GENERAL INFORMATION

Before completing this form, please read the relevant sections in the Lifelong Learning Programme Guide and the 2009 Call for Proposals published by the European Commission. Please consult also the website of your National Agency, which contains additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. A link to the European Call for Proposals, the Programme Guide and further information such as Frequently Asked Questions can be found on the Lifelong Learning Programme website:

This application form should be completed by the coordinator of the proposed Partnership, in cooperation with the partners, giving full details of the Partnership including the details of all partners and all planned mobilities and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 20 February 2009 (date as postmark). The partners must not change any of the information contained in the form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the deadline so that each participating institution is able to post its copy of the application on time. Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each applicant should check on the website of its National Agency before submitting the form.

� The form has been completed using the communication language of the Partnership (this must be one of the official languages of the EU).

� Multilateral Partnerships: The partnership consists of institutions located in at least three of the countries participating in the Lifelong Learning programme. Bilateral Partnerships: The partnership consists of two institutions, each one located in one of the countries participating in the Lifelong Learning programme. The eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, Iceland and Turkey.

� At least one participating institution is located in a Member State of the European Union at the starting date of the Partnership.

� Each participating institution has checked with the National Agency in its country that it is eligible to participate in a Comenius Partnership.

� If the application concerns a Bilateral Partnership, it must include in its work programme a reciprocal exchange of classes or groups of minimum 10 days involving pupils aged at least 12 (a class or group from one school visits the other, and vice versa). The minimum size of the group participating in each phase of the reciprocal exchange is 10 pupils in the case of "small group class exchanges" and 20 pupils in the case of "large group class exchanges" (depending on the grant amount requested). The two participating schools cannot have the same teaching language.

� The copy submitted to each National Agency has been signed by the person authorised to enter into legally binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the legal representative).

� Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned.

� Each participating institution has checked with its National Agency whether there are any national eligibility criteria and/or national priorities and whether the National Agency requires any additional information to be submitted in support of the application.

Please note: It is strongly recommended to indicate in the Partnership application which of the partners volunteer to act as replacement coordinators, should the original coordinator be rejected in the selection procedure. Please tick the relevant box for each partner who wishes to volunteer – if needed, replacement coordinators will be taken in the order they appear in the form. Please indicate as many replacement coordinators as possible.

4.OŚWIADCZENIE Oświadczenie musi być podpisane przez osobę uprawnioną do zawierania umów w imieniu instytucji wnioskującej. Oświadczenie musi zostać wypełnione i podpisane przez każdą instytucję wnioskującą na jej indywidualnym formularzu wniosku. Ja, niżej podpisany, wnioskuję do mojej Narodowej Agencji o dofinansowanie dla mojej instytucji jak określono w części 6 niniejszego formularza wniosku. Oświadczam, że:

• wszystkie informacje zawarte w niniejszym wniosku są, zgodnie z moją najlepszą wiedzą, prawidłowe;

• instytucja, którą reprezentuję, posiada zdolność prawną do uczestniczenia w zaproszeniu do składania wniosków;

LUB instytucja, którą reprezentuję posiada zdolność finansową i operacyjną do zrealizowania proponowanego projektu lub programu pracy; LUB instytucja, którą reprezentuję jest uważana za 'organizację publiczną' zgodnie z definicją określoną w Zaproszeniu i może przedstawić dowód takiego statusu, jeżeli zostanie o to poproszona, a mianowicie: świadczy usługi edukacyjne oraz:

• przynajmniej 50% jej rocznych przychodów w ostatnich dwóch latach pochodzi ze źródeł publicznych;

• lub (b) jest nadzorowana przez organy publiczne lub ich przedstawicieli. Zostałem upoważniony przez moją instytucję do podpisania w jej imieniu umów o dofinansowanie ze strony Wspólnoty. Potwierdzam, że: instytucja, którą reprezentuję:

• nie ogłosiła upadłości, nie podlega likwidacji, jej działalnością nie zarządza sąd, nie prowadzi postępowania układowego z wierzycielami, nie zawiesiła działalności gospodarczej, nie podlega postępowaniu sądowemu dotyczącemu tych kwestii, ani nie znajduje się w podobnej sytuacji wynikającej z podobnej procedury przewidzianej w ustawodawstwie krajowym;

• nie została skazana za przestępstwo dotyczące etyki zawodowej wyrokiem wydanym prawomocnie, który ma walor rzeczy osądzonej (res judicata);

• nie jest winna ciężkiego wykroczenia zawodowego udowodnionego wszelkimi środkami, jakie Narodowa Agencja może uzasadnić;

5. DESCRIPTION OF PROPOSED PARTNERSHIP Please note that this section must be completed jointly by all institutions participating in the Partnership and must be identical in each copy submitted to each National Agency.

