.)’

•Paragraph 8.2 ‘Once the Neighbourhood Plan has been adopted, it will become part of the statutory development plan against which planning applications will be determined’.

This does mean that we will have some influence over those planning decisions. The advice given to the Neighbourhood Plan group was that East Herts Council will take account of a Neighbourhood Plan. While one view is that there is no point in having a NP

because developers always get their own way, it is still fair to say that having a NP is to our advantage. The Chief Executive of Bishop’s Stortford who ran one of the conferences I attended in 2017 on Neighbourhood Planning for HAPTC (Hertfordshire Association of Parishes and Town Councils), made the point that a village cannot be preserved in aspic. He was clear that having a Neighbourhood Plan would help a village to have some influence over its development.

There will always be planning applications to build new homes, as well as other development challenges ahead in the future. These include applications about the location, the number, and the design of houses. Surely, the Parish Council supported by us, would like to have some influence with East Herts Council.

There are also other reasons to have an NP. It is about getting people together to plan for the future in other ways, not just planning applications. Two examples include traffic calming and post the by-pass. This is a view expressed in the East Herts Guidance. It endorses the government’s wish to encourage communities to join together and have a say in the future of their villages. A Neighbourhood Plan is an important project which sets out a vision, with policies, for the future of a village for the next 15 years.

Neighbourhood Plans have become very popular. Since the Localism Act of 2011, about 2000 NP groups were set up by 2017. The government then allocated a further grant of £23 million, and it is estimated that there could be up to 4000 NPs by 2025.

We now have the situation that the Little Hadham Neighbourhood Plan process has stopped. There is no group, and since April 2018, the Parish Council have not discussed whether or not to continue with it. At the Parish Council meeting recently in June, it was announced that advice from the Planning Dept. at County Hall is that the ‘Character Assessment’ is not strong enough on its own to be considered a Neighbourhood Plan. There needs to be at least one policy.

Little Hadham is now completely surrounded by villages which are developing NPs. Having looked at the map, it seems that Little Hadham is surrounded by these villages up to a radius of about 10 miles. Without listing all of them, these include – Essex – 10, North Herts – 10, East Herts – 11. What do all these villages know that our Parish Council doesn’t know ?

Those in East Herts include – Braughing where the NP was passed at the referendum with a vote of 82%, Much Hadham, Standon, Buntingford, and Hunsdon/Eastwick & Gilston. Bishop’s Stortford has two Neighbourhood Plans.

It is likely that in 2/3 years time many more of these villages will have published Neighbourhood Plans, and seen them accepted at a referendum. Little Hadham will be even more isolated. What will East Herts Planning Committee think when they are considering planning applications from other villages with reference to their Neighbourhood Plans, and then find that Little Hadham has no Neighbourhood Plan to refer to when considering a planning application in our village?

The planning applications and challenges ahead about this may include:

• Albury Road (opposite the new homes in Lime Kiln Lane) – where a developer expressed an interest in building homes a couple of years ago.

•The Glaxo site in Bury Green, still vacant and still vulnerable.

• Along parts of the A120 inside the by-pass, a quieter road once the by-pass has been completed. An opportunity for a developer ?

I would like to see the Parish Council discuss whether or not to continue with a Neighbourhood Plan. Whatever the decision and reasons to justify it, this should be conveyed to all residents through a Parish Magazine article, Parish Council minutes, and at the 2020 Parish Assembly. If there is to be no Neighbourhood Plan, I have no doubt that a growing number of residents will ask the same questions I have asked.

Down at the doctor’s Dr Paul Haimes

There is an ongoing NHS initiative to encourage as many people as possible to buy drugs and remedies for common ailments over the counter in pharmacies rather than on prescription. To this end we were recently informed that, as a practice with 6500 patients, treatments prescribed for summer health came to £3796 with £1548 on mild hayfever, £1248 on travel sickness, £953 on sunburn and sun protection and £48 on insect bites and stings. The message is to “choose self-care” and speak to your pharmacist for help and advice on managing your summer health symptoms.

We are still strongly advocating free NHS health checks to patients between the ages of 40 and 74 who have not had one before, as long as they do not already have a chronic condition such as diabetes or heart disease. The checks are done by one of our friendly nurses and, in the last year or so, we have picked up some important health issues. Just pop in or ring to request this service.

At a recent Jack May Trust Fund meeting our trustees approved some new equipment for the nurse’s treatment room, including a second ECG machine in order for us to provide an improved service not affected by repairs and maintenance to a solitary one. A potential fund raising event was also discussed which will hopefully take place on a Friday evening in a local village hall sometime in early October. I will provide an update on this in a later parish magazine.

Talking Bowls –––––––or somethingThe longest day has now passed yet it seems only yesterday that the bowling season began, Time passes quickly when having fun. The weather was fine for our Open Day on 19 May and 17 people came along to try their hand. A bit down on last year’s record number but pleasing none-the-less. Whether the fall in numbers was due to being on a Sunday this time as opposed to Saturday last year, one will never know. We have three new members so far. A further six have signed-up to our 4 week “learn to bowl” course and showing some real talent and hopes are high that they will be swelling our membership ranks shortly and become immersed in our weekend friendlies and even our league competitions. Not much to shout about with regard to our results in various competitions so far this year. The gradual retirement of some of our mature and quality players has inevitably taken its toll as time is needed for our newer players to hone their skills. The talent is there and so we are viewing this season as a “rebuilding” year but would not be surprised to see some steady improvement as the year progresses. Our Ladies’ Friday league team has, at time of writing, won two and lost three. Great wins against Ware and Buntingford, lost by just one point to Bishop’s Stortford but lost out to Elsenham and Hertford Castle. We would love to see a few more lady members to give more depth to the squad so why not pop in one Wednesday evening to look us over? No experience necessary - and bring a man along as well if you can! Oh, and by the way, we are quite progressive, lady members are no longer expected to “do the men’s teas” - much to the dislike of only a few very old “ traditionalists”! News from the Gardens of Easton LodgeAs I write, the events to mark the 75th anniversary of D Day are drawing to a close but we will be marking our own local wartime contribution on 21 July at the Gardens.

Visitors will be able to learn local stories of the Gardens during the war and Great Dunmow airfield; and of neighbouring airfields and the 8th Air Force. Vintage military and civilian vehicles will be on display; and there will be themed activities for children. We are delighted that the duo known as Perfect Vintage will be with us again, so we can all enjoy Vera Lynn’s songs as we (hopefully) relax in warm July sunshine with tea, bacon rolls and homemade cakes!

We are imminently expecting stonemasons on site to start restoring the usable steps into the Italian Garden. We hope our visitors on 21 July will be able to descend the restored steps to enjoy the water lilies, which are starting to burst into colour in the clean pond, and the gorgeous colours of the new roses and other flowers in the borders.

Our gate will open at 11.30 and last entry is at 4.00pm. Entry price £4.50 and free for children. We will have our usual refreshments – but visitors are welcome to bring picnics. For further details, see our website: www.eastonlodge.co.uk