5.1 SUMMARY

Summary of the planned Partnership. This description may be used by the European Commission and/or the National Agency when providing information on selected projects, so please be clear and precise and do not exceed 200 words.

The title of this project is “See the Sea.” We all have experiences of the sea but

for each one of us it is unique. We will co-operate and develop in a creative and innovative way, looking for similarities and differences to discover that the sea is a common treasure.

Knowing that from 2005 until 2014 the focus for the United Nations is Education for Sustainable Development, we are willing to integrate its principles and ideas into our day-by-day school education. Concentrating on marine issues, we will take advantage of the fact that each partner country has access to a different sea. It will let us explore and compare environmental problems that our seas face throughout Europe. The students will be able to do their own research, learn about the environmental history of the coastal areas, draw conclusions and plan actions that will lead our communities towards a sustainable future.

The children will be encouraged to develop an appreciation of the many ways the sea can be used in an environmentally friendly manner for sport and leisure activities and the production of food. This in turn will benefit our children by preparing them to lead healthy lifestyles in the future.

5.2 CONTEXT

aWhat is the general context of each institution involved in the proposed Partnership? Is there a specific context as for example: Are the institutions in disadvantaged areas? Do the institutions have pupils, staff or other groups with specific needs, e.g. pupils at risk of social exclusion, pupils with special needs, migrants, refugees? If so, please explain. COORDINATING INSTITUTION: The school is situated in the West of Scotland. It is in a disadvantaged area within the City of Glasgow. We have high levels of children with social and emotional need. We have a number of children who are Looked After and Accommodated and a significant number of children who have additional physical and academic educational needs. It is the responsibility of all our staff to provide support for these children in all areas of the curriculum. We have several nationalities of children and 10% of our school have English as an Additional Language. Many of these pupils come from migrant or refugee families. The area of Glasgow in which our school is situated is in the East End, which during the 1900’s was predominantly industrial. In the last half century industry has declined causing high unemployment. This means that around 60% of our children are entitled to free school meals. Our children also benefit from a breakfast club before school and after school care when school finishes at 3pm. As part of Glasgow City Council’s regeneration programme our community has benefited from some new housing stock and most recently our newly built school which has purpose built classrooms, a nursery school, all weather football pitch, multi-purpose gymnasium and state of the art ICT facilities. As it is a community school it is increasingly providing a social focus for the whole area.

PARTNER INSTITUTION 1: Escoles de l'Ateneu Igualadí is a little Nursery and Primary School of 265 students and 15 teachers. We are located in Igualada which is a small town 80 km far from Barcelona. The school website is www.ateneuigualadi.org/escoles The school is placed in the middle of the old town. The building is historical and it is part of a bigger institution which started in 1900 as a centre to develop workers education. Most of the students are middleclass, but in the school we also have migrants, pupils with special needs and pupils at risk of social exclusion. The number of these students is 2/ 3 per class so the school can achieve their aims and integrate them. We have worked in international projects

before, see website: www.kinderfilosofie.nl The school aim is to envolve our students in their own process of learning, through motivating and creative methodology, cooperative learning and using new technologies and content integrated foreign language learning. PARTNER INSTITUTION 2: The Italian Institute “San Biagio” is composed of three Primary Schools and a Middle school. Students are from 7 to 14 years of age and they study English, French and Spanish. Our four schools are situated near the centre of our town, Ravenna. The whole area is a treasure chest of art, history and culture of the highest order, with ancient origins. Eight historic buildings are included in the World Heritage List of UNESCO. The cultural offer is varied.

From this European partnership we are willing to realize and expect:

• to enhance a European dimension, co-operating with schools in Europe;

• to enhance the quality of education, teaching and comparing different systems and cultures;

• to embed an International curriculum to share with the new school partners involving all children, teaching staff, parents and governors in planning, organizing and evaluating the project;

• to exchange ideas, curriculum innovation, knowledge of each other's children;

• to improve skills in terms of teamwork, social relations, cooperative learning, planning and undertaking project activities and using ICT;

• to practice foreign languages and increase teachers and students’ motivation toward language learning, also with the support of CLIL approaches.

PARTNER INSTITUTION 3: 34 Nicholas Copernicus Primary School (Szkoła Podstawowa nr 34 im. Mikołaja Kopernika) is a six-year primary school for students aged 7 – 13, situated in a southern district of the city of Katowice. The school has now about five hundred students and employs forty teachers. The students learn in twenty-one classes, years one to six. The school’s general background has changed over the last few years, mirroring the changes happening in the community. Many well-off families with parents having professional jobs have moved away to new residential districts situated further from the city centre. In their place, a lot of families have moved in from the city centre, whose the poorer areas are being gradually rebuilt to give the city a more modernised character. As a result, our school has been recently admitting more and more students coming from malfunctioning familes, with all kinds of problems, such as family violence, child neglect, unemployment, poverty, alcoholism, single parenthood etc. Some of our students are looked after by probation officers. Many students thus need special help from our special needs assistant, the local Pedagogical-Psychological Counselling Centre or Local Social Aid Centre. A lot of them have specific learning problems and special educational needs, some suffer from severe behaviour disorders. Trying to prevent social exclusion of these students in the future, the school is involved in a variety of prophylactic and prevention programmes,

whose aim is to stress and reinforce positive behaviour and attitude patterns. On the other hand, the school has a number of very bright, talented and highly motivated students, who succeed in regional and national competitions and tests, and who are continually encouraged to develop their abilities and interests in all possible ways during extra-curricular activities. Both these groups of students, as well as the third, largest group of average pupils, are taken good care of by the school teaching staff, who use a wide range of tools to provide them with the best possible assistance. Participating in European projects, such as Comenius or eTwinning, has enabled our students to broaden their knowledge about the world, motivated them to study foreign languages, increased their curiosity of other cultures and given them a chance to become more open, more tolerant and more involved in educational processes. We do hope that this tendency will continue for the benefit of our students and the whole school community. PARTNER INSTITUTION 4: Antiparos Primary school is situated in one of the smallest islands of the Cyclades island group, in the southeast Aegean. It is opposite the much bigger island of Paros but commuting is only possible by sea. In this sense the area is disadvantaged, as access to a larger variety of cultural and other activities is limited by weather conditions and availability of sea transportation. The island’s population is around 1100 and our school has 75 pupils, 7 teachers and 7 teachers of special subjects (English, French, German, P.E., Music, Art and computer science). We have a small number (around 10% of the pupil population) of immigrant pupils for whom Greek is a second language and whose mother tongues are mostly Eastern European.

5.3 OBJECTIVES OF THE PARTNERSHIP

- To collaborate with teachers from different countries in a European context. - To integrate subjects using innovative strategies through ICT, Music, Art and Drama. - To create awareness and increase motivation in the use of foreign languages in the content and language integrated learning (CLIL) - To provide our students with a range of transversal key competencies in order to raise our awareness of the European Community and global issues. - To promote ownership, involvement and responsibility within a project. - To give children the opportunity to develop a variety of skills and strategies for life long learning. - To be aware of global environmental issues and take responsibility realising that together we can do it better. - To allow and promote mobility of educational staff to ensure communication and co-operation within the partnership for the purpose of experiencing the diversity of the educational systems. - We have an agreed timescale for all activities which involve al partnerships. The activities chosen reflect the common curriculum of the partnership schools using a cross curricular approach.

5.4 PARTNERSHIP AND DISTRIBUTION OF TASKS

Please explain the distribution of tasks between participating institutions and the competences required from each of them. Also explain how you will ensure the active involvement of all partners in common partnership activities.

All partner schools will work collaboratively to complete the planned activities within the timescale of the project, ensuring that any agreed postage of shared and completed work is carried out and that any agreed work to be brought to meetings for sharing among partners is available at the agreed meeting.

All partners will ensure a web link to the project website once established. All partners will communicate through e-mail or by posting comments on See the Sea blog. Each school within the partnership will hold particular responsibility for the success of the following elements: Dalmarnock Primary, Scotland - Responsibility for the co-ordination and sharing of information throughout the group. Introduction of year 1, at first meeting and celebration of successes at final meeting. Fundació Privada Escoles de l'Ateneu Igualadí, Spain – Will take over co-ordinatorship in the event of the nominated co-ordinato’s application being rejected. Responsibility for the organisation of Calendars for each partner’s school. ISTITUTO COMPRENSIVO SAN BIAGIO, Italy – Construction and update of Blog and reviewing website links. Responsibility for the co-ordination of Art Exhibition held in Ravenna. Music of the Sea CD – Responsibility for co-ordinating exchange of CD’s with traditional songs of the sea which will be exchanged and learned by partners. Szkola Podstawowa nr 34 im. Mikolaja Kopernika, Poland – Responsibility for the co-ordination of the short DVD’s produced for Film Festival held in Poland. Antiparos Greece - Responsibility for the co-ordination of the production of books about cultural stories or legends of the sea.

5.5 COOPERATION AND COMMUNICATION

Please explain how effective cooperation and communication between participating institutions will be organised.

All partners schools and staff members responsible for the project are already collaborating effectively. We exchanged e-mail addresses and telephone numbers at the preparatory visit in Glasgow. Already, a very healthy and productive dialogue has been established throughout the partnership, with the co-ordinating school ensuring that all necessary information is shared and passed on. This will continue for the duration of the project. Each visit has a planned purpose, however, further dialogue, planning and evaluation will take place at the planned meetings and all partners will attempt to ensure their school’s presence at these meetings. The Italian school has taken responsibility for organising a Blog to facilitate communication between teachers in every school. This is already up and running successfully. All Websites will have links to connect each school in the partnership to allow pupils, parents and the wider community access to information about “See the Sea.” Italy has also established a ‘See the sea Wikispace’ for each partner to post their activities on, allowing us to share in each others experiences. We will maximise the potential of this Comenius project by building on our existing relationships. Within our partnership we have strong foundations to build on as Scotland and Greece are in their second year of e-twinning and Spain and Portugal have strong links through a previous Comenius project. This will allow us to broaden and strengthen our new more cosmopolitan group. Children will be consulted throughout the project to monitor the impact it is having on their learning. Learning will be enhanced using formative assessment strategies to inform teaching practice. This will provide valuable feedback for both staff and children and maintain motivation and ensure the children are engaged in their learning.

5.6 IMPACT AND EUROPEAN ADDED VALUE

As a partnership, we have a very clear understanding that it is beneficial to all partners in equal measure and that none of the partners should carry an unfair responsibility or gain unfair benefit. We see the following as the benefits for all parts of our school communities: Pupils - The pupils involved in the Partnership should develop a real sense of ownership, belonging and responsibility as the project progresses. Through this, they should develop a sense of being part of the European Community as a whole and their interest in the diversity of language, tradition and culture should be meaningfully raised. This, in turn, will promote tolerance, understanding and interest in the cultures and lifestyles of other cultures. For our partner schools CLIL is an important factor and this will be enriched as the project develops. Teachers – The teachers within the partnership will have worthwhile and meaningful activities to work through with the children, leading to enthusiastic and purposeful teaching and learning. The activities will be designed to enhance creativity, innovation and co-operative learning using ICT. They will develop an understanding of the differing pedagogical styles adopted across Europe and have the opportunity for visits to schools in other countries within the partnership to increase this knowledge and understanding. They will benefit from the additional resources which the completed project will provide. We envisage that our partnership will lead to life long learning and believe that

job shadowing may be a natural development of our two year Comenius project allowing teachers to further enhance their cultural awareness, refresh their language skills and exchange good practice. Local Community – The local communities of the schools within the project will be given the opportunity to share in the results by visiting exhibitions or displays of work being tackled. Parents of children involved in the project will be encouraged to support their children’s learning experiences. Schools hosting mobility visits will encourage the involvement of the local community to make the visits more successful and memorable. School websites may be accessed by members of the local community. Wider Educational Community – The sharing of information among the educational communities within each of the partner countries will provide a valuable educational resource, (Comenius Day, assemblies, exhibitions, displays, websites) which will help to encourage an environmental consciousness and provide cultural enrichment and will be a source of experience and advice to other schools embarking on subsequent partnerships and projects.

5.8 EVALUATION

How will you evaluate, during and after the Partnership, whether the aims of the partnership have been met and the expected impact has been achieved?

- Completion of questionnaires using formative assessment strategies such as traffic lights. This will enable children to reflect on and be aware of their next steps in learning. - Ongoing assessment through observation and discussion with the children and evidence shared at project meetings - Staff questionnaires to ensure continuity and progression. - Reflective report written by each partner on return from mobility visit, increasing awareness and development of knowledge in accordance of aims - Parent open day with informal discussion of project and completion of parental questionnaire. - Use of Blog for feedback and opinion open to all partner schools and the facility to share points of interest as the project progresses. - Continuous e-mail dialogue within the partnership to update and evaluate progress - Sharing of anecdotal evidence of the impact of the project on pupils, parents and staff. This will also allow the development of Formative Assessment strategies within all partnerships. - Evaluation of project featured on every Agenda at agreed project meetings - The most effective method of evaluation involves constant monitoring of the progression of the project. To ensure this happens efficiently, each element of the project has a designated coordinator to guarantee that each element is completed within the agreed timeframe.

5.9 ACTIVE INVOLVEMENT

Active Involvement of Pupils and Staff This project significantly involves pupils in all aspects of the project. They will be involved at levels appropriate to their abilities. The expected outcome of each part of the project will be shared with our pupils and they will have input into how each outcome should be achieved. They will be physically involved in the completion of the activities and, most importantly, be aware of its purpose and of the recipients of their work within the context of Europe as a whole. As the bank of completed work grows, the children will be involved in the display, exhibition, sharing and assessment of the work within the school community and wider. The role of staff will be to manage the completion of the tasks, within the timescale and framework of the project’s aims, under the guidance of the school project coordinator within each of the partner schools – paying particular attention to aspects of the project for which they have coordinating responsibility.

5.10 INTEGRATION INTO LEARNING AND/OR OTHER ONGOING ACTIVITIES

If your partnership mainly deals with pedagogical or management issues, please explain how the project will be integrated into the ongoing activities of the participating organisations.

The very nature of this project allows for meaningful integration into most curricular areas. It will strengthen collaborative learning as we co-operate with our partners. Sharing pedagogical ideas will allow us to adapt and improve our teaching practice such as exploring Formative Assessment strategies or studying the use of ICT within the curriculum. Within Expressive Arts we will explore the Sea by dramatising stories or legends, water sports activities will be introduced to our children through shared experiences on our web/Blog, an appreciation of music will be developed as children learn songs of the sea and produce a CD to share with partner schools and Art will be integrated with Enterprise skills to produce Calendars and Logos as an emblem for our united partnership. Environmental Studies will have a focus on Eco issues such as pollution and how it affects the marine habitiat. In Language we will all produce a small dictionary of useful phrases in each language to stimulate children’s learning of other languages. Providing the children with a purpose to learn another language e.g. corresponding in e-mails, letters or blogs will help consolidate CLIL. ICT will be integrated across all curricular areas to support learning and allow information to be shared in an interesting and motivating way, such as use of websites, blogs, videos put onto DVD’s, CD’s with photo stories and powerpoints. Our project should be promoted as an opportunity to enhance teaching and learning experience rather than an addition to the workload. The outcomes contribute to all four aspects of curriculum for Excellence which is becoming increasingly recognised across the EU. All the schools in the partnership have a desire to promote International Education within their curriculum and involvement in this project clearly enhances and consolidates this.

5.11 DISSEMINATION AND USE OF RESULTS

How will you disseminate and use the results, experiences and, where applicable, products of the Partnership? - in the participating organisations? - in the local communities? - in the wider lifelong learning community?

As the project plan shows, each activity will involve each of the partnerships sharing the work that has been completed with each of the other partners. This will take varied and innovative forms. DVDs recorded and edited in each partner school for film festival in Poland, Artwork produced for Exhibition in Ravenna, Project website (with links from individual school websites), Blog for teachers from each partnership to share methodologies (pedagogy) and evaluations, Music CDs produced with songs of the sea from each country, Books written and made available in electronic form as a ‘living book’ with traditional legends and stories of the sea, Calendars for each country (contributed to by all partners) will be produced as part of our Enterprise, a water sport’s activity to encourage and introduce new sports to our children. Each school will choose one of the following activities to take part in, (swimming, canoeing, rowing, diving, sailing.) They will share their experiences with each partner on website and also with other pupils and local community at school assemblies. Design LOGO and slogan for project to use as common image. 6. PROPOSED ACTIVITY DATA

6.1 WORK PROGRAMME: PLANNED ACTIVITIES, INCLUDING MOBILITY ACTIVITIES, OF EACH PARTICIPATING ORGANISATION

Educational activities Please summarise in the table below the planned Partnership activities and mobilities for all institutions in the Partnership. Please present the activities for both academic years 2009/10 and 2010/11, in a chronological order. The eligibility period of activities starts on 1 August 2009 and ends on 31 July 2011. Please note that mobility activities can only take place between organisations receiving funding to participate in the Partnership, or to events organised by Lifelong Learning (or predecessor) Programme projects or networks (e.g. Comenius Network conferences). Mobility can be undertaken by staff and pupils of the participating institutions and - in the case of mobility involving persons with special needs - accompanying persons such as parents, guardians or carers. What is counted as "a mobility" is one trip abroad by one person. Only transnational mobility1 (i.e. travel abroad) counts for the calculation of the minimum mobility numbers. Please note: if an institution's mobility activities involve staff or pupils with special needs, or travel to or from the Overseas Countries and Territories, its mobility activities during the partnership period may be reduced by up to 50% of the minimum mobility number for the grant amount in question, in order to take into account the higher costs involved.
